Farmers to start agitation

Upset over the indifferent attitude of the Haryana Chief Minister, Mr Om Prakash Chautala, with regard to the arrest of five Punjab-based farmer activists by his state police, five organisations of farmers today decided to start an agitation to seek their release.

Murder accused traced, brought to court

A special investigation team put together by the Inspector-General of Police, Hisar Range, has traced the accused in the murder of Mr Attar Singh, owner of Kisan Filling Station, Badopal, near here, who was shot dead in May 1995 in attempted robbery.

The body of a youth was found at an abandoned house near Pipli bazaar in Ambala City today. The deceased was identified as Dinesh Goyal and was residing in the neighbouring house.

Biodiversity garden for Gurgaon

Gurgaon will soon become the first city in any semi-arid area to have a biodiversity garden. A decision to this effect was taken at a meeting held under the chairmanship of the Chief Secretary, Mr L. M. Goyal, here yesterday.

Janmat Party chief assaulted

Mr Hari Singh, a former aide of former Chief Minister Bansi Lal and President of Haryana Janmat Party, was assaulted near his residence here yesterday. He has been admitted to hospital.

BJP to try for patch-up with Chautala

The BJP high command will shortly depute a central leader to attempt a rapprochement between the INLD supremo, Mr Om Prakash Chautala, and Haryana party leader even as it has told the state unit in unambiguous terms not to have any confrontation with the NDA partner, informed sources say here.

This has left the Haryana BJP leaders in an unenvious position. While on the one hand they find themselves gagged by the party high command, on the other hand Mr Chautala treats them contemptuously, to put it mildly. So much so the Chief Minister does not even find time to meet state BJP leaders.

Though there are many irritants, real or imaginary, in the relations between the INLD and the Haryana BJP, the latest is the arrest of a number of BJP activists in connection with the communal violence at Loharu in Bhiwani district. BJP leaders allege that the administration has falsely implicated their workers to make them scapegoats. They also allege that the real culprits involved in the violence were supporters of a Minister, who wanted to grab the property of the former Nawab of Loharu.

The Haryana BJP leaders say one of the arrested workers was busy with the engagement ceremony of his daughter on the day of the violence. They say another party activist, who has been implicated by the police, is the grandson of a highly respected person of the area, Mr Bhagwat, who played a key role in persuading the former Nawab of Loharu to merge his state with the Indian Union after Independence.

Senior party leaders, including all party MPs from Haryana, visited Loharu on a fact-finding mission. They brought these facts of the notice of the Union Home Minister, Mr L.K. Advani, who advised them to meet the Governor, Babu Parmanand. Later a delegation led by a senior BJP leader, Mr Ram Bilas Sharma, submitted a memorandum to the Governor in this regard.

The sources say to sort out the contentious issue a meeting was arranged at the behest of the BJP central leadership between Mr Chautala and the state leaders on May 6. As the state leaders were preparing to go for the meeting, they received a message from the Chief Minister cancelling the meeting. The BJP leaders felt slighted.

The Haryana BJP president, Mr Rattan Lal Kataria, MP, met the Prime Minister, Mr Atal Behari Vajpayee, and reportedly told him about the Loharu incidents and the subsequent arrests of the BJP workers. The response of the Prime Minister is not known. Mr Kataria also met the BJP chief, Mr Jana Krishnamurty.

The sources say Mr Krishnamurty told Mr Kataria in clear terms not to have any confrontation with Mr Chautala in view of the TDP’s stand on the motion on Gujarat in the Lok Sabha. However, he reportedly assured Mr Kataria that he would shortly depute a central leader to talk to Mr Chautala and sort out the problems between the INLD and the Haryana BJP.

Though Mr Krishnamurty did not name the leader he would depute for Haryana, it is believed that the responsibility may be given to either Mr Madal Lal Khurana or Mr Vijay Kumar Malhotra, two senior party leaders from Delhi.

Mr Kataria was not available for comments.

Centre, state ignoring farmers : Surjewala

President of the Haryana Krishak Samaj and senior Congress leader Shamsher Singh Surjewala said the Vajpayee government at the Centre and the Chautala government in Haryana have “failed” to solve the problems of farmers and have been ignoring their interests.

Talking to newspersons here, Mr Surjewala said in spite of a heavy increase in the prices of agricultural inputs, the government had neither provided remunerative prices to the farmers for their produce nor had implemented new agricultural policy and crop insurance scheme.

Mr Surjewala said the state government had provided neither adequate power supply nor canal water as a result of which the per acre produce of wheat in the rabi season this year had been much less as compared to the last year and the farmers had not got the desirable profit from it.

He said because of continuous increase in agricultural inputs, agriculture had become a losing business and the economic condition of the farmers had fallen to such an extent that they had no money for sowing the kharif crop.

He said the farmers were not getting loan from the commission agents or banks. In these circumstances, the Haryana Government must provide economic assistance to them for the sowing of kharif crops.

He said in view of the “pitiable economic condition of the farmers”, the government should suspend the recovery of the farmers’ loans, pending electricity bills and other dues for three years and the farmers should be given interest-free loans.

He said instead of providing relief to the farmers, the government was bent upon recovery of electricity bills which had led to confrontation between the farmers and the administration. PTI

Farmers to start agitation

Upset over the indifferent attitude of the Haryana Chief Minister, Mr Om Prakash Chautala, with regard to the arrest of five Punjab-based farmer activists by his state police, five organisations of farmers today decided to start an agitation to seek their release.

A deputation of the five Punjab-based organisations met Mr Chautala this morning to submit a memorandum to him and ask for their release. However, there was no proper response from Mr Chautala, according to a spokesman of the organisations.

In the first week of May, five farmer activists — Dr Darshan Lal, Mr Nirdev Singh, Mr Bhagwant Singh, Mr Ajaib Singh and Mr Gurmeet Singh Dittupur — from Punjab had gone to Jind to collect facts to prepare a report on the ongoing agitation of farmers there. They were allegedly arrested by the Jind police on May 3.

Mr Pishora Singh Sidhupur, president of the Bharti Kisan Union (Ekta group), said the Chief Minister’s response was not satisfactory. He said in the first phase of the agitation, farmers from both states would stage a demonstration on the Punjab and Haryana border, near Khanuri Mandi, on May 22.

Murder accused traced, brought to court

Hisar, May 14
A special investigation team put together by the Inspector-General of Police, Hisar Range, has traced the accused in the murder of Mr Attar Singh, owner of Kisan Filling Station, Badopal, near here, who was shot dead in May 1995 in attempted robbery.

The Punjab and Haryana High Court had recently ordered reinvestigation of the case by the IGP, Hisar, on a writ petition filed by Mr Anil Kumar, son of the deceased. Earlier, this case was investigated by SHO, Police Station, Fatehabad, Inspector CIA, Hisar, DSP, Hisar, DSP, Fatehabad, and the crime branch.

Following the court directive, a special investigation team comprising Inspector Rajinder Singh, SI Rohtas Singh, ASI Gyanender Singh, AS1 Prahlad Singh, ASI Rattan Lal, Head Constables Roop Chand and Rameshwar Dass and constables Hanuman Prashad and Constable Prahlad Singh was constituted. After two months of investigation, the team identified the accused.

A foreign-made pistol which was snatched from the station owner at the time of the robbery was recovered from the accused. Amar Singh and Panchhi, both residents of Chhinder village of Fatehabad, were arrested and produced in court at Fatehabad today. The third accused, Ruli Ram, who had reportedly fired at Attar Singh committed suicide two years ago.

The culprits had conspired to loot the station to pay off their debts. They told the investigators that their bid to snatch cash led to a scuffle between the station owner and one of the accused. Another accused shot at Attar Singh from close range. The third accused fired at the son of the deceased.

Mr M. L. Tayal, Member, Sales Tax Tribunal, has been given the additional charge of Commissioner for Inquiries-III to relieve Mr P.C. Bidhan of the additional charge.

Mr Sanjay Kothari, Commissioner and Secretary, Coordination, Personnel and Rehabilitation, Member-Secretary, Haryana Bureau of Public Enterprises, and Secretary, Cell for Proper Utilisation and Disposal of Government Property, has been given the additional charge of Commissioner and Secretary, Forests, to relieve Mr M. K. Miglani.

Mr Balbir Singh Malik, Additional Deputy Commissioner-cum-Chief Executive Officer, District Rural Development Agency, Yamunanagar, has been appointed Deputy Principal Secretary to the Chief Minister against a vacant post.

The government has also relieved Mr M. P. Sangwan of the charge of District Transport Officer, Rewari, with immediate effect.

HUDA to maintain record of acquired property

The Minister of Town and Country Planning, Chaudhary Dhir Pal Singh, today took a serious view of encroachments in urban estates of the Haryana Urban Development Authority all over the state.

He was presiding over a high-level meeting of HUDA officials here today. Sources said the minister took an exception to violations in Gurgaon, where a lot of commercial ventures have come up in residential colonies. It is learnt that atleast three junior engineers posted in the Gurgaon office of HUDA were placed under suspension for their alleged links with violators.

The issue of land being acquired for Sector 6 in Mansa Devi Complex, here, was also taken up at the meeting. It was also decided that property registers should be maintained with details of property being acquired. The officials were asked to ensure that there were no encroachments on the land after being acquired by HUDA.

Later, the Chief Administrator, HUDA, also held a meeting of the four HUDA Administrators, Estate Officers, Assistant Estate Officers, Superintending Engineers, XENs and District Town Planners. The review of the funds received/earned in auctions was done and progress in different parts of the state assessed. The utilisation of funds for carrying out further development works was also taken up.

Graft rampant in HPSC: Cong

Serious irregularities were committed in appointments by the Haryana Public Service Commission (HPSC).

This was alleged by the senior state Congress leader and chairman of Krishak Samaj, Mr Shamsher Singh Surjewala, while talking to mediapersons at the residence of a former minister and Congress leader, Mr Jagdish Nehra, here yesterday before attending the swearing-in ceremony of the District Congress President.

He said the functioning of the HPSC was worse than that of the PPSC. If the Chairman of the HPSC did not make public the appointments made by it, the Congress would request the President, Governor and the Central Government to suspend him and order an impartial probe in this regard.

Mr Surjewala said the appearance of names in the selection list, which MLA Karan Singh Dalal had claimed to be selected months ago, proved the allegations.

Replying to a question about the change in the state leadership of the party, he said Sonia’s decision would be acceptable to all.

Discussing the 75 per cent exemption in the electricity bills he said before coming to power, leaders of the present government had provoked farmers for not clearing their pending electricity bills.

Body of youth found

The body of a youth was found at an abandoned house near Pipli bazaar in Ambala City today. The deceased was identified as Dinesh Goyal and was residing in the neighbouring house.

According to information, Dinesh had been missing for past four days. This noon when one of the relatives of the deceased went on to the roof of the house, he detected the smell of mutilated body there. When he peeped into the adjoining house, he found that the body of Dinesh was lying there.

There was only an undergarment on the body. It appears it was lying there for the past two or three days. Dinesh was the son of a famous ‘halwai’ of the city. The cause of death could not be ascertained.

Poppy husk seized: The police seized 82 kg of poppy husk in two different raids at Ambala cantonment on Tuesday.

According to information, the police recovered 42 kg of poppy husk from Teja Singh, a resident of Ludhiana near the overbridge at Ambala cantonment. The police rounded up Teja under the NDPS Act.

In another incident the police recovered 40 kg of poppy husk from the possession of Jivan Lal, a resident of Ludhiana. Two separate cases under the NDPS Act have been registered.

TWO ARRESTED: The police arrested two persons in theft cases here on Tuesday. As many as 37 stereo decks were recovered from their possession. They were identified as Arun and Mantoon. In another case, the police recovered 340 pouches of liquor from the possession of Rajan at Ambala cantonment.

Biodiversity garden for Gurgaon

Gurgaon will soon become the first city in any semi-arid area to have a biodiversity garden.

A decision to this effect was taken at a meeting held under the chairmanship of the Chief Secretary, Mr L.M. Goyal, here yesterday.

Mr Goyal said that the garden would be called Ch Devi Lal Biodiversity Garden and developed over 50 acres in Sector 52-A of Gurgaon.

The Haryana Urban Development Authority would be the nodal agency for the implementation of the project and would be assisted by an advisory committee consisting of experts from the Forest Department, universities and the Union Environment Ministry.

Janmat Party chief assaulted

Mr Hari Singh, a former aide of former Chief Minister Bansi Lal and President of Haryana Janmat Party, was assaulted near his residence here yesterday. He has been admitted to hospital.

According to his family members, he was returning home in his car when some persons stopped his car by parking their Tata Sumo in the middle of the road. They broke the front and rear window screens of the car before pulling him out hiting him repeatedly with iron rods. When his family members reached the spot, the assailants drove away.

DA instalment for Haryana staff

The Haryana Government today released another instalment of dearness allowance (DA) to its employees and dearness relief (DR) to state government pensioners with effect from January 1, 2002.

The employees will now get DA at 49 per cent of their basic salary, an increase of 4 per cent.

Mr Justice V. K. Bali will hold a Lok Adalat at Karnal on May 18 in which cases involving body injuries and deaths, cases under the Hindu Marriage Act and recovery suits will be taken up, Mr R. S. Virk, member-secretary of the Haryana State Legal Services Authority, announced here today.
