staff vow to continue stir Jind, July 24 Inaugurating the convention, Mr M.L. Sehgal, general secretary of the Haryana Karamchari Mahasangh accused the Haryana government of following privatisation and retrechment policies of the Union Government. He said that several government departments and corporations were closed down and employees’ number cut down. Demands of the employees have been kept pending. Except the Haryana Roadways Department staff bonus to employees of other departments had not been given for the past three years, he added. He said the Minor Irrigation and Tubewell Corporation had been wound up and its 3916 employees retrenched. He urged the employees to take part in jail bharo andolan of August 7. Mr Dhara Singh, state president of the Mahasangh said the Chief Minister of Haryana had failed to fulfil promises made to employees before the Assembly elections. He talked of joint struggle for the acceptance of demands. Mr Nihal Singh Matana, state general secretary of the Roadways Karamchari Union said five unions were functioning in the Roadways Department, and claimed majority of the employees were the members of our union.” Mr Matana said main demands of the union were regularisation of the services of Ad hoc staff, ban on the plying of unauthorised vehicles, removal of pay anomalies, purchase of new buses and filling of vacancies by promotion. On the occasion following were elected office-bearers of the union. President — Mr Baldev Singh, Senior Vice-President — Mr Jai Karan Balhara; general secretary — Mr Nihal Singh Matana, organising secretary — Mr Jai Pal Singh Yadav and cashier — Mr Roop Singh. Mr Balwinder Singh, state president of the Punjab Roadways Workers Union, Mr S.D. Kapoor, former president of the Haryana Karamchari Mahasangh, Mr Phool Kumar Petwar, state president of the Rajkiya Adhayapak Sangh, Haryana and Mr Ramesh Sharma, state president of PWD, Mechanical Karamchari Union, Haryana also addressed the convention. |
Dalal allegations ‘bunch of lies’ Chandigarh, July 24 In a statement faxed to The Tribune Mr Bedhian said he had never been declared a proclaimed offender. He accused Mr Dalal of levelling “baseless allegations” against him as a “revenge” because his company had refused dealership to Mr Dalal’s relatives at Gurgaon and Jind despite his repeated requests. Denying that he had ever committed any fraud with Bank of Punjab, Mr Bedhian said in fact he had filed a case against the bank in the Chandigarh Debt Recovery Tribunal and the next date of hearing was August 19. He said he had also lodged an FIR against the bank manager for having “fraudulently involving him(Mr Bedhian) in a case by distorting facts”. However, he said he was not aware of the Panipat case in which, as per Mr Dalal’s version, he had been declared a proclaimed offender. He said he was prepared to face the court. Mr Bedhian said his company had entered into a five-year agreement with Northern Lynang Company, associated with China, on August 15, 2000, in Hong Kong. The Chinese company had been supplying complete motor units to his company which had set up a network of dealers. He said his company had rejected the application of the relatives of Mr Dalal after it found that several cases were pending against them in Haryana. He alleged that Mr Dalal “tried to exert pressure on the company through anti-social elements and threatened the company officials with dire consequences”. He claimed that he had complained to the Director-General of Police in this regard. Mr Bedhian said he had visited China on his own and was not a member of the delegation led by Mr Chautala. A Government spokesman, who described Mr Dalal’s allegations as “a bunch of lies”, said Mr Chautala had visited China at the invitation of PMI-Asia(Co) Limited. Interestingly, it is this company with which Mr Bedhian’s company had signed an MOU in the presence of Mr Chautala in that country. The spokesman said Mr Bedhian was not a part of the delegation. He also denied having allotted any land to Mr Bedhian to set up any unit in Haryana. He said Mr Dalal had been in the habit of levelling false allegations. |
Youth Parliament at
KV No. 1 Ambala, July 24 Fiftytwo students became members and ministers in the Parliament. Venkat was the Speaker, Manjeet Rana Deputy Speaker, Jaspreet Mehal Prime Minister, Aman Sahni Home Minister, Saida Bano HRD, Minister Mona Defence Minister, Rahul Gupta Finance Minister, Shahina Khatoon I&B Minister, Geeta Social Welfare Minister, Lovelish Kumar Labour and Employment Minister and Rohini Railway Minister. Newly elected MPs Deepika and Gaurav took the “oath” in the parliament. Sonam was given the Youth Affairs and Sports Ministry and Sarabjeet Agriculture Ministry. They were introduced to the Parliament by the Prime Minister. The leader of the Opposition was Deepanshu, Deputy Leader Neeraj Saini, Leader of the Opposition party ‘A’ Yogesh, party ‘B’ Madhu and party ‘C’ Geeta Sharma. Secretary-General was Hanika. Aman Jot, Ravinder Kaur, Gaurav Kumar and Mukesh formed the official staff of the Secretariat while Sushila, Sujata and Amit Kumar played the role of journalists. The Foreign Youth Parliamentary delegation was represented by Rohit Kaushal and other members were Bersha Ray and Jharna while the Marshal of Youth Parliament was Mohammad Naim. The programme culminated with the school Principal, Dr O.D. Sharma, emphasising the need for Youth Parliament. He said such a programme not only generated awareness among the students, it also strengthened the pillars of the Parliamentary system. |

SUGARCANE PAYMENT ISSUE Shahzadpur (Ambala), July 24 The farmers had begun to gather at the Shahzadpur T-point, where NH-72 and the road from the Banoundi sugarcane mill meets, from morning. By 10 am, tractor-trolleys and tree trunks had been used to blockade the busy road. The police personnel had begun to divert all traffic away from the road. From Saha to Shahzadpur, at least in three places vehicles were being stopped and directed to turn away. At one point on the Saha-Shahzadpur road, thorny bushes were used to block the way. Similar scenes were witnessed on the different roads leading to Shahzadpur. At the Shahzadpur T-point, a large number of farmers had congregated and they were agitated over delayed payments from the Banoundi sugar mill. During the day, the mood of the farmers became upbeat when there was talk of the President of a faction of the Bharatiya Kisan Union, Mr Ghasi Ram Nain, turning up at the blockade spot. Mr Nain had led the farmers’ agitation at Kandela. However, Mr Hari Singh Khokhar, president of another faction of the BKU, arrived at the spot. Mr Hari Singh Khokhar criticised the government for the problems being faced by the farmers. He said the farmers were being forced to hold agitation to get payment which was rightfully theirs. He said the patience of the farmers was being repeatedly tested. Among others, Mr Tek Chand, Mr Rhotash Singh, Mr Ravi Sharma, Mr Sant Ram, Mr Sadhu Ram Saini, Mr Aman Kumar Nagra and Mr Ram Kumar were present. Speaker after speaker at the blockade stressed upon the need for regular payments to the sugarcane farmers. They said the sugar mill should make prompt payments to the farmers so that the farmers did not face hardship. The blockade was lifted by early evening following assurances given by the district administration to the leaders of the farmers at a meeting held at the Shahzadpur market committee office. The meeting was presided over by the Deputy Commissioner, Ambala, Mr D.D. Gautam, and the Superintendent of Police, Mr Manoj Yadava, was also present. The leaders of the farmers impressed upon the district administration the need for speedily solving the payment problem of the farmers. The civil administration has assured the farmers that complete payment will be done to the sugarcane farmers by the mill during a 40-day period starting on August 1 and ending on September 10. However, the dharna which is being held in front of the SDM Naraingarh office by the sugarcane farmers will continue till such time regular payments do not start. Incidentally, the DC of Ambala has imposed Section 144 upto 300 metres from the Banoundi sugar mill till July 31 to ensure that there are no untoward incident. |

Bird safari in Panchkula likely Panchkula, July 24. The proposed bird safari will come up either near Mandana in Morni or in the Bir Shikargah forest near Pinjore. This safari will initially come up on 30 hectares of land. The proposed site for the safari will be fenced and a watch tower and
camouflaged tree-top trails set up for bird watchers. The site will have shrubs, trees, a water body and some landscaping to provide a
conducive atmosphere for the birds to be housed there. The safari, which will house at least 50 species of birds, will provide an opportunity to the visitors to study their environment, say Wildlife Department officials. Besides certain exotic species of birds, grey patridges, black patridges, doves, pea fowl, green pigeons etc. will be housed here. The sources said the plan for the bird safari was first mooted by bird lovers with Chief Minister Om Prakash Chautala. The case was then referred to the Wildlife Department. The department had earlier sent this proposal to the Central Zoo Authority but this was turned down on the plea that a wildlife sanctuary was already coming up in Morni. This wildlife sanctuary will be spread over an area of approximately 12,000 acres. This area includes Khol Raitan, a protected forest area in Balwali, Mandana, Asrewali and Bir Ghaggar. However, wildlife officials have pleaded with the Central Zoo Authority that the safari, if set up in Morni, would be made just before the wildlife sanctuary so that visitors to the sanctuary could also come here. Alternatively, they have proposed a site in Pinjore, maintaining that visitors to this historical township will also visit the sanctuary, thereby generating additional revenue. It is worthwhile to mention here that because of a wide variety of birds in the region, the Wildlife Department had earlier proposed to contruct a walk-in aviary at Yadvindra Gardens in Pinjore. However, the proposal was shelved because of paucity of funds. |

Stamp
duty scam unearthed Sirsa, July 24 The newly appointed Deputy Commissioner, Mr D. Suresh, who played a key role in unearthing the scam said he had already suspended nayab tehsildar Rakesh Garg in this regard while tehsildar Ram Pal’s case had been recommended for suspension and his powers for registering of sale deeds had been withdrawn. The Deputy Commissioner said he had ordered the District Revenue Officer to conduct an inquiry. After going through the records the DRO, Mr Ramesh Kajal, found that registration of sale deeds had been done on rates half than that of the collectorate’s rate thus resulting in the loss of lakhs of rupees. The Deputy Commissioner recommended that the loss to the government revenue may be recovered from the guilty officers. |
Export marketing training programme launched Ambala, July 24 The programme has been organised by the Ambala Scientific Instruments Manufacturers Association
(ASIMA) with the Small-Industries Service Institute (SISI). Inaugurating the programme, Dr Anil Jain, president of
ASIMA, told the participants that the export of scientific instruments was of utmost importance for the survival of the Ambala industry. “In the past five years, goods worth Rs 50 crore per annum were exported from Ambala. The export can be enhanced to Rs 300 crore per annum,” he said. He observed that China alone was exporting educational and scientific instruments worth Rs 1,500 crore per annum to all over the world. “Presently, our share is less than 0.2 per cent of the global trade in scientific instruments,” he said. Dr Jain exhorted the entrepreneurs to utilise the latest tools of technology to expand global trade. “Internet websites and global trade fairs are important components to promote export, and the participants will be educated about export documentation, participation in global tenders, negotiations and regulations of the Reserve Bank of India,” he said. Speaking on the occasion, Mr M.K. Verma, Director, Small-Industries Service Institute, said the Government of India was extending a number of facilities to the small and medium-scale industries. “SISI can conduct training programmes for waste minimisation circles, ISO 9000 certification and technology upgradation and technology transfers,” he added. |

‘No move’ to retrench teachers Chandigarh, July 24 Denying that any decision had been taken in this regard, Mr Bahadur Singh said in fact steps were being taken to fill vacant posts. The government was trying to rationalise the ratio between students and teachers so as to improve the standard of education and make optimum use of the services of teachers. A meeting had been convened in his office for August 2 in which four representatives of each association had been invited to discuss the issue in detail and remove misconceptions among the teaching community. |

Power generation exceeds target Yamunanagar, July 24 Mr Sehgal said although there was delay in the arrival of monsoon in Haryana and there was scanty rainfall in the catchment area of the Yamuna, there was sufficient water available for the hydel channel. |
