Memo to Governor on abandoned schemes

Undertrial dies in Kaithal jail
Kaithal, April 14
An undertrial, lodged in Kaithal jail, died here today. The victim, Gian Singh (55), a resident of Titram village, near here, was facing trial for charges under Sections 148, 149, 323, 324, 307and 506 of the IPC since September 2000.

Notice to news channel
Ambala, April 14
The Superintendent of Ambala Central Jail has sent a notice to the General Manager of Star News channel for telecasting a false news item against the jail. On April 6, the channel had telecast a news item that five prisoners had escaped from the jail and one of the Deputy Superintendent of the jail had been put under suspension in that regard.

Tributes paid to Ambedkar
AMBALA: Various functions were organised in Ambala Cantonment and city to mark the birth anniversary of Dr B.R. Ambedkar. Floral tributes were paid to Dr Ambedkar at a function organised by the local unit of the AICC( SC/ST cell) at Dr Bhim Rao Ambedkar park in Ambala Cantonment.

Cong leaders in a quandary

The debate with in the Haryana Congress on how to tackle the water issue in the state has put its leadership in a quandary. Two of the four party MLAs from the Ahirwal belt of south Haryana, Capt Ajay Singh and Rao Dharam Pal, who had switched over to the camp of the President of the Haryana Congress and former Chief Minister, Mr Bhajan Lal, are said to be unhappy over the leadership not giving primacy to “equitable” distribution of water in the state.

The development will cause a flutter in the camp of Mr Bhajan Lal as he is considered to be having a clout among the non-Jat lobby in the state. The two leaders form the Ahirwal belt are also from the non-Jat section of the society.

However, according to sources in the party, the water issue is taken up by the two MLAs merely as smokescreen to show resentment against the party leadership. The underlying cause for their unhappiness is the fact that Mr Bhajan Lal was allegedly giving importance to former Chief Minister, Rao Birender Singh who is not in the party.

Mr Rao Birender Singh has a strong influence in the Ahirwal belt of south Haryana. The politics in the Ahirwal belt revolves around his personality. The politicking is done either on pro or anti Birender Singh line among the leaders of all political parties in the Ahirwal belt. Significantly, the present bunch of Congress MLAs in South Haryana have been winning from their Assembly seats in spite of the alleged opposition from the Rao Birender Singh group.

Supporters of the two leaders have launched a whisper campaign that Mr Bhajan Lal is bucking up Rao Birender Singh to make him the Congress nominee from the Mahendergarh Lok Sabha seat in the coming general election. The two leaders are also said to be cut up for making some of the presidents of the blocs in the Ahirwal belt at the suggestion of Rao Birender Singh. The list of names given by them are said to have been ignored by the party leadership. Incidentally, Capt Ajay Singh has already made it public his intent in favour of contesting from the Mahendergarh parliamentary seat.

The Rao Birender Singh factor is said to have acted as the flash point for the resentment among the two MLAs even while their was simmering discontent on the approach to the water issue. Significantly, the differences between Capt Ajay Singh and Mr Bahajan Lal came to the fore on the party’s approach to the water issue during one of the meetings of the Haryana Pradesh Congress Committee (HPCC).Also, Mr Bhajan Lal stayed in the House while his party MLAs, led by the Leader of the Opposition, Mr Bhupinder Singh Hooda, staged a walkout to press for the equitable distribution of water during the last Budget session of the Haryana Vidhan Sabha.

The state leadership of the Congress is in favour of early completion of the SYL canal project which will bring the Ravi-Beas water to the state. Many party leaders in south Haryana are of the view that all former and present Chief Minister want to fudge the water issue by stressing only on early completion of the SYL issue. They wonder why the present and former chief ministers were not focussing on distribution of the available water but zeroing on the SYL issue. The wide-ranging allegation is that the home districts of the present and former Chief Minister were benefiting from the inequitable distribution of water. Hence, they apprehend a hidden agenda and tacit understanding among them not to bring the focus on the issue.

There is always a water crisis in Southern Haryana. There is wide-ranging allegation that the water meant for South Haryana has been diverted to the other parts of the states.

Pratap Singh to work against Cong, INLD

Mr Pratap Singh Chautala, a former legislator and son of former Deputy Prime Minister Devi Lal, said here yesterday that he and his followers would support that candidate in the Fatehabad assembly byelection who was in a position to defeat the Congress and the INLD. Talking to mediapersons after completing his three-day visit to this constituency here, Mr Chautala said that Mr Karan Singh Dalal, convener of his party Haryana Nirman Manch, had sent him here to have an assessment of the situation. He said that Union Agriculture Minister Ajit Singh was the patron of the manch.

Mr Chautala said that he had been maintaining that there was a clear hobnob between his brother, Mr Om Prakash Chautala and the state Congress President Mr Bhajan Lal, to keep others at bay from power in the state. He alleged that the two leaders had been maintaining these relations regularly to their mutual interests and added that in the coming byelections this unholy alliance between the two leaders would be put to a severe test. The former legislator said that the reputation of Mr Chautala and Mr Bhajan Lal was at stake at Fatehabad and no one would be in a position to help out the other to his own peril.

3 NDA partners may contest byelection

The Fatehabad byelection is likely to see three NDA partners joining the fray.
The Rashtriya Lok Dal (RLD) led by Union Agriculture Minister, Ajit Singh today announced that it would contest the byelection. Reports received here from Rohtak said that a decision to this effect was taken at a meeting there of the state unit of the party presided over by Swami Indervesh.

The RLD had constituted a five-member committee, headed by senior party leader Mr Gurnam Singh, which would visit Fatehabad to assess the prevailing political situation. The committee would submit its report to the state RLD executive committee on April 20 after which the name of the candidate was to be announced, the reports said.

Significantly, while INLD leader Om Prakash Chautala whose party which is a member of the NDA, has already announced that the INLD will contest in Fatehabad on its own, the BJP, leader of the NDA, is also actively considering putting up a candidate in the byelection Mr R L Kataria, President of the Haryana BJP said a decision regarding the Fatehabad byelection would be taken on April 20

‘Conspiracy’ behind MC chief’s suspension

Ambala, April 14
The general secretary of the state unit of the BJP, Mr Veer Kumar Yadav, today alleged that the Haryana Chief Minister, Mr Om Prakash Chautala, and the local MLA of Ambala Cantonment, Mr Anil Vij, have conspired together to get the Ambala Sadar MC chief, Mr Shankar Dass, suspended.

Condemning the incident, he said this was yet another incident where an attempt had been made to humiliate BJP leaders and that he would take up the issue in the core group meeting of the party to be held in New Delhi on April 20. Such attacks on BJP leaders were also made at the time of Yamunanagar byelection last year. He said these attempts only exposed Mr Chautala’s game plan of finishing these alliance partner, the BJP. However, the BJP would only emerge stronger in the wake of such challenges, said Mr Yadav.

Addressing mediapersons at the PWD rest house here, he said the issue whether the BJP would continue to support the Chautala government in the state or not would also be put before the party high command representatives in the core group meeting. Following discussions with the local and state-level BJP workers, it had come to light that it was difficult to move any further with the Chautala government, he said.

He said the grounds on which the Ambala Sadar chief was suspended were frivolous. They would go to the public for an opinion with the facts of the case, besides knocking the door of the court for justice, he added.

He also talked about the widespread resentment that prevailed among the BJP leaders on the suspension of an elected representative, even before the inquiry into the case was completed. He said that the Sadar chief should be reinstated at the earliest.

Mr Yadav, who is also in charge of seven cells of the BJP, including the local bodies cell said removal and suspension of elected representatives was against the ethics of democracy.

Mr Yadav alleged that the CM made tall claims of setting up panchayati raj in the state, but treats elected representatives as mere ‘puppets’.

As regards Fatehabad byelection, he said we would discuss with the high command the possibility of fielding a BJP candidate independently from there. However, the party’s decision would be the final. He, along with former MLA, Mr Kailash Sharma, had been sent to study the party situation there and would sumbit their report to the party. Earlier, the president of the local BJP unit of Ambala cantonment, Mr Shishpal Bhola, alleged that all legal and moral grounds had been violated in the suspension of Shankar Dass.

Memo to Governor on abandoned schemes

The abandonment of nearly six irrigation schemes by the Haryana Government has led to the lowering of water table in Karnal, Kurukshetra, Yamunanagar, Kaithal and Ambala districts in the state. The schemes drawnup during the Congress regime envisaged construction of check dams on rivers like Markanda, Tangri, Ghaggar, Rakshi, Saraswati and other rivulets originating from the Shivalik hills and passing through these districts.

These facts have been brought to the notice of Haryana Governor, Babu Parma Nand by former Irrigation and Power Minister of Haryana, Dr Devendar Sharma.

Dr Sharma, in a memorandum to the Governor has said that the construction of check dams on these rivers would provide water for irrigation and enrich the ecology. Besides recharging the ground water for lift irrigation it would also check erosion of soil, generate employment and increase forest cover in the state. The Governor has also been informed that large water reservoirs could also be developed as major tourist attractions. He has stated that during rainy season these rivers caused floods damaging life and property in the district of Ambala, Kurukshetra, Yamunanagar and Karnal.

Dr Sharma has pointed out that wheat-paddy crop cycle in the area had affected the subsoil water. He has regretted that neither the State Government nor the Union Government had initiated any policy to address the problem.

Students resent cancellation of papers

The cancellation and postponement of certain papers of the ongoing Kurukshetra University examinations, following reports of paper leakage of some centres, has put students of city colleges in a quandary.

The protesting students of B.Com (final year) staged a demonstration today in protest against the decision of the university to cancel these papers, thereby forcing them to appear for these papers again.

Tarun Sehgal, a student, said the cost accounting paper held on April 10, which was cancelled following reports of paper leakage, would now be held on April 27 and this would only interfere with our previous datesheet. The cancellation of papers only puts a question mark on the reliability of the examination system, he said.

Another student, Phanesh Gupta, said the question paper, as per the newspaper reports had leaked only in Narwana and Jind, so why should all the students be forced to appear again for the said paper.

Students said they had to take auditing paper on April 26 and income tax paper on April 29 and with this rescheduling they would just have a day’s gap for the income tax paper. “This is bound to have an adverse effect on their performance in the examinations and their careers in the long run”, they maintained.

They threatened that if the university authorities not take care of their interests they would be forced to launch agitation and boycott the April 27 paper.

Undertrial dies in Kaithal jail

Kaithal, April 14
An undertrial, lodged in Kaithal jail, died here today. The victim, Gian Singh (55), a resident of Titram village, near here, was facing trial for charges under Sections 148, 149, 323, 324, 307and 506 of the IPC since September 2000.

He complained of stomach pain and started vomiting this morning. The Deputy Superintendent, Jail, Mr Sudhir Chibber, summoned a doctor who examined Gian Singh and took him to the local civil hospital but the undertrial died on his way to the hospital.

Gian Singh was booked on the complaint of a woman village Sarpanch who alleged that he, along with his son, Dilbagh, had made an attempt to kill her husband . Dilbagh is also facing trial in this case and was in jail along with his father. UNI

Notice to news channel

The Superintendent of Ambala Central Jail has sent a notice to the General Manager of Star News channel for telecasting a false news item against the jail. On April 6, the channel had telecast a news item that five prisoners had escaped from the jail and one of the Deputy Superintendent of the jail had been put under suspension in that regard.

The Superintendent of the jail, Mr Amar Singh Pilania, stated in the notice that the news was totally false and baseless. It had affected the reputation of the jail. The Haryana Jail Department had to face embarrassment in that regard. He said why a legal action should not be taken against the channel for defaming a government office without verifying the facts.

He said after the telecast of that news, an inquiry was conducted and it was found that the news was concocted and false. He asked the TV Channel authorities to clarify their position. A copy of the notice was also sent to Director General, Prison.

Tributes paid to Ambedkar

AMBALA: Various functions were organised in Ambala Cantonment and city to mark the birth anniversary of Dr B.R. Ambedkar. Floral tributes were paid to Dr Ambedkar at a function organised by the local unit of the AICC( SC/ST cell) at Dr Bhim Rao Ambedkar park in Ambala Cantonment. Besides discussing some local problems, it was also decided to forward some of the proposals to the AICC President, Ms Sonia Gandhi.

As part of the proposals, they have demanded that training be imparted to Congress workers of minority, backward and scheduled caste cells in the state. The vacant posts in the SC/ST category, both at the state and the central level, should be filled at the earliest.

Mr J.S. Khandera, coordinator the SC/ST cell, and Mr Gian Sihota, former general secretary, Haryana Pradesh Congres Committee, were the chief guests at the function.

Ban on sale of liquor, meat

The District Magistrate, Mr D.D. Gautam, in an order here today imposed a ban on the sale of meat and liquor on Tuesday on the occasion of Mahavir Jayanti. In the order, he has directed that action will be taken against shopkeepers violating the order.

A number of Jain organisations have been demanding a ban on the sale of meat and liquor on Mahavir Jayanti. Meanwhile, the president of the Ambala Jain Shri Sangh, Mr Kirti Prashed Jain, has lauded the administration for imposing the ban.

1 dies in head-on collision

Fatehabad, April 14
One person died and another was injured seriously when their car collided with a combine harvester at Dhanger village near here today.

According to reports, Mr Rajesh Makkar, a businessman from Sirsa, was going towards Delhi in his car. His driver Hawa Singh was driving the vehicle. As the car crossed Dhanger village it collided head-on with a combine harvester while trying to overtake another vehicle. The car was completely damaged and the driver of the car died on the spot. Mr Makker received serious injuries and was taken to Delhi for treatment.

B.Com (III) exam on April 27

The Controller of Examinations, Kurukshetra University, has notified that the examination of B.Com. (III) paper on cost accounting held on April 10 has been cancelled.

He said that the re-examination in this paper would now be held on April 27.

He further notified that the examinations originally scheduled for April 11, 12, 14, 15 and 16 and later on postponed would now be held on May 7, 8, 10, 11 and 12, respectively.

1 arrested for carrying pistol

Yamunanagar, April 14
The Jagadhri police arrested one person and seized a pistol and live cartridges from him yesterday.
According to police sources, one person was found moving in mysterious circumstances in Sector 18, HUDA. When searched, a 12-bore pistol and live cartridges were seized from him.

He revealed that he is a resident of Chhapra district in Bihar and his name is Rajinder Rao.
