Haryana Chief Minister Om Prakash Chautala has suggested to the Union Government that it should evolve a simple and uniform procedure for awarding compensation to consumers, to be followed by all consumer protection institutions.

10-year jail for drug trafficker
Fatehabad, July 16
The Additional District and Sessions Judge, Mr O.P. Verma, yesterday sentenced a poppy husk trafficker to 10 years’ imprisonment and imposed a fine of Rs 1 lakh upon him. The convict will have to undergo further imprisonment of two-and-half-years in case of his failure to pay the fine.

Report on HCS cadre review may be delayed

Chandigarh, July 16
A three-member committee constituted for reviewing the cadre strength of the Haryana Civil Service (HCS) may not be able to submit its report in time owing to the delay by various departments to provide the required feedback.

The committee, headed by Mr Pradeep Kumar, Principal Secretary, Irrigation, held a meeting here today when the replies submitted by various departments were examined. Official sources said heads of various departments were asked to submit their requirements of HCS officers by July 10. However, most of the departments were yet to respond to the committee’s request.

Chief Minister Om Prakash Chautala, while attending a conference of HCS officers at Karnal on Sunday (July 13), had reportedly accepted the demand of the HCS Officers Association for increasing the cadre strength from 240. He reportedly conceded that though the strength could not probably be increased to 323 as demanded it would be certainly increased to 300.

It was learnt that the committee had been asked to submit its report within six weeks. “But in view of the procrastination of the heads of departments to comply with the committee’s request, the deadline will be difficult for the committee to meet”, stated a source.

LIC agents allege raw deal

Agents of the Life Insurance Corporation of India here are up in arms against development officers and the branch management. They have been alleging a raw deal at the hands of the management.

They say the development officers have been thriving on their hard labour.

The LIC agents have organised themselves under the banner of the Life Insurance Agents Federation of India (LIAFI), Fatehabad branch. They staged a dharna in front of the LIC office here yesterday and raised slogans against the management. They threatened to stall business in case their demands were not met.

A Branch Manager of the LIC and a spokesman for the development officers, however, denied the allegation of the federation leaders and said only a few agents had been agitating at the behest of some outsiders.

Addressing the agents, the LIAFI local unit president Mr Yoginder Kumar Jain, alleged that the development officers were cornering the benefits meant for the agents with the connivance of the management.

The federation has also demanded seats to all agents and opening of a separate cash counter for LIC agents. The agents have also been demanding release of their commission on a monthly basis.

Mr Wazir Singh Malik, Branch Manager, LIC, Fatehabad, said most of the demands raised by the agents were frivolous and were already being implemented in the branch.

He said commission was already being paid to the agents on a monthly basis and it was being deposited in the bank accounts of agents who had provided their bank account numbers to the branch.

Mr Mohinder Singh Malik, spokesman for the Development Officers, denied charges of exploitation levelled by the federation on them.

Decision on medical college resented

Karnal, July 16
Resentment prevails among residents of Karnal and various political parties against the decision of the Union Government to open a medical college and a super-speciality hospital in Kurukshetra instead of Karnal.

The Congress at a meeting yesterday, decided to launch an agitation over the issue. It demanded the resignation of Mr I.D. Swami, Union Minister of State for Home Affairs, who also represents the Karnal parliamentary constituency in the Lok Sabha.

A large number of residents has termed the Union Government’s decision as “a betrayal” with Karnal residents, as earlier the government had repeatedly announced that a medical college after the name of Karnal-born US astronaut, Kalpana Chawla, who died in the Columbia blast, would be opened in Karnal.

The announcement was made both by the Haryana Chief Minister, Mr Om Prakash Chautala, and Mr Swami while addressing a condolence meeting in memory of Kalpana Chawla in the Sanatan Dharam temple here.

Five arrested on charges of murder, dacoity

Hisar, July 16
Five persons have been arrested on the charges of murder, dacoity and extortion. The police has seized two pistols and recovered a stolen motor cycle and Rs 3,50,000 cash from them.

A police spokesman said here today that Vikram of Ladwa village and Sandeep of Balsmand village had been caught from Rampura village near Hansi on a tip-off when planning to commit dacoity on the Hisar-Delhi national highway. A pistol and two cartridges were seized from them. Later, the police also arrested their accomplices — Virender Singh of Ladwa village and Chatar Singh and Rajesh Kumar of Mirkan village — from different places. It was from those persons that the cash and motor cycle were recovered. They have been charged with looting cash from Uchana in Jind district and Adampur and Gianpura village in this district. They have also been accused of killing a tantrik, Satyanarayan, at Ladwa village.

Bail plea of Sharan, Chadda shot down

Ambala, July 16
The Additional Sessions Judge, Ambala, Mr B. M. Bedi, has dismissed the bail applications of senior IAS officer of Haryana Ajit Mohan Saran and former Executive Officer of the Haryana Financial Corporation U. S. Chadda here today. They had been arrested by the state Vigilance Bureau for their alleged involvement in the multi-crore loan scam of the Haryana Financial Corporation (HFC).

The bureau had arrested Mr Sharan, the then Managing Director of the HFC, from his residence in Delhi on June 25. The bureau had also arrested Mr Chadda who was also remanded in judicial custody. Two of the beneficiaries R. P. Sareen and Vivek Sareen were taken into custody by the bureau two days back who were remanded in judicial custody by a local court here today.

The counsel of Mr Sharan, Mr Faquir Chand Aggarwal and Ashok Mehta argued that an SP rank officer of the bureau had already conducted an inquiry into the case a few years back and had given a clean chit to Mr Sharan in this regard. Mr. S. K. Sood, counsel of Mr Chadda, said his client had nothing to do with the scam. OC

Plea to Centre on consumer protection

Haryana Chief Minister Om Prakash Chautala has suggested to the Union Government that it should evolve a simple and uniform procedure for awarding compensation to consumers, to be followed by all consumer protection institutions.

In a proposal conveyed to the Union Government, Mr Chautala said the consumer courts should be rigid about not granting frequent adjournments and should decide the cases within the prescribed time-frame. Moreover, the consumer grievance redressal mechanism should function as a service organisation in order to provide simple, speedy and inexpensive redressal of grievances.

The Haryana Consumer Protection Rules were being amended in accordance with the Consumer Protection (Amendment) Act, 2002, and were in the last stage of finalisation. He said the process to create district consumer protection councils was also being initiated.

The police had got a tip-off on November 19, 1999, that Sukhdev Singh, son of Hazoora Singh, of Palsar village in the district was indulging in illicit trafficking of poppy husk. The police swooped on his residence with an Executive Magistrate, Mr Raghubir Singh, and the village sarpanch. The police seized 21 bags of poppy husk from his residence that contained 840 kg of the contraband.

Orders reserved on poll petition

The high court reserved orders on an election petition challenging the election of Indian National Lok Dal candidate Ranbir Singh from the Badhra Assembly constituency.

Accusing Mr Ranbir Singh of indulging in a “corrupt practice” during the election, Haryana Vikas Party candidate Narpinder Singh had earlier alleged that independent candidate Mr Amir Singh was “induced” by the returned candidate to contest the election. Mr Amir Singh, the petitioner added, was assured that all the expenses, including the security deposit, would be borne by Mr Ranbir Singh.

Seeking directions for declaring Mr Ranbir Singh’s election as void, “as required under Section 100 (1) (b) of the Representation of People’s Act”, the petitioner also asked for disqualification of both the candidates for allegedly indulging in corrupt practices.

Record on SIs’ selection called

Taking up a petition alleging favouritism in the selection of Sub Inspectors in the Haryana Police, a Division Bench of the high court has summoned the record.

Issuing the directions on a petition filed by Sirsa resident Charanjit Singh Jatana, the Bench, comprising Mr Justice J.S. Khehar and Mr Justice S.K. Mittal, also fixed October 16 as the next date of hearing in the case.

In his petition, Mr Charanjit Singh had earlier sought directions to the state of Haryana and other respondents for quashing the appointments made in April. A substantial number of appointees, the petitioners alleged, were either related to Haryana Chief Minister Om Prakash Chautala, or were the wards of senior officers. In an attempt to substantiate his contentions, the petitioner also referred to a press conference held in a similar matter by MLA Karan Singh Dalal.

Rewari Town Planner held in Gaur case

The Town Planner of Rewari, Kulbhushan Aggarwal, has also been arrested and remanded in judicial custody for 14 days. Aggarwal was today arrested on the charge of being an accomplice of Gaur, the arrested Estate Officer of HUDA. Aggarwal has been the Town Planner of Sirsa and was arrested by the Sirsa police from Faridabad.

An investigation into the Gaur case had led to the disclosure that in the year 1993-94, when Aggarwal had been at Sirsa as Town Planner Executive Officer of HUDA, he along with Gaur had indulged in misappropriation of lakhs of rupees in flats distribution and manipulated records and documents.

Budget: directive to Haryana depts

The Haryana Finance Department has issued instructions to all heads of departments regarding preparation of Budget estimates for 2004-05.

A spokesman of the Finance Department said here today that all departments were required to submit various returns to the department for the finalisation of Budget estimates for the next financial year and to follow the additional instructions issued by it from time to time.

The departments had also been asked to submit explanatory plan scheme memoranda giving full details.

RLD ‘jal yudh’ from today

The Rashtriya Lok Dal (RLD) President, Mr Ajit Singh, would address a rally at Rohtak on July 30, Swami Indravesh and Mr Yudhvir Singh, president and general secretary, respectively, of the Haryana unit of the RLD, said here today.

The RLD would launch an agitation to put pressure on the BJP-led NDA to complete the SYL canal at the earliest. The party would launch a “jal yudh tayaari abhiyan” in 12 districts of Haryana tomorrow.

Fatehabad, July 16
Karam Singh, 35, a former sarpanch of Sirdhan village in this district, was today shot while going to Fatehabad from his village.

The miscreants had stopped his car before shooting him.

The police has registered a case and launched a hunt to catch the killers. — PTI
