HAU to host meeting of cotton experts Hisar, April 12 Dr B.P.S. Lather, organising secretary of the meeting, said here today that the meeting, sponsored by the Indian Council of Agricultural Research (ICAR) would begin tomorrow. He said Mr Vinay Kumar, Vice-Chancellor of HAU, would formally inaugurate the meeting on April 14. Dr Mangala Rai, Deputy Director-General (Crop Sciences), ICAR, would preside. He said cotton experts from various ICAR institutes and state agricultural universities would attend the meeting.
Besides, this representatives of private seed agencies engaged in cotton-seed production and Agricultural Development Officers of the cotton-growing states would also participate. Dr Lather said a seminar on cotton research strategy in the new millennium would also be held on the occasion. Regarding the objectives of the meeting, he said the research programme being carried out in the country would be reviewed. He said various aspects, including protection of cotton crop from pests and improved cotton varieties to finalise the cotton research programme for the next year would be discussed at the meeting. He said Dr K. Venugopal, project coordinator (Cotton), ICAR, would highlight results of researches being carried out under this project in the country. |
New scales for rural bank staff Faridabad, April 12 A spokesman of the Gurgaon Gramin Bank Workers Organisation said the salary of the staff of RRBs was likely to increase from 15 to 20 per cent. Stating that the wage revision was pending for the past 13 years, he said in accordance with new pay scales, the basic pay and dearness allowance would be payable from April 1, 2000. The HRA and CCA would be payable from the date of order, with rest of the allowances likely to be paid after negotiation with sponsor banks. The formula for fitment of salary in various stages may remain the same as was adopted for nationalised commercial banks. He said the revision was in accordance with sixth and seventh bipartite settlements held earlier. However, he added that a two-year moratorium would be applicable in case of arrears. Meanwhile, the All-India Gramin Bank Workers Organistion and the All-India Gramin Bank Officers Organisation have lodged their protests, stating that the revision was incomplete. A delegation of these organisations, which met senior officials of the ministry concerned, claimed that the pay revision order was not in accordance with the judgement of the apex court. |
Tau’s statue to be built at Tejakhera Tejakhera (Sirsa), April 12 This was stated by the Haryana Chief Minister, Mr Om Prakash Chautala, here today. He was talking informally to mediapersons after participating in the havan yajna performed for the departed soul. Mr Chautala said a statue of Devi Lal would be installed at the birth place and a picture gallery depicting various aspects of his life would be established. In addition to these beautiful park would also be developed in his memory on the land where once stood the old haveli in which Devi Lal was born. JIND: The urn containing the ashes of Devi Lal was brought here in a large procession on Thursday. Mr Abhey Singh Chautala, Town and Planning Minister Haryana, Dhirpal Singh, Local Bodies Minister, Subhash Goyal, Chairman Finance Commission, Haryana, Suraj Bhan Kajal, Chairman Khadi Board, Haryana, Mr Des Raj Nambardar and some MLAs, the Deputy Commissioner, Jind, Mr O.P. Singh, Superintendent of Police, Jind, accompanied the urn. Traffic in the town was disrupted at different places due to the large convoy of cars. The urn containing the ashes was kept at the local Jayanti Devi Temple for some time. The procession carrying the urn left for Uchana and Narwana towns. Police personnel barred
from roadways buses? Ambala, April 12 Taking a serious note of the policy of permission not being granted to the police staff to board these buses, Inspector General of Police, Mr Hari Singh Ahlawat, has reportedly written a letter to the District Superintendent of Police, asking for the matter to be taken up with the Roadways authorities. Mr Ahlawat, in this letter, is also believed to have pointed out that there were a couple of Haryana Roadways buses which were not allowing police personnel to board them. The Superintendent of Police, Ambala, Mr Sandeep Khirwar, said that they were trying to resolve the issue amicably. “Policemen are allowed to travel in Haryana Roadways buses on showing their identity card. However, a part of their pay is directly deducted and the amount sent to Haryana Roadways,” he said. He added that the deduction was based on the basic salary. “I had spoken to the Haryana Roadways authorities regarding this matter. Travel by police personnel in the Roadways buses is a policy decision. The policemen need this facility due to the nature of their job,” he said. Mr Khirwar said that the production of an identity card should suffice, since the ID card is issued by the welfare branch under the SP’s signature. “It must be mentioned that this facility is allowed only till the level of the Inspector and not GOs, he said. The conductor of a Haryana Roadways bus said that they were bound by orders not to allow staff and pass-holders from boarding the bus. He said that this had led to unsavoury incidents a few times. “Regular passengers object to this and pick up a fight with us. But we cannot do anything about it since we have to follow orders. As a matter of fact, it is clearly written at the entry gate itself,” he said. A Haryana Roadways official observed that the problem comes when the staff and pass-holders take up space in long distance buses. “In a long route bus, if it is full for a short duration, it is a loss for us. Police personnel should not be worried since there are only a few buses which do not allow them in, while most of the buses definitely allow them, so I don’t think there should be any problem,” he opined. |
Power nigam’s offer on case settlement Chandigarh, April 12 A spokesman of the nigam said under the scheme, consumers who came forward voluntarily to settle these cases would have to pay only two-thirds of the penalty charged and simple interest at the rate of 15 per cent per annum instead of surcharge He said the scheme could be availed of by two categories of consumers till June 30. They were those whose theft cases were pending in courts up to December 31 last and those whose cases of unauthorised extension of load were pending in courts up to March 31. |

Plan to check female foeticide Chandigarh, April 12 A spokesman of the state Health Department said all Civil Surgeons had been directed to keep vigil on private clinics in their respective areas to ensure that no such tests were carried out by them. Besides, a mass awareness campaign would be launched to seek the cooperation of the people to check such a discriminatory attitude towards the girl child. He said the Civil Surgeons had been asked to organise workshops to create public awareness on the pattern of the state-level workshop held at Yamunagar last year on “Pre-natal sex determination is illegal”. He said an advisory committee comprising the District Family Welfare Officer, the District Immunisation Officer, a gynaecologist, a paediatrician and three women social workers had also been constituted in each district to create awakening among the people about this social evil. |
Mobile phone saves trader Panipat, April 12 The industrialist, Mr Ramesh Malik, along with his employee Satpal, was returning by car after closing his factory at Bainswal village last night around 11 p.m., when three armed persons riding a motor cycle intercepted their car near Kaimla village. The miscreants parked their motor cycle across the road and moved towards the car with pistols in their hands. Sensing the danger, Mr Malik immediately came out of car and ran towards the nearby fields and climbed a mango tree. Mr Satpal also escaped in the fields. The miscreants failed to trace them. In the meantime, Mr Malik informed his family members and the police about the incident and the location on his mobile phone. The police reached the spot and arrested all three miscreants while they were trying to remove the deck from the car. |
Palwal meat shops to stay Faridabad, April 12 Members of the council which met yesterday, reportedly decided to give up the decision of making Palwal town a no meat zone. A resolution in this regard had been adopted by the council, about one-and-a-half months ago. The members reportedly admitting that such a decision was nearly impossible to implement. At yesterday’s meeting, the council, however, decided to segregate the meat shops and decided to open such shops in the outer area of the town only. But this decision also did not find unanimity among the members. While some advocated the opening of meat shops on the Sohna road, some others asked for a place on the Rasoolpur road. The council finalised the Sohna road for the purpose. The resolution of making the town a complete ‘vegetarian’ place entered into a controversy from the day it was made. Some persons and organisations opposing the decision claimed that councillors owing allegiance to the right wing ‘Hindu’ organisations were behind the move. This ‘over-enthusiasm’, they say, could not succeed and their designs fell through ultimately. The matter went to court when meat shop owners, having proper licence from the council, filed a petition in the court demanding security from some of the elements who had launched a campaign and were forcing them to close their shops under intimidation. The court had asked the authorities to provide security to the applicants till the expiry of their permit. The meat sellers again submitted an application to the court, asking for renewal of their annual licence. The council has decided to issue licences to the meat shop owners who work in a prescribed area only. |

April 12 According to available statistics, in the jails the total capacity is for about 3,905 prisoners, whereas more than double the number are lodged in them. Sources said that the capacity of Ambala Central jail is about 1,000 prisoners and nearly double the number are lodged there. The situation is similar in nearly all the jails. The jails at Karnal, Hisar, Rohtak, Gurgaon, Bhiwani, Sirsa, Sonepat, Kurukshetra, Kaithal, Mahendragarh, Jind and Rewari too are facing an acute problem of over-crowding. To ensure more space for the prisoners, new barracks are being constructed. In Ambala Central jail alone, new barracks are coming up which are expected to reduce the prisoner population pressure to some extent. A jail official said that with the substantial increase in the number of prisoners, the problems for the jail staff has also gone up. It
is increasingly becoming a major challenge for the jail staff to
manage the overcrowded jails.

Post-census survey from April 14 Panipat, April 12 According to the Deputy Commissioner, Mr M.R. Anand, this survey is being conducted on a 0.0035 per cent sample basis and will be done by the Agriculture Department and some persons from the ESA office. The Deputy Commissioner said these officials would go door to door for a fresh census survey whose results would then be compared with the data generated by the department earlier for locating content and coverage error. Stressing for essential supervision of the survey by the DSO and master trainers, he pointed out that since the sample size was really small, and a small error would get magnified many times (281 times). After the completion of the survey, desk matching of entries will be done and all unmatched entries will again be investigated by a senior official of the Central Government. Meanwhile, resentment prevails among a large number of supervisors and enumerators who have not been paid their remunerations so far for conducting census in the town. According to information, 70 supervisors and 422 enumerators were deployed for conducting census. An amount of Rs 6.88 lakh was released by the office of the Deputy Commissioner to the local Municipal Council in last week of March. Enumerators Yashwanti, Darshana and Master trainer Anil Kumar have alleged that they have visited
council's office several times but no payment had been made to them so far most of the time, the treasurer of tile council is found not available. |
