56% polling reported in last phase of panchayat polls

Tanush academy win by 90 runs

Erratic power supply angers residents, industry across state

Frequent faults in high-tension lines leading to power cuts are inconveniencing domestic and commercial consumers in the state. The callous approach of Uttarakhand Power Corporation Limited (UPCL) can be gauged from the fact that it takes hours to rectify snags.

The industrial sector of the state is among the worst sufferers due to erratic power supply. Power cuts are imposed on non-continuous industries in Mangalore, Laksar, Jawalapur, Roorkee and Rishikesh for one hour as the 220 KV Roorkee-Puhana line was overloaded. Department officials said there was an emergency cut in order to protect the grid.

A delegation of the Industries Association of Uttarakhand (IAU) had submitted a memorandum to Chief Minister Harish Rawat a few months back. The delegation had demanded uninterrupted electricity supply to the industrial sector. Annoyed at frequent power cuts, the delegation is slated to meet the Principal Secretary (Power) on Wednesday.

IAU chairman Pankaj Gupta said they had submitted several memorandums to the state government but the industry sector continued to be 
suffer due to frequent power cuts. He said erratic power supply had an adverse effect on production in industries.

Expressing concern over less power generation in the state-run hydropower projects, an official spokesman of Uttarakhand Power Corporation Limited, Madhusudan, said the department had not received electricity from the 198 MW Kalagarh hydropower project for the last one week. He said the power generation had been affected at the 304 MW Maneri Bhalli-II, 33 MW Dhakrani, 51 MW Dhalipur and 240 MW Chibbroh hydropower projects.

While power department officials claim that there is no load shedding at present, residents of many areas, especially suburban localities, are facing problems due to two to three hours of load shedding every day. Officials claimed that power cuts were imposed due to the ongoing renovation works by the department in different locations of the city.

The demand for electricity is 37.98 million units while the availability is 37.27 million units in the state, it was stated. The department will procure 3.6 million units of 
electricity tomorrow to bridge the gap between the demand and supply 
in the state.

DVWM threatens to terminate contract

The Doon Valley Waste Management (DVWM) has sent a reminder notice to the Dehradun Municipal Corporation (DMC) for terminating their contract on June 30.

Earlier, in February also, the DVWM had stalled the garbage collection work in 10 wards. However, the company restarted the work in April after getting an assurance from the then MNA, BVRC Purushottam, that the issue would be resolved within three months.

The long-standing dispute related to the increment of tipping fee being demanded by the private company took an ugly turn when even after two and a half months, the civic administration failed to solve its problem.

Siddharth Jain, CEO, DVWM, said they had agreed to carry out the work for a period of three months. “In case our demands are not met within the time frame, we will stop the work from June 30 onwards. Earlier too, we had terminated the contract in February on the same issue. We are demanding Rs 525 as the revised rate. At present, we are working in 10 wards and taking Rs 350 per quintal as tipping fee. This time we are sure of terminating the contract and under no circumstances would resume the work at a rate lower than Rs 525 ,” he added.

Officiating Mukhya Nagar Adhikari Banshidhar Tiwari said a decision on the revision of rates would be taken soon. “Due to the panchayat elections, most of the officials are on poll duty. Moreover, due to the model code of conduct in place, they cannot take any decision,” he said.

Rain leave city areas water-logged

The tall claims being made by the Dehraddun Municipal Corporation (DMC) regarding cleaning drains were belied as several areas in the city were water-logged following rains today.

Choked drains led to water-logging in several areas of the city, including ISBT, Clement Town, Mohini Road, Shivpuri, Badrish Colony, Inderlok Colony, Deep Nagar, Navada, Kedarpuram, Raipur, Defence Colony, Friends Enclave, Railway Station, Prince Chowk, Banjarawala, Ajabpur Khurd, Ajabpur Kalan, Suman Nagar, Narayan Vihar, Kargi, Bramhanwala and Tilak Road.

The agitated residents said they were facing a lot of difficulties due to accumulation of water and the problem would get worse when the monsoon arrives.

“Lot of times the water from the overflowing drains and roads enter the houses and shops, causing problems,” said the residents. They also demanded a solution on the issue.

TET certificate holders continue protest

The BEd and Teacher Eligibility Test (TET) cleared teachers continued their protest at the Education Directorate here today. The protest was in support of their demand of increase in government posts for teachers.

The protesters sought completion of the ongoing recruitment process at the earliest. They threatened the government of intensifying their stir if their demands were not met. They blamed the government of deliberately delaying the recruitment process of BEd teachers and playing with the future of thousands of educated youth in the state.

It is to be noted that their demands included, increase in the number of posts of teachers, to do away with the age limit for special Basic Training Certificate (BTC) posts and complete the ongoing recruitment process on the basis of issued notification.

Baldev Singh Bhandari, president of the TET qualified teachers association, blamed the state government of showing apathetic behavior towards the concerns of BEd qualified teachers.

Gajendra Joshi, Sumit Chauhan, Surendra Rawat, Rajni Kandari, Vijay Nautiyal, Suresh Negi and others were present during the protest.

Police launch drive against polluting vehicles

Complying with directions of the Director General of Police (DGP), Dehradun police and Regional Transport Office (RTO) Dehradun, a joint drive against vehicles causing pollution beyond the prescribed norms was launched today.

In the first phase, a joint team of police and RTO conducted drives on Dehradun-Mussoorie Road, Dehradun-Haridwar Road, Shimla Bypass and Saharanpur Road. On the first day of the drive, the joint team challaned 80 vehicles for violating pollution norms.

Superintendent of Police (SP) traffic Pradeep Rai and Additional Regional Transport Officer (ARTO) Sandeep Saini raided 11 agencies which provide pollution certificates to vehicles. Irregularities were reportedly found in the working of two agencies and action would be taken against them.

DGP BS Sidhu gave directions to the Dehradun police to take action against polluting vehicles under the Motor Vehicle Act 1988. The City Patrol Unit accompanied the regular police in the crackdown against polluting vehicles.

Eminent geologist KS Valdiya has said the present dam sites and those planned for various hydropower projects in Uttarakhand are in structurally disturbed and tectonically overstressed belt of seismicity that has been relentlessly battered by excessive rainfall and cloudbursts and are bound to encounter serious problems.

In his article “Damming rivers in the tectonically resurgent Uttarakhand Himalaya” published in “Current Science”, geologist of repute KS Valdiya, now with the Jawaharlal Nehru Centre for Advanced Research, Bangalore, refers to the 2013 disaster saying a number of projects under construction were devastated “as they are sited in structurally disturbed and tectonically overstressed belt of seismicity that has been relentlessly battered by excessive rainfall and cloudbursts”.

“The present sites were chosen presumably in the narrowest stretches of the river valleys little realising that the otherwise wide valleys with gentle valley sides become narrow with steep to nearly vertically walls due to the uplift of the ground,” Valdiya argues.

He says sites must be chosen carefully taking into consideration the geological and ecological factors and independent assessment of benefits to the local people and the country at large. It is needless to say that a large number of existing and planned hydroelectric projects ae bound to encounter serious problems, particularly if and when movements take place on the thrusts in proximity to the locations of these projects, he adds.

Valdiya says the reports of the Central Electricity Authority, the Uttarakhand Jal Vidhyut Nigam, the Uttarakhand Renewable Energy Development Authority and others amply indicate that the existing hydropower projects and those under construction or planned are sited close to the thrusts known to be active. Better sites for dams in Uttarakhand could be explored far upstream of the main central thrust zone, he adds.

“Not only narrow gorges in the great Himalayan domain north of the main central thrust zone provide ideal locations but also there will be considerably less environmental, social and economic problems,” he says.

Valdiya favours smaller dams with a reservoir capacity of 50,000 to 1,00,000 cubic metres of water and power generation potential of 5 MW. He says smaller dams could be set up on tributary rivulets with adequate water discharge.

He adds smaller dams cost much less, start giving benefits quite early, bring greater benefits to the local communities, cause less damage to natural resources like minerals, forests and agriculture lands and also habitats and socioeconomic fabric of the people.

Valdiya admits that the cost of electricity generation from smaller projects will be high but in case of big projects, if one took into consideration the monetary value of the natural resources that get lost, the cost of restoring damaged land and huge financial burden on relocation and rehabilitation of uprooted and displaced people, the high cost of electricity generated by smaller hydropower projects is more than compensated.

He refers to China’s success with smaller dams and said the neighbouring country had built around 80,600 small hydropower stations as early as 1985 that produced an aggregate amount of 8,000 MW of the total 20,000 MW of hydropower. “The well being and socioeconomic security of the people should be the overriding consideration, not the cost,” he adds.

“The planners and dam builders must not ignore the geological reality of the geodynamically sensitive region,” Valdiya sums up in his article.

Paragliding new tourist attraction in Mussoorie

The rafting season at Yamuna Bridge and Shivpuri is coming to an early end due to the rising water levels in the Yamuna and the Ganga. Adventure freaks are now exploring paragliding as an alternative thrilling experience in Mussoorie.

Mussoorie is fast becoming an important hub for adventure sports as a large number of tourists are attracted to paragliding.

A paragliding centre is situated near the Mussoorie lake. It has seen an upsurge in the number of participants.

Ronnie, a Delhi University student on vacation, said he thought of experiencing the joy of paragliding along with his friends to make the tour a memorable one.

Suniti, a teenager, after experiencing the ride today, said her dream of soaring like a bird had been fulfilled.

“The breathtaking view while flying down was a wonderful experience,” said Neha, a student from Mumbai.

Sandeep, another tourist, said he was afraid of paragliding, but after seeing teenagers doing it with ease, he could not stop himself from experiencing it.

The paragliding operators at the Mussoorie lake said the business wasbetter than last year and the early closure of rafting on the rivers helped them.

The operators were of the view that due to the stringent norms, they were unable to take up the activities under adventure sports as full-time career option.

Rakesh Rawat, owner of the paragliding club, asked the government to ease the norms so that more unemployed youth could be benefited from such activities in the state.

Yogendar Gangwar, district regional tourist officer, said stringent laws were necessary to regulate the adventure sports to reduce the risk to life of tourists. He added the department was also planning to run several adventure foundation courses at Hathipaon to train the youth so that they could be self employed.

Nishank: Mookerjee was a visionary leader

Jan Sangh founder Shyama Prasad Mookerjee was an eminent freedom fighter, visionary and the one who laid the foundation of the present BJP. Ramesh Pokhriyal Nishank, Haridwar MP, said this at the party office at Devpura while paying tributes to Shyama Prasad Mookerjee on his 61st death anniversary.

Nishank also highlighted Mookerjee’s role in paving the way for the Jan Sangh-BJP ideology.

“Mookerjee was the Minister for Industry in the interim government led by Pandit Jawaharlal Nehru. He resigned on the issue of the Delhi pact signed with Pakistan Prime Minister Liaquat Ali. He later formed the Bharatiya Jana Sangh in 1951. While Deen Dayal Upadhyay was the moving spirit behind the Bharatiya Jan Sangh, whose organisation skills were unmatched, Mookerjee laid the foundation stone of the party, which is today the largest party of the country,” said Nishank.

The Haridwar MP said Mookerjee raised the issue of the plight of Hindus in East Pakistan. Later, he opposed Section 370 of the Constitution that grants a special status to Jammu and Kashmir saying lakhs of Hindus had migrated from Kashmir to other states of North India, particularly Delhi.

The BJP district youth wing unit criticised the Congress-led Uttarakhand government for playing politics over the names of legendary figures after whom several educational and other institutions were named during the previous BJP government. Party leaders also criticised the state government for changing the name of Shyama Prasad Mookerjee University.

Divisional president the BJP youth wing Ashish Sharma said Mookerjee’s contribution to the Indian freedom movement was immeasurable and the Congress leaders had always tried to play it down.

IAF team to inspect work on helipad in Kedar valley

A team of the Central Government and the Indian Air Force (IAF) is likely to visit the Kedar valley on June 30 to inspect a helipad being constructed for landing an MI-26 
helicopter.

The Centre on the request of the state government has agreed to station an MI-26 chopper in the Kedar valley for a short duration so that it could be used for airlifting heavy equipment required for restoration works. As of now, the landing of the helicopter, which is a high altitude and high-capacity chopper, is possible only at the Gauchar helipad. Last year too, the Centre had requisitioned an MI-26 helicopter but its use remained limited due to inclement weather.

To tide over the problem, the Centre decided to construct a helipad in the Kedar valley. “The dismantled heavy equipment required for restoration works can be ferried to the Kedar valley in one go if we have a helipad there. It will become operational after receiving a clearance from the Centre,” said Subhash Kumar, Chief Secretary.

An MI-17 standby helicopter is also stationed at Gauchar for the past 15 days for airlifting pilgrims and equipment in case of any emergency. However, barring a few flights that were used for carrying heavy equipment for the past few days, the helicopter has not flown due to inclement weather.

Ravinath Raman, Director General, Information Department, said the Chief Minister gave strict instructions for the completion of all pending development works before the monsoon arrives. He said the officials were instructed to expedite relief works in the disaster-hit areas of the state. The District Magistrates were also instructed to set up a control room in order to monitor natural disasters.

Raman said the officials were told to publicise control room and emergency numbers for the use of residents of the state. They were todd to coordinate with different government departments to complete all pending development works in the given 
time frame.

Health and medical services in Champawat and Pithoragarh districts are in a pathetic condition and though viral infections spread frequently in these areas, doctors and essential medicines are not available. Some patients had reportedly died due to the alleged negligence of doctors in the Lohagahat area two days ago.

A delegation of local residents today met the Chief Medical Officer, Champawat, Dr Harish Chandra, and apprised him of the situation at the community health centre (CHC), Lohaghat, which was given to Sheel Hospital of Bareilly under the private public partnership (PPP) mode in October 2014. “The CMO admitted that local people are facing a tough time after the hospital was given on the PPP mode,” said Lata Verma, chairperson of the Lohagaht nagar panchayat.

Verma said Lohaghat residents were unhappy with the negligent attitude and rude behaviour of the doctors at Sheel Hospital. Against 12 posts the hospital has only six doctors.

Remote subdivisions of Pithoragarh district are also facing a shortage of doctors and essential medicines even though people of these areas are suffering from viral infections these days. “In Gangolihat where diarrhoea has spread to several villages, ORS mixture and glucose bottles are not available for over 12 children admitted to hospital,” said Kalyan Singh Dhanik, a resident of the Gangolihat area.

Medical services are also in a pitiable condition in Munsiyari and other subdivisions of Pithoragarh district as no pediatrician or physician is available in the district hospitals though several viral diseases have spread there. While a physician has been posted on the Kailash Mansarowar yatra duty, the only child specialist is on leave. A viral infection has spread in Munsiyari town and people are suffering from water-borne diseases due to the dumping of garbage in the town following court order not to dump it at the old place. “As the immune system of children is sensitive, they may fall ill in large numbers and need immediate treatment,” said Vipin Chandra Joshi, a researcher on viral diseases.

Rain in Mussoorie spells relief for tourists, residents

Mussoorie, June 24
Heavy showers lashed Mussoorie today, bringing respite from the blazing heat over the past several days in Mussoorie today. People scampered for cover as it started raining around evening.

The showers resulted in a dip in the temperatures that had been hovering from 25°C to 30°C over the past few days.

The tourists scurried to get umbrellas from shops. Many tourists were seen buying warm clothes for their siblings because of the rain here.

Shweta, tourist from Chandigarh, said the moderate showers were a welcome relief from the soaring temperatures. Vibhuti from Dehradun said she enjoyed the rain as she got drenched.

Villagers from adjoining areas also had something to cheer about as the moderate rain brought in some much-needed water for irrigating their fields.

A farmer from Kolti village, S Rawat, said they had been praying for rain for the past several days. “The rain will be good for chilli and other vegetables,” he said.

Businessmen also had something to cheer about as the fresh spell of rain cooled the environment in the town, bringing tourists out of their rooms.

56% polling reported in last phase of panchayat polls

Over 56 per cent of polling was reported till 3 pm in the third and final phase of the panchayat elections in Uttarakhand today.

The elections were held for 16,721 posts of member of gram panchayats, 2,548 posts of pradhan of gram panchayats, 1,034 posts of member of kshetra panchayats and 134 posts of member of zila panchayats in 30 development blocks of 12 districts. A total of 17.2 lakh exercised their right to franchise. “The elections passed off peacefully in the last and final phase of the elections for which 2,886 polling centres and 3,777 polling booths were set up,” said Suberdhan, Uttarakhand Election Commissioner.

Long queues were seen at the polling booths since morning as eager voters waited patiently for their turns to cast vote.

According to the State Election Commission, till 3 pm 50.83 per cent voting was recorded in Almora district where polling was held in Lamgada, Dahauladevi, Takula, Basiyachana, and Hawalbag blocks.

The voting percentage various districts were: Udham Singh Nagar (Rudrapur and Gadarpur blocks), 61.30; Champawat, 54; Nainital (Bhimtal and Haldwani blocks), 57.45; Pithoragarh (Kanalichina, Munakot and Pithoragarh blocks), 56.05; Bageshwar (Kapkot block), 49.74; Uttarkashi (Naugaon and Chinyalisaur blocks), 61.97; Chamoli (Joshimath, Ghat and Dasholi blocks), 57.59; Rudrprayag (Agustmuni block) 54.50; Pauri Garhwal (Pauri, Pabo, Kot, Khirsu and Kaljikhal blocks) 58.27; Tehri Garhwal (Devprayag, Kirti nagar and Narinder nagar blocks), 52.85; and Dehradun (aipur and Doiwala blocks), 54.77.

70% turnout in Kumaon

Pithoragarh: Nearly 70 per cent polling was recorded in the third phase of the three-tier panchayat elections in the Kumaon region on Tuesday.

The polling was held in the Moonakot, Bin and Kanalichina blocks of Pithoragarh, and Champawat districts; Lamgara, Dhauladevi, Takula, Bhaisiachana and Hawalbagh blocks in Almora district; the Kapkot block in Bageshwar district; the Rudrapur and Gadarpur blocks in US Nagar district and the Bhimtal and Haldwani blocks in Nainital district.

District election officers have now started preparations for the counting of votes to be held on June 27.

A training session for staff on counting duty would be organised in a day or two,” said Dr Anand Sriwastava, Chief Development Officer, Pithoragarh.

Sriwastava said 129 counting tables had been set up at the block headquarters of the district. “Twenty seven tables have been set up in the Gangolihat block and 20 each in the Kanalichina, Dharchula, Munsiyari and Berinag blocks. The Moonakot and Didihat blocks will have 14 counting tables each,” added Sriwastava.

MD counselling for Uttarakhand quota

After three rounds of counselling for PG (MD) course (state quota and All India seats), the final counselling would now take place on July 9 and 10 for the remaining two seats in Government Medical College Haldwani.

Three rounds of counselling have been conducted so far. Counselling was held for 20 All India and 19 state quota seats for admissions in Post Graduate (MD) courses in Government College (Haldwani), two All India quota and two state quota seats in Government College Srinagar and 17 management seats and 17 state quota seats in Sri Guru Ram Institute of Medical and Health Sciences.

The final phase of counselling would be held on July 9 and July 10 for the six remaining seats. “The number of vacant seats could still increase or decrease, depending on the choice that the candidates finally make as they apply for admission in several colleges. But our aim would be to fill all the seats,” said Dr RP Bhatt, Director, Medical Education (Uttarakhand).

Meanwhile, the second round of counselling for filling of three state quota seats of medical and dental (MBBS/BDS) courses through UPMT will be conducted from July 10 to July 24.

Out of a total of 170 state quota seats, all 85 seats have been filled for Government College Haldwani and out of 85 seats for Government College Srinagar, a total of 82 seats have been filled.

Counselling would now be held for three seats reserved for Scheduled Caste and physically challenged candidates in July.

Three rounds of counselling have been conducted so far. Tanush academy win by 90 runs

The host Tanush Cricket Academy (TCA) defeated the RPCA cricket club by 90 runs in the ongoing Under-19 Continental Cricket Cup at the Tanush Cricket Academy here today. Batting first, TCA made 169 runs with Parmod making 50 runs, followed by Gaurav who made 32 runs. In reply, the RPCA team performed dismally during the chase and was bowled out for 89 runs. Pawar scored the highest 19 runs for the losing team. Parmod took four wickets for TCA.

In the second match, TCA defeated Muzaffarnagar by 4 wickets. Batting first, Muzaffarnagar scored 125 runs with Vikrant scoring the highest 28 runs while Imran made 27 runs. In reply, TCA easily achieved the target with the help of a half century by Amit. Sumit scored 38.

Committee to suggest solution to Mussoorie traffic problem

The state government has decided to set up a committee under the Mussoorie-Dehradun Development Authority (MDDA) to find and recommend to the government alternative solutions to traffic problem faced in the hill town. The decision was taken as local police and the administration has failed to handle the traffic problem.

Thousands of tourists visiting Mussoorie had a harrowing experience as they were stranded in traffic jams for hours without water and food and were late diverted to other nearby places like Dhanolti and Kempty Fall. “We have parking space for only 1,500 vehicles in Mussoorie, while more than 8,000 vehicles entered the hill city last weekend. It was difficult for the police and the administration to streamline vehicular movement,” said Jaya Baluni, Circle Officer (CO), Mussoorie.

Notably, there is a proposal of constructing a four-level parking for 700 vehicles at Picture Palace, which is expected to be operational in the next couple of years. “The problem might lessen once the new parking lot is constructed. Even that parking place will not be sufficient to accommodate a large number of vehicles in a small city like Mussoorie,” said Baluni.

She said around 3,000 to 3,500 vehicles entered Mussoorie daily last weekend, which deteriorated the situation. The administration allowed vehicles to be parked on both sides of broader roads in the city, but even that did not help. Dehradun SSP Ajay Rautela said Mussoorie and Dehradun were seeing a heavy influx of tourists this season. Mussoorie is experiencing a heavy tourist inflow and long traffic jams nowadays.

WB to fund repair of water schemes

The Uttarakhand government will receive Rs 167.0588 crore for the repair of around 5,008 water schemes that were damaged in the natural disaster last year.

The assistance will come from World Bank (WB), the National Rural Drinking Water Programme, and the Chief Minister’s Relief Fund.

It has been stated that the World Bank would fund nine water schemes at Srinagar, Bageshwar, Kapkot, Dharchula, Uttarkashi, Gauchar, Rudraparayag, Karnprayag, Devprayag under the project for which the total outlay is Rs 72 crore.

“In the first phase, we have carried out temporary restoration work on the projects, but as most of the schemes were destroyed in the disaster, these will be recast anew,” said DD Dimri, who is working as Chief General Manager (CGM) with Jal Sansthan.

As many as 4,469 schemes have been temporarily restored. The government is said to have received Rs 112.20 crore for taking up the work on 4,927 schemes.

Harish Rawat asks Gowda for more railway services in state

Chief Minister Harish Rawat has urged Union Railway Minister Sadanand Gowda to expand rail services in the state saying Uttarakhand is a strategic hub of religious tourism, .

In an extensive proposal sent to Gowda, the Chief Minister also asked him to start the projects approved in the last Railway Budget, besides clearing new proposals. “Uttarakhand is an international pilgrimage and tourism destination. Tourists and pilgrims from India and abroad, almost twice the state’s population, visit the state. Strategically, it shares international border with China and Nepal. China has extended its rail, road and air network right up to the border and as such expansion of rail projects in Uttarakhand are necessary,” he added.

Rawat apprised the Railway Minister of Gairsain being developed as the summer capital of the state and said a rail track between Ramnagar and Chaukhutia was approved in the last Railway Budget. “This is important as it will make Gairsain more accessible. It will also serve strategic purposes. Besides, land transfer is in the last stage for the Rishikesh-Karnprayag rail track. The Tanakpur-Bageshwar railway line has been approved under the National Plan. After the state government made payment of its share of land acquisition cost for the Kiccha-Khatima line (57.7 km), the Union Government needs to act speedily on the implementation of the project. Also, quick action is required for the development of the Roorkee-Muzzafarnagar rail link,” said the Chief Minister in the proposal.

He underlined the significance of a Saharanpur-Dehradun line and said at present all trains from Dehradun had to take a circuitous route to Saharanpur via Haridwar, Laksar and Roorkee. “The survey on the Saharanpur-Dehradun route has been completed. This will pass through Herbertpur (Vikasnagar) and provide services to the people of the Yamuna valley, tribals of Chakrata-Tyuni, as well as tourists. It will relieve pressure on the Haridwar route,” he added.

“The survey for a rail line between Dehradun and Rishikesh that was approved in the last budget has been completed. The project requires immediate implementation. Similarly, the twin-tracking of the Laksar-Roorkee-Haridwar rail line is extremely important, but it is pending. Because of this, the necessary electrification of the track is also pending. The single track causes delay in running of trains,” he said.

“In the previous Railway Budget an announcement was made regarding the Haridwar-Kotdwar-Ramnagar direct link. The Railways has also completed the survey on the Kashipur-Nazibabad via the Dhampur rail line. In public interest it is necessary to clear this project so that the line could be used to connect Tanakpur with Dehradun. Besides, announcements were also made on conducting surveys on the Rishikesh-Doiwala direct link, and Haldwani-Chorgaliya, Haldwani-Reetha Sahib, Piran Kaliyar-Roorkee/ Haridwar, Dehradun-Purola (along the Yamuna), Dehradun-Kalsi and Tanakpur-Jauljivi railway lines, which ought to be implemented,” he said.

The Chief Minister suggested implementation of major projects on the PPP mode to overcome difficulties being faced in improving the vastly crowded pilgrim and tourism routes connecting places like Haridwar, Rishikesh, Piran Kaliyar, pilgrim sites on the Ganga. “An elevated railway line could be built on the PPP mode on the Delhi-Haridwar-Rishikesh route to provide better services to tourists. It will prove profitable from the FDI point of view also,” said Rawat.

‘Social responsibility legal binding on corporates’

Anil Jaggi, corporate social responsibility (CSR) consultant-cum-board member of the Institute of Corporate Sustainability Management (ICSM), said here yesterday that the Company Act 2013 had made CSR legally binding. There are around 16,000 companies in India which are to set up full-fledged CSR departments, and will be spending around Rs 22,000 every year i.e., 2 per cent of profit after tax (PAT) as CSR.

Addressing mediapersons at a press conference, Jaggi said the country required more than 1 lakh CSR trained professionals for different corporate, and business houses, foundations and NGOs.

He added the institute would run an MBA (CSR) course, which was the need of the hour. It would contribute to sustainable nation-building.

He said besides organising a series of national and international training workshops, seminars and publications in the area of CSR and corporate ethics, the ICSM conducts research and offers a Ph D in CSR. The ICSM also offers management development programme (MDP) and postgraduate certificate course in CSR of three months for serving professionals.

‘Principals shape future of teachers’

Teachers play a pivotal role in shaping the future of students but principals shape the future of both students and teachers.

Shriniwas Shukla, convener of the Uttar Pradesh Principal Council, stated this at the inaugural session of the two-day annual convention of principals at the Akhil Bharatiya Gayatri Teerth Shantikunj here today. More than 200 school principals from Uttar Pradesh are participating.

Shukla said discipline could take students and teachers forward on the path of long-term success. “Students are full of vigour and enthusiasm. They need to be oriented in a positive direction. Teachers should know the art of channeling students’ energy positively. Besides honing their basic learning skills, it’s imperative that we channel these to develop in them creative skills. There is a need to inculcate in students morality, humanity, respect for nature, personality and courage,” said Dr RP Karmayogi, Director of Education Department, Dev Sanskriti University.

Yale varsity expert to talk on forests

A representative of Yale School of Forestry, Yale University, USA, will be in Dehradun on June 28 and 29 to hold deliberations on ‘Forests of the Western Himalaya: Conservation and Restoration of Ecosystem Services in a time of Climate Change’.

The two-day workshop will be held in assistance with the Centre for Ecology, Development and Research, Dehradun. It will focus on forest conservation in the Himalayas, widely recognised as being key to sustained ecosystem services such as hydrological balance, mitigating climate change, biodiversity conservation and rural livelihoods. Rajiv Bhartari, Chief Conservators of Forests, Uttarakhand, will be among the key speakers from India.

Bhartari said the meeting proposed to bring together the experience of natural and social scientists working on the Himalayan ecological issues. “This is required to fully understand the linkages between human activities and the decline of the forest ecosystem services and develop mitigating and restorative strategies for the Himalayan forests,” he added.

Bhartari said the Himalayan forests faced a threat of degradation due to climate change, improper land use and extensive infrastructure development, including dams and highways. “The workshop holds much significance in this regard. Forest restoration, forest-based livelihoods and hydrological services will be among the important topics to be discussed,” he added.

Sonia on personal visit to Kausani

Pithoragarh, June 24
On a personal visit to the serene and cool hilltop of Kausani in Bageshwar district these days, Congress president Sonia Gandhi today visited Rudradhari Shiv Mandir near Kausani village and took a walk in the lush tea gardens of the area. She arrived here on Sunday.

According to local social worker Neeraj Joshi, Sonia is staying at the house of Suman Dubey, a family friend. “We are not in a position to part with any information about the Congress president’s visit. The district administration has simply been asked to provide security in the area as some VVIP is to visit the place,” said Bageshwar District Magistrate BS Manral.

“One room in almost every hotel in Kausani has been occupied by security personnel as a high security cover has been provided around Suman Dubey’s house. Neither the local media nor any local Congress leader was allowed near Dubey’s house,” said Neeraj Negi, a local who has been witnessing Sonia’s visits to the area over the years. — OC

Hotels release sewage on Mall Road

Mussoorie, June 24
Under cover of heavy rain, several hoteliers released sewage from their units on Mall Road near Rialto Cinema today. This caused inconvenience to tourists and residents in Mussoorie.

Shopkeepers in the area expressed resentment saying it had become a habit with the hoteliers to release sewage on Mall Road whenever it rains.

Executive Engineer, Jal Sansthan, DP Pokhriyal said such hoteliers had been served notice in the past. Officials have been sent to the site to initiate action against the guilty hotels, he added.

Residents and shopkeepers said most of the hotels in the town did not have septic tanks but had been given licences to go about their business. They demanded strict action against such hotels and revocation of their licences. A sewage treatment project under JNNURM is said to be underway. “For now, residents are having to put up with such nuisance due to the apathy of the departments concerned,” said a shopkeeper. — TNS

BJP leader from Kumaon Rekha Arya joined the Congress today. Arya joined the party at AIIMS in Delhi in presence of Chief Minister Harish Rawat and state 
Congress president Kishore Upadhayay and others. 
Chief Minister Rawat is admitted in AIIMS and is being treated there.

Arya was perturbed after the BJP refused to allot her a party ticket from the Someshwar Assembly seat, byelection for which is to be held shortly. — TNS

40-yr-old man found dead

Dehradun, June 24
Sanjay Verma, 40, was found dead in his house at Chakhuwala here today.

As a foul smell was coming from Verma’s house, his neighbours reported the matter to the Dhara chowki police. A police team reached the spot and broke open the main door of the house. Sanjay was found dead in his bedroom. No suicide note was found from the room. The body has been sent for a post-mortem. — TNS
