Birender, Prabhu file Rajya Sabha nominations
Chandigarh, November 25 Tuesday was the last date of filing nominations. While scrutiny will be held on November 26, the last date of withdrawal is November 28. The official announcement about the election is slated to be made on November 28 as there are two only two candidates for two seats. Prabhu and Birender Singh filed their nomination before Principal Secretary of Vidhan Sabha and Returning Officer Sumit Kumar here today in the presence of Chief Minister Manohar Lal Khattar, Vidhan Sabha Speaker Kanwar Pal Gurjar, Haryana BJP in charge Anil Jain, Education Minister and state BJP chief Ram Bilas Sharma and several Cabinet ministers and MLAs. Uma Prabhu and Prem Lata, wives of Birender Singh and Suresh Prabhu, accompanied them. Prem Lata is also a Haryana legislator. Both ministers were inducted into the Modi Cabinet on October 27 and are currently not members of either House of Parliament. They are required to be elected MP within six months of becoming a minister. Both ministers would remain RS members till August 1, 2016, the remainder of the term for the Upper House. The BJP has 47 MLAs in the 90-member Assembly and it also enjoys the support of five more legislators, including the lone BSP member. The seats fell vacant after Birender Singh quit on August 28 and Ranbir Singh Prajapati (INLD) on November 1. Prajapati vacated his Rajya Sabha seat after being elected to the Haryana Assembly from Nalwa. Prabhu, a former Shiv Sena leader, quit the party to join BJP just before being sworn in as Railway Minister, while Birender was earlier a Rajya Sabha member of Congress from Haryana but quit his seat to join the BJP outfit ahead of the Assembly election. The nominations of the ‘defector’ ministers is likely to lead to heartburn among national and state leaders. Later, talking to reporters, Prabhu said, “It is a matter of immense happiness and pride for me that I got the opportunity to file nomination from a state like Haryana... I am happy because this will give me an opportunity to represent the people of Haryana in Parliament... Prior to this I was elected to the Lok Sabha on four occasions from Maharashtra.” Haryana has five seats in Rajya Sabha. Rampal’s remand extended, to be taken to MP ashram
Hisar, November 25 A local court, meanwhile, extended Rampal’s police remand by six days. He was produced in the court of duty magistrate Sohan Lal Malik at the end of his five-day police remand. The police, seeking Rampal’s remand for seven more days, pleaded that they needed him for the identification of spot for the recovery of arms and ammunition in his Betul ashram. Since Virender and Sanjay were absconding, Rampal could lead the police in zeroing in on their suspected hideouts, sources said. Inspector General of Police (IGP) Anil Kumar Rao said the police sought Rampal’s custody for the identification of spots, arrest of absconding accused and trailing the source of his funding and other activities. The army of private commandos — Rashtriya Samaj Sewa Samiti (RSSS) — was formed in 2008 to protect Rampal. Wearing black dresses and helmets, and armed with “lathis” and firearms, nearly 1,500 commandos guarded the ashram from November 6 to November 19. So trained were these commandos in battling the police that they foiled their every attempt to storm the ashram till November 18. Rampal was finally arrested after 30 hours of the operation with the Special Weapon And Tactic Team (SWAT) taking him out of his fortified ashram on the night of November 19. The police have so far arrested 900 commandos and booked them for sedition, among other charges. Rampal and nine of his close aides are among those booked. Rampal, meanwhile, is reportedly a business partner of Maharashtra-based transporter Ravinder Dhaka from Rohtak district. He is already in police custody. Sources said Dhaka had a fleet of more than 500 trucks and owned warehouses in Maharashtra and Madhya Pradesh. The police today recovered five petrol bombs, two slingshots, 250 lathis, 15 helmets and black dresses from the ashram.
Ashram vehicles set on fire in Barwala
Hisar: Unidentified persons set afire three vehicles of Satlok Ashram parked near a police station in Barwala on Tuesday. The police had impounded canters and a car of the ashram and Rampal’s followers on November 22. The police, meanwhile, registered two more cases against unidentified policemen on the charge of attacking journalists during a clash between the police and followers on November 18. The complainants, Bansi Dhar and Azad Singh, alleged that police beat them up and smashed their cameras. —

Traders’ protest turns violent in Ambala
Ambala, November 25 An official vehicle of ACB Chief Executive Officer (CEO) Arvind Kumar Dwivedi was damaged. The incident took place in the morning when a team of the ACB led by Dwivedi was leaving the market after locking the shops, the license period for which had expired in April. The CEO soon reported the matter to the police, which registered a case against six traders. The dispute between the shopkeepers and the ACB had erupted in May, when the board had auctioned off 26 shops in the market. These units were in their possession for the past 30 years for a monthly rent of Rs 2,000. The board had auctioned off these shops for a monthly rent of Rs 20,000 after the old lease had expired. The shopkeepers resented that board officials had tried to uproot them and their families to earn extra money. In May, following protests, elected members of the board had passed a resolution to restore the shops to their occupants, but it was turned down by ACB officials. Subsequently, the court ruled in favour of the board and upheld that the auction carried out by the ACB was legal. The shopkeepers claimed that the board auctioned off their shops at an exorbitant rate that they could not afford. Dwivedi, meanwhile, said the court had ruled in favour of the board and today’s action was aimed to persuade the occupants to vacate the shops. “The board was not required to send notices to the occupants after the lease period was over, but it had on two occasions sent them notices. Rs 3-lakh relief for kin of govt staff who die during service Tribune News Service Chandigarh, November 25 The Chief Minister, who was addressing the media after presiding over a Cabinet meeting here today, said the government had also decided to start training of 1,002 patwaris selected during the previous regime so that they could be inducted soon. "Training will be imparted in Hisar, Panchkula, Ambala, Rohtak and Jhajjar. The department concerned has been asked to start training at the earliest," Khattar said. The Chief Minister said the Cabinet had been decided to fill 605 posts in power utilities. "Complete transparency will be ensured in these appointments and emphasis will be laid on written test while recruitment," he said, adding that the written test would account for 90 per cent of marks, while interview would account for the rest. Khattar said the government had made a provision of Rs123 crore for giving relief to farmers of Jind, Bhiwani and Hisar districts for damage to their crops in drought-like situation. At present, compensation is given only to those whose loss of crops is more than 50 per cent. The department concerned has been asked to make a proposal for compensating those farmers whose crop damage is between 25 per cent and 50 per cent. On reviewing all decisions taken by the previous government after May 16, the Chief Minister said," "Department concerned is in the process of preparing report on the same. The government is implementing some of the decisions of previous dispensation." About the Haryana Sikh Gurdwara Parbandhak Committee, Khattar said the matter was sub judice. "The work on Kundli-Manesar-Palwal (KMP) Expressway is being taken up with the concessionaire. It will soon be started. The matter is pending with the Supreme Court. If the same is cancelled, the expressway will be completed through the National Highway Authority of India," he said. On the Rampal issue, he said that Rampal had been arrested along with 908 members of samiti. Investigation is in process in the whole issue. "The government is concerned about unlawful activities in the state. It is monitoring all such cases," he added.

Revamp of health, sports departments his priority

Chandigarh, November 25 While ‘drastic changes’ in the Health Department are on the anvil, he has already announced his intention to frame a new sports policy as the current one “failed to achieve desired results”. “The Health Department was utterly neglected during previous regimes and will be revamped. Currently, less than 2 per cent of the total Budget is being spent on the health sector,” the five-time legislator from Ambala Cantt said here today. Against the backdrop of prohibitive medicare costs, the minister has ambitious plans up his sleeve. “We want to start diagnostic facilities at all hospitals starting with community health centres (CHC) so that poor patients could go in for medical tests at hospitals,” the minister said. In that direction, the minister is keen to make government jobs lucrative so doctors don’t opt for the private sector. Similarly, nearly 80 doctors — some of them specialists working on “clerical posts” just to be at headquarters — would be moved out as there was a shortage of doctors. The minister said he was in the process of holding parleys with stakeholders, including doctors, on the improving the department’s functioning for the betterment of the people. “I have sought a report from all health centres about sanctioned strength of doctors and actual number of doctors posted for staff rationalisation,” he added. He said Ramdev would be roped in to popularise yoga along with alternate systems of medicine such as homoeopathy, unani and ayurveda. Talking about the sports policy, he said Sports Policy-2015 would be unveiled next year to provide a conducive environment to promote sports. The department has been directed to submit a comprehensive report on the availability of stadia, sports centres, equipment, buildings and coaches. Underlining far-reaching changes in the Sports and Physical Aptitude Test (SPAT) for schoolchildren, the minister said a stipend would be given to children who regularly participated in sports activities. Under the new policy, children would be selected on the basis of their capability and requirement. “The current sports policy gives cash, awards and jobs only for players bringing medals. The new state government will work on the principle of ‘catch them young’ so the benefits of the policy percolate down to the grassroot,” Vij said, adding the new policy would benefit every player of the state. CM to visit Karnal, review previous announcements
Karnal, November 25 During his day-long marathon visit in the city, the CM would interact with the officials and intellectuals of the city, including party’s district and state representatives, advocates, industrialists and councillors, for the development of the city, said the sources in the party. The CM would also review the progress of his announcements made during his first visit on November 8 in Karnal. As per the schedule, the CM will start his visit by conducting a meeting with Minister of State for Food and Supplies Karandev Kamboj, MLA of Gharaunda Harvinder Kalyan, Assandh MLA Bakshish Singh and Nilokehri MLA Bhagwan Dass Kabirpanthi, Commissioner, Rohtak Range, IG, Karnal Range, Karnal Deputy Commissioner and SP at Vikas Bhawan on Wednesday. Sonepat, November 25 He was delivering a special lecture on “Nation building- Relevance of Article 370” organised by the UGC- academic staff college of the BPS Women University, Khanpur Kalan on the premises of the Law Faculty Department of the university. “There is hardly any relevance of such laws and legal provisions which divides society in the name of religion in a democratic setup,” he said. “Double citizenship, double flags, double judiciary system and other provisions of this Article did not support the feelings of social unity, communal harmony and national integration,” he said, adding that the people for other states in the country did not have any rights of property, employment and other social benefits in Jammu and Kashmir. He claimed that the implementation of the provisions of the Article had resulted in backwardness and illiteracy among the people of J&K and encouraged anti-national elements to launch proxy war against India. Black marketers of urea won’t be spared: Minister
Kurukshtera, November 25 Bedi was speaking after inaugurating the 31st crushing season of the Shahabad Cooperative Sugar Mills Limited, Shahabad (M), today. Bedi said, “Some people are trying to create artificial scarcity of urea just to make money. They are not only selling the fertilizer at higher prices, but also pressurising the farmers to purchase medicines along with the fertilizer, which is unacceptable.” He asked Deputy Commissioner CG Rajni Kaanthan to take a quick action and lodge FIRs against such people. About the crushing season, Bedi said the Shahabad Mills had fixed a crushing target of 65 lakh quintals of sugarcane for the 2014-15 seasons. The sugar recovery target had been fixed at 10 per cent and the Shahabad Mills expected to produce nearly 6.50 lakh quintals sugar. Besides this a target of exporting 5 crore units of power had also been fixed. He said the mills prepared an ambitious cane development plan of Rs 11.90 crore for 2015-16 crushing season for farmers of assigned area of the mills in which interest-free cane seed loan and other incentives will be given to the farmers. 1,400 constructions set to be razed in Faridabad
Faridabad, November 25 The department is still to submit a reply to the Supreme Court that had directed the authorities to remove the encroachments in response to a petition filed by a residential society, who had alleged encroachments on several acres of its land by the land mafia over the years. “We issued several notices to the residents of Panchsheel Colony, Shiv Colony, Deepawali Enclave and its extension areas, but a majority of the residents living in these illegal colonies failed to clear the land, leading to the announcement to demolish these buildings,’’ claimed Renuka Singh from DTP, Faridabad. Revealing that around four acres of land was recovered in the demolition drive that took place in July this year, the department expects to recover another 45 acres of land encroached upon by the residents of the illegal colonies located near the national capital border in the district. Meanwhile, several residents from the illegal colonies turned up at the Town and Country Planning Department with various documents, but failed to establish the legality of the papers. These colonies have come up in the last couple of decades with the involvement of the nexus of the political persons and builder mafia, it is alleged. Sources said Anurag Rastogi, Director-General, Town and Country Planning Department, had visited the area recently to take stock of the situation as the office was expected to submit its reply to the apex court, which had ordered the action, a few months back. The office of the Deputy Commissioner had also issued an eviction notice in the area identified by the department concerned recently. But according to the authorities, though the date of demolition was still to be announced, the action could take place soon as the department had adequate police force and the official nod from the higher authorities. The first demolition drive carried out on July 20 this year had turned violent as the protestors set ablaze a police gypsy and a JCB machine, besides damaging several vehicles. Five shops gutted in Ambala market
Ambala, November 25 The five shops — a tea stall owned by Tek Chand, Arora Communication, Vasu Car Accessories, Sheetal Traders and Prince Graphics — were destroyed in the fire that broke out around 2 am. Three fire tenders from the Cantonment and one from the city were rushed to the spot, but it took several hours to douse the flames. By the time the fire was extinguished, most goods and other equipment in the shops were burnt. Officials said the exact cause of the fire was yet to be known. Circumstantial evidence suggested a short circuit in one of the shops caused the fire that spread to other shops. |

Sirsa, Fatehabad SPs take steps to regulate traffic
Sirsa/Fatehabad, November 25 Sirsa SP Mitesh Jain has written to the DC and the Municipal Council seeking cooperation for his endeavours. Jain listed steps that the district police planned to take to improve flow of traffic in Sirsa. In Fatehabad, the new SP Parul Kush Jain has initiated steps to improve traffic conditions and sought people’s support for her efforts. Incidentally, Parul Kush is Mitesh’s wife and has been recently transferred to Fatehabad from her earlier posting of Commandant 3rd Battalion, Hisar, while her husband was posted in Sirsa before the polls. In a communication to the executive officer of the Municipal Council today, the Sirsa SP directed him to remove encroachments from roads. He also directed the executive officer to get the defunct traffic lights of Telephone Exchange Chowk, Sangwan Chowk and PWD Chowk rectified immediately. Mitesh Jain told him to install new traffic lights at Parsuram Chowk, Subhash Chowk, Jagdev Singh Chowk, Shiv Chowk, Satnam Singh Chowk and Bus Stand for better control of traffic. He asked the municipal authorities to take steps for marking yellow stripes on the inner road and white stripes on highways. The SP said a drive would be launched in schools to make students aware of traffic rules and a competition would be held on this issue from December 8 to 11. The Fatehabad SP today banned the entry of heavy vehicles in Fatehabad town from 8 am to 8 pm and told the traffic police to divert such vehicles through the bypass. She urged people to cooperate with the police by removing rehris and other encroachments from the roads for better flow of road traffic. Ambala, November 25 Speaking to mediapersons here today, District and Sessions Judge Deepak Gupta said the free legal services being provided by the judiciary had not only brought down case pendency in courts but also enabled certain sections of society to avail legal remedies, which earlier could not approach courts due to economic or other disabilities. He said besides holding Lok Adalats for amicable dispute settlement, the State Legal Services Authority was also providing financial aids to crime victims for which funds had been provided by the state government. He said the judiciary was also holding legal awareness camps to propagate all services that were being offered by the judiciary. At village level, the authority had set up legal aid clinics and has also opened mediation centres, which were being promoted vehemently to settle dispute cases. He said for cases related to public utilities, a permanent Lok Adalat was also functional in the district court complex. This, he said, had brought down the number of cases which till a few years were rising unchecked every year. He said the judiciary was also making certain that any accused in a criminal case was provided with a lawyer to contest his case in the court to ensure that justice prevailed in all cases and none was denied their legal rights. he said to further promote this campaign, the District Legal Services Authorities would be holding a Lok Adalat on December 6 as part of the second National Lok Adalat which has been envisaged by the National Legal Services Authorities. Chandigarh, November 25 The recommendation by the six-member committee, headed by Additional Secretary of Union Ministry of Urban Development, was placed before the Punjab and Haryana High Court this morning by the counsel for the Centre, Onkar Singh Batalvi. The report came during the resumed hearing of an ongoing petition filed in public interest against encroachments in prohibited zones around IAF stations in Gurgaon and Faridabad. In its report, the committee said 500-600 metre was sufficient radius and appropriate for public traffic route. Even in the case of a mishap, buildings would not collapse and only suffer about 10 per cent damage. Moreover, fatality was unlikely. The development is significant as 900 metre radius around the Gurgaon depot covers around 2,325 acres and has 14,154 structures on it. The built-up area is around 692 acres. Nearly 1,131 acres is covered under the 500-metre radius and 6,275 structures exist on it. The built-up area is spread over 283.89 acres. Batalvi told the court that construction was still on. In an attempt to substantiate his contentions, Batalvi placed on record several photographs of construction activity in the restricted zone. One of the photographs showed construction material dumped along a wall. Another showed a section of wall collapsed after being hit by a trailer. Batalvi also referred to a 1962 notification against construction in the prohibited zone before the court. The matter had reached the High Court after a public interest litigation was filed by Suersh Goyal of Faridabad. He was seeking removal of constructions from 100-metre area around the Air Force Station at Dabua in Faridabad as it was a protected zone under provisions of the Work of Defence Act. The High Court had also taken cognizance of a similar matter of construction within the restricted 900-metre zone in Gurgaon. The High Court has already rejected pleas for electricity and water meter connections for houses in the restricted 900-metre zone around the IAF’s Gurgaon ammunition depot.

Four booked for Dalit youth’s murder in Hisar
Hisar, November 25 The victim, Vijay Kumar (25), was working at a liquor shop. His family and activists of social organisations protested at the Civil Hospital today, demanding compensation and arrest of the accused. Some persons from an upper caste allegedly thrashed Kumar in Bagla village of the district on November 14. He was admitted to the hospital here. The police allegedly failed to take any action in the case. Bajrang Intal, a Dalit activist, alleged that the upper-caste youths were nursing a grudge against Kumar after he confronted them for objecting to a Dalit youth’s marriage procession that was being carried out on a mare about four months ago. “He was assaulted for taking a firm stand against the upper-caste youths,” he claimed. |
Post accident, trucker flees with woman hanging from truck
Ambala, November 25 Anita’s car collided with a truck near the Grand Post Office. She tried to stop the truck to seek compensation for her loss. However, the truck driver refused to pay up and tried to drive away. Anita then climbed up the vehicle to stop the driver from fleeing. The truck driver drove off while she was hanging from the vehicle and rammed the truck into a pole hitting the side from which she was hanging. Anita fell on the ground and sustained grievous injuries while the truck driver fled. The victim was rushed to the civil hospital at Ambala Cantonment, from where she was referred to the PGI, Chandigarh. The doctor at the cantonment hospital said Anita had lost her arm and had to be rushed to the PGI. Meanwhile, the matter was reported to the police who registered a case against the unidentified truck driver. |
