Vendors ‘overcharging’ at bus stand, railway station

Stall vendors at the bus stand and railway station of the city appear to be overcharging the passengers who buy eatables from their stalls. People seem to be quite fed up with the overcharging but silently buy the things as they do not have any time to go to station superintendent for the complaint or bus stand in charge.

Central jail project running behind schedule
Bathinda, June 15
Construction work of the modern jail project on the outskirts of the city at Gobindgarh and Khialiwala village appears to be going on at a snail pace. A Mumbai-based company, Sunil Hitech, was given the contract at a cost of Rs 169 crore by the PWD, in October last year. But only 10 per cent work has been completed so far. The company was given 18 months to complete the allotted work.

Police detain BKU activists

A large number of activists of the Bharatiya Kisan Union (BKU) Ekta Ugrahan and the Punjab Mazdoor Union were stopped from carrying out protest march in Chathewale village of Talwandi Sabo. These activists are protesting to create awareness among villagers to not to support the SAD.

Turncoat leaders, who had turned their loyalty towards Shiromani Akali Dal (SAD) from the Congress party in the recent past, are still connected with their old party through the social networking site Facebook. Moga MLA Joginder Pal Jain, who joined the SAD after resigning as MLA from the Congress party last year and then won the by-election on SAD ticket, still has a soft corner in his heart for the Congress party as he has mentioned the names of Rajiv Gandhi, Sonia Gandhi and Rahul Gandhi as inspirational persons for him on Facebook.

Admn silent on illicit liquor recovery
Bathinda, June 15
After more than 24 hours of recovering liquor worth more than Rs 2 crore from Talwandi Sabo, the district administration is silent on investigations into the case. Ahead of the Talwandi Sabo by-elections, when the Chief Minister is busy in holding sangat darshan programmes, the police seized two (ten-tyre) trucks loaded with different brands of foreign made liquor and arrested four accused under different Sections of the Excise Act in Talwandi Sabo police station yesterday.

Case registered against 150 IEVU activists for blocking traffic

The Thermal police have registered a case against Harpreet Singh, president, Inclusive Education Volunteer Union and 150 unidentified volunteers of the union for blocking traffic outside the Rose Garden on Saturday. It is pertinent to mention that the volunteers staged a protest outside the garden demanding their salaries from the state government, which government had not paid for the last three months.

The Improvement Trust in Bathinda has been caught on wrong foot again for not completing projects on time and instead asking investors to deposit non-construction charges of plots. District consumer forum has directed the trust not to ask for the money without providing all amenities and instead pay Rs 5,000 fine.

The District Consumer Dispute Redressal Forum order held significance in wake of the trust’s project of 96 flats and two penthouses in Transport Nagar which has also met the same fate. Not completed in time, it has caused an embarrassment for the trust rather the prized possession it was projected to be.

In the case decided by the forum, Dewan Chand Garg, a resident of Namdev Road, stated that he had bought a plot from the trust in Transport Nagar area in 2010.

The Trust had committed that within two years from its launching of the Transport Nagar Scheme all the basic necessities and civic amenities will be provided to the general public who purchased the plots in the said scheme.

However, till date, there are no civic or basic necessities as the roads are not prepared, most of the roads are muddy and kacha, poles have been installed but 80 per cent of them are without street lights and waterworks tank is still under construction.

However, underground tank is established but there is no water supply pipe line in the Transport Nagar. There are 5-6 feet ditches in the plots and are not numbered. Even boundary walls are incomplete.

Garg added that though basic necessity of sewerage system is laid down and sewerage treatment chamber is established in next colony of Transport Nagar, which is Dairy Development Colony, but there i no treatment plant sewerage treatment chamber.

The conditions of parks were very poor and there are 7 to 10 feet high bushes and no one can enter in the parks or plots.

The complainant further alleged that as per rules and by laws of the Punjab Urban Development Authority, Haryana Urban Development Authority, DDA and Urban Development Authorities of other States, if after receiving 25 per cent cost of plot, development of area is done by provision of roads, water supply, sewerage, street light and only then offer of possession is sent to the consumer/owner of the plot.

Trust served Garg a notice stating that trust demanded Rs. 85,833 from the complainant as non-construction fee. Garg reasoned that since trust has till date not provided basic necessity whereas the total price of plot has already been deposited in 2010.

Garg sought withdrawal of Rs 85,833 with rate of interest on the total deposited amount since April, 2010, along with compensation and cost.

After listening arguments, the forum directed the trust to pay Rs 5,000 fine and order to withdraw Rs 85,833 it has demanded. It has observed that since all installments of plot in question stands paid, trust has been directed to complete basic necessities in area in question as per its commitment at the earliest possible.

Former councillor terms sangat darshan as farce

Terming the Sangat Darshan programme of Chief Minister Parkash Singh Badal as farce, a former municipal councilor today demanded fees concession in the government educational institutes for the children of 1984 riot victims.

The former councillor sharing his harrowing tale of running from pillar to post to get the already announced concession by the Punjab government for the 1984 victims threaten to launch a stir against the Punjab Government.

The former councillor of ward number seven, Mohinder Singh Sohal accused the Badal family of indulging into wasteful expenditure by holding sangat darshan programmes and wasting the hard earned money of the tax-payers.

He lamented that there was hardly a single problem of individuals discussed or resolved during the sangat darshan programmes.

The former councillor, who was earlier associated with the ruling SAD-BJP alliance alleged that the problems of only those people are resolved during the programme who are already close to the mighty leaders and are well connected.

Giving numerous examples of city residents who failed to reach the Chief Minister during sangat darshan, he added that a file pertaining to the concession, in fee of an engineering student was put up for consideration during the CM’s program on 15 January this year. The councillor said he spent his entire day to get the file marked from the Chief Minister amidst heavy security and chaos.

After getting the file marked from CM on 15 January, the file was handed over to the Deputy Commissioner.

On 29 January, the Deputy Commissioner, seeking a report from patwari, further sent this file (number: 768) to the area patwari.

The patwari sent that file to the kanugo. The kanugo further put up the file to Tehsil Postal Clerk on February 14, where the file number was mentioned as 828. The clerk sent this file to the office of SDM (with 4905 number). The SDM on same day further sent this file back to the office of the Deputy Commissioner (with No. 86601).

The former councillor further rued that he had made more than 10 rounds in the office of the Deputy Commissioner in the last three months to enquire about the file-which was once marked by the Chief Minister during his sangat darshan programme-but failed to get any response.

“We have lost the file and you should contact the Chief Minister at another sangat darshan. These days, he is holding similar programmes at Talwandi Sabo,” this is how the officials of the Deputy Commissioner would respond, said the councillor.

Chief Minister Parkash Singh Badal and the newly appointed Deputy Commissioner Basant Garg could not be reached for comments despite repeated attempts.

Stall vendors at the bus stand and railway station of the city appear to be overcharging the passengers who buy eatables from their stalls. People seem to be quite fed up with the overcharging but silently buy the things as they do not have any time to go to station superintendent for the complaint or bus stand in charge.

Vendors at the railway station are charging Rs 20 per water bottle instead of Rs 15 as the MRP; cold drinks Rs 30 instead of Rs 25 as its MRP. Even the Amul stall near platform number 7, which is entitled to sell only Amul products, is selling patties, cold drinks, chips opening without any fear as railway authories hardly keep check on it.

Sources claimed that this business of overcharging is going on in connivance with railway officials. As there is old food joint of railways at the statiaon, where food is provided at subsidiary rates.

But people do not know that it is there at station because railway officials never took the incentive to advertise it or bring it to some other location where passengers can know that it is open and it has not been repaired for last many years.

Commercial Movement Inspector (CMI) NR Khan said they have pasted the rate list on each kiosk at the station. Passengers should come to them with complaint if they are being over charged.

Condition is quite similar at bus stand as vendor there are also overcharging and selling the sub-standard food products and this all is going under the eyes of bus stand management.

Vendors there are selling chips at the price of Rs 30 instead of MRP Rs 20, cold drink at Rs 30 and many more products. Vandana, a resident of Ajit Road, said when her son compelled her to buy chips she was charged Rs 30 for the chips packet of which MRP written was Rs20.

While another passenger who had came from Hanumangarh said he used to come to Bathinda frequently and many a time, he had brought water bottle from here and rate was not written on it. It is pertinent to mention that the drinking facilities are railway station and bus stand is quite inadequate and with souring mercury passenger had to buy water from these stalls on more prices.

Central jail project running behind schedule

Construction work of the modern jail project on the outskirts of the city at Gobindgarh and Khialiwala village appears to be going on at a snail pace. A Mumbai-based company, Sunil Hitech, was given the contract at a cost of Rs 169 crore by the PWD, in October last year. But only 10 per cent work has been completed so far. The company was given 18 months to complete the allotted work.

After being pulled up by the Punjab Chief Minister Parkash Singh Badal, the department had decided to slap a penalty of Rs 1.69 crore on the firm.

Located at 12 km from the city, the jail will have a capacity to accommodate around 27,500 inmates and will house 2,100 men inmates as well as 650 women inmates.

The campus for men inmates will have three workshops, a multipurpose training centre, four religious centres, a hospital, an isolation ward and two blocks of canteen.

In the women's cell, besides five blocks, there will be two workshops; a training centre, a nursery school, a teaching block, dispensary and two crèches have to come up here.

The campus will also have residential quarters for the jail superintendent, six houses of deputy jail superintendents, 66 houses for class III employees, 12 houses for class IV employees and a warden for the hostel.

Even Deputy Chief Minister Sukhbir Singh Badal laid the foundation stone of the building of the jail on September 23 last year. He also visited the site of the Central Jail and monitored the progress of the project.

Senior official of PWD (B&R) admitted that project is running quite late as per the time given to them. He also stated that they were also imposing a penalty of Rs 1.79 crore on the contractors.

Officials of Sunil Hitech failed to divulge any detail, mentioning that because it is a government project, they couldn’t comment on it.

Police detain BKU activists

A large number of activists of the Bharatiya Kisan Union (BKU) Ekta Ugrahan and the Punjab Mazdoor Union were stopped from carrying out protest march in Chathewale village of Talwandi Sabo. These activists are protesting to create awareness among villagers to not to support the SAD.

The protesters are demanding the release of their leaders and workers who were arrested by the police on May 26 when they were protesting against thepolice for not arresting an accused in a rape case.

BKU leader Jhanda Singh Jethuke said Member of Parliament Harsimrat Kaur Badal’s incentives of Naanhi Chaan have been exposed. He said that she remained quite when victim’s parents were detained many a time after they came out to demand justice.

He also said they tomorrow they would take out march in villages as they want to inform people and expose the real face of the SAD-BJP combined government which during election to gets votes says something else.

Police officials said that they had been detained to maintain law and order situation in the area, as they were having tip off that they (the activists) could go to sangat darshan. — TNS

Taking a serious note of the news report published in Bathinda Tribune today that highlighted the situation in which drunken policemen in uniform hurled abuses in full public view outside the main entrance of the Civil Lines police station, SSP Gurpreet Bhullar ordered the suspension of two head constables.

Senior police officials said a departmental action was likely to be taken against the SHO for ignoring the matter.

The erring cops are Randeep Singh and Jagdeep Singh, both deployed at the Civil Lines police station.

According to some pedestrians and area residents, the two policemen along with two others used foul language and hurled abuses at the top of their voice and embarrassed every pedestrian passing by their car parked outside the police station.

Advocate Gurwinder Mann, a resident of Ajit Road, along with some area residents, including women and children, objected to the nuisance created by the policemen.

“Though we usually see people abusing, shouting or fighting with each other after consuming liquor, which is a common sight in the city these days owing to large scale liquor vends having been opened, however, such a behaviour by policemen in uniform is not acceptable,” Mann said.

He pointed out that there were many other evening walkers who also witnessed the incident but refused to complain as there is hardly any action taken against such officials who misuse their authority.

“Since there were some families who were accompanied by their children, it leaves a bad impression on their minds,” Gurwinder said.

Appreciating the swift action taken by the SSP in this regard, he pointed out that such actions leave a long lasting impression upon the police force.

“Next time such cops will surely think twice before creating such a problem at a public place and may also stop other unscrupulous elements, who consume liquor openly by the roadside and embarrass pedestrians”, he said.

Mann said his statement was recorded by DSP Palwinder Cheema at the police station. The police verified and cross examined the witnesses and erring policemen before the policemen were suspended by the SSP. SSP Bhullar confirmed the suspension of the two cops.

His profile his flooded with pictures of former chief minister and Congress MP from Amritsar, Captian Amarinder Singh.

Even former MLA from Faridkot, Avtar Singh Brar, who joined the SAD after Congress lost assembly elections in 2012, still likes Dr Manmohan Singh and Youth Congress Punjab president Vikramjit Singh Chowdhary on his Facebook page.

The craze of social networking sites such as Facebook is increasing every day among politicians. After the Narendra Modi’s successful campaign on social media, all politicians, old and new, have turned towards Facebook.

A large numbers of politicians have opened their accounts on Facebook. They update their routine programme in a bid to pull crowds. While, there are other leaders who only use this medium to flash their photographs with high profile political leaders.

Many leaders even reply to comments or suggestions they receive through social media.

Admn silent on illicit liquor recovery

Ahead of the Talwandi Sabo by-elections, when the Chief Minister is busy in holding sangat darshan programmes, the police seized two (ten-tyre) trucks loaded with different brands of foreign made liquor and arrested four accused under different Sections of the Excise Act in Talwandi Sabo police station yesterday.

The police recovered 3,400 boxes of illicit liquor worth more than Rs 2 crore.

The trucks were caught at a police barrier at Talwandi Road where the drivers failed to show complete documents.

The drivers also failed to give proper statement over the delivery point.

Trucks carrying liquor had route permission from Ludhiana to Muktsar but they were found at Talwandi Sabo in Bathinda that is out of that route.

From Ludhiana to Muktsar, one would opt for a simple and short way via Jagraon, Moga, and Faridkot but the drivers were found at Talwandi Sabo that is almost double in distance to reach Muktsar.

Though the police remained silent over the total recovery of liquor, it only revealed the arrest of four accused in the case.

Senior Superintendent of Police Gurpreet Singh Bhullar said, “It is not only the police who are dealing with the case, the sub divisional manager and officials of the Excise Department are also involved. Any legal action will be taken according to the inquiry report submitted by the Excise Department. We have completed the police procedure, including the daily dairy report, and everything is on record.”

Excise and taxation officer Balwant Singh Gill said, “Today, it’s an official holiday so the case will be looked into on Monday. The drivers opted for the wrong route that raises a question. We are looking into the matter deeply and will take action against those found guilty. The investigation is on.”

4 booked for sending obscene messages

The police have booked four persons on the charges of sending obscene pictures and messages to a girl on her mobile phone. The victim has stated in her complained that accused Prabhjit Singh, a resident of Amritsar, Pritam Singh and Sachin Kumar of Muktsar and Sunil Kumar of Ludhiana had sent obscene pictures and messages on her mobile phone from 89681-51948, 99880-70470 and 90412-77142 numbers.

The Kotwali police have registered a case under Sections 356 and 292A of the Indian Penal Code and Section 67 of the IP Act against all the accused.

Gold and cash stolen

The police have registered a case against unidentified persons for stealing gold and cash. In a complainant, Binder Singh of Phus Mandi has stated that his wife noticed that 50 gm of gold and Rs 2,500 cash were stolen from their house on the night of June 14. The Kotfatta police station has registered a case under Sections 454 and 380 of the Indian Penal Code and investigating is in progress.

3 booked for eve teasing

The police have booked three persons for eve teasing a girl in the city. In a complaint, the victim has stated that on June 13 at around 8.45 pm, the three accused Jassi, Harbal and one unidentified person passed vulgar comments on her near Maheshwari Hospital Chowk. The Civil Lines police have registered a case in this regard.
