Govt denies report on
CDS New Delhi, April 12 Reacting to reports that Admiral Kumar will take over as the CDS soon, the Defence Ministry, in a clarification, said no such decision had been taken so far. “The recommendations of the Group of Ministers for creation of the post of CDS as well as other recommendations are being processed for approval of the government. When the government approves the proposal, further action will be taken thereafter”. The Group of Ministers, which had been set up in the aftermath of the Kargil conflict, had recommended creation of the post of CDS who will be the single point of reference for the government in strategic decision making with regard to security aspects, including the nuclear issue. Last month, the recommendations, which also include the setting up of a Defence Procurement Board, had been cleared by the Prime Minister and Defence Minister and had been put forward to the Cabinet which is yet to take a decision. If the CDS post is cleared, in all likelihood it will be Admiral Kumar, who will be appointed as he is the seniormost among the three Chiefs and is also Chairman of the Chiefs of Staff Committee. |
Tiloth power house submerged Uttarkashi, April 12 According to Mr Amit Kumar Ghosh, District Magistrate, the fault occurred at 7.23 am this morning. The basement and the first floor of the power house was totally submerged under water while the second floor was partially submerged. On hearing about the fault, the DM rushed to the spot and held an emergency meeting with senior officials of the power project. The officials reported to the DM that the fault occurred in the turbine draft tube cone leading to the breakaway of the manhole. Mr F.R. Dube, Superintending Engineer of the power project, told The Tribune that all pumps for lifting water in case of an emergency had also submerged in the water. There are eight pumps in the power house. One pump had already submerged earlier. Now, they have drained out water from the main reservoir to seal the manhole to stop the rush of water in the generation unit of the power house. Mr Dube said there were three machines of 30 mw each used to generate power from this project. One machine was already under repairs for the past few weeks, while two others were functioning. Machine No 3 which was generating power submerged under water this morning. Later, when the water rushed to this machine, it was also closed down. This is for the second time that a major fault has occurred in the Maneri Bhali power project in less than a year’s time. The running phase of the project commissioned about 17 years ago, was suffering neglect of routine day-to-day repair work. Senior officials of the power project said since the construction work on the second phase of the project was suspended, there always remained a paucity of funds to carry out the normal repair work. In reply to a question, Mr M.S. Rastogi, Engineer (Generation), told The Tribune that it was impossible to say as yet how much time it would take to repair the power house and restart the generation work. Repairs could be commenced only after the water was pumped out and the power house, along with the manhole, was sealed from the impact of the Bhagirathi, a tributary of the Ganga. The DM has ordered the engineers and other technical staff to work round the clock to pump out water and start the repair work as soon as possible. When last contacted, the DM was still on the dam site holding meetings with the senior officials. Meanwhile, Mr Bhagat Singh Koshiyari, Power Minister of Uttaranchal, could not be contacted as he was reported to be out of the state capital. Even his mobile phone was out of range. The DM further told that there was no danger of flooding in the residential areas of Uttarkashi district; however, the level of the flow of water in the Bhagirathi would increase due to draining out of water from the reservoir. |
All-party meeting
tommorow New Delhi, April 12 The proceedings of the two Houses of Parliament were stalled from March 14 till March 23 after Tehelka revelations due to the Opposition demand for the resignation of the Vajpayee government. The meeting, which is being held at the initiative of Prime Minister Atal Behari Vajpayee for resolving the impasse in Parliament, is likely to be attended by Parliamentary Affairs Minister Pramod Mahajan, Lok Sabha Speaker G.M.C. Balayogi, Rajya Sabha Chairman Krishan Kant and the leaders of the Opposition parties. The Prime Minister had mooted the idea of an all-party meeting during the coordination committee meeting of the NDA. The government appears to be hopeful of resolving the deadlock in the background of the reported remark of Congress spokesman S. Jaipal Reddy in which he has said the Congress was not interested in toppling the government but was only for exposing its alleged involvement in corruption in national security matters.
ICSSR research programme on Ranjit Singh New Delhi, April 12 The programme, to be co-chaired by noted scientist Mr Y.S. Rajan and the Editor of The Tribune, Mr Hari Jaisingh, will commission studies from leading scholars from India and abroad. The research agenda of the programme will be structured under the theme of Maharaja Ranjit Singh Programme of Human Understanding and Actions. |

CBI on Sukh Ram’s plea New Delhi, April 12 Mr Justice S.K. Agarwal said the response must be filed before May 7, the next date of hearing. Mr Sukh Ram is charged with favouring chairman of the Haryana Telecom Limited Davinder Singh Chowdhury during a procurement of 3.5 lakh LCKM of PUF cables worth Rs 30 crore. When the offence was committed, Mr Sukh Ram was Union Minister. When the charge sheet was framed, he was member of the Himachal Pradesh Legislative Assembly.

Rlys yet to assess pipeline fire damage Ara (Bihar), April 12 Railway sources said here that the overhead communication system had collapsed due to the impact of the fire. The communication between Banahi and Raghunathpur railway stations of Danapur-Mughalsarai division of the Eastern Railway had also snapped. Officials apprehended damage to tracks in about 1 km area as it was visibly red in the fire-affected area, they said. The railway officials were trying to establish a link through VHF sets and wireless systems. However, links were yet to be restored to the affected areas, the sources said, adding repair work could start only after the fire was extingusihed. A railway overbridge near the spot was also damaged. Accident repair train, carrying doctors, engineers, engineering staff and the breakdown equipment, had reached the spot, the sources said. The Dn Purva Express, which was about to reach Sikariyan, was stopped near Raghunathpur station minutes before the fire broke out. Routes of a majority of long distance trains were diverted and most trains were running 4-5 hours behind the schedule. Special emergency counters were set up at all stations. The 2392 Magadh Express, the 4056 Dn Brahmputra Mail, the 4055 Up Brahmputra Mail, the Lalkila Express and the Farakka Up and Down Express had been diverted, the sources added.

Baisakhi telecast live from Majnu Ka
Tilla New Delhi, April 12 The programme will be telecast deferred live from 12.00 noon to 2.00 p.m. and again from 5.00 p.m. to 7.00 p.m. and will be covered live on the website www.numtv.com, according to Sagar TV Managing Director Bakshish Singh Chandhok. The programme, being organised by the Delhi Sikh Gurdwara Prabhandak Committee will also be telecast later on Jain TV, Mr Chandhok said. Sagar TV is presently being beamed via Thaicom Three in an arrangement with TARA Punjabi run by Broadcast Worldwide. While Sagar beams programmes for fourteen hours, TARA beams for the remaining ten hours. Sagar TV is expected to go on air round-the-clock very soon, Mr Chandhok said. The President, Vice-President and Prime Minister have greeted the people on the occasion of Bihu, Vishu and Baisakhi and hoped that the festivals will promote the spirit of amity and love amongst everyone. “Festivals such as Naba Barsha, Rongali Bihu, Vishu and Puthandu Pirappu, celebrated differently in different parts of the country, denote the underlying unity of our rich and diverse culture and strengthen the pluralistic heritage of the nation...May the festivals bring peace, happiness and prosperity to all,” President K.R. Guidelines on CPPs okayed New Delhi, April 12 Disclosing this here today, chairman of the Commission, Mr
V. S. Allawadi, said these guidelines would lead to transparency and streamlining the procedure in setting up of CPPs in the state. The existing as well as the prospective CPP owners were expected to comply with these guidelines. Mr Allawadi said before framing the guidelines for setting up the CPPs, the commission issued a ‘consultation paper’ and gave a notice about it for inviting comments of the people and various stakeholders. |
Minister’s directive on encroachments Hanumangarh, April 12 Ms Kamla said all pending revenue cases should be settled immediately so that the public does not face any problem on this account. She asked the revenue officers to frame a plan and then act accordingly for clearing the pending cases. The Revenue Minister asked the revenue officers to prepare the bills for earmarking the agricultural land occupied so that necessary action could be taken. She also directed them to prepare bills for opening post offices in rural areas. The District Collector, Mr J.P.
