Srinagar, August 30
An Army jawan was killed and another injured in an encounter close to the Line of Control (LoC) in Kupwara district of J&K. The Army has been carrying out massive combing operations for the past one week to flush out a large group of militants believed to have infiltrated recently. The death toll in these operations has reached to 10 — six militants and four troopers. Saturday’s encounter took place at Baron Gali, Kalaroos, 125 km from here, when troops were passing through the area.

VVIP chopper deal: Italian firm let off with fine
New Delhi, August 30
Italian firm Finmeccanica today said that a court in Italy had ruled “non-involvement of the company in the alleged wrongdoing” in a deal under which 12 helicopters were supplied to India for VVIPs.

Navi Mumbai airport: Proposal date extended
Mumbai, August 30
The City Industrial Development Corporation (CIDCO) has again extended the last date for submission of ‘request for proposal’ (RFPs) for the Navi Mumbai international airport till October 30. Earlier, the last date for submission of RFPs was extended till September 2 from June 18 this year. Sources said the central and state governments had announced fresh conditions for the bidders. The announcement of pre-qualified bidders will be made in December. Officials say the contract will be finalised by mid-2015. “It will not be feasible to meet the deadline of making the airport operational by 2017,” a senior CIDCO official said. — TNS

Saradha scam: Mamata blames CPM
Kolkata, August 30
Denying any involvement of the TMC in the chit fund racket, TMC chief and Chief Minister Mamata Banerjee has alleged that the CPM is responsible for the large-scale cheating of poor people by the Saradha group, which had the patronage of the UPA government. Talking to a regional TV channel in Kolkata on Friday evening, the Chief Minister said her government would extent all help to the CBI or any other inquiring agency in bringing the culprits to book, though she personally had no faith in the central agency as its success rate was poor. — TNS

Dikshit fails to appear in court, fined Rs 3 lakh
New Delhi, August 30
Former Delhi Chief Minister Sheila Dikshit was fined Rs 3 lakh by a court here today for failing to appear for hearing in a defamation case filed by her against BJP leader Vijender Gupta. The Metropolitan Magistrate said out of Rs 3 lakh, Rs 2 lakh be deposited with the Delhi State Legal Services Authority and Rs 1 lakh be given to Gupta. The court directed Dikshit to appear before it on December 20, the next date of hearing. The court had earlier also imposed a fine of Rs 5,000 on Dikshit for her non-appearance. The fine was deposited by her in January this year. — PTI

New Delhi, August 30
Amid fresh speculation about the BJP considering taking a shot at power, Aam Aadmi Party leader Kumar Vishwas today claimed a BJP MP had offered that he would be made the Delhi Chief Minister if he switched side along with some AAP MLAs, drawing a sharp rebuttal from the BJP which said legal action was being explored against him.

Vishwas, who had unsuccessfully contested the Lok Sabha polls from Amethi against Congress vice-president Rahul Gandhi, claimed that the BJP MP had made the proposal at a meeting in his Ghaziabad residence.

Though Vishwas refused to name the BJP MP, AAP’s key leader Sanjay Singh said it was Manoj Tiwari who had made the offer.

Scotching reports about his alleged involvement, Tiwari said it was a “conspiracy” to tarnish his image by some AAP leaders.

“On August 19, a BJP MP, who happens to be a good friend, visited me along with other party leaders. During talks, he made an offer that I switch to the BJP and in return, I would be made the Chief Minister and that the higher-ups were aware of the move. The BJP MP said if I agreed with his proposal, he would take me to his senior leaders. I humbly declined it,” Vishwas alleged.

The AAP leader’s remarks came amid indications by the BJP that it was ready to take a shot at forming the government in Delhi if invited by the Lt Governor.

The BJP rubbished the claim of Vishwas and accused the AAP leader of making baseless allegations for political gain and challenged him to provide proof to back his claim.

Delhi BJP chief Satish Upadhyay said the AAP leader was raising the incident of May 19 after nearly four months. It was not only a political step, but also an attempt by Vishwas to gain TRPs like an actor of a TV serial.

He said the AAP earlier tried to play power politics in the name of activism and the Right To Information and now they made allegations against the party that had got a strong mandate in the General Election.

The BJP, along with its ally Akali Dal’s one MLA, had won 32 seats in the 70-member Assembly in the December polls. The number of BJP MLAs has come down to 28 as three party legislators Harsh Vardhan, Ramesh Bidhuri and Pervesh Verma have been elected to the Lok Sabha.

With the effective strength of the Assembly being 67, the BJP needs support of six more MLAs to touch the majority mark of 34.

Coal shortage threatens to cripple power supply in North

New Delhi, August 30
Parts of North India are staring at a severe electricity crisis with three power plants of state-owned NTPC running out of coal supplies and face an imminent shutdown if feedstock supplies don’t improve.

The northern region is facing over 5,000 MW of power shortage due to coal stocks drying up. Country’s largest power producer NTPC’s power stations at Sipat in Chhattisgarh and Badarpur and Jhajjar in Haryana reported zero fuel stocks on August 28, as per latest data by the Central Electricity Authority (CEA).

Jhajjar power plant is a joint venture between NTPC, Delhi Government and Haryana Government.

Sources said the situation at this plant has been deteriorating from the past 10 days. The capacity of Jhajjar plant may be brought down to one-third from 1,500 MW due to non-availability of fuel. Jhajjar plant gets coal from the Mahanadi and Northern Coalfields. The power from this plant is supplied to the states of Haryana, Punjab, Rajasthan, Telangana etc.

NTPC’s 705 MW Badarpur station in the state is also bearing the brunt of coal shortage and be asked to run at a lower capacity if fuel supply is further disrupted. The firm’s 2,980 MW Sipat plant, that has already halted power generation from one of its unit, may even be forced to shut down other units.

When contacted, a Power Ministry official said, “These power stations got top priority for coal supply to avert any generation loss at least on account of coal shortage.” As per CEA data, nearly one-fourth of the country’s 100 thermal power stations have less than four days of fuel stocks. Of the 27 plants, six plants had nil fuel stocks on Thursday. Over half of the plants have less than a week’s stock. — PTI

Pay night duty allowance to ordnance factory workers: CAT

The Central Administrative Tribunal (CAT) has directed the Ministry of Defence and the Ordnance Factory Board to calculate and pay night duty allowance applicable to the employees concerned.

Employees working in the ordnance factories are entitled to receive a night duty allowance as recommended by the central pay commissions on the same pattern as it is being paid to government employees working in other departments, the CAT said in its ruling.

As many as 1,603 ordnance factory employees had filed a petition in the CAT, contending that although employees of some defence units are being paid a night duty allowance as per the Fifth and Sixth Central Pay Commissions, the same was denied to workmen of the Ordnance Factory Board.

The CAT observed that this was a fit case to direct the respondents to calculate and pay night duty allowance payable to industrial employees working in the respondents’ factoryon the basis of the revised basic pay and allowances drawn by them with effect from January 1996 and January 2006 in accordance with the Fifth and Sixth Pay Commission’s recommendations, respectively, along with arrears with effect from January 1996.

Recently, the MoD has also clarified that industrial employees of the Ordnance Factory Board are entitled to 30 days of earned leave with wages, for each completed year of service irrespective of the number of years of service rendered by the employee. The Ordnance Factory Board, the government’s oldest and largest industrial organisation, consists of 41 factories and nine training institutes with a total workforce of 1,64,000 employees.

Jan Dhan scheme will not burden banks, says govt

The government today said the Pradhan Mantri Jan Dhan Yojana (PMJDY) would not burden the banks as the scheme made a reasonable business case for them and there were enough inbuilt safeguards in the scheme. Finance Minister Arun Jaitley said 2.14 crore accounts had been opened under the scheme in less than two days.

The Finance Ministry in a statement said the experience of certain banks was observed and it was found that financial inclusion makes a reasonable business case for the banks due to current and savings account deposits from such accounts.

The PMJDY will develop infrastructure for direct benefit transfer (DBT) schemes to be rolled-out soon. This will improve governance and plug leakages. In principle approval of 2% commission to be paid for the DBT Scheme has already been granted.

At present, an accidental insurance scheme is part of the RuPay Debit Card. The National Payments Corporation of India pays the premium out of the revenue generated from card transactions. There is no burden on the banks, the statement said.

The guidelines for the life insurance cover announced by the PM will be issued shortly. There will be no burden on the banks on this account. The ministry said Rs 5,000 overdraft limit would be given after satisfactory operation of the account for six months.

Muzaffarnagar tense after fresh violence

Muzaffarnagar, August 30
Tension prevailed after four students from a community were beaten up by a group of people in a jat colony here, sparking protests. The trouble started when the four youths had gone for tuition classes in the colony on Friday evening. A group of people allegedly attacked them claiming that they were indulging in eve-teasing, the police said.

The boys were rescued by the police and were admitted to hospital. Irate protesters laid a siege at a police station demanding action against those who had beaten up the boys.

The police have registered a case against 150 people for the violence and named three of them. SP Sarvan Kumar told reporters here on Saturday that some people tried to block the road at Meenakshi Chowk here last evening but additional forces were rushed and the situation brought under control.

Security has been tightened and paramilitary personnel have been deployed in sensitive areas in Muzaffarnagar.

The western Uttar Pradesh district has witnessed a string of communal incidents since the riots in September last year that left over 60 people dead and hundreds of others displaced. — PTI

Indian Army officer goes missing in Europe

A young Indian Army officer is missing in a European country. The Army has started an in-house investigation to locate the officer while the Indian Embassy in two countries is trying to trace him.

The officer, who is from the elite Bangalore-based 2 Para Special Force, had gone on leave to participate in adventure activities. The officer, who is in the rank of Captain, was in Spain as part of a six-day international para-jumping festival and later at another spot in Norway. That was his last known destination.

He has not contacted anybody since August 15 and is not in touch over phone and using his facebook account.

His leave has ended and that raised the issue with the Army headquarters. The Army contacted the officer’s father, who is also as unaware of the whereabouts, sources said.

Sources said possibilities of officer critically injuring himself and him opting to stay on in the European country had been ruled out for now. The possibility that he is at a location that does not have a communication network is not ruled out. For this a track of his phone and Facebook account will reveal his last known spot.

“A contact with militants was reestablished at 1 am resulting in one soldier of 28 RR Chaman Yadu attaining martyrdom and another getting injured. The injured soldier was evacuated to Drugmulla field hospital. The operation is in progress,” a defence official said.

The exchange of firing continued till this morning and, sources said, two-three militants were caught in the cordon.

VVIP chopper deal: Italian firm let off with fine

Italian firm Finmeccanica today said that a court in Italy had ruled “non-involvement of the company in the alleged wrongdoing” in a deal under which 12 helicopters were supplied to India for VVIPs.

The Ministry of Defence had recently barred the company from any future contracts but allowed existing contracts to continue. The CBI has registered a case against 13 persons in the VVIP helicopter deal.

The company is worth 16 billion Euro (Rs 1,28,000 crore) and deals with ship-building designs, avionics, aviation and guns besides being a supplier to major European firms already functioning in India.

The Italian Government holds 30% stake in the company, which is involved in defence projects worth Rs 30,000 in India.

The company statement today said the judge for pre-trial investigations of the Court of Busto Arsizio (Italy) has decided to endorse the imposition of 80,000-Euro fine regarding AgustaWestland SpA and 300,000-Euro fine, alongside the confiscation of 7.5 million Euros, regarding AgustaWestland Ltd. Both companies are subsidiaries of the Finmeccanica group.

On July 25, the Italian prosecutor had discontinued investigations against Finmeccanica acknowledging the non-involvement of the company in the alleged wrongdoing, the company statement said.
