Worried over a protest by Haryana teachers against the move of rationalisation of teaching staff of secondary schools, the state government has decided to constitute a committee of ministers to reconsider the policy.

Chautala govt ‘anti-student’

The Indian National Youth Congress today held a procession here in protest against the alleged anti-student policies of the state government. Mr Randeep Singh Surjewala, President, INYC, led the procession and submitted a memorandum to the Deputy Commissioner.

5 held for looting Army men

With the arrest of five persons, the district police claimed to have busted a gang of robbers who robbed Army personnel of their cash and luggage after offering them eatables laced with some intoxicants in the trains running between Ludhiana and Hisar.

Medical college in Kalpana’s memory sought

Karnal, February 3
Mr I.D. Swami, Union Minister of State for Home Affairs, assured citizens of Karnal that he would take up the issue of opening a medical college in Karnal after the name of Ms Kalpana Chawla. He was here to pay tributes to Ms Chawla at a meeting of citizens last night said he would enlist the support of Haryana Chief Minister, O.P. Chautala for this cause.

Mr Swami wanted that Karnal citizens should donate for a suitable memorial to Ms Kalpana Chawla in the city.

Tributes were also paid to Ms Kalpana Chawla today at Dayal Singh College by the staff, students and prominent citizens at a condolence meeting. Ms Chawla was a student of Dayal Singh College for two years.

Dr Ramji Lal, Principal stated that Kalpana Chawla passed pre-engineering from Dayal Singh College in 1978. She was placed in merit list of the Kurukshetra University in pre-engineering group.

Dr Ramji Lal announced that the college would institute a scholarship after the name of Kalpana Chawla to a best girl student who topped the B.Sc. (non-medical) group examinations.

Dewan Anand Kumar, president of the Dayal Singh College Trust Society described Kalpana Chawla as a “bright star who had gone across our firmament leaving a glorious trail.”

Mr R.C. Sharma, a former CBI Director and General Secretary of the college governing body stated that the world had lost a great Austronaut.

Mr R.S. Doon, Deputy Commissioner, Karnal, also paid tributes.

Mr P.K. Aggarwal, District Police chief, also lauded her strong will.

A two-minute silence was observed and her portrait garlanded. The District Bar Association (Karnal) held a condolence meeting under the presidentship of Dewan Satpal Chopra in the Judicial Complex which was attended by Judicial officials and members of the bar.

KURUKSHETRA: Tributes were paid to Kalpana Chawla at a condolence meeting convened by the residents here at Aggarwal Dharmshala here today.

All speakers appreciated Kalpana Chawla’ achievements. They demanded Bharat Ratna for her. A two-minute silence was observed.

FATEHABAD: The District Bar Association here today urged the Centre and the state government to incorporate a chapter on the life of Kalpana Chawla in school curriculum in the country. The association organised a condolence meeting here today. Mr Gulbahar Singh presided over it.

The district administration also organised a condolence meeting in the local Patwar Bhavan. Deputy Commissioner, R.B.L. Langyaan presided over it. Representatives of political parties, social and religious organisations participated. The Haryanvi Punjabi Sabha also organised a condolence meeting.

AMRITSAR: Mr Surinder Kumar Billa, president, All-India Hindu Shiv Sena paying tributes to Ms Kalpana Chawla said she deserved to be awarded Bharat Ratna. In a press note here today he regretted that while flags flew at half mast in the USA and Israel for the crew who died in the space odyssey, Indian government ignored it.

While paying tributes here at the Jallianwala Bagh martyrs memorial to MS Kalpana, Mayor Sunil Datti announced to name a road in the city after the astronaut. Former BJP Health Minister Dr Baldev Raj Chawla, Dr Raj Kumar MLA, councillor of the Municipal Corporation also paid her tributes. A two-minute silence was observed. Ms Satinder Kaur Gujral, vice-president, Punjab Pradesh Congress Committee, expressed her sympathies with the family of Kalpana.

School institutes award

The local Sarafa Bazaar remained closed for one hour in the morning today to pay homage to astronaut Kalpna Chawla, who was killed along with six others when the ill-fated US space shuttle Columbia crashed on Sunday. Several social organisations and leaders of various political parties mourned the death of Ms Chawla.

The S.A. Jain College Teachers Union and Urban Estate Welfare Society, organised condolence meetings in this regard. The general secretary of the association, Dr Pardeep Sharma Snehi, said Ms Chawla was a bright star which would enlighten the Indian youths for years ahead.

The Swarnkar Seva Parishad mourned the death of Kalpna. Patron of the parishad Rajender Verma said the loss caused by the death of Kalpana could never be made.
Ms Veena Chibbar, Mr Anil Vij, Mr Ratan Lal Kataria, Mr Faquir Chand Mulana, Mr Nirmal Singh, Mr Phool Chand Mulana and Ms Kiran Bala Jain in separate statements mourned the death of the astronaut.

Flying fascinated her, recalls a cousin

Recalling her association with Kalpana Chawla and her family Ms Usha Batra, a distant cousin of the late astronaut, said Kalpana Chawla could never have been reached the glory had she not gone against the wishes of her parents, particularly her father, in the matter of selection of her career, Ms Usha Batra’s grandfather and Kalpana Chawla’s grandfather were brothers and their families lived in the Chawla Colony in the Model Town, Karnal. Theirs was like a big joint family. Though having separate households, Chawlas lived in a common lane which came to be known as Chawla Colony.

Though Ms Batra was older than Kalpna, by more than 12 years and Kalpana was studying for matriculation when she married Mr C.P. Batra, Ms Batra saw Kalpana grow. Ms Batra said that Kalpana was different from other children of the household. While other children of the household enjoyed playing childhood games, Kalpana devoted a lot of time to her studies, Ms Usha Batra did her schooling from Tagore Bal Niketan the school that groomed Kalpana Chawla. She said even as a school child Kalpana Chawla worked in pursuit of her goal. She was often termed as a bookworm in the household. Besides being studious, she was highly determined. She was uncompromising when it came to the career.

Ms Batra remembers that when Kalpana Chawla decided to move to the United States of America for a career as an astronaut, no one in her family supported her choice. She faced opposition from her parents and other family members. But seeing her determination, her mother was first to relent. It was her mother, who convinced her father to agree to her wish and this paved the way for her going to the USA. Ms Batra said that initially, it was her brother Mr Sanjay Chawla, who started learning flying. One day he took Kalpana along with him to the flying club and the girl was so fascinated by the idea of flying that her brother ultimately settled down inheriting the family business of rubber tyres and tubes while Kalpana Chawla never looked back and went on to become a role model for millions of girls of her country, nay the globe.

Teachers resent rationalisation

Worried over a protest by Haryana teachers against the move of rationalisation of teaching staff of secondary schools, the state government has decided to constitute a committee of ministers to reconsider the policy.

Though a notification regarding the committee will be issued next week, it has been learnt that Mr Sampat Singh, Finance Minister, will be heading the panel. The inclusion of Mr Bahadur Singh, Education Minister, in the committee is also a certainty while other members of the committee are yet to be chosen.

Official sources here said that 1700 teachers were transferred from various schools following the drive to rationalise the staff. They were found surplus and adjusted against existing vacancies in other schools. Besides, 600 teachers, who have been found surplus and cannot be adjusted in any of the schools, are being inducted into the Sarv Shiksha Abhiyan (SSA). This process would also take off from next week, sources here said, and added that minor changes in the assignment of teachers would also be carried out.

“For instance, someone who has been recruited for teaching Sanskrit may be asked to teach Hindi”, the sources said. In a large number of schools the strength of a section has been also enhanced to 60 from the previous norm of 50 students in a section in view of the redeployment of teaching staff.

The teachers organisations, however, have reacted by spewing venom at the state government’s drive. In a statement here Mr Phul Kumar Petwar, president of the Haryana Rajkiya Adhyapak Sangh, said if the state government did not immediately withdraw its policy of rationalisation of staff, the teachers’ agitation could turn violent. Mr Petwar added that resentment of the teachers against the government’s policy would be on display on February 16 when the teachers would hold a rally in front of the Director of Secondary Education’s office at Sector 17, Chandigarh.

When contacted, Ms Surina Rajan, Director, Secondary Education, Haryana, said that the teachers had no reason to agitate as all surplus teachers who were transferred had been given postings in the same district.

She added that transfers were carried out to meet shortage of teachers in various subjects in other schools. “We took a rational approach while shifting the teachers. Anyone who had been found ill or infirm or incapable of travelling due to some reason was allowed to remain in the same school,” she said.

While admitting that fresh recruitment of 1000 teachers at the secondary level was in the pipeline, she said that recruitment would be for those subjects for which the shortage could not be met by adjusting the staff.

However, the government step to ask a committee of ministers to look into the matter is stated to be an indication that the Chief Minister, Mr Om Prakash Chautala, will like to assuage the feeling of the agitating teachers.

Chautala govt ‘anti-student’

The Indian National Youth Congress today held a procession here in protest against the alleged anti-student policies of the state government. Mr Randeep Singh Surjewala, President, INYC, led the procession and submitted a memorandum to the Deputy Commissioner.

Addressing protesters at the Mini-Secretariat here, he alleged that the Chautala government had not fulfilled its promise of holding students union elections in four universities and colleges of the state. When Mr Chautala was in the Opposition he had criticised the then Chief Minister, Mr Bansi Lal, for imposing a ban on the elections. There was a great resentment among students against the Chautala government on this issue, he added.

He said universities in the state had increased fees considerably and parents were not in a position to pay these due to drought-like situation in the state. Instead of creating new job opportunities Mr Chautala was closing government departments. Unemployment in the state was on the rise, he alleged.

He demanded that the government should increase seats in educational institutions. The universities should re-start the private examination system so that poor students could continue their study as private candidates.

Chandigarh may well have a direct rail link with Jagadhari, once a green signal for the proposed project is received from the Railway board.

Talking to mediapersons here today, Ambala MP and Haryana BJP chief Ratan Lal Kataria said sanctions were awaited for two railway lines. “While one railway line is from Chandigarh to Jagadhari via Naraingarh, the second is from Jagarhari to Dehra Dun via Paonta Sahib,” he said.

Mr Kataria said when he met the Union Railway Minister he had requested for three railways links. “Two of the three proposed rail links are awaiting sanction, while I have been informed that no survey has taken place for the third rail line between Jagadhari and Patiala via Pehowa.”

He said a sum of Rs 604 crore had to be sanctioned by the Railway Board for both projects. “I had demanded that the Sriganganagar-Haridwar train stops at Barara, but it is not feasible since the daily ticket earnings there is about Rs 546. It has also been demanded long-distance trains should stop at Ambala City,” he said.

Mr Kataria, who has been appointed chairman of the vigilance committee of District Rural Development Agency, today expressed his displeasure with the Deputy Commissioner. “I had to convene a meeting of the vigilance committee, but the Deputy Commissioner told me that he had not received any information in this regard,” he said.

He said the vigilance committee had been formed to keep a check on the programmes being run on central assistance. “The Deputy Commissioner is to be the secretary of the vigilance committee. The first meeting was to be held before January 31, but the meeting could not be held as the DC did not have prior information, which I received well in time,” he said.Top

 

 

Dacoity in Ambala bank

Close on the heels of a dacoity bid at a bank in Ambala city late last week, dacoits struck at a bank in Nahaoni this afternoon.

In the daring act, the dacoits decamped with cash to the tune of Rs 3 lakh. Four masked men in an Indica car, suspected to have been stolen, entered Ambala-Kurukshetra Gramin Bank at Nahaoni village at about noon. They were forced bank employees, including the Manager, into a cabin at gunpoint.

One of them was carrying a firearm while the others possessed sharp-edged weapons. Two customers present in the bank were forced to sit on chairs. The dacoits then demanded the key to the safe. The cashier handed it over following which they decamped with Rs 3 lakh. Some more money was lying in the bank but the dacoits were not aware of it.

The dacoits threatened people with dire consequences if anyone tried to follow them. A former Sarpanch, who was outside the bank at the time of the incident, felt something amiss and tried to stop them. He raised the alarm and two shopkeepers started pelting stones the car.

The Indica is said to have been dumped at Kurali village. The police suspects that the car was dumped as the district police had been mobilised. Incidentally, the car number had been changed by the dacoits after they had stolen the car this morning.

Senior police officers, including SP Hardeep Singh Doon, rushed to the spot and a manhunt has been launched. Mr Doon said they had succeeded in recovering the car. “Teams have been formed and we are following certain leads,” he said.

On January 31, robbers had struck at the State Bank of India branch in Ambala city. They used two gas cylinders and other tools inside the bank to break open the strongroom and lockers. They tried to cut parts of the iron door of the strongroom, using the cylinders but failed to do so.

They seem to have been familiar with the bank layout as they had disconnected the security alarm, the fire alarm and a smoke detector. Two safes and some drawers containing important documents had been opened. The robbers tried to enter the strongroom by breaking the wall of a toilet attached with the strongroom but did not succeed.Top

 

 

5 held for looting Army men

With the arrest of five persons, the district police claimed to have busted a gang of robbers who robbed Army personnel of their cash and luggage after offering them eatables laced with some intoxicants in the trains running between Ludhiana and Hisar.

The police said here today that they had arrested them yesterday following an information that culprits were sitting in a deserted room near the Raipur railway station and were planning to commit a dacoity. A police party conducted the raid and arrested them.

The suspects have been identified as residents of Azamgarg in Uttar Pradesh. A country-made pistol, some cartridges were also seized from their possession. A case has been registered against them.

The police disclosed that during interrogation, the gang members confessed their involvement in looting the cash from Army personnel travelling in these trains. PTI

Art Exhibition opens

The Haryana State Art Exhibition, being organised by the All-India Fine Arts and Crafts Society, was inaugurated by MLA, Kalka, Mr Chander Mohan, at its regional centre here today.

As many as 50 paintings by over 30 artists are being showcased in this exhibition. These paintings depict different aspects of human life — from the different moods of nature to musicians rendering their notes, traditional gurukul form of teaching and enjoying meal under the shade of a tree.

Mrs Anuradha, a local artist, and Mr Satish Toor, an artist from Gurgaon, were awarded a cash prize of Rs 7,500 each for their paintings. Mrs Anuradha’s painting titled Colours of Dreams showed different facets of a man in dreams — the good, the bad and the ugly, while Satish Toor’s painting titled Awards showed a geometric pattern.

Speaking on the occasion, Mr B.N. Sehgal, a council member of the society, said the final competition for artists will be held in New Delhi in March. He said short term courses for artists were also being organised at the International Academy of Fine Arts, Rani Jhansi Road, Delhi.Top
