Case registered against Bhajan Fatehabad, May 22 Police sources said here that besides Mr Bhajan Lal, the lone RPI member in the state Assembly Mr Karan Singh Dalal, who is also a former minister, Bhajan Lal's Personal Security Officer (PSO) Makhan have been named as accused in FIR registered at Fatehabad city police station. The FIR has been registered on the complaint of Sirsa district inspector of police Jagdish who alleged the policemen were threatened by the security guards of Mr Bhajan Lal. The former Chief Minister, Mr Dalal and others also stopped cops from performing official duties, police sources said adding that no arrest had been made. Exchange of heated arguments between the police and Mr Bhajan Lal and others had taken place yesterday when Haryana police allegedly detained the state Congress chief Dalal in a rest house here on the ground that "sitting MLAs could not move in the constituency during the poll". Mr Bhajan Lal had approached Chief Judicial Magistrate who had directed that he could move in the constituency if there was no criminal case registered against him. Meanwhile, Sirsa SP Attar Singh Ahlawat had refused to "free" Bhajan Lal and Dalal from the PWD guesthouse here.

Fatehabad: a day after... Fatehabad, May 22 The politicians provided the residents of not only Fatehabad with free of cost entertainment during this period but they also gave boost to the economy of many a resident of the town. Of course, the well-to-do residents of Fatehabad had to shell out donations to the political parties, either voluntarily or under compulsion. Apart from the politicians getting funds for their parties, yesterday’s byelection proved to be the most profitable for
dhaba-owners and sellers of cold drinks. A dhaba-owner of the town told The Tribune that in the past 25 days his sale doubled. Since most of the political workers who had come to Fatehabad from outside, left the town soon after the polling ended, the
dhaba-owner was worried about the dinner he had prepared. He had made preparations anticipating another night of brisk business. His efforts did not go waste. A large number of policemen who had come from outside the State obliged him. Not-so-famous dhabas and eateries too did brisk business in the past fortnight. Sale of liquor too went up. The election offices of various parties which had been overflowing with workers till last evening wore a deserted look this morning. While in the Congress office there were still a few vehicles parked and local workers were having tea, in the Indian National Lok Dal office, labourers were dismantling “shamianas” with hardly any party worker to be seen there. In the Haryana Vikas Party office, a handful of workers were loading plastic chairs on rickshaws for returning these to tent houses. The town will again witness rush tomorrow evening when supporters of various parties would start reaching here to be present outside the counting hall. The votes will be counted here on May 24. Meanwhile, the final poll percentage in yesterday’s byelection, according to the election office, is 77.2 per cent. Men voters outnumbered women voters. As many as 63,358 men voters out of 80,108 in the constituency cast votes, against 52,278 women voters out of 69,675 exercised their franchise. The percentage of the men voters was 79.09 against 75.03 per cent of women voters. At least in one village of Sirdhan, almost all women voters exercised their right to vote. As many as 258 out of the registered 259 women voters went to the polling booths yesterday. The trend of men voters outnumbering women voters was alike in the rural and urban areas. |
3 held for stealing answer book Kurukshetra, May 22 Stating this here today, the district police chief, Mr Desraj Singh, said that the Superintendent of the secrecy branch of Kurukshetra University, Mr Sagar Singh informed the local police that with the help of his colleagues, he had caught hold of Pradeep Kumar, a resident of Sukhdarshanpur village of Panchkula district while carrying the LLB second year answer book allegedly stolen from the secrecy branch building. On hearing this, Sub-Inspector Gulab Singh, incharge of the university model thana, along with his colleague, Assistant Sub-Inspector Ram Singh, reached the secrecy branch building and rounded up Pradeep Kumar. The trio were produced in the court today and were remanded in police custody for one day. |
Vehicles’ periods of operation fixed Chandigarh, May 22 Three-wheeler auto-rickshaws would be allowed to operate for 15 years. Goods vehicles also would be allowed to operate for 15 years in the Delhi metropolitan area (DMA) falling in Haryana such as Kundli, Bahadurgarh, Gurgaon and Faridabad. Goods vehicles, including multi-axle vehicles, plying on national permits would operate for a maximum period of 15 years in the state. Goods transport vehicles older than 15 years would be allowed to ply in the DMA for a maximum period of six months. No goods transport vehicle older than 15 years would be registered in the DMA once the notification fixing the maximum period of operation was issued. The Cabinet also approved a proposal of the Town and Country Planning Department to rationalise the scrutiny fee and the conversion charges for change of land use (CLU) for industrial, tourism and recreational projects in the controlled areas. It was decided to reduce the scrutiny fee to Rs 2 per sq yard and make the conversion charges for industrial and recreational projects identical in nature. It was also decided to do away with the system of different rates of conversion for state government organisations the HSIDC and HUDA and private developers. The conversion charges for high, medium and low-potential zones would be Rs 10, Rs 5 and Rs 2 per sq yard respectively. These rates would be applicable from April 1. In the case of mega recreational or tourism projects having a minimum area of 300 acres, a residential component up to 20 per cent and a commercial component up to 10 per cent of the total project area would be permitted. The Cabinet also decided to modify the integrated toll policy to offer concession to frequent users of buses operated by Haryana Roadways or some cooperative societies. It was decided to issue daily and monthly passes to passengers of buses having stage carriage permits. The rate of daily pass would be one-and-a half times the rate of a single trip and the rate of monthly pass would be 30 times the rate of a single trip. Maxi cabs would pay a toll tax Rs 20 per trip which would include return journey on the same day through the same toll point. It was also decided to levy toll on light commercial goods vehicles (pick-up trucks and like) at a rate Rs 50 per trip, including return journey through the same toll point on the same day. The Cabinet’s decision, however, will be applicable only to the new toll points and not to the six existing ones. The Cabinet also approved the transfer of 41 acres of land of a seed farm at Kohlawas in Bhiwani district and 25 acres of land of Government Seed Farm, Fatehabad, to Agricultural University, Hisar, for the establishment of krishi vigyan kendras. The Cabinet approved a proposal of the Urban Development Department to auction 621 sq yards of land of the Municipal Committee, Pehowa. |
Software
to promote ornithology Panchkula, May 22 The software called “Our Feathered Friends” has been developed for Haryana Forest Department by the Centre for Environment Education, Ahmedabad. This first of its kind interactive multi-media package gives vital information about different species of birds found in wetlands, grasslands, in forests and those found in our environs, besides giving each of their bird calls. The software can be used in both Hindi and English. The idea of developing such a software was conceived by officials of Haryana Wildlife Department, who gave a contract for Rs 89,000 to the Centre for Environment Education. Says the Principal Chief Conservator of Forests, Haryana, Mr J.P.L. Srivastava: “ Initially this software will be installed in computers in the two bird sanctuaries in the state - Sultanpur Bird Sanctuary in Gurgaon and Bhindawa Bird Sanctuary in Jhajjar. Bird lovers visiting these bird sanctuaries will have access to this software. As and when we get a copyright for this software, we will be giving this to various schools for creating interest in ornithology.” The USP of this software is its feature of giving the call of each of the birds that feature in it. As the user clicks on a particular bird, a small text on the bird, its picture and its call also appear. Says Chief Wildlife Warden, Haryana, Mr R.D. Jagati: "This is the only software which gives bird calls along with the text and picture of birds. Bombay Natural History Society (BNHS) had recorded the bird calls of over 160 birds from different parts of the country, including forest areas. A CD on these bird calls was made almost three years ago and it is from here that the nature bird calls have been included in the software. Some natural bird calls recorded by Surat Nature Club have also been included in this software.” Some of the most unique birds — Shama — the magnificent songster, Indian Pitta or Satranga, Cuckoo (— which is often heard, but rarely seen) —, black headed Oriole, bird champions — birds that are good swimmers, who fly marathons and best singers, also feature in this software. The software also gives information about tips on bird watching and articles on birds. Several interactive games giving information on birds, like jigsaw puzzles, are also part of this software. |

bid by girl in hostel Ambala , May 22 When the door of her room was found closed and the smell of kerosene was coming out of her room, one of the inmates informed the warden of the hostel. The door was opened forcibly. The girl was found in an unconscious state there and rappers of around 6 dozen alprex (a sedation tablet) were recovered from her room. Kerosene was also found sprinkled in the room. The police took the girl to the local Civil Hospital where she was given a stomach wash. The doctor in the Emergency Ward, Dr B B Lala, attending her said she might have consumed some of the sedation tablets. The police also recovered a letter from her possession which she had addressed to her late father. According to sources, she has mentioned in the letter that she was not getting good treatment from some of her relatives. She had been residing with her mother at Panipat before arriving at Ambala. The warden of the hostel told the police that girl had gone to Panipat a week back and had returned to the hostel last evening. The police has registered a case under Section 309 against the girl. |
4 sentenced for life in murder case Ambala, May 22 According to prosecution, the deceased, Ram Lal, and the accused were residing in the same village. On October 2, 2000, three
children of Ram Lal were quarrelling with each other in the street of the village. Kulbir Singh, who was passing from there, slapped Sandeep. In the evening when Ram Lal came home, his wife Kailasho Devi narrated the incident to him. Ram Lal, Sandeep’s father, asked Kulbir why he had slapped his son without reason. Instead, Kulbir caught hold of Ram Lal and started beating him up. In the meantime, Malkiat Singh and other accused reached there armed with lathies and ‘gandasa’. Malkiat Singh hit Ram Lal with ‘gandasa’ and the other accused too started beating him up. Ram Lal got seriously injured in the attack. He was rushed to the Civil Hospital in the cantonment area. Later, Ram Lal succumbed to his injuries. The police registered a case against the four accused under Sections 323, 506 and 34 of the IPC and later added Section 302 in an FIR. The judge also imposed a fine of Rs 1,000 on each accused. In default of the payment of the fine the accused would have to undergo further imprisonment of one month. The period of their judicial custody to be set off from the sentence period awarded by the court, the judge added in his order. Kulbir Singh and Malkiat Singh are already in the judicial custody while Harnek Singh and Rajwinder are on bail. All the accused have been working as labourers in the village. |
She died while saving brother from paramour Karnal, May 22 Police sources said Mithilesh, after the death of her husband Kiranpal of Rahra village, had allegedly developed illicit relations with Rajender of the same village. Her brother on seeing her in the company of Rajender today tried to get hold of him. However, the paramour attacked him with a sharp-edged weapon. But Mithilesh to save her brother shielded him and in the process was grievously injured. She succumbed to her injuries in the Civil Hospital. The paramour was overpowered by the people and handed over to the police.

condemn waylaying of lawyer Karnal, May 22 A deputation of the association today met district police chief Panipat and demanded stern action against the miscreants. The deputationists also expressed concern over an increase in such incidents on the G.T. Road. Bar members wanted that culprits should be immediately arrested and safety of travel on the G.T. Road ensured. The SSP is reportedly assured the deputationists that night patrolling on the G.T. Road would be intensified. |
Doctor killed in road accident Sirsa, May 22 According to information, Dr C.P. Singh of Faridkot Medical College was going to Pillani with his family in the car in connection of his son’s admission in a school there. His friend, Dr A.P.S. Kochar, was also accompanying them. Near Paniwala Motta village, the car collided with the truck coming from the opposite direction. Dr C.P. Singh died on the spot. The injured were taken to the local Civil Hospital from where they were referred to a medical college and hospital. In another accident, a four-year-old child of Jamal was injured when he fell from a tractor. A cyclist was also knocked down by a Tata Sumo near Najadela village. Both have been admitted in the local Civil Hospital. |
2 youths feared drowned Fatehabad, May 22 According to reports, Vinod, a resident of village Bighar, went to the canal along with a friend on a moped. The two jumped into the 10 feet deep canal for bathing. When they did not come out for some time, some boys bathing in the canal got suspicious and informed Vinod's parents. The Executive Engineer of the Canal Department was also informed who stopped the water supply from behind. |

for hike in MP development fund Ambala, May 22 Dr N.C. Jain, chairman of the council, said a telegram had been sent to the Prime Minister, Mr Atal Bihari Vajpayee , to accept the demand of the MPs to increase the development fund from Rs 2 crore to Rs 3 crore. The council suggested that direction should be given to MPs for spending Rs 2 crore for developing the urban areas and Rs 1 crore for rural development. |
