Twenty children trafficked from Samastipur, Bihar, and districts of Jharkand to Delhi were rescued from four shoe stitching and rice bag making units in Alipur today during a raid conducted after a month long identification process and complaint by an NGO, Bachpan Bachao Andolan, to the local SDM.

Govt prepares project to clean Yamuna

With an idea to check the pollution in the Yamuna, the Delhi government today decided to treat all the drain water before it falls in the river.

This decision was taken by Delhi Lieutenant Governor Najeeb Jung after a report submitted by a team of Delhi government officials visited Gujarat earlier this month to study Ahmedabad's Sabarmati riverfront project.

The Delhi Jal Board (DJB) will set up an interceptor sewer with a length of 59 km along the three major drains (supplementary, Najafgarh and Shahdara) to intercept sewerage from around 190 subsidiary small drains and transport it to the nearest Sewage Treatment Plant (STP) to ensure that only treated effluent is discharged into these major drains.

"Around 70 per cent of pollution load in the river shall be reduced by this effort," said a statement issued by the Lt Governor today.

The already existing interceptor sewer between Aruna Nagar JJ Cluster up to the outfall of Khyber Pass drain, which intercepts untreated sewage from Sweeper Colony, Magazine Road and Khyber Pass drain, will be made fully-functional by June 2015.

The discharge intercepted from these drains will be pumped to Nigam Bodh SPS and taken to the existing Okhla STP, which has a total treatment capacity of 170 MGD.

Metcalf House, Qudsia, Mori Gate, Tonga Stand, Civil Military drain will be intercepted into the existing Ring Road trunk sewer which has recently been rehabilitated under Yamuna Action Plan-II.

The sewage collected from these drains will be pumped to Okhla STP through Ring Road SPS and this work will be completed by June next year.

Concurrently, to utilize all the STPs at their treated capacity, around 100 km of trunk sewer has been rehabilitated and the rehabilitation of peripheral sewer in a length of 168 km is under process, which will take another three years.

All the new STPs at Pappankalan, Nilothi, Delhi Gate, Chilla and Kapashera have been designed for achieving high standards of treated effluent - Bio Oxygen Demand (BOD) below 10 and suspended solids below 10 PPM.

The DJB is also in the process of laying of sewerage system in unsewered area for which the Sewerage Master Plan 2031 has been prepared.

Minor gangraped, four held

A minor girl was allegedly molested by a youth at a mall in Rajouri Garden, West Delhi, and then gangraped by three others who had rescued her last evening.

The police apprehended the four accused from different areas of Delhi today.

The 17-year-old girl told the police that she had gone to the Westgate Mall in Rajouri Garden last evening with a female friend of the same age. About 7 pm, they came across an 18-year-old youth, Akash, whom she had never met before. Akash offered to provide entry in a nightclub to the two girls and they agreed.

The girl alleged that she was molested by Akash at the mall after she got drunk on consuming vodka and was busy dancing. She claimed that she feared her drink was spiked with sedatives by him.

"The girl has stated that three other youths saw Akash molesting her and stepped in to rescue her. They fought with Akash and chased him away," a police officer said.

The three youths then asked the two girls to accompany them to an apartment at Dwarka in southwest Delhi. "While her friend slept in a room there, the three accused allegedly gangraped the victim in another room. The girl said she was vaguely aware of being sexually assaulted and was unable to resist them as she was semi-conscious because of the drink," the officer added.

On waking up this morning, the girl learnt that she had been raped. She then approached the police who sent her for a medical test and registered a case of molestation against Akash and gangrape against Vicky (20), Gulshan (19) and Asgar Ali (26).

The victim has claimed she knew none of the accused before meeting them. Gulshan and Asgar run their own businesses, whereas the other two are students, said officer. They were caught today.

The officer said the police are also investigating whether the victim's friend, who had accompanied her to the mall as well as to the Dwarka flat, was acquainted with any of the accused. The victim's father is a vegetable seller in West Delhi.

Man kills wife, dumps body near Metro station

New Delhi, June 24
A man was arrested today for allegedly murdering his 23-year-old wife, then placing her body in a bag and disposing of it in the Yamuna Khadar area, east Delhi.

The man has been identified as Om Prakash. The police said that he is an MBA and works with Airtel.

Prakash and Neetu married on November 13 last year. "Soon after the marriage, they would regularly quarrel with each other. When Prakash would call Neetu, her mobile phone number would be busy. He became suspicious of her character," said Ajay Kumar, Deputy Commissioner of Police (East District).

On June 8, Neetu went to her parents' house at Kalyanpuri in East Delhi. On the morning of June 21, Prakash allegedly called Neetu and asked her to come to the Noida Sector 18 Metro station. He took her to Atta Market at Sector 18, NOIDA, in his Santo car.

"While eating some snacks there, they indulged in an argument. After that he drove the car to an isolated place and strangled her. Then he disposed of her body in a bag at Yamuna Khadar in Mayur Vihar," said the officer.

At the instance of Prakash, the police recovered Neetu's body from Yamuna Khadar. A case of murder and destruction of evidences has been registered and Prakash has been arrested.

Before his arrest, about 10.30 pm on June 21, Neetu's father, Dinesh Kumar had arrived at the Kalyanpuri police station and reported that she was missing since 11 am. "As per his statement, Neetu told her mother that she was going to meet her husband," said Kumar.

A missing report was lodged at the Kalyanpuri police station on June 21. "Prakash had accompanied Dinesh to the police station for lodging Neetu's missing report. He also actively participated in the police search for her," said the officer.

The police learnt that the June 21 CCTV camera footage of the Mayur Vihar Phase-I Metro station showed that Neetu was alone there. Another CCTV camera footage showed that Neetu was with Prakash at the Sector 18 Noida Metro station. "This was major contradiction in Prakash's statement. After sustained interrogation, he confessed that he murdered his wife and disposed of her body at Yamuna Khadar," said the officer.

Mandi House-Central Sec line to start on June 26

People travelling in Metro rail will be able to use Central Secretariat to Mandi House route of Delhi Metro Rail Corporation (DMRC) from June 26.

"The Central Secretariat-Mandi House section has received the mandatory safety clearance from the Commissioner of Metro Rail Safety (CMRS) and the line is expected to be open for commercial services for the public on June 26," said Tamojit, DMRC spokesperson today.

He said that Union Urban Development Minister M Venkaiah Naidu would flag off the train from the Mandi House station at 9.30 am on June 26.

The 3-km-long underground corridor consists of two stations - Janpath and Mandi House - where interchange facility with the currently operational Line 3 (Dwarka Sector 21 - NOIDA City Centre) is provided.

Earlier, commuters had to change at the Rajiv Chowk Metro station to use the Noida-Dwarka line, but the opening of this section will provide a huge relief to those travelling on the route to Noida or Dwarka, he said.

The section, which is among the first lines under phase III to be thrown open to public, is expected to benefit 70,000 additional commuters.

Now SMS feedback on dialling 100

In a move to give assurance that help is on its way, the Delhi Police will soon launch a system that will immediately send an SMS on the arriving Police Control Room vehicle to a caller who dials 100 to report a heinous crime.

The system has been devised in such a manner that a report on the crime in the form of an SMS will be sent to the police station's station house officer concerned, the district's Deputy Commissioner of Police and the head of the police range.

The system is likely to be implemented within the coming 15 days and a month, according to police sources.

"It is the integration of the emergency response number 100 system to the police station and the C4i," said the sources. The C4i stands for command, control, communication, coordination and integration, which monitors the 4,000 odd CCTV cameras installed across Delhi. As a security arrangement, it was launched during the 2010 Commonwealth Games held in Delhi.

How does the system work? The Delhi Police first began connecting their Central Police Control Room (CPCR) to all the police stations under its 11 districts in the national Capital. So when a person dials 100, the call is received by an operator at the CPCR, the details given by the person in distress, including the place of occurrence, is typed by the operator online and is sent to the local police station, the district control room and the "dispatcher", who informs the nearest Police Control Room vehicle.

The police stations of two districts, Outer and North, are yet to be connected to the CPCR. Only after they are connected, if a distress call on 100 is on any of the 11 heinous crimes, such as robbery, murder, rape, fire and bomb blast, then the CPCR operator will also inform the C4i.

"The C4i will then immediately send an SMS to the distress caller informing him or her that a PCR vehicle is on its way. The SMS will read like 'PCR van victor 2-4 is reaching you'. The idea behind this system is that the caller will get satisfaction that the police have responded. What happens now is that sometimes a distress caller would dial 100 close to 10 times to know what the response is," said the sources.

20 children rescued from shoe making units

Twenty children trafficked from Samastipur, Bihar, and districts of Jharkand to Delhi were rescued from four shoe stitching and rice bag making units in Alipur today during a raid conducted after a month long identification process and complaint by an NGO, Bachpan Bachao Andolan, to the local SDM.

Four employers have been arrested in this raid and one of the units has been sealed. The rescue operation was conducted by the district task force which comprises SDM, Delhi Police, Labour Department and members of the NGO.

The children were working in unhealthy conditions and were not paid a single penny. One could see 10 people working in a small room with no access to adequate lights.
