Jammu traders continue to oppose shifting of bus stand
Jammu, August 26 They have threatened the government with starting an agitation against any forceful move to shift the operations of buses from the present site to Narwal, where a new Inter State Bus Terminal (ISBT) has been established. Under the banner of the Jammu Tourism Action Committee (JTAC), a traders’ delegation today met Divisional Commissioner Shantmanu and demanded that the General Bus Stand should not be shifted to the Inter-State Bus Terminal (ISBT), constructed at Narwal, as the business of Jammu city has already been hit by the extension of railway line to the holy town of Katra. “The extension of rail link to Katra and diversion of long-route vehicles from Kunjwani, which are not allowed to enter the city, has led to severe losses to businessmen in the city,” said Inderjeet Khajuria, convener, JTCA. Committee members also expressed their dismay over the deteriorating condition of Maharaja Hari Singh Park on the right side of Jammu Tawi, which was supposed to become a tourist attraction. “The park is being misused by anti-social people, which is a matter of concern. The Jammu Municipal Corporation (MC) has converted the park into a garbage dump,” said Baldev Khullar, president, Raghunath Bazaar Business Association (RBBA). The General Bus Stand was inaugurated in 1971 and most of the shopkeepers were allotted shops during that period. Presently, apart from being one of the dirtiest spots, lack of proper parking space for the vehicles results in frequent road jams as the buses are forced to park on the road. Meanwhile, Divisional Commissioner Shantmanu has assured the business community of considering their interests before a decision is taken. “I am going to convene a meeting of the high-powered Traffic Regulating Committee and concerns of traders will be discussed as tourism is the economic backbone of the city”, Shantmanu told the delegation members. |
Tribune debate to prompt more youth to express themselves
Srinagar, August 26 The selection of topic — “Does social media contribute towards enhancing better understanding and cooperation, nationally and internationally?” —- was done painstakingly to let the speakers debate on the phenomenon which has revolutionised the lives of people around the globe and shrunk space and time. The idea behind holding the debate, the first stage of a lengthy process, was to involve youth and provide them an opportunity to listen and speak. The Tribune has envisaged similar youth-centric activities in the coming months, which will further involve the entire sphere and all regions of the state. The inter-college debate was attended by students from across the Valley, which enriched the debating arena and broadened the sphere of personal experience. Students had also come from a college located in far-off Uri town along the Line of Control in north Kashmir and from the extreme edges of south Kashmir. The participants who had come from various rural and urban centres spoke from personal

5,000 families hit by Pak firing: Govt

Srinagar, August 26 “The incidents of ceasefire violations from across the border have considerably increased in the recent past, particularly in the Jammu division, which has now spread to other areas along the LoC,” said Minister of State for Home Sajjad Ahmad Kichloo. His reply came in the state Assembly to the calling attention motion by the National Panthers Party leader Harshdev Singh on the border shelling and the rehabilitation measures undertaken in these areas by the state government. “Five thousand families have been displaced by the shelling, while as over 20,000 people are affected by the ceasefire violations, particularly along the international border in the Jammu region,” the minister said. He said instruction have been given to the local administration to construct at least one bunker in each village affected by Pakistani shelling. Kichloo further said the people living near the Zero Line, who were severely affected by the shelling, would be provided five marlas of land in safer places. He also mentioned that the people affected by the shelling have been shifted to safer places temporarily at RS Pura, Bishnah and Jammu with the provision of basic facilities. The minister informed the House that on August 23 two persons of a family (father and son) were killed and 15 others were injured in the (Pak) firing. Earlier, Harshdev Singh termed the situation along the border in the Jammu region as “unprecedented and highly volatile” “The situation along the border is highly volatile and unprecedented. The government has no information on the matter and the relief and rehabilitation measures are nowhere in sight,” the Panthers Party leader said while demanding shelters for the villagers to escape the shelling. He also appealed the Centre to take effective measures to restore peace in the region, adding that a “bullet for a bullet” won’t solve the problem. |

Legislative Council to discuss border shelling today
Srinagar, August 26 Members of various political parties, including the ruling National Conference, demanded a resolution be passed in the Legislative Council to stop the cross-border shelling that was causing immense trouble to people living along the border. “We want a discussion as people of state are suffering due to the cross-border shelling between India and Pakistan. I have already moved a resolution on the issue for discussion,” NC legislator Devinder Singh Rana said. PDP legislator Nayeem Akthar said the House should send a clear message to India and Pakistan that the people of the state want peace. “India and Pakistan should not use the ceasefire violations for their tactical games and studio discussions,” he said. The House was later adjourned for ten minutes. When the House met after the break, the Chairman announced that a discussion on ceasefire violations would be held on Wednesday. Earlier, NC legislator Shehnaz Ganai moved a calling attention motion on the situation that has arisen due to difficulties being faced by the villagers situated near the Line of Control in Poonch due to cross-LoC firing. The government in a written reply said 36 ceasefire violations had taken place in Poonch during the year so far. |

Guv reviews cleanliness of Amarnath yatra areas
Srinagar, August 26 The meeting was attended by RK Gupta, Chief Executive Officer (CEO), Preet Pal Singh, Additional Chief Executive Officer, and senior officials of the Shrine Board. The chairman was told that the garbage on the yatra track from Baltal to the holy cave and in the yatra camps at Nunwan, Chandanwari, Sheshnag, Panjtarni, holy cave, Sangam and Baltal had been collected and disposed of as per the garbage disposal plan. The Governor told the CEO of the Shrine Board to convene a meeting with the DCs of Anantnag and Ganderbal, the CEOs of the Pahalgam and Sonamarg Development Authorities and the officials of the State Pollution Control Board to do a full-fledged status review of the cleanliness in the areas of their respective responsibility. The cleanliness of the track from Baltal to the holy cave and of the yatra camps at Nunwan, Chandanwari, Sheshnag, Panjtarni, holy cave, Sangam and Baltal is the responsibility of the Shrine Board while the cleanliness of the track from Chandanwari to the holy cave is the responsibility of the Pahalgam Development Authority. — TNS |

Another militant killed in Kupwara encounter
Srinagar, August 26 The militant was killed this morning in the Kalaroos forests, 125 km from here, during combing and search operations. “The operation that was continuing for the past few days led to the encounter this morning. During the gunfight, one more militant was killed in Gurdaji, Kalaroos,” said a defence spokesman. He said the contact with militants was established today at 8 am. “The body of the slain terrorist along with an AK-47 rifle and other warlike stores has been recovered. The identity of the terrorist is yet to be ascertained,” the spokesman said. The Army had detected a group militants in the Kalaroos area on August 24, who had sneaked in near Z-gali through the Machil sector. The same day an encounter broke out in which four militants and a soldier were killed. Troops were trying to track the other members of the group so they extended the search to nearby areas. |

Srinagar, August 26 The Tribune Group of Newspapers on Monday held a debate on the subject “Does social media help in social cooperation and understanding nationally and internationally” at the Government College for Women the MA Road in Srinagar. The event had participants from colleges all over the Valley. They spoke about the positive and negative impact of social media, the use of which was common among the youth. A noted Valley based educationist said holding such debates was the need of hour to raise the confidence and awareness among the younger generation, facing certain issues in their lives. “It was very impressive to see how the youth spoke on the occasion about the social media and its impact. A majority of the students were confident and they spoke of in favour of positive use of social media. They presented strong arguments,” said Nusrat Andrabi, an educationist who evaluated the performance of participants. She added that many of the students gave the moral and religious perspective about judicious use of social media like avoiding rumours, making the event more vibrant and interesting. “Debates are very important and students need such space. I think that if the youth are educated and most of them use social networking sites. It has a more positive impact on the people and is beyond any borders,” she said. Another academician who was part of the debate said the youth in current times were burdened by academic responsibilities and to get some air away from usual activities, they needed space like debates and discussions to express themselves. “The youth have very less availability of time due to burden of academic things as syllabuses are very heavy. The youth do not get time to communicate and many are depressed. This is a good initiative to hear what they think,” said a teacher. Associate professor Rubeena Jabeen said the youth needed a stage to show their talent and shape their ideas. She heads the department of English at the Government College of Women in Srinagar, where both winners are studying. “There are ideas in the minds of the youth. They just need space and a place to shape those. They have confidence and talent. They just need the right kind of guidance to convey those. More such debates should be organised to give a boost to students,” she said. |

CM gives nod to two international stadia
Srinagar, August 26 “The Chief Minister received a presentation on the proposal to this effect at a high level meeting here on Tuesday,” an official spokesman said. The spokesman quoted Omar as saying the Rs 200 crore special package for development of sports infrastructure in Jammu and Kashmir, approved by the Centre, should be taken advantage of by developing sports facilities of international standard. Minister for Housing and Sports Raman Bhalla, Chief Secretary Mohammad Iqbal Khandey, Principal Secretaries BR Sharma and BB Vyas, Commissioner Secretary for Youth Welfare and Sports Khursheed Ahmad, Director for Youth Welfare Dalip Thusoo and various other officers were present in the meeting. “There is an urgent need for upgrading the existing sports facilities in cities and and towns of the state so that the youth are provided ample opportunities to excel and win laurels for the state in different sports activities,” the Chief Minister said during the meeting. He said the special package to develop the two existing sports stadia in Srinagar and Jammu into modern sports facilities would go a long way in boosting sports activities and nurturing talent. HC notices to state govt, BCCI on JKCA fund ‘scam’
Srinagar, August 26 The JKCA is headed by National Conference president and former Union Minister Farooq Abdullah. The High Court has also directed the police to file a report of the status of investigation and the FIR registered in the case involving alleged embezzlement of funds through fraudulent means at a police station in Srinagar in 2012. These directions were issued today by a Division Bench of the High Court comprising Chief Justice MM Kumar and Justice Muzaffar Hussain Attar. While issuing notices to five respondents —- J&K Government through its Chief Secretary, Director General of Police, Srinagar SSP, the SHO concerned and the BCCI through its Secretary —— the court has asked them to file their objections to the PIL within four weeks. The court also directed the SSP, Srinagar, and the SHO of Ram Munshi Bagh police station to file a report on the status of investigation into the FIR registered in 2012. In the PIL by former Ranji Trophy player Majid Yaqoob Dar and club-level cricket player Nissar Ahmad Khan, it has been alleged that crores of rupees have been swindled by office-bearers of the JKCA. They have alleged that the money meant for the association had been embezzled by office-bearers for their personal gains. Before issuing a notice in the current PIL, the High Court on August 19 had sought a record of the two earlier petitions on the subject that were pending before the Jammu wing of High Court. The petitioners have prayed for an investigation into the alleged JKCA scam by a high-level team of reputed police officers. It has also requested the court to direct the government to take effective steps for the recovery of Rs 40 crore allegedly swindled and embezzled by some office-bearers of the JKCA. |

Srinagar, August 26 Highlighting the work of the government, the Chief Minister said numerous projects to improve basic amenities were launched and completed in the two capitals of the state during this period. He said a number of schemes were started to enhance basic services and decongest traffic. “Various sewerage and drainage schemes have been launched and completed in Srinagar and Jammu, which include construction of sewage treatment plants and sewerage,” he said. Inaugurating the office complex of the Public Service Commission at Solina in Srinagar, he said, “Two flyovers at a cost of over Rs 350 crore are being executed at present while more than a dozen bridges have been constructed in the two cities,” he said. Navodaya schools to focus on computer education
Jammu, August 26 Sources have said the aim of the computer education programme is that every JNV student should know how to use a computer and the Internet, understand how a computer works, have grasp over looking for information on the Internet and know how computers are used by businesses, the government, educational institutions and people in their homes. The sources have said the Navodaya Vidyalaya Samiti has asked all heads of schools concerned to appoint qualified FCSA and PGT teachers in computer science in accordance with guidelines. It has instructed the schools to arrange AMC for proper maintenance of computers and their peripherals. “Arrangements will be made to train the staff so that they can ensure effective implementation of the computer education programme. A proper record of parts required and replaced will be maintained to ensure quality service. All relevant software should be made available and any defect in the system should be repaired immediately through AMC,” a press note said. “Whenever students browse the Internet, a proper watch is needed to avoid misuse of facilities. Use the firewall system. Arrangements should to be made to have practical classes in the afternoon in a planned manner so that students benefit more,” the press note added. In order to enhance the quality of education and instil the habit of e-learning, the Navodaya Vidyalaya Samiti has recently launched the Samsung smart classroom project. The main objective of this project is to make the learning experience engaging and interesting with the use of multimedia. NSUI protests against MAM College principal
Jammu, August 26 The protest was led by NSUI state secretary Ranjodh Singh, who alleged that students are facing shortage of basic infrastructure and most of the toilets are non-functional in the college. He said even drinking water is not available on the premises forcing students to go out of the college to quench their thirst. He alleged that they have raised the issue with the administration several times, but nothing has been done to solve the issues forcing them to hold a protest. During the protest, Nishant Gupta, state secretary, NSUI, said the ground and toilets of the college, which are the basic requirement of students, are in a bad condition. College president Gurinderjeet Singh demanded that grass be properly cleared from the ground so that sportsperson of the college do not face any problem. |
DPS organises week-long dental camp

Tourism Dept surveying land for golf course extension, says Jora
Jammu, August 26 Jora informed the House that the land has not been handed over to the Tourism Department, but an idea for the transfer has been taken up with the Deputy Commissioner, Jammu. The minister was replying to a question by Ajatshtru Singh on behalf of the Tourism Minister. He informed that nine holes have been completed and are playable. The work on the back nine holes is under progress and is expected to be completed during this financial year. The work on the club building is under progress, he said, adding that structure of the club has been completed and the ancillary and finishing work is underway.

NC urges Centre to provide safe shelters to border residents
Jammu, August 26 “The centre is committed to create facilities for the safe lodging of border dwellers in the eventualities like shelling from across the border,” Gupta said, while urging the government to pursue the case vigorously. He stressed the need for ensuring all necessary facilities to those who have shifted to safer places during the recent days. The NC state vice president made a fervent appeal to the government for providing an immediate relief to next of kin of those killed in the border firing and necessary assistance to those injured. Agricultural technocrats hold protest
Jammu, August 26 “This is the height of discrimination with the Jammu division. The services of agricultural technocrats would be regularised and they would be appointed as village agriculture extension assistant as per the regularisation list of the Kashmir division, published on June 23, 2014. If the Cabinet decision is to regularise services of 881 employees in the first phase with effect from April 1, 2014, then why the list of only 440 has been published,” a JKATA press note claimed. Dr Surinder Radotra, president, JKATA, said the state government is still sleeping and totally unaware of the affairs. JKATA president warned the government that if the regularisation list is not published immediately they would take harsh steps. Women’s Equality Day celebrated
Jammu, August 26 Speaking on the occasion, Kiran Bakshi, Principal of the college, stressed that women should be independent in all three senses, ie emotionally, financially and physically, and most importantly in their thought process they should be liberated, along with all the responsibilities. Giving an insight on rights of women, convener of the Women Studies Centre Anjali Bhat also explained the students about the aspects which play a significant role in gender inequality, ie issues like education gap, and awareness about different rights. Jammu, August 26 In the second match, GGM Science College toppled GDC, Ram Nagar, by identical margin, while Mahant Bachitar Singh (MBS) College beat GDC, Kathua. Government Medical College (GMC) defeated GDC, Paloura, in another match, while MAM College beat SRS College by 3-2. In other matches played, Acharaya Shri Chander College of Medical Sciences (ASCOMS) defeated GDC, Hiranagar, and PG Department trounced the Model Institute of Education and Technology (MIET). Government warns of financial crisis
Srinagar, August 26 “If steps are not taken, time is not far away when the government will be paying salaries to the employees and there will be no development,” Rather said in the Legislative Council in reply to a question on the reasons behind scrapping of the recruitment policy. “We need to take stern measures to ensure there is no financial crisis,” he said. The minister said the recruitment policy that was scrapped by the Chief Minister in May this year was not flawed and was aimed at reducing non-plan expenditure. “There is a direction from the Government of India to cut down the non-plan expenditure,” the Finance Minister said, adding that the salary bill of employees had arisen from Rs 5,500 crore in 2009 to Rs 18,000 crore in 2014. “I still say that the recruitment policy that was scrapped was not flawed,” the minister said. The job policy was to be introduced in J&K from November 2010. However, it was delayed by the High Court following a petition. Under the policy, the non-gazetted recruits were paid a fixed monthly salary equivalent to 50 per cent of the basic pay for the first two years. After the completion of five years, the recruits were entitled to a normal pay band and all other allowances. “After opposition from both Houses of the state legislature, the government decided to scrap the policy,” Rather said. He said the recruitment policy had been modified from May 21 and hence there were not any liabilities on account of recruitment made from 2010 onwards. |

J&K rejects Bill to lower age of juveniles
Srinagar, August 26 The Bill was moved by the ruling National Conference legislator Shehnaz Ganai. “The Act provides for age of juveniles as 18 years whereas there is rise in crime by the juveniles through the country and there has been a national consensus that in the age of 18 years, a child is mature enough and can’t be given the benefit of a juvenile,” the Member of Legislative Council said. “There are serious apprehensions that such a juvenile can be provoked by certain anti-social elements to commit heinous crimes that will result in escaping the normal course of law for providing punishment,” Ganai said. Social Welfare Minister Sakina Itoo informed the House that the Bill could not be amended. “Both the Houses of the state legislature last year made an amendment in the Bill and the age of juveniles was increased from 16 to 18 years. So I don’t find any merit now in the plea to make another amendment,” Itoo said. |

Omar takes on NHPC, wants future projects to have joint venture tag
Srinagar, August 26 The Chief Minister, who was speaking to reporters after the foundation stone laying ceremony of Common Sewage Treatment Plant here, said: “The state government will not give a single hydroelectric power project to the NHPC without an agreement of a joint venture.” He said the agreement would “mandate the return of the project to the state after an agreed upon period of time”. “The state government will only cooperate with the NHPC if it cooperates with the state government in return,” Omar said. “There are various projects under the consideration of the state government and there are various projects in which the NHPC has shown its interest. Let me make it very clear, if the NHPC does not agree to sign joint venture agreements for these projects, we would wait till the state can invest in them independently rather than handing them over to the NHPC,” the Chief Minister said. Commenting on BJP president Amit Shah’s remarks, Omar said Shah should first take a look at the states ruled by BJP Chief Ministers before giving unsolicited sermons elsewhere. “The state and people of the state don’t need lessons from Shah. He should first look at politics of succession and entitlement within the BJP before giving sermons to anyone else,” he said. Omar also questioned Shah’s statement on the state government’s response to the migration of residents from the Line of Control and international border. “The state government has always been there to take care of our people who suffer from ceasefire violations,” he said. |

Srinagar, August 26 As chaos and pandemonium continued, the Speaker adjourned the House for 10 minutes. A discussion was held on the issue as the House reconvened at 11 am. The adjournment motion was moved by PDP legislator Nizamuddin Bhat. As soon as the session began today morning, PDP members stood up from their seats and demanded suspension of the question hour and a ruling by the Speaker, Mubarak Gul, on the adjournment motion. Amid the pandemonium, which lasted for over half an hour, during which the PDP members also come into the well, the Speaker said he had disallowed the adjournment motion as it did not pertain to any recent event. He, however, said a discussion could be held on the issue. Azad expresses concern over border issue, slams NDA govt
Jammu, August 26 Azad said the NDA government had been unsuccessful in fulfilling its promise to the people of the state and country to respond effectively to the ceasefire violations by Pakistan. Describing the ceasefire violations on the border as an unmitigated disaster, Azad said since the NDA came to power, many jawans had laid down their lives and a number of civilians had been killed and injured, with no end in sight to the fresh round of hostilities. In a statement issued here today, Azad said he was worried about the disturbing and unsavoury reports emanating from the border areas, with people thinking of shifting to peaceful areas on account of the failure of the NDA government to put an end to continuous ceasefire violations. “I am deeply pained at the miserable plight of our people living in border areas, who are living under constant fear with clouds of uncertainty looming over the horizon,” said Azad, adding that the scope and magnitude of the ceasefire violations is rather increasing with each passing day. Azad said the vapid and uninspiring propaganda of the BJP had been exposed by its failure to force Pakistan to halt its hostile policies which were adversely affecting the lives of “our people living along the border areas”. |

Students protest shortage of teaching staff
Katra August 26 We thought after summer vacations, more teachers will be recruited and classes will run smoothly, but nothing has changed,” said Palvi, one of the protesting students. “As we were fed up with the mismanagement, we decided to protest. The district administration cannot ignore us,” said Priyanka. The students, however, called off the protest after getting an assurance from DC, Reasi, Shabbir Ahmed Bhatti.
