IYC to send 10,000 quintals of wheat for
drought-hit Chandigarh, April 8 Mr Surjewala, who was addressing a special meeting of the Haryana Youth Congress State Committee here, said the party had decided to undertake another laudable work of providing succour to the drought-hit persons in Rajasthan. He said the party had been undertaking social service projects from time to time. It had supplied 1500 tonnes of relief material during the Gujarat earthquake, besides a large quantity of fodder and 2.5 crore litres of water. The party also supplied 5000 quintals of wheat for the border oustees of Jammu in 2002 during the height of the Indo-Pak tension. The Youth Congress had now decided to send 10,000 quintals of wheat to Rajasthan. The wheat would be primarily collected by the Youth Congress workers in Punjab and Haryana by going from door-to-door and reaching out to the smallest farmer. Mr Surjewala said the AICC President, Mrs Sonia Gandhi, had called upon all Congressmen to rise to the occasion and come to the rescue of the drought-affected farmers of Rajasthan. The Haryana Youth Congress President, Mr Satwinder Singh Sandhu, assured Mr Surjewala that his partymen would not be found wanting in undertaking social service projects. Among others who participated in the meeting were Mr Kuljit singh Nagra and Mr Jatin Prasad, General secretaries of the Indian Youth Congress. |
HIGH COURT Chandigarh, April 8 In his petition taken up by the Bench, comprising Mr Justice V.K. Bali and Ms Justice Kiran Anand Lall, Dr S.K. Kapoor had earlier contended that the local police was not taking adequate steps. Dr Kapoor is currently under suspension. Seeking directions to the state of Haryana, the premier investigating agency and another respondent for "performing their mandatory duties by conducting fair and comprehensive investigation" in the matter, he had asserted that progress had not been made in the case. Going into the background, he had submitted that the incident regarding the attempt to abduct his daughter was reported to the police on January 29, 1998. The first information report in the matter was registered under Sections 366, 511 and 120-B of the Indian Penal Code at a Rohtak police station after two days. He had added that a letter was also written to Deputy Inspector General of Police in charge of the Rohtak range as nothing was being done in the case. Subsequently Rohtak's Chief Judicial Magistrate, while taking up his petition, had directed the state of Haryana to entrust the investigation of the case to the CBI within eight weeks. Even after the expiry of the stipulated period, the case was not handed over. Arguing on his behalf, counsel added that the local police, in haste and with a view to shield the conspirators, illegally got a challan filed through a low rank officer, other than the investigating officer, against one accused. The partial challan was rejected by Rohtak's Additional Sessions Judge, he had contended. |
CM promises Rs 500 to couple opting for
sterilisation Karnal, April 8 The Chief Minister further announced that the state government would construct mini stadiums in all villages provided the villages concerned give four acres of the land and Rs 75,000 for this purpose. He said during the first two phases of the programme, 237 development works were announced and executed at a cost of Rs 9.40 crore. The state government had decided to clear all pending applications of tubewell connections and replace old power transmission lines with new ones. The Chief Minister appealed to the farmers not to cut their wheat crop by combine harvesters so that the fodder out of this crop could be sent to the drought hit areas of Rajasthan to save the livestock. Expressing concern over the population explosion in the country, he said the state government had formulated a novel scheme under which a couple opting for sterilisation after having their first girl child would get a benefit of Rs 500 per month upto 20 years which would rise to Rs 7.50 lakh after the expiry of the scheme and could be utilised by the child for further studies, marriage or for starting her own venture. If the couples opted for sterilisation after having their first child as a boy, then Rs 200 per month would be deposited in the account for 20 years. He said this scheme would help balance the sex ratio. The Chief Minister said the swajaldhara scheme had been introduced to improve the supply of drinking water and would be implemented in the areas where residents would deposit 10 per cent of the cost of the project. The remaining cost would be borne by the state government. Under this scheme, taps would be installed at the residences of the beneficiaries. Earlier, the Chief Minister inaugurated a modernisation project of Western Yamuna Diversion Canal and a bridge constructed at a cost of Rs 2.62 crore. |

Govt attitude anti-worker:
Punia Fatehabad, April 8 Addressing roadways workers, Mr Poonia said on December 17, 2002, the Chief Minister, the Transport Minister and the Finance Commissioner-cum-Secretary, Transport Department, admitted in their review meeting that the Haryana Roadways had earned 300 per cent profits during the year 2001-2002. This, they maintained, was a national record. According to statistics provided by the Union Surface Transport Ministry, the highest profit making public transport in the country was the Haryana Roadways. Not only this, accident rate of the roadways was 1.1 per million km, according to the statistics, Mr Poonia added. The national figures in this regard, he said, was 2.2 per million km. Mr Poonia said the Union Government’s statistics describe the state roadways as the safest one to travel in. This, Mr Poonia said, was possible only through the dedication and hard work of the workers. He alleged that the government was preparing to effect partial privatisation of the Haryana Roadways and was going to give 2500 road permits to private hands. He said roadways workers would fight this move of the government. He alleged that the number of buses in the roadways fleet had decreased from 3,880 to 3,260 while the number of employees had decreased from 24,600 to 19,000. He said though the drivers and conductors of the roadways were covering more kms per month than earlier but the government was denying them their legitimate bonus. He said according to the recommendations of the state planning commission, the state needed 8,500 buses but the number of buses in the state was only 3,260. |
Ahuja murder case accused
shot Panipat, April 8 Kalwa, who allegedly masterminded the murder of Joginder Kaur in courts here on November 26, 2001, was done to death from point-blank range by two assailants while he was being taken to the sub-jail on the court premises after being produced in the court of Additional District and Sessions Judge Raj Kumar in connection with a dacoity case. Meanwhile, the police has booked Durjand and Prakash, two members of the rival Surinder Kala, on the statement of Pradeep. According to eyewitnesses two youths stopped handcuffed Kalwa and Pradeep around 1 pm and fired from the point-blank range after warning the police party accompanying them. Even as the police looked for cover, the assailants pumped at least five bullets into Kalwa, who later died on the spot. Pradeep’s arm was injured. Later, they escape after scaling the barbed wire fencing at the rear side of the court. There was scare among the advocates and litigants. Kalwa facing several cases of murder loot and dacoity in various courts, was being produced in the court in police custody. The police did not return the fire to apprehend the culprits, alleged Mr Surinder Ahlawat. For half-an-hour, Kalwa and Pradeep writhed in pain and the police took its own time in removing them to the hospital and in the meanwhile Kalwa succumbed to his injuries, he alleged. Even ADC R.P. Bhardwaj and SDM WS Goyat, who reached the spot expressed inability to do anything to remove the injured to the hospital, alleged Mr Ahlawat. Kalwa was the prime accused in murder of senior Congress man and industrialist Pritam Ahuja. Everyone was surprised when he had disclosed at a press conference that he had masterminded the murder to Joginder Kaur in the courts. He had said that he had taken the contract to kill Joginder Kaur and hired Shilu to do the job. Joginder Kaur was shot dead in broad daylight when she had gone to a local court to plead that there relatives of Haryana Assembly Speaker, Satbir Kadian, impleaded in a case related to the demolition of her kothi in the Model Town area on the night of June 20, 2000. |

Transport Secys for 15 pc fare
hike Chandigarh, April 8 Stating this here today, a Haryana Government spokesman said the participants also agreed to have a uniform fare structure for the transport system in the region and also decided to work out an acceptable formula for automatic revision of bus fares keeping in view the interests of commuters as well as operators. The Transport Secretaries of Punjab, Haryana, Jammu and Kashmir, Rajasthan and Chandigarh took part in the meeting, the spokesman said. The spokesman said a sub-committee of the Transport Commissioners of the participating states had been constituted to work out a formula acceptable to the states. Keeping in view the wide variation in the rates of taxes in different states, it was decided that the Transport Commissioners would also make recommendations for the adoption of a uniform rate of tax in the states. The Transport Commissioner of Haryana would be the convener of the sub-committee. The spokesman said it was uninamously agreed that the safety and comfort of the passengers should not be compromised. The participants also decided to lay down standard norms for bus bodies and allow only those firms to register which had the required infrastructure. As the existing inter-state agreements had become old, it was decided to have fresh agreements to avoid unnecessary competition. The participants decided that in future, the agreements would contain only the number of kilometres which the respective state would be authorised to operate in other states and it would be the discretion of the first state to allow public and private operators to operate in those distances. They also agreed that more air-conditioned and deluxe buses should run on inter-state routes.

HUDA pension scheme
stalled Panchkula, April 8 The authority has failed to implement the pension scheme for its employees ever since it was announced in November, 2001. This was reportedly after the officer of the RPFC asked HUDA to first deposit damages worth Rs. 27 crore with their office. Officials in HUDA have been pleading that the RPFC office to release the EPF share already deposited with them after making deductions for these damages of Rs. 27 crore. With RPFC not releasing this money, HUDA has no funds to begin its pension scheme. The over 7000 employees of HUDA have now decided to take this matter with the Chief Administrator, HUDA. Representatives of various employees unions from all over the state are meeting here tomorrow to discuss the further course of action to be adopted for early implementation of the pension scheme. |
Board to hold exams simultaneously Sonepat, April 8 Giving this information, Ranbir Singh, chairman of the board, told reporters at Gohana town, yesterday that the number of examination centres would be decreased from 1,800 to 1,000. The board would supply the question papers to each centre superintendent on the same day so that the leakage of question papers could be checked, he added. He said the board would conduct the examination of the cancelled papers at the district headquarters and the examinee would be charged Rs 100 each for this. The board would not set up any examination centre for three years at those places where the question papers were cancelled or the examination centres abolished, he said. He said the board would also ask the Vigilance Department to hold an inquiry into the complaints of leakage of the question papers.

HSEB workers protest against Power Bill Ambala, April 8 The general secretary of the union, Mr Dhara Singh, the chief organising secretary, Mr Amrik Singh, and the press secretary, Mr Devi Prashad Bhatt, in a joint statement said the Bill would curtail the rights of the unions and would also affect consumers. They said employee unions would oppose this Bill at every level. The union leaders urged Opposition leaders to oppose the power Bill. Criticising the Haryana Government, they said the government had not implemented the compromise reached between employees and the state government, on October 24. The gate meeting in Ambala City was organised under the chairmanship of Mr Shamsher Singh while at Ambala Cantt, Mr Devi Prashad Bhatt led it, similar gate meetings were also organised in Yamunanagar, Karnal, Kaithal, Bhiwani, Hisar, Panchkula, Gurgaon and Sonepat, the leaders added. Ambala, April 8 The District Education Officer, Mr Ajit Singh Dalal, said all arrangements had been completed for the smooth conduct of the
examinations. The timings of the paper will be from 10 am to 12 noon. As many as 19,000 students in the district will take the examinations and 145 centres have been set up for the purpose. A team of seven flying squads has been constituted for invigilation purposes and they would be visiting these centres for routine check-up.
