Govt to stand guarantee for HUDCO loan
Chandigarh, May 20
The Haryana Cabinet, which met here today under the chairmanship of the Chief Minister, Mr Om Prakash Chautala, decided to stand government guarantee for the State Roads and Bridges Corporation to obtain a loan of Rs 158.49 crore from HUDCO for the improvement of 853 km of roads.

Jind firing could have been avoided: CPM
Rohtak, May 20
The Haryana unit of the CPM has blamed the short-sighted and authoritarian attitude of the state government in resorting to police firing on agitating farmers at Nagrooran in Jind district in which one farmer lost his life and several got seriously injured.

BKU continues protest

Workers of the BKU and farmers continued their agitation at Kandela village in the district in support of their demands. After yesterday’s rally at the village, the BKU today started a dharna at the site of the rally.

Govt to stand guarantee for HUDCO loan

Chandigarh, May 20
The Haryana Cabinet, which met here today under the chairmanship of the Chief Minister, Mr Om Prakash Chautala, decided to stand government guarantee for the State Roads and Bridges Corporation to obtain a loan of Rs 158.49 crore from HUDCO for the improvement of 853 km of roads.

The Rs 198.10-crore project would be implemented by the PWD(B&R) on behalf of the corporation as deposit work and it would not levy any departmental charges. The government would provide Rs 39.61 crore as 20 per cent counterpart funding.

The Cabinet also approved the proposal of the Agriculture Department to transfer nine acres and eight marlas belonging to it in Patikara village in Narnaul district to the Public Health Department free of cost for creating the drinking water facility.

A proposal of the Irrigation Department for transferring 55 kanals and 10 marlas in Ottu village in Sirsa district to the Tourism Department free of cost for setting up a new tourist complex was also approved.

Similarly, the Cabinet okayed a proposal of the Fisheries Department to sell its surplus land measuring 36 kanals and 18 marlas and a building costing Rs 50.73 lakh at the Government Fish Seed Farm, Sohna, Gurgaon district, by public auction.

The Cabinet amended the Punjab Service of Engineers Class-II, Public Works Department(Building and Roads) Rules, 1965, on the demand of the Diploma Engineers Association so as to maintain the 25 per cent promotion quota among the Subdivisional Engineers from among junior engineers.

Under the amended rules 57 per cent recruitment would be by way of direct recruitment and 43 per cent by promotion. In the case of promotion, 25 per cent of the posts would be filled from among members of the Haryana PWD(B&R) Junior Engineers(Engineering) Service, and 6 per cent from the draughtsmen and tracers services

The Cabinet also decided to include certain group B and above posts of departments like Technical Education, Medical Education and Sports within the purview of the State Public Service Commission. Earlier these posts were taken out of the purview of the commission by different governments in the past.

The Cabinet also decided to re-grant the lease of four mines in the private sector by private auction. These mines are Mangar Plot number 11 to 15 and Dhauj in Faridabad district, and Alipur and Chakkarpur block in Gurgaon district. These mines were surrendered by Haryana Minerals Limited.

Jind firing could have been avoided: CPM

The Haryana unit of the CPM has blamed the short-sighted and authoritarian attitude of the state government in resorting to police firing on agitating farmers at Nagrooran in Jind district in which one farmer lost his life and several got seriously injured.

The CPM state Secretary, Mr Inderjit Singh, said it was the negative attitude of the government which had led to explosive situation in several villages of Jind and Kiloi group of villages of Rohtak district. The party expressed deep anguish over the present volatile situation and condemned the incident of police firing on participants of the farmers’ rally yesterday.

Meanwhile a joint team of the state CPM and Kisan Sabha leaders comprising Mr Prithi Singh Gorakhpuria, Mr Parkash Chander, Mr Phool Singh Sheokand and Mr Ved Pal Malik today went to the affected areas in Jind district to have the first-hand detailed information of the situation. The party state secretary, Mr Inderjit Singh and Mr Virender Malik, member state secretary met the injured farmers in the local PGIMS. Mr Inderjit Singh said the CPM believed that the confrontation could have been avoided had the state government implemented the agreement arrived at between the agitating farmers and government representatives after the December incidents.

BKU continues protest

Workers of the BKU and farmers continued their agitation at Kandela village in the district in support of their demands. After yesterday’s rally at the village, the BKU today started a dharna at the site of the rally. A large number of farmers, including women, participated in the dharna. The agitating farmers were demanding the withdrawal of cases registered against the BKU leaders in connection with their agitation and implementation of agreement reached between the union and representatives of the government.

Resentment prevails among the BKU activists over the arrest of union leaders last month and the non-implementation of the agreement. According to reports, some villagers smashed the windowpanes of a car belonging to a DSP (traffic) and held hostage a head constable and a Class IV employee of the Police Department last night. Later, the villagers released the Class IV employee today.

Addressing the farmers at the dharna, state president of BKU, Ghasi Ram Nain said the government was responsible for yesterday’s violent incidents at Naguran village in the district in which one person was killed and 25 were injured in a clash between the police and the farmers. He said if the administration had observed restraint, the violence could have been avoided. He alleged that the police used force to prevent the farmers for taking part in the rally which led to the confrontation. He said the government had adopted repressive measures against the BKU workers.

Mr Nain said the government should fulfil the election promises and implement the agreement reached with the union.

BKU activists release cops

In a late evening development, BKU activists of Kiloi village in Rohtak district released all policemen held hostage by them since the past two days. The policemen had gone to the village to arrest a BKU leader.

According to information received here, the policemen were released by their captors unconditionally after village elders persuaded the captors. The BKU is leading an agitation of the farmers against, among other things, the collection of arrears of electricity dues.

Earlier in the day the Haryana Congress President, Mr Bhupinder Singh Hooda, visited the village along with Mr Shadi Lal Batra, Mr Sher Singh and Mr Jai Prakash Barwala, all MLAs. They also visited Nagura village in Jind district, where one person was killed and several others were injured in clashes between farmers and the police.

A spokesman of the Haryana Police today denied that Ram Sarup of Nagura village was killed by shots fired by the police. He said the farmer was killed by a blunt weapon, which was confirmed by the postmortem examination. He said the police had fired in the air in self-defence. He said only one person received gun shot injuries in his ankle and now he was out of danger.

According to information received here, BKU activists had blocked certain roads in Jind district.

Meanwhile, a former Haryana Congress President, Mr Shamsher Singh Surjewala, has alleged that the unprovoked police firing at Nagura village on peaceful farmers had caused serious tension and widespread resentment among the people of the State.

Jagmohan reviews work at religious places

The Union Minister for Tourism, Mr Jagmohan, visited religious places here today and reviewed the development works being carried out at these places to bring this city on the world tourism map.

Mr Jagmohan has already sanctioned Rs 4.3 crore for a light and sound system and more than Rs 6 crore for the development of religious places here as well as their respective approach roads.

The Union Minister for Tourism was accompanied by Mr N. Gopala Swamy, Secretary, and Mrs Komal Anand, Additional Secretary, Cultural Affairs Department, Government of India, Mr Bhaskar Chaterjee, Commissioner, Haryana Tourism, Mrs Navraj Sandhu, Managing Director, Haryana Tourism Corporation as well as officers from the district administration, Kurukshetra Development Board and Archaeological Survey of India. Among other religious places, the team visited Brahamsarovar, Tapovan, Sheikh Chehili’s Tomb, Harshwardhan Park, Narkaataari and Jyotisar where Lord Krishna is believed to have delivered the immortal message of the Geeta to Arjuna during the Mahabharata war.

On this occasion, the Deputy Commissioner, Mr Abhilaksh Likhi, apprised the visiting team about the development works in progress at the religious places.

HVP activists take out procession

Kurukshetra, May 20
Haryana Vikas Party (HVP) activists led by Mr Surender Singh, Chief General Secretary of the party, took out a procession from their local office to the mini secretariat here today.

They submitted a memorandum, addressed to the Haryana Governor, to the district administration here today demanding that either the electricity department should issue a letter that the defaulters would be considered up to April 30, 2002, instead of March 31, 2001 or the Chautala government should resign or dismissed by the Governor.

It also alleged that the Chautala government had earlier urged the farmers who had not paid their electricity bills by April 30, 2002, to pay 25 per cent of their bills, but later this rebate was only allowed to the farmers who had not paid their bills till March 31, 2001.

Besides, they also demanded that the farmers of Kurukshetra, Ambala, Karnal, Yamunanagar and Panchkula, who pay the maximum revenue to the electricity department should be rewarded, in lieu of 75 per cent rebate extended to defaulters in other districts.

Among those who joined the procession included Mr Jitender Singh (Kaka) and Mr Balbir Singh Saini, both general secretaries of the HVP and the district president, Mr Gurcharan Singh Ratgal.

Dera disciples hold rally

A massive ‘akrosh rally’ was organised here today under the aegis of the Bhumi Bachao Sangharsh Samiti constituted by the disciples of Dera Baba Bhuman Shah situated near Sangar Sandha village in the district. However, the demonstrators postponed their plan to gherao the local residence of the Chief Minister after the district administration and the police assured to withdraw the cases registered against some disciples of the dera.

The rally organised at the local Anaz Mandi was attended others by the younger brother of the Chief Minister, Mr Partap Singh Chautala.
