Bathinda, November 4 As per the incident, Kulwant Singh, a resident of Sukhanand village, was going back to his village from the city after taking medicines around 2 pm. When he and Rani Kaur reached near Jeeda village they lost balance as the road was covered with smoke due to the burning paddy stubble. Kulwant lost his balance and their motorcycle hit another vehicle coming from the opposite side. Both Kulwant Singh and Rani Kaur died on the spot. The police was informed and the bodies were taken to the Civil Hospital for the postmortem examination. The deceased Kulwant was working as a teacher in a government school at Bhagta and Rani was working as a peon in the same school. The Nehianwali police have registered a case against the unidentified vehicle driver and farm owner where paddy stubble was burnt under various Sections on the statement of Ranjit Singh, son of the deceased Kulwant Singh. The practice of burning paddy stubble goes on unabated in the absence of any specific law to deal with the same. Though the authorities impose a ban on burning stubble under Section 144 of the CrPC (prohibitory orders) during the harvesting season every year, it has failed to yield desired results. Senior officials in the Agriculture Department feel that there is a need to enact a law to keep a check on this practice, which not only causes environment pollution but also affects soil fertility. Besides, it also sometimes leads to tragic fire incidents. He said, “There are hardly a few incidents reported from across the state in the past when the police registered cases against farmers in this regard. It means that the ban under Section 144 of the CrPC does not prove effective.” |
Two more test positive for dengue
Bathinda, November 4 The district Health Department claims to have been spreading awareness and continue spray to counter dengue. About eight cases have been reported positive so far, this year, while some others have undergone the test for it. One of the patients is a teacher at St Joseph Convent School, Indernath Jha, while the other is identified as Ishqpal Singh of Beant nagar. The Health Department has been claiming of creating awareness among the masses and controls the dengue from taking lives of people. Besides, it has also claimed follow up of the cases found positive and in each case the health team has visited the houses and other spots to spray inside the houses. On Tuesday, the team of the Health Department had gone to houses of patients for the followup of cases too. In the Bathinda district alone, about 177 cases of dengue were reported in 2013 whereas the number in 2011 had reached to around 1,000 cases. An information under the RTI had revealed that an amount of Rs 20.48 lakh only in April, May and June this year was spent on fogging by the Bathinda Municipal Corporation whereas in 2013 about Rs 50 lakhs have been spent on fogging. Water-holding containers, including plastic, metal drums and cement tanks facilitate breeding of dengue mosquito. Dengue is one of the major public health problems which can be controlled with active participation of the community and for this the need is to organise health education programmes about dengue disease to increase community knowledge and sensitise the community to participate in integrated vector control programmes. Bathinda epidemologist said, “Yes, about two more cases have gone positive the Mac Eliza test but steps are being taken to prevent the deadly disease and the awareness among the masses is our keen efforts to control the
dengue. Timely fogging in all the areas of Bathinda district is being done. The follow-up of all those patients found positive was done twice to avoid any risk and people have been detailed about the precautions that can prevent dengue. “To counter the dangerous ‘Aedes Egypti’, dengue mosquitoes, we have appealed to the public through door-to-door campaign to avoid water stagnation. We have been educating the people about the precautions to avoid stagnation of clean water in streets, homes and shops.”

Bathinda, November 4 Taking the plea of mismatch in medical records and the complainants’ statements, all the accused in the case manage to get regular and anticipatory bail from court. After the court of Additional Chief Judicial Magistrate, Vijay Kumar, granted regular bail to the nine accused, including Mohan Lal Jhumba, and his brother Sohan Lal, the court of Additional District and Sessions Judge Avtar Singh also granted interim bail to the five others as well. The five accused, Ajaib Singh, Makhan Singh, Manjit Singh and Binder Kumar, all residents of Lal Singh Basti have joined police investigation on court orders. Congress leaders and workers raised a hue and cry over registration of false case against the Congress workers and leaders and held a silent protest for three days last week after a case under Sections 452, 323, 506, 427, 148 and 149 of the IPC was registered against the Congressmen. The accused, in court, took the plea that complainants, in the FIR claim that they (accused) were armed with sharp-edged and fire arms. The complainant, Sunny Sharma, stated that one of the accused hit him with a sharp weapon which inflicted injury at his left shoulder. The medical reports, however, suggested that there was no external injury on the complainant or his father. While the father claim to have some pain in chest with no external injury, Sunny Sharma had pain in nose, head and knee with no external marks of injury. The medical report suggests that the weapon used to inflict injury upon the complainant and his father is blunt in nature. “Moreover, the complainant in the FIR stated that there were 11 persons who attacked him which included 4 unidentified persons. The police however included the names of 14 persons in the FIR”, said advocate Guriqbal Chahal. Investigative Officer (IO) in the case from the Canal Police Station admitting that all the five accused have joined police investigation stated that their statements are recorded. Next date of hearing in the case is fixed in the court of Additional District and Sessions Judge on November 14. |
Students suffer as teachers assigned BLO duties
Bathinda, November 4 Defying the letter issued by the Director General of School Education, the district administration has handed out BLO duties to teachers as part of which the teachers will be engaged in revision, cancellation and making new votes the areas assigned to them. “The Right to Education Act also bars the teachers from taking on any non-academic work to avoid hindrance to the education of students. The BLO duty goes on for the entire year. Apart from spending some of the off days at the booths, we are approached by voters throughout the working days as well. Since the end of year is approaching and those who will turn 18 years old by January 1, 2015, are to be enrolled as voters, the work has increased,” said a teacher from Rampura Phul. The teachers added that they had approached the Education Department officials but were told to continue shouldering both the responsibilities and were also directed to make sure that they attended all the classes and fulfill their duty as BLOs before or after the school hours. |

Bathinda, November 4 The president of the Kabaddi Association, Sikander Singh Maluka, said the venue for the event had been changed. Now, the closing ceremony and final match of the event would be held at Badal village and the tournament would be organised from December 6 to 20, he added. Earlier, the World Kabaddi Association had released a schedule in which it was stated that the closing ceremony for the event would be held in Bathinda at the Multipurpose Stadium on December 22. The city had been organising the opening ceremony for the three editions of the kabaddi world cup. In the second edition, the city organised a grand opening ceremony in which Bollywood star Shah Rukh Khan enthralled everyone with his performance on the hit song ‘Chamak Challo’. In the third edition, Bollywood stars Akshay Kumar and Asin entertained the audience. In the last edition of the kabaddi world cup, Bollywood diva Priyanka Chopra rocked the opening ceremony held in the city. Earlier, Ludhiana had hosted the closing ceremony for the kabaddi world cup in the last three editions. It may be seen as a reaction of Badal family to the Lok Sabha elections result, which was not up to the expectations of the SAD. Sandeep Singh, a city resident, said it was highly disappointing that the government had taken this step. People were eagerly waiting to watch bollywood superstars performing live in their city, he added. Another resident Ramneek Singh said it was fun to see superstars performing live in front of them. He said he had even started arranging for passes but he was disappointed to know that the venue had been changed for the closing ceremony. However, the sports fraternity in the city is happy over the change of the venue. CM to inaugurate girls’ hostel
Bathinda, November 4 Deputy Commissioner Dr Basant Garg said the hostel, built at a cost of Rs 75 lakh, had a capacity to accommodate 52 students. He said the hostel was constructed in a record time of six months. He further said Government Girls’ Senior Secondary School, Maluka, had under-17, 19 kabaddi teams while the school was known for its achievements in gymnastics. Giving details about the hostel, The DC added that it was constructed on an area of 9,000 sq yards. — TNS |

Bathinda, November 4 Jasvir Jassa, former councilor, ward no. 47, raised the objection, requesting to removing a fault in the map regarding Vridh Ashram Wali Gali. The councilor stated that the street in Namdev Nagar was shown wrongly on the map as it was a part of the ward no. 23 and 25. The objection in this regard has been filed with the department concerned and the officials assured to look into the matter. The MC had invited objections regarding the delimitation of the city. A senior MC official said though a large number of people raised various issues, they did not give these in writing. |

Bathinda, November 4 While eight of the accused booked earlier were granted a regular bail the two, including the company head, got anticipatory bail. The court of Chief Judicial Magistrate, Raman Kumar, today granted anticipatory bail to the accused including the Gurgaon based company head Dr Pawan Malhan. It is pertinent to mention here that Malhan has posted his pictures along with former Prime Minister Dr Manmohan Singh, former Finance Minister P Chidambram and various other prominent political leaders at his website and brochures. The complainant in the case had alleged that people associated with the company had been alluring the youths by showing pictures of Malhan with the prominent people. The 10 accused, including a girl, were booked by the police after they were accused of cheating a resident of Mansa. An FIR in this regard was lodged against the accused, all young unemployed literate persons, at the Kotwali police station on September 20 after much hullabaloo over allegations of cheating in the Teachers Home. The accused associated with E-Biz dot com Private Limited were accused of pocketing Rs 11,000 from unemployed persons by alluring them to get jobs, foreign tours and other benefits. The complainant had alleged that the company officials make phone calls to the youngsters and offer job opportunities. But once they reach for an interaction they are told to pay Rs 11,000 after which they are further advised to make members for the company to get Rs 300 per member. The new members are supposed to pay a sum of Rs 11,000 to become a member. Advocates Gurwinder Mann and Harpal Khara said they pleaded the case with facts and documents produced by the company, which has got permission and registration to run the company. |

Eight booked for ‘luring’ away two minor girls
Bathinda, November 4 He told the police that on October 26, Madho Das, the main accused, lured away his daughter on the pretext of marrying her and all other accused helped him in doing so. The investigation officer said they had registered a case on the statement of the girl's father and investigation was on. The police have registered a case under Sections 363, 366 and 120 B of the Indian Penal Code (IPC) against all the accused. Meanwhile, in another similar incident, a case has been registered against four persons for luring away a minor girl, a resident of Gillpati village. In a complaint to the police, Rajwinder Singh, a relative of the girl, alleged that Pavitar Singh, a resident of Sangrur, and three unidentified persons lured away his niece on the pretext marriage. The Nehiawali police have registered a case under Sections 363, 366, 506, 34 of the IPC. |
