Bathinda, July 26
After internal strife in the SAD and the Congress, the AAP too has joined the bandwagon as bickering came to the fore over announcing party ticket for the Talwandi Sabo by-election. Apart from chaos during the interaction of Kejriwal with scribes, Sangrur MP Bhagwant Mann too entered into heated arguments with the media.

During the visit of party's national convener, Arvind Kejriwal today, a section of local leaders discussed party's internal issues with him. The local leaders also demanded that the party ticket to contest by-elections should not be given to an outsider. A section of other leaders close to the senior leaders, however, were interested in offering ticket to someone who is known to the public even if he or she is residing outside Talwandi Sabo. The senior leaders are contemplating name of Punjabi singer Balkar Sidhu along with two others for contesting the elections. Though Sidhu is a resident of Bathinda, his village Poohla falls in the Bhucho constituency. Senior leaders are planning to project him as a native of Bathinda and he (Balkar) is learnt to have been the frontrunner for getting the party ticket.

The local cadre of the party, however, seems divided over the issue of announcing party ticket to an outsider. Talwandi-based leaders of the party said that they would slip the carpet if anyone tried to stand in the by-elections from outside the Talwandi Sabo constituency.

Harmel Singh, Gurdeep Brar, Gurdeep Toor and Puneet were among those who brought the issue into Arvind Kejriwal's notice and other senior leaders and stated that giving ticket to an outsider will go against the desire of area residents.

They said in view of the recent resistance of the party ticket to an outsider during the general elections in Bathinda, which the party lost, despite having "considerable" AAP wave.

"The workers' high spirits are dampen whenever an outsider paraglides in the constituency from outside. Either the stature of the outside candidate should too high to be questioned or else he or she should be from within our constituency," he said.

Talwandi Sabo by-election: SAD, Cong afflicted by infighting

Tribune News Service

Bathinda, July 26
The Shiromani Akali Dal (SAD) and the Congress seem to have been affected by the party infighting before the Talwandi Sabo by-election which is scheduled to take place on August 21.

The SAD had already announced its candidate and had fielded a two-time MLA and the Congress turncoat Jeetmohinder Singh Sidhu and he has also intensified its campaigning along with the party workers.

A highly place sources inside the SAD claimed that the rival groups of Jeetmohinder Sidhu in SAD of Amarjit Singh Sidhu, who fought against last two elections against him and former Halqa in charge of SAD Balbir Singh Sidhu are not happy with this announcement and might play spoil foil for him.

The infighting comes the SAD in Talwandi Sabo had also came to fore recently, when 10 party councillors out of the 13 councillors submitted their representation to move no trust motion against the Talwandi Sabo nagar panchayat chief. This issue might affect the party’s prospect in the election as it has dented the party image.

SAD candidate Jeetmohinder Singh Sidhu is quite confident about his win; he claimed there is no factionalism in the party, as he had won last two elections quite comfortable from here.

About this councillor’s issue, he said those who have passed the resolution have not quit the party, their resentment is against the MC president not the party.

While things are also same in the Congress camp as their leaders instead of campaigning are busy and camping in Delhi to get the ticket from the party high command. Former MLA from Talwandi Sabo and Bathinda urban is pitching high to get the ticket for his son Sunpreet Singh from here.

While Sukhdev Singh Chahal who had recently joined Congress again after quitting the PPP is also serious aspirant for the ticket as he is also the close aid of former chief minister Rajinder Kaur Bhattal and even Captain Amarinder Singh has forwarded his name.

Sukhdev Singh Chahal said there is no infighting as such. The Congress is a disciplined party. In democracy, everyone has the right to apply for the ticket.

He also told that they would fight with unity and will won this seat as the SAD-BJP ruling combine has failed on all the fronts.

While former MLA and Congress leader Makhan Singh said Jassi’s son does not have politically maturity and the party will not field his son just because he is a son of the leader. He should first become politically active and then apply for the tickets.

Even Congress leader Jagroop Singh has also shown aspirations to fight the elections from here on the Congress ticket. Sources inside the party claimed that whoever will get the ticket, will have to face the opposition from other two aspirants.

BDA launches drive to turn waste areas into green belts

Bathinda, July 26
The Bathinda Development Authority (BDA) is now aiming to turn the unused the waste and barren land to convert it into green parks. To launch the driven of plantation saplings the authorities identified an area between Model Towan Phase-III and Jujhar Singh Nagar.

They have planted saplings of triveni which include neem trees, peepal and bohar at this particular stretch.

Also the area lying unutilised large area between the boundary wall of Model Town Phase-III and Dhobiana basti too is being used to plant saplings.

Chief Administrator of the Bathinda Development Authority (BDA), Varinder Sharma said the basic idea is to develop the barren land into green cover.

“The area lying between two colonies or residential areas is usually left without being utilised due to which people convert the area into a dumping ground for garbage. The two strips between the model town and Jujhar Singh Nagar too is converted into garbage dumping ground,” Sharma said. He added that the garbage is removed to pave the way for planting saplings.

It is pertinent to mention here that earlier too, a couple of years ago, the BDA had developed similar stretches. But it deteriorated due to the poor maintenance.

He said that they are also planning to install benches and cemented seating arrangements around the trees so that people may sit around and think about planting more saplings.

Area residents said though the authorities have initiated the task of planted saplings by converting the empty space into green zone. But the left over construction work has lead to chaos.

“For instance, the empty stretch in front of the Civil Line Police Station is converted to plant saplings. But the soil lying beside the recently constructed boundary wall of a park pose serious threat to the commuters,” said Inderjit Kaur, a resident of Model Town Phase-III.

A woman riding a scooter with her daughter, while on her way back from her child’s school, fell off due to the dust that has covered a deep pothole. “The moment she took a turn, the front wheel of the scooter fell into the deep pothole, which was hidden in to dust. It is not even an hour’s work to remove the soil from beside the parks. But the poor dealing with the contractors by authorities has lead to eth problem,” said another Gursewak Singh.

Also the construction activity at Dadi-Poti park in Model Town Phase-III is at full throttle and it is initially decided that the walking tracks will be developed to suit the morning or evening walkers.

Bathinda, July 26
An unbearable stench appears to be creating nuisance for people residing in 25-yard quarters also called Beant Nagar, not far away from the residence of Punjab Rural Development and Panchayat Minister Sikandar Singh Maluka.

The problem of overflowing sewage water on the road—connecting Power House Road traffic lights with Cantonment—is now four days old.

The employees and workers of the Sewerage Board are working in tandem with the other concerned departments for the past few days but to no avail.

“The sewerage pipe is 18 feet deep and unbearable stench is emanating from the water, which has now spread to more than 500 meters. Every day, the sewage water seems to be increasing because it the problem has not been fixed,” said former municipal councillor of ward number 9, Asesar Paswan.

He said the sewerage pipes were laid for the area around two years ago and despite claims of cleaning it after every six months, the problem arises every now and then.

The worker deployed to fix the snag said material like clothes, plastic bags and others are coming out of the sewerage pipe that have blocked its flow.

“There is one single blockade, which has not been removed due to which the problem is increasing. We think of restoring the flow within the next one or two days,” said one of the workers.

The area residents said the stagnated water not only emanates foul smell but has also become a perfect place for breeding mosquitoes.

Gunjan, a graduate among the illiterate populace residing in the thickly populated Beant Nagar said she works as a helping hand in the nearby posh Model Town Phase-III and leave for work in the wee hours.

“Every time, I leave or return home, I have to wade through the dirty water, which is quite irksome. Despite the fact that mosquitoes and other unwanted insects must have also been disturbing the nearby posh area, including those residing in the house of the Punjab minister. Still, nothing has been done to give respite,” she said.

At least, the authorities should have got a round of the fogging machine in a frequently to avoid problems emanating from the sewerage water.

The locality residents said whenever a speeding heavy vehicle, especially army trucks, pass by the foul smell increases and the sewage splash drenches the people standing or passers-by.

No senior official was available for comment over the issue.

FEEDBACK

A check on pollution

It's good to learn the NHRC took the necessary steps to check the pollution caused by the Bathinda refinery. The Punjab Government has failed to keep a check on the refinery. The air is so contaminated that the residents find it hard to even breathe. Most people are complaining of breathing problems and swollen, red and watery eyes. The smoke is so dangerous that residents of Kanakwal village have been repeatedly requesting the government to relocate the entire village to a safe place. The area is affected by cancer and the polluted environment is adding to the problem. People thought that the refinery would make their life fruitful, as their children would get employment opportunities, but the refinery has made their lives hell. The situation is alarming for the coming generations in the area. Hope the NHRC would take some concrete action against the refinery so that residents get a sigh of relief.

Encroachments in markets

The footpaths constructed in the main markets of the city have been brazenly encroached upon by shop keepers. They use these footpaths to keep and display their goods. It affects the pedestrians. And on top of this, the parking place is also used by them to their advantage by cleverly placing iron and wooden planks on the road in front of the shops. It causes a lot of inconvenience to the general public. People can neither use footpaths nor the area meant for parking in the busy city markets. Municipal Corporation authorities must take a serious note of these violations, especially in the crowded markets located in the heart of the city and take necessary corrective measures in the interests of the public.
