Yamunanagar, February 2
Notwithstanding the assertion by the BJP president, Mr Jena Krishnamurti, that the INLD-BJP alliance is intact, the executive committee of the Haryana unit of the party today endorsed the decision taken by the state president, Mr Rattan Lal Kataria, to have no truck with the INLD or its supremo, Mr Om Prakash Chautala, as an ally.

The executive committee, which met here this evening, “not only endorsed Mr Kataria’s stand but also welcomed it”, as the party spokesman, Mr Pradeep Jain, put it. He told TNS that the party had decided to sit in opposition in the Haryana Vidhan Sabha in future.

The Union Minister of State for Home, Mr I.D. Swami, who is here for compaigning for BJP candidate, Ghanshyam Dass said what Mr Krishnamurti had said was in context of the National Democratic Alliance (NDA). As far as Haryana was concerned, Mr Swami said, Mr Chautala had himself provided an opportunity to the BJP to walk out of the alliance by fielding the INLD candidate in Yamunanagar, which had been traditionally with the BJP.

Mr Swami said despite all odds the BJP was continuing with the alliance. He alleged that the BJP workers were being persecuted. Whenever BJP leaders spoke to Mr Chautala about the difficulties being faced by the people of the state because of anti-people policies of the INLD government, the Chief Minister ignored them.

Mr Swami, who was guarded in his language in accusing Mr Chautala of threatening the Yamunanagar voters, as alleged by the Congress nominee, Dr Krishna Pandit, said there was no contradiction in continuing the partnership with the INLD at the Centre, while at the state level the two parties would contest against each other. He said in Manipur the BJP and the Samata Party were contesting against each other but still they were members of the NDA at the Centre.

He said it was hard to believe that any Chief Minister would talk in terms of “vikas aur vinash” while addressing voters. But, he said, the people had told him that Mr Chautala was using such language. He recited an Urdu couplet to convey that when a person became arrogant, his downfall was not far of.

Mr Swami said it was not feasible for the Centre to deploy paramilitary forces for a byelection unless a request was received from the state government or the Election Commission gave a direction.

Referring to the apprehensions expressed by the Congress regarding fair and free poll here, Mr Swami said if the Election Commission asked the Centre, it would immediately deploy paramilitary forces here.

The BJP spokesman, Mr Jain, was more blunt in taking objection to the offensive language allegedly used by Mr Chautala. He said Mr Chautala must explain what he meant by “vinash”. Would “vinash” be of Meham type” he asked.

He said the executive of the party had also criticised the Chautala government for impounding vehicles in the state for use in the Uttar Pradesh elections. It demanded an immediate stop to the practice, Mr Jain said party workers would be deployed in sufficient number here to prevent any attempt to capture booths or to intimidate the voters.

He also added that the state government had designated the court of a senior Additional Sessions Judge at a district headquarters as the special court for trying offences against the Scheduled Castes. Mr R. R. He said more than Rs 34 crore was spent in 2000-01 under various schemes carried out by the state government for the welfare of the SCs. In the current financial year, more than Rs 36 crore was being spent on such schemes, Mr Jowel said. According to Mr Jowel, schemes being implemented for educational upliftment of SC students by providing them with training for various competitive examinations were highly successful.

He also requested Mr Chellapan to impress upon the Union Government to be liberal in giving financial assistance to Haryana for the implementation of various schemes for the socio-economic upliftment of the oppressed castes.

Mr Chellapan, who was accompanied by the Regional Director of the commission, Mr Tazim Wangyal, said educated SC youths should be motivated to take up self-employment ventures. The youths should appreciate that the government could not provide jobs to all of them, he added.
