Water level in rivers receding, power generation hit
Tribune News Service

Dehradun, November 11
The electricity generation through state-run hydropower projects has been adversely affected as Himalayan rivers and tributaries have started freezing with a dip in mercury in the state.

Uttarakhand Power Corporation Limited (UPCL) officials expressed concern that electricity generation might further decrease by nearly two to three million units, once the temperature further decreases in the coming days.

The electricity generation through state-run hydropower projects is hovering around seven million units per day against demand of 32.29 million units per day.

Speaking to The Tribune, an official spokesman of UPCL, Madhusudan, said that the state is continuously procuring electricity in order to bridge the gap between demand and and availability of electricity.

He said UPCL will receive 4.8 million units of electricity from Meghalaya, Haryana, Jammu and Kashmir through banking, while 1.2 million units of electricity would be received through tenders.

He said that additional 4.3 million units of electricity would be procured through Indian energy exchange system in order to meet with demand of electricity in the state.

The power generation in 42 MW and 198 MW Kalagarh hydropower projects is nil. Additionally, UPCL received 10 million units of electricity against the state’s quota of 16 million units per day, which has further increased the gap between demand and availability of electricity in the state.

UPCL has implemented power cuts of nearly four hours in rural areas of Haridwar and Udham Singh Nagar districts of the state.

The small towns of Garhwal and Kumaon divisions of the state, which are Haldwani, Kashipur, Roorkee, Sitarganj, Rudrpur etc. and hilly areas of the state, went without electricity for nearly two hours due to shortage of electricity.

Cab driver’s 3 accomplices held for Delhi couple’s murder
Tribune News Service

Dehradun, November 11
The police today arrested three accomplices of a cab driver — who was arrested yesterday — in connection with a double murder case in which a couple from Delhi were allegedly robbed and thrown from a high cliff in the Chakrata area.

SP, Uttarkashi, Jagat Ram Joshi confirmed that the trio was arrested in a joint operation of the Dehradun police and the Uttarkashi police, but he did not disclose the place where the arrests were made. According to the police, Guddu, Kundan and Bablu, all are residents of Tugroli village, near Chakrata, in Dehradun district.

The Delhi Police had on Monday arrested Raju Das from Chakrata, whose taxi was used by Moumita Das and Avijit Paul, for allegedly killing the young couple along with his three friends on October 24.

The Delhi Police nabbed Raju Das on the basis of his mobile phone call record. During interrogation he confessed to killing the couple, who had hired his taxi for a leisure trip, after robbing them in the Purula police station area. The Delhi Police put the mobile phones of the couple, who had been missing since October 23, on surveillance and traced Avijit’s mobile phone to Chakrata. The Delhi police team reached Chakrata on Sunday and nabbed Raju Das, who was using Avijit’s mobile phone.

Raju during interrogation told the police that Avijit and Moumita hired his taxi on October 24 and on way to Chakrata from the Tiger fall, his three friends also boarded the taxi. The trio robbed the tourist couple and then pushed them down a steep cliff near Purola. The three accused reportedly committed the crime in an inebriated condition.

Meanwhile, Raju Das’s disclosures the police traced Avijit’s police but that of Moumita was yet to be found. Police officials were not confirming but they did not rule out the possibility that the accused sexually assaulted Moumita before throwing her from the cliff. A police officer familiar with the investigation in the case told The Tribune, “We can’t confirm sexual assault till we find the woman’s body.” The police are searching Moumita’s body in the Yamuna river.

The couple, who were natives of West Bengal and used to live in Delhi, reached Dehradun on October 21 to celebrate Diwali. They left for Chakrata next day. However, they was no trace of them since October 23 and Moumita’s parents registered a missing complaint with the Delhi Police on October 29.

Dehradun, November 11
The saying “where there is a will, there is a way” holds true for the cadets undergoing training at the Army Cadet College. Rising against all odds, these men from the tri-services are working hard to achieve their dream of donning an Indian Army officer’s uniform.

A third termer, Cadet Jishu Raj managed to secure a berth in ACC in his first attempt. Having served in Army Air Defence for four years as operator (fire control), Raj was charmed by the life being led by officers in his regiment. “My father retired as a Subedar from Madras Regiment,” he said.

Speaking about the difficulties while preparing for the gruelling written exam and interview, Raj said, “Our unit was in the transit period. We had to move the entire unit from Bangalore to Leh, which was a herculean task and required the entire manpower. I studied whatever I could during the small break or journey period.”

Cadet Ravinder Singh Rawat, hailing from Kotdwar, said, “I used to carry my notes during the guard duty. Whatever rest period I got was spent in preparing for the exam,” he said. Son of a Subedar Major, Rawat served for two-and-a-half years in AAD before making it to ACC.

For cadet Sachin Dubey, a third generation soldier, joining Indian Army as an officer was a childhood dream. “I attempted getting into NDA but could not make it. It was my uncle, a Major in Corps of Signal and grandfather who kept on pushing me to try for ACC,” said Rawat, who worked in the IAF for four years.

“As part of my preparation, I used to have lots of discussions with my senior officers. Also, my trade involved reporting to the senior officers. This boosted my confidence greatly. In Air Force, unlike Army, we had a lot of time to prepare for the exam. The only issue was to plan the leave in accordance with the exam,” he added.

As for cadet Neeraj Negi, real life stories of Army officers involved in operations inspired him to join the ACC. “The challenging life of an officer and the manner in which he leads his men in war is an inspiration,” said the cadet who was part of the IAF for more than two years.

“Being from the ranks, we are aware as to what is expected out of an officer. We would like to become officers who are punctual, sincere, responsible and have compassion towards his men,” said cadet Rajender Kumar Singh, who served in the Indian Navy as radio operator for seven years.

Speaking about the cadets’ performance both at the ACC and IMA, Major Amit Dimri, the training officer at ACC, said they are a committed lot. “These cadets are sincere and are fast-learners. During the three-year training period, emphasis is laid on academics and developing the Officer Quotient in the cadets. They are already conversant with the technical aspects. We just need to work on their confidence and personality development,” he added.

Brig AS Chahal, commander, ACC, said, “During the three years, a cadet is provided with a graduation degree from the Jawahar Lal Nehru University. Apart from the regular curriculum and training schedule, we arrange guest lectures and visits.”

About Army Cadet College

With an aim to provide career advancement to meritorious Indian soldiers from the ranks into the officer cadre of the British Indian army, Fd Marshal Baron WR Birdwood established Kitchner College in 1929 at Nowgaon in Madhya Pradesh. The college was closed down in 1945 at the end of World War II. It was re-established as Army Cadet College (Nowgaon) and inaugurated on May 16, 1960 by the then Defence Minister VK Krishna Menon and Army chief Gen KS Thimayya. In 1964, the ACC was relocated to Ghorpuri in Pune, where, for the first time, SSB was introduced as pre-requisite selection criteria. ACC was then shifted to Dehradun In 1977. It was re-christened as ACC wing and became an integral part of the IMA.

Spouse grooming capsule

Among the cadets, some are married. Towards the end of the term, a 12-day training capsule called ‘Spouse Grooming Capsule’ is organised for their wives. The training is imparted by the wives of the instructors at this wing from social etiquettes to personal grooming in this capsule.

Generation system

In order to help the first-termers settle in the new lifestyle and gruelling schedule of ACC, there is a ‘Generation System’, where groups are formed. Given names such as Royal Mighty, Aquaguard, Scorpion and Dhoom, these generations develop bonds for a lifetime.

Councillors: Allocation of flower-vending zones unfair

The ward councillors, led by leader of the Opposition in the Municipal Corporation Upendra Kumar, gheraoed Mayor Manoj Garg at his office and demanded transparency in the flower-vending allocation procedure.

Upendra said the same contractors were allowed to sell flowers at 5 per cent higher in comparison to last year, which had caused a huge loss to the Municipal Corporation revenue.

He levelled allegations against the mayor for favouring only a few contractors, who deliberately hampered the tender process.

Another ward councillor Aman Garg said, last year the same tender was given at Rs 1 crore 29 lakh. This year, at least a rise of 20 per cent had to be done, but the mayor gave the same tender at 5 per cent hike to same contractors without adhering to the open tender process.

Later, the councillors raised the matter with the Mukhya Nagar Adhikari of the Municipal Corporation, Vipra Trivedi, who assured of transparent procedure in this regard.

Mayor Manoj Garg denied any favourism from his side saying the tender term expired on November 5 and he allowed the same contractor for a temporary period so that the civic body exchequer does not face any financial loss.

Vipra Trivedi said the government had ordered the formation of a technical committee for which appointment of a member was due. “After my report and consent, the flower vending contract procedure will be carried out,” she said.

Sources said after the news Rohit’ death reached Nainital, students groups related to the NSUI and youth Congress closed local schools and campus of the Kumaon University.

NSUI activists in Pithoragarh, Champawat and Bageshwar, besides Almora College, hit the roads and raised slogans against ‘killers’ of Rohit Pandey. “The conspiracy that led to his death will be exposed and real culprits will be out soon,” said a student leader in Pithoragarh.

Uttarakhand Congress president Kishore Upadhyay and Speaker of the Assembly reached Ramnagar to pay homage to the student leader and described it a great loss to the NSUI and the Congress.

“Rohit and his father have been with the Congress for a long time. Chief Minister Harish Rawat will also reach Ramnagar to pay his homage to the student leader in a day or two,” said Upadhyay.
