Jammu, November 11 “We are neither the baby of any agency nor the creation of any outside sponsor. We owe our existence and power to the masses in Jammu, Kashmir and Ladakh. We bank on public support,” Omar said. He claimed that the PDP had been set up to damage the local base of the NC and scuttle its political agenda for a peaceful and modern Jammu and Kashmir. He claimed that the NC’s political agenda was holistic, inclusive and youth-centric. He was addressing public rallies in Ukhral, Khari and Neel in Banihal in support of party candidate Sajjad Shaheen. Omar said time bore testimony that the NC had never compromised on its political agenda and high values of secular democratic ethos. “We braved the brunt of highhandedness, animosity and false propaganda and suffered severely. Atrocities were committed, but nobody could shake our faith in our political agenda,” he said. He said old enemies of the NC and their associates had gathered in a new form under one umbrella to break the NC’s public base by resorting to falsehood and baseless propaganda. “Teach them a lesson like in 1977. They were in another disguise then to tarnish our unity and strength. They camouflage in different situations to give the illusion of friendship,” he added. “Their vengeance, hostility and animosity against the NC and its political agenda comes to the fore with their actions of omission and commission,” he further said. |
Jitendra Singh rules out alliance in polls
Jammu, November 11 “(There is) no alliance with anyone. The party as of now is going to the polls on its own and on the basis of its strength. There is no option of alliance with anybody,” Jitendra Singh told reporters here today. When asked if there was any possibility of the BJP having an alliance with separatists in the wake of a meeting of former separatist leader Sajjad Lone with Prime Minister Narendra Modi yesterday, he said, “Who said this (alliance with separatist)? We are not here to discuss individuals. The question of alliance would only come after the elections.” The Union Minister, while replying to another question, said: “I am here (J&K) to contemplate and decide what we are going to do...I am not here to decide for others.” Meanwhile, the BJP today set up a hi-tech media war room at Jammu to professionally kick-start the election campaign to achieve ‘Mission 44+’ in the elections. Mehbooba confident of winning 50 seats
Anantnag, November 11 Mehbooba was addressing a workers’ convention at the Dak Bungalow in Anantnag today. She was flanked by party patron and former Chief Minister Mufti Mohammad Sayeed, former Deputy CM Muzaffar Hussain Baig and MLAs representing various south Kashmir constituencies. “I have witnessed a trend in the Chenab valley and the Kashmir region. We are going to get no less than 45 seats and, if things go well, the tally might touch 50,” the PDP president said. Recounting the achievements of her party during its tenure in the government, she said the PDP’s agenda of ‘self rule’ was an ongoing process. “Self rule means opening of the Srinagar-Muzaffarabad and Poonch-Rawlakot roads, setting up universities and giving Kashmiri people a life of dignity,” Mehbooba said in her address to the party workers, adding that people want Kashmir to prosper and they know only her party can do that. Hundreds of party workers from across south Kashmir attended the convention. The complicated math of Mission 44+
Srinagar, November 11 The calculation is simple but the road to achieve it is complex. Banking on Modi wave, the BJP is hopeful of getting 24-25 seats in Jammu province, where the party won all parliamentary seats during the recently concluded General Election and also increased its vote tally. Besides, the BJP hopes to get 2-3 seats from the Ladakh region, wherefrom it won the lone parliamentary seat. From the Kashmir valley, where the BJP is yet to open its account, it is eyeing at least three seats --- Habbakadal in Srinagar, Sopore in north Kashmir and Tral in south Kashmir. The party is banking upon a combination of factors like poll boycott and migrant votes. For the remaining seats, it is depending on smaller parties, political groupings and Independents to accomplish its mission 44 plus. May get 1-2 seats This party was founded by Hurriyat leader Abdul Gani Lone in 1970s and has since hovered over the political mainstream as well as well as separatist horizon of Kashmir , with its substantial support base in the frontier Kupwara district of north Kashmir. After the assassination of Gani Lone by militants in May 2001, the People’s Conference split. One faction, headed by Lone’s elder son Bilal Gani Lone, is still part of the moderate Hurriyat faction headed by Mirwaiz Umar Farooq, while the second faction is headed by Sajjad Gani Lone, who has since fought two parliamentary elections, but not won any. The People’s Conference claims a substantial support base in at least five Assembly seats in Kupwara district of north Kashmir and has a fair chance of winning a couple of seats. It is precisely for these reasons that Sajjad has been approached by the BJP for soliciting his support. Democratic Nationalist Party party head: Ghulam Hassan Mir area of influence: Tangmarg target: 5-6 seats. Set to win 1 After splitting from the Peoples Democratic Party, Ghulam Hassan Mir, who hails from the Tangmarg area of Baramulla district formed the Democratic Nationalist Party, in 2008. Mir, an influential and well-connected politician, won the Tangmarg Assembly seat for two consecutive terms solely on the basis of his performance and the goodwill he has generated among his supporters in the area. This time, too, he is poised to win from the Tangmarg constituency. Though Mir’s DNP is part of the political alliance, Awami Muttahida Mahaz (AMM), his party is likely to field five-six candidates during the five-phase Assembly elections beginning from November 25. Acknowledging his meeting with BJP leaders, Mir, however refused to divulge the details of the conversation he had with them. 10 seats. Set to get one This party was launched in 2010 and is being headed by Independent MLA from Langate Engineer Abdul Rashid. The party has its support base in Langate, wherefrom Rashid is contesting the polls for the second time. Besides, the party has fielded its candidate from the Bandipore constituency and is also planning to field its candidates from Handwara in north Kashmir, Amira Kadal and Dalgate in Srinagar and Wachi from Pulwama. Confirming his meeting with the BJP and RSS leaders, Rashid said that as a politician he could meet anybody. He, however, said his party would support any political party which facilitated the Kashmir resolution. “We may think of supporting anybody as we are the sufferers and we are the victims,” he said while adding that his party would support whoever helped get Kashmir out of the present quagmire. Peoples Democratic Front party head: Hakim Yasin area of influence: Khansahab, Budgam, Beerwah target: 3 seats. Set to get 1 The party was formed in 2008 and Hakim Yasin is its face in Kashmir. The party has substantial support base in the Khansahab constituency in Budgam, wherefrom Yasin has won two consecutive terms. The PDF, which is also part of the political alliance Awami Muttahida Mahaz (referred to as Third Front), claims some support base in Beerwah and Budgam constituencies. Confirming his meeting with BJP leaders, Yasin told The Tribune that his party or the AMM would support any party in J&K which accepted its demands or key points, including safeguarding Article 370, Indus water treaty and initiating stalled Indo-Pak talks to resolve the Kashmir issue. “They (BJP) leaders met us. We placed our points before them and told them that if their party supported the points, we have no hesitation in having an alliance after the polls,” Yasin said, adding that the AMM was going to field its candidates from at least 40 constituencies, including those from the Jammu region.

Renzu is considered close to religious groups in Kashmir such as Karwani-e-Islamia and Anjuman-e-Tableeg-ul-Islam. Another group which has been approached by the BJP is Tehreek-e-Haq, headed by Shahzad Asim, a former PDP leader, who left the party and floated his own after being denied ticket by the PDP from Sopore. Shahzad said he was contesting from Sopore and planned to field candidates from other parties too. |

BJP relents, fields Nirmal from Billawar
Jammu, November 11 The BJP leadership had almost decided to drop Nirmal due to pressure, but the ticket was cleared this morning due to intervention of the Sangh Parivar, sources said. He added that the Sangh Parviar had given a veiled warning to BJP leaders that such a “vindictive” attitude would not be tolerated. A Sangh Parivar leader visited Delhi two days back to convey the feelings to BJP leaders. It was due to intervention of this leader that the candidature was cleared, the sources said. The BJP leadership failed to evolve a consensus on candidates for Samba, Gandhi Nagar and Nagrota in Jammu. The party had almost finalised candidates for a majority of seats in Jammu. Bandipore, November 11 The distinctive feature about the constituency is that the voter turnout has remained consistently high - around 75 per cent - in all three elections held so far. The writ of the separatist organisations does not run in this remote border constituency, while a major chunk of population moves out for education, jobs and trade mostly during winter months. This constituency also has the distinction of being located along the Line of Control (LoC) guarded by snow-clad mountain peaks. The snow accumulated around Razdan Pass on the high mountain peak, about 15 km from the district headquarters town of Bandipore, cuts the area off from the mainland in winter. The projected population on the basis of 2011 census in Gurez tehsil is 36,623, who are mostly Shina speaking. The Kishanganga river flows through the Guez valley to PoK and the road through the Valley leads to Gilgit. Gurez spread from Abdullian to Tuleil is one of the three regions of erstwhile Gurez or Dardistan, two parts of which are now across the LoC. Dawar is the central township around which all 15 villages comprising the area are located, with Tuleil at a distance of about 40 km. Gurez, earlier part of the Bandipore Assembly constituency, was carved out as a separate constituency on April 27, 1995, in pursuance of the J&K Representation of the Peoples Act, 1957. This is also one of the three Assembly constituencies in Jammu and Kashmir with the lowest number of voters, while Nubra in Leh having the lowest of 12,000 voters and Zanskar in Kargil district with 20,000 voters. |
Voter awareness campaign begins in Ladakh
Leh, November 11 During the awareness campaign, voters were made aware about the importance of their vote. Besides, they were urged not to be lured by any unfair means such as use of alcohol, money and parties. The programme started from a village located along the Line of Actual Control (LAC) in Tangtse block, Changthang. Founding Member of NLM and former director of Secmol Sonam Wangchuk said, "The use of alcohol, money and arrangement of feasts during the elections are the main seed of corruption. For these arrangements, politicians seek funds from businessmen and contractors and in return the politicians extend favours to contractors in form of various government works." He added that the pre-election voters' awareness campaign was non-partisan and was being held in two phases. A team under his leadership was organising at block and headquarter levels. Under the second phase, various youth volunteer teams in collaboration with their respective village associations will visit all villages for the awareness campaign. |

The jury committee, which had kept the result pending, today gave the decision in favour of the host varsity after confirming that MDU, Rohtak, had included three players from the Navy. Prof Dhian S Bhau, Director, Directorate of Sports and Physical Education, while confirming the development said, “Yes, the MDU, Rohtak, team has included three players from Navy and we are going to write a letter to the Association of India Universities (AIU) secretary and University Grants Commission (UGC) chairman for taking strict action against the varsity.” When asked how the host team players got information that MDU, Rohtak, had included outsiders in its team, Prof Bhau said, “Obviously information was received by our team from their sources and the jury committee scrutinised the documents to confirm the claim, which proved true.” Meanwhile, the semifinal line-up has been drawn in both men and women sections. JU conducts final rehearsal for special convocation
Jammu, November 11
A total of 632 candidates would be given medals and degrees at the special convocation. According to official sources, as many as 367 university gold medals and medals from the endowments would be presented to the meritorious students who passed out from the university from 2006 to 2012. “As many as 265 students, who qualified for PhD courses for the academic sessions from 2007 to 2012, would also be awarded at the convocation,” sources said. The convocation would begin at 10 am on November 14. “The convocation programme is scheduled for at least four hours and it may conclude at 2 pm,” the sources said, adding that General Zorawar Singh Auditorium, having the total sitting capacity of nearly 1,300 persons, is likely to remain jam-packed during the convocation as the university has also decided to invite the parents of all the meritorious students. During the rehearsal, Prof R D Sharma, acting Vice Chancellor of the university, was present, while senior faculty members and officials of the varsity also attended the programme. Great excitement and enthusiasm was observed among the meritorious students who made it to venue for rehearsal today. The special convocation of Jammu University was earlier scheduled to take place on October 24, but was postponed in view of the festival season. Earlier, the university had deferred the convocation, which was scheduled for September 16, in the wake of worst-ever floods in the state. Jammu, November 11 Continuing its struggle against the GCET administration, the NSUI staged a dharna outside the college campus at Chak Bhalwal. The protest was led by Ajay Kumar, national delegate of the NSUI, J&K. Addressing the agitating students, Ajay Kumar said, “It is a very shameful on the part of the college administration that in yesterday's high-voltage drama at the Press Club, where several students even got injured during a scuffle with the police, no one came from the college administration side to take cognisance of the situation.” “The college was established 20 years back, but till date basic amenities are not being provided to students. Jammu, November 11 The members present in the meeting showed resentment towards the alleged delay tactics adopted by the office of the Power Development Commissioner for not holding the meeting for last six months for the sanction of new connections and additional load of industrial units. The BBIA claimed that the unit holders were suffering badly as they had already invested crores of rupees in the plant and machinery and sitting idle due to non-release of power connections in spite of power load available at 50X2 MVA Station at Bari Brahmana. The BBIA appeals to Chief Minister Omar Abdullah to kindly intervene in the matter and issue necessary orders to clear the pending cases on priority basis, which would provide great relief to the industrial sector. |
Sainik School organises clean-up drive

Jammu, November 10 Under the leadership of Colonel Kapil Dev Koushal, Principal of the school, 450 cadets and teachers carried out a cleanliness drive from the school gate to Nagrota market, gathering garbage and polythene littered along the 1.5-km stretch. Prior to the commencement of the campaign, the Principal addressed students and stressed the need of social obligation of students. He said they could have a significant role in creating awareness among people about the hazards of using polythene and spreading filth. Gloves were arranged for all the participants of the campaign. They were told to mask themselves with their handkerchiefs. The main aim of the campaign was to make the vicinity litter-free and motivate residents of the locality to maintain the same. As the cadets and staff began their task enthusiastically, a large number of residents were inspired by them and joined them in the cleanliness drive. The two-hour-long cleanliness campaign culminated at the school’s main gate with a word of appreciation by the Principal for the cadets and staff for their service to society. |
J&K refuses to pay relief to Kunan Poshpora ‘mass rape’ victims
Srinagar, November 11 Though the state government had earlier undertaken and agreed to pay compensation to the victims as directed by the Jammu and Kashmir High Court, it today informed the HC that it was not intending to pay the compensation as the guilt of the accused in the case had not been established. The government said it was awaiting sanction from the Law Department to file a special leave petition (SLP) against the High Court directions, wherein the state government had been asked to pay compensation to the victims. “It is respectfully submitted that the competent authority did not approve the payment of compensation in view of the pendency of the investigation and non-establishment of guilt of the accused,” the Special Secretary (Home Department), J&K, submitted in a fresh status report to a division bench of the High Court comprising Justice Muzaffar Hussain Attar and Justice DS Thakur today. The bench is hearing a petition by the Kunan Poshpora victims, seeking investigation of the case and compensation. On August 12, 2014, in his submissions before the bench, Additional Advocate General Riyaz Khan, representing the state government, had said “the J&K Government has agreed in principle to pay compensation of Rs 2 lakh each to 23 victims” named in the first FIR into the incident, which was objected to by the counsel representing the survivors, who said the number of victims was much higher. After perusal of the status report by the government and severely questioning the contradictory and “ad hoc” stands of the government over the Kunan Poshpora issue, the J&K High Court today directed the state Home Department to file the status report with regard to the decision/sanction about filing an SLP before the Supreme Court by the next date of hearing fixed for December 8. The bench also took on record the report filed by the Union of India, in which it has been stated that “the grant of compensation (to the victims) at this stage…would implicitly imply that the state government also approves of the finding of the J&K State Human Rights Commission blaming the Army personnel…” Govt takes U-turn

Rajouri, November 11 Deputy Commissioner Jatinder Singh said he had directed the Assistant Director, CA&PD, to convey him the reason behind non-availability of ration at fair price shops. Not only the flood victims, but the common man is also resenting non-availability of ration at fair price shops. Residents have been holding protest demonstrations everyday at various places, including the Deputy Commissioner’s office. On Monday, victims of natural calamity from Panjgrain village in the Manjakot tehsil held a protest outside the office of the Deputy Commissioner, alleging that they had received small quantity of relief and that too only once. “For the last more than two months, we are living in tents provided by the local Army unit and set up on forestland. Both the Army and forest officials are asking us to return the tents and vacate the forestland,” said Mohd Iqbal of Rajouri district. The members of the deputation met the Deputy Commissioner and requested him to provide land so that they could construct their houses. People of Kotranka and its adjoining areas also staged a demonstration in protest against the district administration and the CA&PD Department officials. “Inhabitants of Kotranka and adjoining areas get ration after over two months and that too under 2001 Census which is not sufficient to run a family for a week,” said Mohd Qasim and Din Mohd. Kotranka SDM Sukh Pal Singh said the matter was under consideration with CA&PD officials and soon the system would be streamlined. Inhabitants of Rajdhani village in the Thanamndi tehsil, who were the worst victims of September month’s natural calamity, also held a protest outside the DC office today alleging that the administration had failed to provide them any relief. “Most victims are either living with their relatives or in the tents they have managed from their own resources. No free ration, tents, tarpaulins, clothes or utensils were made available to them by the administration,” said Razia and Khadim Hussain. |

Govt teachers to ‘pay’ for poor results
Jammu, November 11 Inqlabi, who chaired a review meeting of the School Education Department in Kathua, asked the head of the institutions to improve results in schools as the department had well-qualified teaching staff. He said the increments of all head of institutions, lecturers, masters and teachers who had shown low result in the examination, would be stopped till the improvement of results. District Development Commissioner Shahid Iqbal Choudhary was also present at the meeting. He also advised the head of the institutions to increase enrolment in their respective institutions by motivating the general public besides involving the Panchayati Raj Institutions (PRIs). The Director directed drawing and disbursing officers to ensure 100 per cent utilisation of funds released in their favour under Centrally sponsored schemes so that benefits of the schemes percolated. Earlier, he informed the meeting that since staff posted under the Sarva Shiksha Abhiyan and the Rashtriya Madhyamik Shiksha Abhiyan had been facing a salary problem for the last 4-5 months, the matter was taken up with the Centre and it was expected that the funds in favour of the department would be released soon. Srinagar, November 11 After the meeting, KEA chief spokesman Siraj Ahmad said the members of the body expressed anguish over the initiation of ‘untimely’ electoral process in the state by the Centre, which had put the relief and rehabilitation process on the backburner. “The people and the traders' community need help and support from the Central and state governments for their rehabilitation after the floods. However, by declaring elections, they have exposed their hunger for power rather than mitigating the sufferings of the people,” he added. Srinagar, November 11 “Those who succeeded Azad as education ministers followed his policies and plan of action with regard to universalisation of education,” Prof Mehraj-ud-Din said while addressing a symposium “Maulana Azad-Life, works and contribution to educational thought and practice,” organised by the Department of Education to commemorate the birth anniversary of Maulana Abul Kalam Azad, also referred to as National Education Day. Registrar, Prof M Afzal Zargar; Dean School of Education, Prof NA Nadeem; Dean School of Social Sciences, Prof GM Bhat; Controller of Examination, Dr Nazir Ahmad Gilkar; chief librarian, Reyaz Rufai, Head of Department, Law, Prof Sheikh Showkat; and Associate Prof, Department of Management Studies, Dr Fayaz Ahmad Nikka were also present on the occasion. The officiating Vice Chancellor said the increasing number of higher educational institutions in India, which don’t have requisite and sufficient infrastructure and faculty, have become a cause of concern for academicians. “These institutions are unable to provide quality education to the enrolled students,” he added. He assured the students of the university of mitigating their grievances if any. Prof M Afzal Zargar, Registrar of the university, described Maulana Abul Kalam as a great visionary, freedom fighter, social reformer, journalist and an educationist par excellence. “The concepts of Maulana Azad for the universalisation of education still hold good,” Prof Zargar said. IGP chairs meet to review security arrangements
Srinagar, November 11 The IGP, who visited Bandipora district today, chaired a meeting to review security arrangements for the forthcoming Assembly elections. The meeting was attended by DIG, North Kashmir, Ghulam Hassan Bhat, SSP Bandipora, Mohammad Shabir Chowdary, ASP, Mohammad Yousuf, and all SDPOs, DySPs and SHOs of the district. Later speaking to the media after the security review meet, the IGP said all arrangements had been made for incident-free Assembly elections after analysing the parliamentary elections and keeping the past experience in view. The Inspector General of Police said 29 people had been taken into preventive detention in
Bandipora. “Everything possible under law shall be done and nobody shall be allowed to create any kind of disturbances during the elections,” Mir said. He said enough manpower and resources had been kept at the disposal of the districts to cater to the needs of security for the elections. The Inspector General of Police said the message was “loud and clear for every person” that nobody should be allow-ed to create any kind of disturbance. Training programme on palliative care at SKIMS Srinagar, November 11 The officials of the Sher-i-Kashmir Institute of Medical Sciences said the programme would focus on pain and palliative care which was specialised medical care for people with serious and terminal illnesses. “It focuses on providing patients with relief from the symptoms of pain and stress of a serious illness besides psycho-social support,” said an official. Dr M Ashraf Teli, Professor, Department of Radiation, Oncology, while welcoming the guests, briefed them about the objective of the training programme. He also briefed them about pain and palliative care services at the Sher-i-Kashmir Institute of Medical Sciences which was run in collaboration with Medical Oncology, Surgical Oncology, Clinical Haematology and Anaesthesia & Critical Care. While advising the doctors /students that they should take this further as mission while treating patients with life threatening diseases, Director, Sher-i-Kashmir Institute of Medical Sciences, Dr Showkat Zargar, said pain and palliative care was critical aspect in case of serious cases. “The mitigation of pain is much needed in case of terminally ill patients and more workshops should be held in future,” the Director, Sher-i-Kashmir Institute of Medical Sciences, said. He said that the hospital would like to start home care services for such terminally ill patients. The hospital officials said the members of the CAN Support Foundation, New Delhi, would deliberate on various aspects of pain and palliative care management during the workshop. |
