Special police cell to combat cyber crime

The Haryana Police has set up a special expert cell to combat cyber crime in the state. Stating this, Mr M.S. Malik, Director-General of Police, Haryana, told mediapersons here today that the department had already started providing training to the selected police officers to enable them to check such crimes.

Even as construction of the Sutlej-Yamuna Link Canal is appearing to be getting entangled in another round of litigation, political parties of Haryana are tuning their strategies so that maximum mileage can be derived from the emotive issue.

The faction-ridden Congress party, which is in the Opposition in the state, will hold a meeting here on Monday to discuss the issue. The meeting will be presided over by Mr Bhajan Lal, chief of the PCC, while members of state executive, MLAs and former MPs as well as office bearers of party’s front organisations have been asked to take part in it.

Earlier, Mr Bhajan Lal had organised a rally in Delhi on January 15 — on the occasion of completion of one year of the Supreme Court order asking Punjab to finish construction of the canal within a year. The PCC chief announced that in case construction of the canal did not start by April 13, the Congress would launch a jail bharo agitation in the state. The agenda of Monday’s meeting, party sources said, would be to defer the date in view of wheat procurement in the state. Once the procurement process is over, it will be easier to mobilise people for the programme, the party’s state leadership reportedly feels.

The dissident faction of the state Congress led by Mr Bhupinder Singh Hooda, Leader of the Opposition in the Assembly, is not expected to attend the meeting on Monday. Mr Hooda and his camp followers had earlier organised a rally at Jhajjar on March 2 on the issue which drew good crowd. The faction is to hold a rally at Kaithal on May 25 on the issue.

However, Mr Hooda too is yet to spell out the date for launching the programme of rasta roko (blocking roads going to Delhi through Haryana) regarding which he had made an announcement in his address at the Jhajjar rally. It was indicated by the dissident camp that they would launch the programme sometime in May, when it could influence the outcome of the Assembly elections due in February 2005.

If the litigation again drags on, it will undermine INLD’s position that the vexed issue can be solved only by judiciary. The case had come up in the Supreme Court earlier this week and Haryana was asked to give reply by May 5 on a suit filed by Punjab relating to canal water. Both Punjab as well as the Central government also filed their replies to petition filed by Haryana in December seeking status report on construction of the canal.

The Centre was asked by the Supreme Court in its January 15, 2002 order, to take up the work of construction of the canal in case Punjab did not do it.

CM dares Congress to launch stir

The Haryana Chief Minister, Mr Om Parkash Chautala, has dared the Congress to stick to its announcement of starting a ‘jail bharo’ agitation on the SYL issue and jokingly said that he had directed his officials to create more accommodation in jails for Congressmen in view of the proposed agitation. But it seemed that the HPCC President, Mr Bhajan Lal, had realised that the proposed agitation would not succeed ,hence he was trying to find lame excuses to postpone the proposed agitation . This was stated by Mr Chautala ,while addressing a press conference here last night .

Mr Chautala who was in an upbeat mood after completing his two day tour of more than over 40 villages of the Kalayat Assembly constituency, a BKU stronghold, referring to a statement of a former Chief Minister regarding dismantling of statues of former Deputy Prime Minister Devi Lal on coming to power said his thinking was poor, as statues of great men were installed and not destroyed . He also announced that soon a statue of Jan Nayak Devi Lal would be installed in the Lok Sabha and a decision regarding this had already been taken .He also informed that soon a statue of Lal Bahadur Shastri would be installed at Hisar and similarly some important institutes in the state would be named after great martyrs.

Answering a query by a newsman the Chief Minister said a number of steps were being taken to beautify towns. He said VAT system of taxation had been introduced in the state which would check the leakage of revenue. The Chief Minister announced that he was planning to tour all 6,745 villages of the state and redress the grievances of people of the state. Mr Surinder Barwala, secretary, Mr Amar Singh Dhandey MLA, Chairman, Harijan Kalyan Nigam, Mr Leela Ram and Mr Tejveer, MLAs Mr Naranjan Lal Bansal, Chairman, HWC, Mr Anurag Agarwal, DC, and Mr A.S. Chawla SP, were also present.

Chautala lays stone for bridge

The Haryana Government has strengthened the panchayats in the state to provide power to the village development committees. As a result corruption has been eliminated and the gap between the public and the government has been reduced.

This was claimed by Mr Om Prakash Chautala, Chief Minister, Haryana while addressing a gathering at Khizrabad-Bilaspur road, 40 km away from here today after laying the foundation stone for bridge on the Som nadi. It will be constructed at a cost of Rs 2 crore. People of at least 60 villages will be benefited.

Mr Om Prakash Chautala said acting upon the slogan given by Chaudhry Devi Lal, former Deputy Prime Minister “Bijli pani ka prabandh, bharastachar band” the government has started a campaign to check corruption.

Mr Chautala said he had received complaints that some sarpanches are misutilising the funds given by the government for the development of the villages. He said the government had taken strict action against them.

In order to give momentum to technical education, the government had increased polytechnic and industrial training institutes from 58 to 115 and 24000 students are getting technical education.

The Chief Minister donated a sum of Rs 2 lakh for the construction of the school to Shri Krishna Kripa Ashram, Rasoolpur. He also donated a sum of Rs 51,000 given to him by the Ahartia Association of Rasoolpur.

Yamunanagar MC to be corporation

Yamunanagar, April 5
Mr Om Prakash Chautala today announced that the Yamunanagar-Jagadhri municipal council would be converted into a municipal corporation.

The Chief Minister while speaking on the occasion of the third phase of the “Sarkar aap ke dwar” here said development activities would be undertaken in this area on the pattern of foreign countries. Mr Chautala said new roads, parks and other basic amenities would be provided in Yamunanagar-Jagadhri with the formation of a municipal corporation.

Mr Chautala heard the grievances of the people of 52 villages. He emphasised on the need for providing basic facilities and development of rural areas in its endeavour to provide sufficient potable water to the people, the state government would provide 90 per cent grant to the villages which incur the 10 per cent revolving expensive.

Later Mr Chautala while addressing a press conference said after the implementation of VAT scheme in the state no new taxes would be imposed on the any category as well as industrialist and consumers. He said those people were opposing the implementation of VAT were these indulging in tax theft. He said in Haryana the structure of the tax had already been rationalised.

The Chief Minister said house tax had not been increased in the urban area. He said a meeting of the National Delimitation Commission would be held in at New Delhi on April 9 where a final decision will be taken.

Mr Chautala said the Haryana Government was committed to bring the water of the Satluj-Yamuna link canal in Haryana.

Mr Chautala said the Indian National Lok Dal would contest the Rajasthan general assembly elections on its own.

3 hurt in building collapse

Jhajjar, April 5
At least three persons, including a chowkidar, were injured when a four-storeyed building collapsed in Bahadurgarh town last night. The chowkidar, Phool Singh, was extricated from the rubble of Shyamji Complex by rescue workers this evening.

The chowkidar was in the basement of the building when it collapsed. He was admitted to a nearby Delhi hospital with minor injuries. He told mediapersons at the hospital that he heard the cries of a woman last night under the debris. He said a watchman, Ram Kapil Mishra, was also inside the building. He feared that both might have died.

Mahabir and Mahender, who had put up tents for a function in the complex, were also injured in the accident. Both were in a state of shock and were not able to give details of the mishap.

Rescue workers were busy trying to find other two persons trapped under the debris. JCB machines, including a big Hitachi machine, had removed about 40 per cent of the wreckage.

The rescue workers also used gascutters to cut iron rods.

The complex was being constructed by Mr Radhe Shyam Kabra and Mr Bal Kishan Gupta, both residents of the town. Luckily, more than 1,000 persons, who were participating in “Ram katha” organised by the VHP and the Bajrang Dal, left the venue just about half an hour before the building caved in around 9 pm.

The district administration has set up a four-member committee to probe the collapse. The committee is headed by the ADC, Mrs Suprabha Dahiya. Executive Engineer Panchayati Raj, Mr BS Jakhar, Executive Engineer, Buildings and Roads, Mr B.S. Singla and Executive Engineer, Electrical, Mr A.K. Narang are its other members. The committee is likely to submit its report within 15 days.

Informed sources stated that many building bylaws had been violated during the construction of the complex. The sources revealed that the design of the building was passed by the local Municipal Council in June, 2002, while the construction started in July, 2001. The building was almost complete when the design was passed. As per the design passed by the MC, a basement, a ground floor and two storeys were to be constructed but two more storeys were raised in violation of the bylaws.

The sources said construction of two extra storeys put more weight on the building’s base. The building collapsed as the lower portions could not bear this weight.

The pillars erected on the ground floor were not strong enough to support the weight. The material used in the construction was also substandard, the sources said.

The Deputy Commissioner, Mr Mohinder Kumar, said here today that the cause of the collapse would be ascertained by the committee.

Special police cell to combat cyber crime

The Haryana Police has set up a special expert cell to combat cyber crime in the state.

Stating this, Mr M.S. Malik, Director-General of Police, Haryana, told mediapersons here today that the department had already started providing training to the selected police officers to enable them to check such crimes.

Referring to a case of cyber crime reported from Faridabad, he said investigations were in progress and the fake and forged documents had been sent for examination. The department, he said, would take further action in the case after getting the examination report.

He disclosed that the state government had decided to computerise all police stations in the state in the near future and a Rs eight-crore scheme had been drawn up for this purpose. The scheme is known as ‘Wild Area Network’ and an additional DIG has been appointed for the execution of this scheme.

To a question about resentment among IPS officers in Haryana against the state government, Mr Malik said there was no resentment and claimed that IPS officers were being sent to the Centre against the quota allocated to the state. Haryana, he said, was short of 16 IPS officers and it was not possible for the government to send more officers to the Centre.

He also said the state government only recommended the names of police officers to the Central Government and it was Centre’s discretion to seek the services of these officers.

Mr Malik also claimed that the Indian National Lok Dal (INLD) Government, headed by Mr Om Prakash Chautala, had granted a record number of promotions in the police department. He also referred to the promotions of the women police officials and said the promotions had been held up due to writ petitions filed in the Punjab and Haryana High Court.

He claimed that no employee of the department was on the waiting list and everyone, who had passed the lower school course, had been promoted by the department.

VC’s agenda for KU’s all-round growth

Dr Avinash Kumar Chawla took over as Vice-Chancellor of Kurukshetra University here today morning. Addressing a press conference he said he would turn this four-star University into a five-star one during his tenure.

He said more emphasis would be laid on job-oriented and self-financing courses. The syllabi would be made skill-oriented, he added.

He spelled out that the Career Counselling and Placement Cell would be strengthened to help students get best placement. Arrangements for offering job-oriented courses through distance learning would be made so that students get gainful employment after completing courses. The examination branch would be computerised and streamlined to avoid harassment to students, added the VC.

The VC hinted at the revival of the appointment of Head Examiners and Checking Assistants and re-evaluation streamlining.

Marks of internal assessment would be based on two class tests and one house examination, added the VC. Incentives for bright students would be increased and he assured better facilities for sports-persons. Basic as well as applied research of high quality would be encouraged.

The University would organise more Orientation and Referesher Courses for teachers of the region, assured the VC.

Earlier, on his arrival in the University Campus, a large number of students, faculty members and employees welcomed the new Vice-Chancellor.

Cancellation of papers causes confusion

It was a day of confusion for local schools affiliated to the Haryana Education Board where a paper of class VIII was to be conducted today. The board had made an announcement to cancel several papers, including the paper of English of class VIII that was to be conducted in the afternoon.

These were reports in some newspapers that three papers of classes VIII and X, to be conducted till April 9, had been cancelled. But no written orders to this effect were received at the examination centres from the District Education Office, thus creating a confusion among students and teachers. The centres had only received a verbal information from the police stations concerned in this regard. The centre superintendent and students in a number of schools remained waiting for the official orders.

Students, guardians and a number of teachers expressed resentment over the decision of the board to cancel the papers of mathematics (class VII) and social studies (class X) which had already been taken.

Many guardians were of the view that being the students to appear in these papers once again would put an unnecessary burden on them. Sashi Kant, a resident said the state government should have taken the issue more seriously.

The Principal of S. A. Jain Senior Secondary School, Ambala city, Mr M.L. Bansal, said the board should not cancel the papers all over the state. The direction should be applicable in only there districts where these were any complaint of copying or leaking of question papers.

The board has also cancelled the mathematics paper of class X to be held on April 7. According to information, the paper has not been delivered to any of the examination centres so far. Meanwhile, some political leaders of Ambala have also criticised the decision of the board. Mr Phool Chand Mulana, a former Education Minister, and Mr Balwant Gupta, a member of the HPCC from Ambala said it showed the inefficiency of the board authorities and was cruel joke with students.

350 B.Ed students get degrees

Dr Krishan Chander Banger, Chairman, Haryana Public Service Commission (HPCC), today stressed on the need for starting career counseling for students after the matriculation.

Addressing the annual convocation of Chhaju Ram Memorial B.Ed. College here, he said parents should guide their wards about future prospects and educational institutions should bear the responsibility and set up special counseling cells so that students could choose job-oriented technical courses at an early stage.

Dr Banger said colleges should introduce technical and job-oriented courses along with degree courses.

As many as 350 students of the college were awarded degrees.

Earlier, Mr Puran Singh Dabra, president, managing committee of the college, laid the foundation stone of the law faculty building on the college premises.

Two vehicle thieves held

Kurukshetra, April 5
Two vehicle thieves, wanted by the Delhi police, have been arrested by the crime branch here. A Maruti car and two sharp-edged knives have been seized from their possession.

The district police chief, Mr Desraj Singh, said here today that both the suspects namely Sanjay, alias Ashok Kumar, a resident of Sant Nagar, Burari, Delhi and Raj Kishore, alias Harinarayan, a resident of Shaharsha in Bihar, who had been actively operating in Haryana and Delhi, were caught red-handed while trying to sell the stolen Maruti car number (DL 4CD 1381).

Mr Desraj Singh said during interrogation, the two told the police that they had stolen the Maruti car from Model Town, Delhi, while earlier, they had stolen three cars from near Milan Cinema and Bangla Sahib Gurdwara in Delhi.

They had also lifted a truck number (HR-38-BG-4503) from Khan. Chand Mandi, Shahabad Markanda, in the district on February, 23, he said.

The Superintendent of Police further said that both the culprits, who had been offending their arrest, were wanted by the Delhi police, which had been informed about their arrest. They had been arrested under Sections 379 and 411 of the Indian Penal Code at Thana Jhansa in the district.

2 die in mishap

4 more held in Ambala murder case

Ambala, April 5
The police has arrested four of the youths allegedly involved in the murder of Devinder, a student of a local school.

The police arrested one of the assailants, Mandeep, on the day of incident on April 3 who has been remanded in police custody.

The SP, Mr Hardeep Singh Doon, said here today that the youths arrested included Ashwani Kumar, Baljinder, alias Sonu, Sanjeev Kumar and Vishal Chaudhry. Ajay Chauhan was at large, he said.
