CM’s orders in limbo Chandigarh, October 14 According to informed sources, the department’s reluctance to implement the Chief Minister’s orders has stalled the appointment of seven persons whose names have been recommended by the HPSC for direct recruitment in the HFS. The HFS has a cadre of 44 of which 30 posts are filled through promotion and 14 posts are to be filled directly. However, currently all posts are being held by promotees. One reason for the department’s reluctance to implement the orders of the Chief Minister, a staunch advocate of downsizing the administration, can be, the sources say, that the persons facing reversions are holding key posts and are believed to be well connected. The sources say to save the well-connected promotee officers from reversion, the department is counting even those posts which are in other departments among its own sanctioned staff strength. These posts in other departments, the Forest Department has argued, are filled by taking its officers on deputation. The sources say till other departments do not accept Forest officials on deputation, no promotions can be made against the deputation posts. While confirming that the Chief Minister’s orders have been “held in abeyance” for the time being, senior functionaries of the department, who did not want to be identified, said certain clarifications had been sought from the Chief Minister’s Office. These clarifications include whether 14 officers are to be reverted when only seven persons have been recommended by the HPSC, and also if the persons recommended by the commission are exempt from medical examination. |
