Hearing on Sharan’s bail plea today

The bail application of Mr Ajit Mohan Sharan, a senior IAS officer of the Haryana cadre, will come up for hearing in the court of the Special Judge, Ambala, Mr B.M. Bedi, tomorrow.

SFI plans strike

The Student’s Federation of India has decided to observe a strike in protest against “commercialisation and privatisation” of education in the state.
Mr Dinesh Siwatch, senior vice-president of the SFI said this while talking to mediapersons here yesterday.

The rally had started from Talhan village. The president of the Haryana unit of the party, Capt Shamsher Singh Malik, said the cycle rally was being taken out to generate awareness about the plight of Dalits.

33 govt colleges sans Principals

More than half of the government colleges in Haryana have been functioning without Principals following litigation between the college staff and the state government over the latter’s new policy on direct recruitment of Principals.

While earlier the state government used to fill 75 per cent of the posts of Principal by promoting the existing staff and the rest by direct recruitment, the new policy mandated direct recruitment for all posts.

The policy was made operational in October last year after which the Haryana Public Service Commission was asked to make recruitment. The eligibility for the post of Principal was fixed at minimum 15 years’ teaching experience in a college and a PhD degree.

The policy, however, infuriated the existing college staff, making them challenge it in the high court.

In February the court stayed the policy as well as interviews being carried out by the HPSC for the purpose.

Haryana Government officials said 33 out of the 56 government colleges were without Principals. The court’s directive to fill the posts of Principal was awaited.

“The interviews for posts of Principal were almost over and in case the court upholds the new policy, we can start the process of recruitment. On the other hand if the court rules otherwise, we will fill the posts by promoting members of the existing staff”, an official said here. The Advocate-General of Haryana would write to the court to expedite hearing in the case.

HPSC hikes cost of application form

The Haryana Public Service Commission has increased the cost of application forms for various posts from Rs 300 to Rs 1,000.

While the Opposition describes the hike as unjustified, the commission says it has been necessitated by the increased cost of conducting examinations.

Haryana Congress Secretary, Sat Pal Kaushik said here today that the commission had put an additional burden on the unemployed youth. This, he said, would put candidates belonging to the weaker sections to a disadvantage.

Refuting the criticism, a spokesman of the commission said the cost of application form had been “rationalised”. This had been done to simplify the procedure and to meet the additional cost of conducting the examinations.

The earlier practice was to charge about Rs 300 as the cost of the application form and about Rs 500 as the examination fee. If any candidate wanted his answersheets to be revalued, he had to pay extra.

The spokesman said now the commission had decided to charge Rs 1,000 as a one-time payment, which would include the cost of the application form and the examination as revaluation fees. Moreover, the cost of the application form had been increased only for those posts where selection was through a written examination.

Since the HPSC, he said, paid remuneration to paper-setters, examiners and examination supervisers on the pattern of the Union Public Service Commission, it had to revise the charges by three times. Recently the UPSC had also revised the remuneration. He said the rent for examination centres had also gone up.

The spokesman said the cost of application forms for the candidates of reserved categories like the Scheduled Castes, backward classes, ex-servicemen, and physically handicapped was 50 per cent of that charged from candidates of the general category.

HPSC extends date

The Haryana Public Service Commission (HPSC) has extended up to July 30 the last date for submission of applications for the HCS (executive branch) and other allied services examinations (main), 2003, a spokesman of the commission said here today the commission would hold the examinations from August 18 to 28 at Chandigarh.

WLL service inaugurated

Kurukshetra, July 15
Mr H. C. Kocchar, Director, Human Resource Development, Bharat Sanchar Nigam Limited (BSNL), New Delhi, inaugurated the wireless local loop (WLL) service (Tarang) which has been launched at Kurukshetra, Shahabad and Kaithal at a function organised here yesterday.

This is CDMA-based service with its main exchange at Karnal. The Haryana Telecom Circle, Chief General Manager, Mr A. K. Nagpal, presided over the function while the Karnal Telecom District, General Manager, Mr P. K. Paliwal, was also present on the occasion.

Mr Kocchar also congratulated officers and staff of the Haryana Telecom Circle in general and Karnal telecom district, in particular, who worked hard for commissioning of this service.

Mr Nagpal informed that the Haryana Circle had approximately 1,10,000 mobile subscribers in Haryana.

Mr Nagpal had claimed that the BSNL had become number one operator in mobile service leaving behind Escotel, Airtel and Essar in Haryana service area. He said the Tarang WLL service, would enable prompt release of connections in the technically non feasible rural and urban areas while another 40,000 capacity of CDMA WLL and 46,000 capacity of CORdect WLL would be introduced in Haryana shortly.

Roadways staff block traffic after clash

Sirsa, July 15
A clash between drivers of the Haryana Roadways and that of a private bus resulted in a traffic jam outside the bus stand on the National Highway 10 today.

According to the reports received, a private bus belonging to the Bala ji Travels bound for Fatehabad at 11.37 a.m. didn’t leave the bus stand till 12 noon. The driver of this bus kept it parked outside the bus stand for getting more passengers. Meanwhile, a bus coming from Karanpur and on way to Delhi came out of the bus stand and the conductor of this bus requested the driver of the Bala ji Travels bus to leave the bus stand but he refused.

The tussle turned into a scuffle as the driver and the conductor of the private bus along with two others started beating up the conductor of the Haryana Roadways bus.

When this news reached the employees of the roadways they blocked the traffic on the National Highway in protest.

Nearly half a dozen buses were parked on the main road in a zigzag manner. When the conductor and driver of another Haryana Roadways bus tried to intervene, they were also manhandled. Later, the driver and conductor of the private bus fled from the scene.

After half an hour, in charge of the Sirsa bus stand Bhup Singh and in charge of police station of the bus stand Hari Singh, persuaded the agitating Haryana Roadways employees and got the road cleared.

On the complaint of the conductor Rajinder Kumar the police has registered a case against the driver and conductor of bus No. HR57-4455 belonging to Bala ji Travels along with two other persons.

In his complaint Rajinder Kumar, conductor of the Haryana Roadways bus, has accused the conductor of the private bus of luring the passengers out of the Haryana Roadways bus by offering tickets at a lesser fare.

In the meanwhile, the in charge of the bus stand Bhup Singh, state president of Haryana Roadways Workers Union Lal Chand Godara and president of the local unit Laxman Singh, have stated that the private buses were causing a great financial loss to the roadways.

2 killed as trucks collide

Yamunanagar, July 15
Two persons were killed and eight injured in a head-on collision between two trucks today at Gadhaula village, about 15 km from here, on the Jagadhri-Ambala highway. One of the trucks was loaded with mangoes and was on the way to Malerkotla from the Uttar Pradesh.

The truck carrying mangoes fell into a ditch, resulting in the death of driver Irshad and Abdul on the spot. Eight persons were injured and were shifted to the Civil Hospital, Jagadhri. The police has registered a case against the mini truck driver, who fled the site.

Meanwhile, according to a report received here today, 32-year-old Satish Kumar, a resident of Gandhapura village, about 25 km from here, was drowned in the Saraswati river yesterday evening.

It is reported that a few passers-by saw a shirt on the bank of river. They raised the alarm and jumped into the river and found the body. The victim was married last year and a father of one.

The body of a youth was found on the rail track, near here, this morning. The victim has not been identified as yet.

Police custody for HFC beneficiaries

Ambala, July 15
Two of the beneficiaries who availed of the loan from the Haryana Financial Corporation during the tenure of Ajit Sharan Mohan as Managing Director of the corporation were produced in the court of Duty Magistrate, Mr Rajnish Sharma today. They had been arrested by the Vigilance Bureau from Chandigarh on Monday. The court remanded the duo to police custody for one day.

The beneficiaries nabbed by the bureau include R P Sareen and his son Vivek Sareen Directors of Aplex Multi Tech, Chandigarh, located in the industrial area complex. The firm is among those 33 firms which were granted loans during the tenure of Mr. Sharan and the bureau had been alleging that these loans caused a loss of Rs 97 crore to state revenue.

Earlier the counsel of Mr Ajit Mohan Sharan during the argument on the bail application had stated in the court that the Vigilance should have arrested the beneficiaries who had been benefited.

The counsel Mr J S Kohli, who appeared on behalf of Mr Sareen stated in the court that his clients had nothing to do with the HFC scam. He said that the Aplex Multi Tech had borrowed Rs 42 lakh from the HFC and had already returned a sum of Rs 90 lakh to the corporation along with the interest. All records related to the granting of loan were in the custody of the bureau. He said his clients had to pay only the balance of Rs 5 lakh for which the corporation had sealed their factory.

Ms Mangla Sareen, wife of Vivek Sareen, who was present in the court premises said that the corporation had sealed their factory a few years ago without any reason. She said the machinery worth Rs 50 lakh had turned into scrap in the sealed factory. Moreover the building of the factory which cost Rs 40 lakh has also been taken to pieces.

She said two of the vigilance officers had came to their house in Chandigarh on Monday and told them that they wanted to get some information about their loan. She said that her father-in-law R.P Sareen (80) had recently undergone bypass surgery and it would be difficult for him to face the vigilance harassment.

Murthal SHO sent to police lines

The Director-General of Haryana Police, Mr M.S. Malik, has ordered the shifting of the SHO and Moharar of the Murthal police station in Sonepat district to the police lines.

Mr Malik found the officials absent from the police station during a surprise check today.

According to a police spokesman, Mr Malik expressed displeasure over the poor maintenance of building, office record and seized property. He sought an explanation from DSP Om Prakash, the supervising officer of the police station.

Mr Malik also administered a warning to the SHO, Samalkha, in Panipat district for not carrying out day patrolling.

LIC cashbox stolen

Ambala, July 15
Mystery shrouds the disappearance of a cashbox containing Rs 5.60 lakh from the Life Insurance Corporation (LIC) office in Ambala city this morning.

The theft has foxed LIC officials as the box was taken away during working hours. The office was teeming with customers when the alarm was raised regarding the missing box.

The box disappearance was detected at around 11.45 am when the cash was to be deposited in the bank. Police personnel rushed to the spot. The office was sealed and customers were allowed to leave the office only after verification. The police is not ruling out the possibility of some insider being involved in the theft.

The box is normally attached to a table. Interestingly, the box which was stolen was lying next to another cashbox. However, the other cashbox was not touched.

An LIC official said the box disappearance had stunned them since it was kept within the wire mesh near the Cashier seat.

Record on appointment sought

The Punjab and Haryana High Court has issued notice to the Union Ministry of Justice through its Under Secretary for the production of record pertaining to the appointment of Mr Justice Adarsh Kumar Goel as a High Court Judge.

Pronouncing the orders, a Division Bench of the high court, comprising Chief Justice Mr Justice B.K. Roy and Mr Justice N.K. Sud, also directed that the record should be produced “in a sealed cover for our perusal”. The Judges further ordered the initiation of criminal contempt proceedings against two newspapers, the Times of India and Hari Bhoomi, besides Hisar-based advocate Ajay Bansal.

Haryana’s Advocate-General or Additional Advocate-General was also asked to assist the court in the matter. The Judges fixed August 25 as the next date of hearing.

The directions were issued after the high court took serious view of a legal notice issued by Bansal to the President of India and the Chief Justice of India requesting them to cancel the appointment of Mr Justice Goel “in the interest of the country”. A copy was also sent to the Chief Justice and Mr Justice Goel.

The advocate had asserted that he would be constrained to file a Quo Warranto writ petition before the Supreme Court if action was not taken within a month of receiving his notice. Quoting a report published in Hari Bhoomi, the advocate had added that Justice Goel’s appointment was void and unconstitutional.

After going through the notice, the Judges observed that they were also in possession of a news item — “Government ignored IB (Intelligence Bureau) report on High Court Judge” — published in the Times of India on May 8.

In their detailed 11-page order, the Judges ruled that an impression had been given that the report of the Intelligence Bureau was sacrosanct or the last word pertaining to Mr Justice Goel. The Judges added that the correctness of the report was considered by the Punjab and Haryana High Court, besides the Supreme Court, collegium and was not accepted.

Speaking for the Bench, Mr Justice Roy added that the oath was taken by Mr Justice Goel as a High Court Judge on July 17, 2001, about two years ago. What could be the purpose of the advocate in threatening to sue, or of the media to publicise such a brushed aside report belatedly? Mr Justice Roy questioned.

The Judge concluded that not only Bansal, but also the reporters, besides the printers and publishers of the two newspapers, attempted to bring to disrepute and scandalise the administration of justice of Mr Justice Goel, along with the high court and Supreme Court collegium, besides an apex court Judge whose opinion was taken while recommending the elevation of Mr Goel.

Hearing on Sharan’s bail plea today

The bail application of Mr Ajit Mohan Sharan, a senior IAS officer of the Haryana cadre, will come up for hearing in the court of the Special Judge, Ambala, Mr B.M. Bedi, tomorrow.

Mr Sharan was arrested by the State Vigilance Bureau from his Delhi residence on June 25 for allegedly causing a loss of about Rs 97 crore to the Haryana Financial Corporation (HFC) when he was its Managing Director from 1991 to 1996. After spending 10 days in police custody, Mr Sharan is now in judicial custody.

The Student’s Federation of India (SFI) has decided to observe a strike in protest against “commercialisation and privatisation” of education in the state.

Mr Dinesh Siwatch, senior vice-president of the SFI said this while talking to mediapersons here yesterday.

He said the Central and the state governments had decided to commercialise education by giving it to private parties. He alleged that the government was reducing its budget expenditure on education and planned to stop all grants to private-aided colleges.

Dalit cycle rally reaches Ambala

A Dalit chetna rally, being organised by the Lok Janshakti Party, arrived here today.

The rally had started from Talhan village. The president of the Haryana unit of the party, Capt Shamsher Singh Malik, said the cycle rally was being taken out to generate awareness about the plight of Dalits. He said the rally would reach Delhi on July 20.

Mr Amar Singh Mehmi, president of the Punjab unit, claimed that the Punjab Government was responsible for the Talhan incident. He demanded that compensation to the next of kin of the deceased as well as the injured should be enhanced.

BDPO gets bail

The Additional Sessions Judge, Ambala, Mr B.M. Bedi, yesterday granted bail to the BDPO, Mr Ram Narain, who was arrested by the Naraingarh police on corruption charges two weeks ago.

Counsel Ashok Mehta, who appeared in the court on behalf of Mr Narain stated that earlier a senior officer had already conducted an inquiry into the allegations levelled against his client and he was found innocent.
