Rains damage Mandewala bedbars
Yamunanagar, July 6
Due to the continue rains for past two days a portion of the Mandewala Flood Protection bedbars has been damaged. Mr Vijayendra Kumar, Deputy Commissioner, said today that a portion of Mandewala had been damaged as loose stones had been washed away. He, however, said the new structure had not been damaged.

INLD launches membership drive
Fatehabad, July 6
The Indian National Lok Dal decided to launch its membership drive in the district at a party meeting here from today. Mr Ram Paul Majra, chief parliamentary secretary, Haryana, was the chief guest on the occasion. Mr Nishan Singh, MLA and president of the district unit of the INLD, presided over the meeting.

MLA complains to AICC against Bhajan

Infighting in the Haryana Congress has intensified following a frontal attack on the sons of former Chief Minister and party President, Bhajan Lal by dissident leaders.

According to reliable sources, a former Union Deputy Minister and Chief Whip of the Haryana Congress Legislature Party (HCLP), Mr Jai Prakash Barwala, has written to the (AICC) General Secretary in charge of the party affairs in Haryana, Mr Nawal Kishore Sharma, accusing Mr Bhajan Lal and his sons, Mr Chander Mohan and Mr Kuldid Bishnoi, of trying to run the party on the pattern of Indian National Lok Dal (INLD) supremo, Om Prakash Chautala.

Mr Barwala’s missive has come even as the Bhajan Lal camp is seriously thinking of taking action against those office-bearers of the subordinate party units which had not participated in the conferences of the block unit presidents being held these days on the directions of the AICC.

The sources say in his July 4 letter, the MLA from Barwala said while Mr Bhajan Lal often accused Mr Chautala of running his government and the party with the help of his sons, he (Mr Bhajan Lal) himself had given “complete freedom” to Mr Chander Mohan and Mr Bishnoi to interfere in the party matters. Mr Barwala also accused Mr Bhajan Lal of trying to run the party in a dictatorial manner.

Mr Barwala has been apparently provoked to launch this attack following a news report which quoted Mr Bishnoi as saying that the state Congress had issued notices to Mr Barwala, Mr Ranjit Singh, a former Haryana minister and son of former Deputy Prime Minister Devi Lal, and Mr Jai Narain Verma, a Backward Classes leader, for their alleged anti-party activities.

The sources say similar letters have been written to Mr Sharma by Mr Ranjit Singh and Mr Verma also.

Mr Barwala, the sources say, has challenged the locus standi of Mr Bishnoi in making a statement against other party leaders. The dissident leader reportedly pointed out to Mr Sharma that Mr Bishnoi was neither an office-bearer of the AICC or the Haryana Congress nor was he an authorised spokesman of the party. Hence his statement against the Congress leaders was “highly deplorable”.

In contrast to Mr Bishnoi’s status in the party, Mr Barwala drew Mr Sharma’s attention to the fact that he (Mr Barwala) had been two time MP, besides being a minister in the Union Cabinet. He also reiterated that he was the chief whip of the HCLP.

Mr Barwala also criticised Mr Bishnoi for repeatedly declaring that he would contest the Lok Sabha elections from Bhiwani as the Congress candidate. The dissident leader said it was an open secret that the Congress ticket was given after following a long and well-established procedure. Hence Mr Bishnoi’s assertion was a challenge to the authority of the party’s Central Election Committee and was an indication of Mr Bhajan Lal’s tendency to promote members of his family.

The dissident leader regretted that whenever he brought the “immature” statements of Mr Chander Mohan and Mr Bishnoi to the notice of Mr Bhajan Lal, the latter encouraged his sons instead of checking them. Mr Barwala claimed such irresponsible statements had not only tarnished his image but also hurt the sentiments of grassroot Congress workers.

On the other hand, the Bhajan Lal camp described Mr Barwala’s letter as a tactic to divert the high command’s attention from his anti-party activities. Sources in this camp said certain leaders wanted to weaken the party for their petty interests. These leaders had misled certain office-bearers of the district and block units of the party to boycott the conferences of the block presidents.

The names of all such leaders would be sent to the AICC for suitable action.

CM announces 319 cr for water projects

The Haryana Chief Minister, Mr Om Prakash Chautala, said today that Rs 319 crore would be spent on the construction of new water courses and repair of the existing ones in the state so as to make requisite water available for irrigation purposes.

The state government had provided 25 per cent more water for irrigation during this year as compared to last year.

Mr Chautala was addressing a public meeting after inaugurating the newly-constructed Jat Dharamshala at Safidon, about 36 km from here, at a cost of Rs 75 lakh.

While referring to the plight of farmers, Mr Chautala said the farming community was always at the receiving end and the state government was well aware of their condition. Since the government was committed to the welfare of farmers, it would ensure that water reached every inch of agricultural land.

He said the minors were being made pucca and their level was rectified wherever needed. Where sufficient water was available for irrigation, the minors would be extended.

He reiterated to provide adequate water till all tail ends of the minors and distributaries in the state.

He announced a grant of Rs 5 lakh to the Jat Sabha for taking up extension work at the dharamshala. He said such dharamshalas were an asset for society.

Mr Chautala discussed in detail the plan prepared for strengthening the power system in the state and said his government had enhanced the generation capacity to 792 mw.

Earlier, the third phase of the sarkar apke dwar programme of Safidon Assembly constituency was organised at the Safidon PWD Rest House, where Mr Chautala reviewed the progress of the ongoing works of development.

He interacted with all 65 village panchayats falling in the constituency and on their demand announced development works.

When the Bhagru Khurd panchayat told the Chief Minister that the pavement of path to the cremation ground could not be completed with the funds allocated to them, Mr Chautala directed the officer concerned to complete all works initiated by them even if they had to prepare revised estimates for this.

Reacting to the problem of encroachments raised by Karkhana and Thuaand Khanda panchayats, the Chief Minister ordered to launch a month-long campaign to remove all illegal occupations in the district.

He also directed the officers concerned to construct old-age homes at the sites selected with the consensus of the villagers.

Sharan, Chadda remanded till July 18

Ambala, July 6
A local court has sent senior IAS officer of Haryana cadre Ajit Mohan Sharan and former Executive Director of the Haryana Financial Corporation U S Chadda allegedly involved in multi-crore loan scam of the corporation in judicial custody till July 18.

Earlier, Sharan remained in the police remand for 10 days while Chadda had to spend four days there.

The orders were passed by Duty Magistrate Ranjana Aggarwal.

The Haryana State Vigilance Bureau had arrested Sharan on June 25 on the basis of an FIR registered in April, 2002, in the City police station for sanctioning loans to certain persons from the HFC by allegedly ignoring the prescribed guideline of the government. Chadda was arrested five days ago.

Meanwhile, the Vigilance Bureau has prepared a list of the beneficiaries who obtained the loans from the corporation out of the way. The bureau has found out during the investigation that there are a number of firms which were granted loans for purchasing machinery but in fact those were not existing physically.

Some of the firms which availed the loans have already closed down their shutters and are engaged in some other business, sources said. — PTI

Rains damage Mandewala bedbars

Due to the continue rains for past two days a portion of the Mandewala Flood Protection bedbars has been damaged. Mr Vijayendra Kumar, Deputy Commissioner, said today that a portion of Mandewala had been damaged as loose stones had been washed away. He, however, said the new structure had not been damaged.

He said Rs 30 lakh was to be spent on the construction of the bedbars and the Haryana Government had already spent Rs 12 lakh on its construction site on August 14, 2002, a portion of Mandewala bedbars got damaged and the Haryana Government was constantly pursuing Uttar Pradesh Government to cooperate for the construction of the bedbars in their portion as the numbers of villages on both side faces the problem during the monsoon.

He said 18 cms of the rains in past two days in the district had resulted in the accumulation of 86,000 cusec of water in the Yamuna. By today afternoon the water had been reduced to 20,000 cusec. He said in Panjeto and Nangal Patti village the excessive water had damaged the culvert but the villagers and the administration brought the situation under control. Officials had been deputed at Mandewala to ensure that no further damage take place.

The Deputy Commissioner said in view of the onset of the monsoon, the officers engaged in the flood relief works would not be allowed leave the station without the prior written permission of the authority concerned.

He said boats and divers had been kept in readiness to face any eventuality. He said the Haryana Government had sanctioned Rs 88 lakh in the district for the flood protection measures.

INLD launches membership drive

The Indian National Lok Dal (INLD) decided to launch its membership drive in the district at a party meeting here from today. Mr Ram Paul Majra, chief parliamentary secretary, Haryana, was the chief guest on the occasion. Mr Nishan Singh, MLA and president of the district unit of the INLD, presided over the meeting.

Addressing the meeting, Mr Majra said the aim of the campaign was to broaden its base among the masses. He said the INLD had proved time and again that it was the only party that could provide good governance. He ridiculed the main Opposition Congress saying that it had as many as 13 claimants to the post of Chief Minister.

He said at some places the Congress projected Mr Birender Singh as its chief ministerial candidate, but Mr Bhuinder Singh Hooda was also being projected as the leader. He said a former Chief Minister, Mr Bhajan Lal, did not recognise any of these as chief ministerial candidate as he claimed that only he was fit to rule the state.

Mr Majra said the INLD-led government had proved that only it could provide a people friendly government. He claimed that ever since Mr Chautala had taken over the reins of the government in the state, the whole scenario of development activities had changed. He said power production had increased in the state by more than 50 per cent.

Mr Majra said initially 2,000 membership forms were being given in each constituency.
