Concerned over increasing robbery instances, the city police have yet again imposed Section 144 of the Criminal Procedure Code (CrPC) and asked the managements of government, private and cooperative banks, filling stations, shopping malls, hotels and multiplexes to install CCTV cameras on the premises and entry points of their complexes.

Police fail to nab Akali leader

Even after three days, former zila parishad chairman and Akali leader Rajinder Kumar Pappu, alias Pappu Jaintipuria, along with his accomplices, is still out of the reach reach of the police. He, along with 20 others, was booked by the police for assaulting liquor vendor Baljinder Singh Chahal near New Amritsar a couple of days ago. The police said raids were on to nab the accused. Though, the police are praising themselves for registering a criminal case against Jaintipuria, they have failed to arrest the accused. TNS

Goods destroyed in fire
Amritsar, April 1
Goods worth lakhs were gutted in a fire at a dry cleaning shop in Basant Avenue here today. Jagmohan Kanojia, owner of  the shop, said the fire erupted due to a short circuit and within minutes it destroyed cloths, a photostat machine, kites and stationery material. Five fire tenders were pressed into service to douse the flames. It took around an hour to control the situation, he said. Two persons were reportedly injured when the material at the shop was being thrown out. TNS

Ultrasound patients suffer
The only pathologist with the Civil Hospital was relieved recently

Patients at Jallianwala Bagh Martyrs Memorial Civil Hospital are having a hard time as the ultrasound centre is lying closed because the hospital’s only radiologist is on leave. As the hospital is short of staff, it is reported that the hospital cannot find an alternative to the radiologist. The patients have no hope of getting the ultrasound done at the hospital as the radiologist is on leave for nine more days.

The doctors at the hospital said that they were feeling stressed due to the excessive burden of seeing patients at the OPDs, looking after indoor patients, running around for emergency duties and attending court cases.

The hospital is visited by around 40-45 patients which include pregnant women, patients with gall bladder and kidney stones besides other problems, which require an ultrasound scan.

All these patients will now have to get the scanning conducted from private diagnostic centres at much higher rates even as the Civil Hospital is equipped with the-state-of-the-art scanning machine. According to norms, an ultrasound machine cannot be operated in the absence of a trained radiologist.

The state government had earlier last year transferred all specialists posted in rural areas, claiming that it is planning to strengthen services at around 100 institutes in the state. The local Civil Hospital was one of the 100 health institutes in the state where the government was trying to strengthen services.

However, looking at the present scenario, in which the Civil Hospital is facing an acute shortage of specialist doctors, it seems that the government has failed in its mission.

Further the already existing staff crunch is deepening with each passing day. The hospital’s only pathologist was relieved yesterday as she ended her one-year contract. An eye surgeon was also relieved as she has got orders for moving to New Delhi on deputation.

The hospital is already facing shortage of staff in almost all of its departments. The paramedical staff and nurses at the hospital, too, are less than the required strength.

With a reported over 100 million first-time voters ready to make mark their on the democratic process of the country, over five lakh in Punjab alone, Young India can definitely be a game changer. With a strong and well-balanced opinion and keeping close tabs on the candidates, the young voters are making sure that they cast their vote with caution.

Good governance being the only criterion, the first-time voters in the city, too, are all excited and balanced out on their participation in the voting process, right from participating in signature campaigns to keeping tabs on candidates on social media. Shares Deepika Shingari, 21-year-old first time voter from city. “As the head girl of my college, I lead a group of 50 girls to participate in a signature campaign to urge young people to vote this time. Exercising our right to vote empowers us to be a part of the decision making. Even parents have joined us to encourage voting.” As for herself, the biggest issue on her mind while voting will be education. ‘Illiteracy is the biggest issue to tackle for our leaders. Ad while I choose my candidate, it will definitely be on my mind too,” she shares.

Sharing her excitement is Shubham Arora, a 20 year old Btech student, who has been continuously educating himself on the various party candidates from Amritsar. “I regularly check out the FB pages of political parties for information on their candidates profiles, achievements and manifesto.” He believes that his leader should be bold enough when it comes to decision-making policies. “One has to stand tough on issues like education, development and employment. Good policies, a people-friendly approach and courage to fight any political pressures are the traits I will look forward while voting,” he says.

While most parties have been wooing the Young India in their campaign, they don’t mind answering strong opinions. “A lot has been said about involving the youth into the country’s politics and bringing a change. I say, now is the time to show that the young know better. With most parties now targeting the social media to connect with the youth, it's evident that we have all the resources at our disposal to exercise our right,” says Abhishek Kapoor, 21, a first-time voter. His strategy: Educate and think before you cast your vote. “I have been following the political updates on television, newspapers and through social media. Also, I was an active participant in AAP’s movements in the city," he says.

Agrees Sahil Saini, 18, “All candidates during their campaign promise development. But the decision boils down to hard facts. One has to see if promises made five years ago have been fulfilled or not. For that one has to pay attention as a voter also. His decision will be based on development. “Our area has a serious water disposal problem. Also, the roads, too, are not up to the mark. Maybe the candidate, who, I believe, will work seriously towards rooting out these developmental issues will get my vote.’

Three residents of Jammu and Kashmir faced a problem at International Bus Terminal here today as they came to board Lahore-Nankana Sahib bus. Mohammad Aarif, Mirza Safik along with a woman reached the terminal from Rajouri at 3 am.

Mohammad Aarif said, “We were not allowed inside the terminal and had to spend the night in a park. The terminal must have facilities for the passengers”. He said he had already gone to Pakistan thrice on the same bus and thus was aware of all the documents that were required, but still they were denied the ticket.

He said before coming to Amritsar he had confirmed from the employees at the terminal through a friend that ticket could be purchased on the spot. He said even as some of the employees were ready to issue the ticket, others were saying that ticket could be reserved only 24 hours before the departure. He said due to the confusion among the employees, they were denied the ticket.

The Lahore-Nankana Sahib bus service from Amritsar was started in 2006 and since then had failed to get the desired response due to stricter rules. The passengers were required to furnish Police Clearance Certificate (PCC) from their respective areas of residence for the journey. In case the person applies the ticket 15 days before the scheduled journey, the terminal authorities themselves get the PCC report.

There were only three passengers in the bus that departed from Amritsar today. According to sources the condition of the PCC is applicable on passengers who board Lahore-Nankana Sahib bus and not the Delhi-Lahore bus.

Speaking to The Tribune, Harjinder, Minhas terminal incharge, said, “ The matter has been sorted out, and all the three passengers have been issued tickets for tomorrow”. He said he had joined the terminal only recently and soon work to improve the service. He said a board stating all information about the journey including the documents required and the procedure to book the ticket would be displayed for the general public and employees.

Lok Sabha elections

Around 60 per cent of the arms have been deposited with the police by the arm license holders in view of the upcoming Lok Sabha elections. The city has over 9,500 arms license holders. While the parliamentary elections are slated to be held on April 30 in Punjab, police officials have asked the police stations concerned to speed up the process.

Jatinder Singh Aulakh, Police Commissioner, said the remaining arm licence holders are likely to deposit their arms within the stipulated period. He said the Station House Officers (SHOs) had been asked to speed up the process.

Meanwhile, the city police get a 100-member company of Central Reserve Protection Force (CRPF). A company of CISF was already in the city and a couple of companies of paramilitary forces were likely to reach in next couple of days, said Aulakh.

Kuljit Singh, ADCP, Headquarter, said these companies would be deputed for maintaining law and order. He said the companies along with police teams carried out a flag march in the C-division police station area. He said nobody would be allowed to disturb the law and order.

The holy city has been in the limelight since the Congress fielded former Chief Minister Capt Amarinder Singh against senior BJP leader Arun Jaitley in the elections.

Post-protest treasury burns midnight’s oil to clear pending salary bills

Under fire from the protesting state government employees, the district treasury worked overtime to clear pending salary bills late last night. The treasury stated clearing bills at about 8 pm yesterday after receiving instructions from the senior officials and worked till 11.30 pm.

The employees of various state government departments had yesterday staged a protest outside the treasury stating that the treasury was not clearing any bills since March 21.

After clearing bills in the night, the treasury did not clear any bills today, said sources in the local administration. It has been learnt that only bills pertaining to salaries for the months of December and January were cleared and salary bills for the month of February were kept pending.

The employees rued that the salary bill for the month of February would not be cleared for another 10 days as the treasury would not pass these bills on the pretext of business because of financial year end.

Tajinder Dhillon, president, Health Department Subordinate Clerical Association said, “The employees were happy to learn that treasury had started clearing bills but happiness was short-lived.” He said the treasury must clear all bills in time so that employees could get salaries on time.

Meanwhile, it has also been learnt that no bills pertaining to electricity and water supply consumption by various government institutes were cleared and most likely the government would have to deposit these with applicable fine after due dates.

Workshop on research methodology concludes

A 10-day ICSSR-sponsored workshop on research methodology for PhD students concluded at the Punjab School of Economics of Guru Nanak Dev University here today. The workshop was organised by the Punjab School of Economics.

Prof DK Nauriyal, IIT, Roorkee, presided over the valedictory session. In his valedictory address, he said proper understanding of research methodology led to good and fruitful research. Prof Nauriyal encouraged the participants to work with dedication and interest.

In all, 20 subject experts from GNDU and other institutes, including IIT, Roorkee, Central University of Jammu, NIIT, Kurukshetra, Panjab University, Chandigarh, and Punjabi University, Patiala, presented their viewsduring the 10-day workshop.

Thrity participants from different parts of the country who successfully completed workshop were given certificates by Prof Nauriyal. Professor Kuldip Kaur, director for the workshop, presented the vote of thanks.

Prize distribution function at GNDU

Guru Nanak Dev University will organise its 44th annual sports prize distribution function for the year 2013-2014 at the Dasmesh Auditorium on April 6.

Dr HS Randhawa, Deputy Director, Sports, said Padamshree recipient Ajit Pal Singh, hockey player of international repute, would be the chief guest.

He will give away cash prizes worth Rs 50 lakh to about 350 sportspersons who got positions in international, national and inter-university championships in 2013-2014.

He said the Shaheed Bhagat Singh Yadgari Overall General Championship Trophy will also be awarded.

Besides, principals of most-contributing colleges for the Maulana Abul Kalam Azad ( MAKA) Trophy and head of the departments of physical education departments will also be honoured at the function.

BBK DAV holds competitions

The Legal Literacy Club of BBK DAV College for Women organised competitions in declamation, paper reading, poster-making and slogan writing on the topic of violence against women, domestic violence and drug addiction.

Students participated in paper reading and declamation contests. Eleven students participated in poster making and 6 in slogan making.

Dr Neelam Kamra, Principal of the college, congratulated the students for overwhelming participation in the competitions.

The printing and textile industry got a fillip due to intense election campaign this year. The age-old adage “make hay while the sun shines” seems to be perfectly followed by many quilt and mattress traders as they have started selling material for election campaigns.

A quilt and mattress trader, Amit Khanna, said his was the oldest shop in the city selling election campaign material like flags, siropas, caps, pens and badges. Amit said candidates from all political parties knew about his shop. He said as winter was over, it was a high time to replace quilts and mattresses with election campaign material.

A printing house owner, Harjinder Singh, said orders were being placed depending on the need of the party. However, he added that due the guidelines of the Election Commission of India, a few orders were placed by the parties.

The AAP, which has fielded noted eye surgeon Dr Daljit Singh from Amritsar, is learnt to have received the publicity material from its Chandigarh office. Other national parties are also purchasing election campaign material in bulk from outside.

Janardan Sharma, publicity in-charge, BJP, said flags, pamphlets, brochures, badges, and stickers were received from Chandigarh. The traders said with the filing of nomination papers from tomorrow, the election campaign would get intense.

Therefore, the traders are storing campaign material in their shops as inquiries and orders has started pouring in.The traders purchase most of the campaign material from New Delhi. The material manufactured at Saharanpur and Muzfarnagar is cheap due to the availability of cheap labour and bulk production there.

Daljit Singh, another trader near Ram Bagh Gate, said selling and manufacturing of campaign material was a seasonal work.

He recalled that before the Election Commission guidelines came into force, all roads and areas of the city used to be flooded with billboards and hoardings.

Concerned over increasing robbery instances, the city police have yet again imposed Section 144 of the Criminal Procedure Code (CrPC) and asked the managements of government, private and cooperative banks, filling stations, shopping malls, hotels and multiplexes to install CCTV cameras on the premises and entry points of their complexes.

The Police Commissioner, Jatinder Singh Aulakh, who used his magisterial power while enforcing the order, said there was a sudden increase in robbery instances at petrol pumps, banks or shopping malls besides other areas in the city. This has become a major cause forconcern for the city residents.

The Police Commissioner said CCTV cameras could prove to be a great deterrent in such instances and help the Police Department in identification and arrest of the offenders. The orders will remain in force till May 30.

Time and again the city police have issued instructions, but it has come to light that several banks, especially nationalised and government banks, are still to abide by the directions of the Police Department.

Petrol pumps and ATMs have become an easy target for robbers.

A police official said the authorities or management of banks, petrol pumps and hotels should install CCTV cameras at the entry and exit points besides important locations on their premises. Armed guards at the banks and ATMs should be deputed while adequate security arrangements should be made during money transfers.

The Police Commissioner said a number of banks had already installed CCTV cameras and more were doing it. He said if anybody failed to abide by the directions, action could be initiated against them.

Residents demand rail link between Amritsar, Mumbai

With the operationalisation of the rail link between Tarn Taran and Beas, traders, passengers and residents of Amritsar and Tarn Taran have renewed their demand of linking Amritsar with Mumbai via Tarn Taran, Patti and Ferozepur. PL Seth, a local shawl manufacturer, said there must be a rail connectivity between Amritsar and Mumbai.

“Start container service, improve interchange facilities with Pakistan and augment infrastructure at rail yards for the smooth delivery of merchandise,” he said.

He said the rail connectivity between Mumbai and Amritsar via Tarn Taran, Patti and Ferozepur will provide better access to various towns of Rajasthan, Maharashtra and Gujarat.

Already, many merchandise, especially gypsum and cement from Pakistan, are being transported to many towns in Rajasthan. Seth said the early operationalisation of the rail link would usher in a new chapter of growth.

Meanwhile, Ravinderpal Singh Brahmpura from the District Planning Board, Tarn Taran, welcomed the rail connectivity between Tarn Taran and Beas.

He said, there was a need to lay an additional 30-km rail track between Amritsar and Ferozepur. He said a bridge was under construction on the 25-km Makhu-Patti rail stretch. He said it would pave way for the Amritsar-Ferozepur railway line. He said the benefit of the rail link would be immense as the distance between Ferozepur and Amritsar would reduce from 196 km to 82 km.

The rail line will shorten the distance between Amritsar to Mumbai by 240 km besides connecting the region with Rajasthan. Even the distance between Jammu and Mumbai will reduce by 267 km. He said it would not only benefit Amritsar but the entire northern region.

Children from BPL families witness Beating Retreat ceremony at Wagah

It was a unique experience for the children belonging to BPL families when they witnessed Beating Retreat ceremony at the Indo-Pak border. The students belonged to a school run by the Shakti, an NGO, which is headed by BJP leader Laxmi Kanta Chawla. The organisation took the children to Attari where they were overjoyed to witness the ceremony.

Laxmi Kanta Chawla said the children visited the Attari-Wagah joint check-post for the first time and they were very happy to witness the ceremony.

The children also danced to the tunes of patriotic songs. The students expressed wish to join the security forces to serve the country, said Chawla. The BJP leader said if any student wanted to go for higher education, they would provide all the necessary help.

She, however, regretted that most of the the children were living in poverty as their relatives were drug addicts. She appealed to all religious organisations to come forward and help in the eradication of the drug menace. She expressed disappointment over the attitude of the political parties towards the problem.
