Clashes in Kupwara over killing of 7 militants

A day after the killing of seven militants, clashes erupted in frontier Kupwara district between the police and protesters, leaving half a dozen civilians injured.

The authorities had to impose curfew in Lalpora village of Kupwara, 125 km from Srinagar, after protesters torched a police post. The protesters shouted slogans against the authorities and alleged that the slain militants were civilians, a claim denied by the security forces.

The security forces say the slain militants were foreigners and belonged to the Lashkar-e-Toiba.

The protesters were demanding that the identity of the slain militants be made public and their bodies be handed over to them.

“The police denied handing over the bodies of the slain militants to people. The protesters, most of them youth, started raising pro-freedom and anti-India slogans. They barged into the Lalpora police station where the bodies of the slain were kept and damaged a bunker. The protesters also set on fire three guard posts of the police station,” an eyewitness said.

The police and the CRPF shot dozens of rounds in the air and fired tear smoke shells to disperse the protesters, who threw stones on policemen. Later, more police and CRPF men were rushed to the spot.

The situation was defused in the afternoon when the police decided to hand over the bodies of the slain militants to a local Muslim religious body for burial.

Before handing over the bodies, a team of doctors from Sub-District Hospital, Sogam, conducted the post-mortem at Health Centre, Lalpora.

Hundreds of people later attended the funeral prayers of the slain militants.

Chairman of the hardline faction of the Hurriyat Conference Syed Ali Shah Geelani has called for a Valley-wide shutdown on February 27 against the killings.

Deputy Commissioner, Kupwara, Itrat Hussain said restrictions had to be imposed due to the clashes. “Now, the situation is normal. The bodies of the slain militants were handed over to locals for the last rites after completion of all medical and legal formalities,” Hussain said. This is the first major encounter in Kupwara district this year.

The Army said the militants were killed after an operation was launched in the Dardpora forests when a patrol of 18 Rashtriya Rifles was fired upon by militants.

The state government today admitted that 268 youth, who had gone to Pakistan-occupied Kashmir (PoK) and Pakistan for arms training, have illegally returned along with their families to J&K via Nepal.

The Nepal route is not approved under the rehabilitation policy for surrendered militants notified by the J&K Government in November 2010.

“As many as 268 youth, who had exfiltrated to Pakistan-occupied Kashmir (PoK) and Pakistan, have returned to Jammu and Kashmir along with 146 women and 455 children from 2011 to January 31 this year,” Chief Minister Omar Abdullah, who holds the charge of the Home Department, said in response to a written reply in the state Assembly.

Omar said 150 militants along with 90 women (who were wives of some ultras) and 281 children returned to J&K via Nepal in 2012. “Cases under relevant provisions of law had been registered against these individuals,” he added.

To a query about the estimated number of state militants in Pakistan and Pakistan-occupied areas, Omar said the exact details were not available with the state government. However, 4,132 militants reportedly were still active in PoK and Pakistan, he said.

The Chief Minister said 427 cases had been received under the rehabilitation policy of 2004. “Ten cases were received under the earlier policy. Out of these 437 cases, Rs 2.95 crore in the shape of monetary incentive and stipend has been granted in 210 cases. 219 cases have been rejected and eight cases are being processed,” he said.

The 2010 rehabilitation policy pertains to Kashmiri militants who are in PoK and Pakistan, while the 2004 rehabilitation policy is for militants operating within the state of J&K.

To another query, the Chief Minister said 381 Burmese families comprising 1,621 people were currently residing in Jammu district. Of these, 351 families comprising 1,476 members had the United Nations High Commissioner for Refugees (UNHCR) cards and the remaining 30 families comprising 145 members were without cards.

“As many as 195 foreigners are residing in Jammu province on different grounds,” Omar said.

In J&K, 137 ventilators for 1.25 crore people

Only 137 ventilators are available for a population of more than 1.25 crore in the state, the Jammu and Kashmir Government said in the Legislative Council here.

Replying to a query by Congress legislator Muzaffar Ahmad Parray, Minister for Medical Education Taj Mohiddin informed the House that there were a total of 137 ventilators available across different hospitals, including Sher-e-Kashmir Institute of Medical Science (SKIMS) and government medical colleges of Jammu and Srinagar.

“In Government Medical College, Jammu, and associated hospitals, 19 ventilators are available, whereas in Government Medical College, Srinagar, and associated hospitals 46 ventilators are available,” Taj said.

“In district and sub district hospitals and other health institutions of the Jammu region, there are 34 ventilators, whereas in district and sub district hospitals and other health institutions in Srinagar there are 16 ventilators. In SKIMS, Soura, there are 22 ventilators,” he added.

The Minister, however, didn’t mention how many of these ventilators were in working condition.

In a reply to a Right to Information (RTI) application, the authorities at GMC, Jammu, had stated that only three ventilators were in working condition and rest of them were non-functional for past three years.

HC whip on milk adulterators
Directs authorities to take milk, curd samples once in two weeks

To check adulteration in food items, the J&K High Court has directed the authorities concerned to lift the samples of milk and curd sold in the market by different companies under different brand names at least once in two weeks and send the samples for analysis to the notified food testing laboratories.

The court in its directions, made available today, has also directed the authorities to prosecute the manufacturers/companies if found involved in adulterations of the food items in the light of the analysis reports received from these laboratories.

These directions have been issued by a division bench of the J&K High Court, while hearing a PIL on the implementation of the Food Safety and Standards Act in the state.

“The respondents are directed to lift samples of toned milk, skimmed milk and other types of milk/curd or any other milk products marketed by MS Khyber Agro Foods and milk farms at least once in two weeks and to forward the samples to a notified laboratory…. and to produce the analysis report in the court,” the court said in its orders.

It also directed the authorities concerned to lift the food items marketed by Avon and Kanwal Foods at random at least once in two weeks for analysis and produce the analysis report before the court.

“The respondents are directed to lift other samples of the milk and curd marketed by other companies at least once in two weeks,” the court added.

Earlier, on December 24, 2013, the Jammu & Kashmir High Court had ordered owners of three food and spice companies, Avon, Kanwal Foods and Khyber Agro Foods and Milk Farms to pay Rs 10 crore each to a premier government-run medical institute, SKIMS, Srinagar, following reports that their products were found adulterated in laboratory tests.

However, these companies succeeded in getting a stay from the Supreme Court against these directions of the J&K High Court.

“The manufacturers of the three adulterated food items were directed to deposit Rs 10 crore each with the Director, SKIMS, and were also directed to withdraw food items in the question…The directions regarding deposit of Rs 10 crore each has been stated by the Supreme Court....However, the manufacturers/companies are not permitted to sell/market the produce forming subject matter of the petition,” the high court observed in its fresh orders.

Plan to modernise govt hospitals in city: Taj

Minister for Medical Education Taj Mohiuddin said today that the government had formulated a major project to modernise services and infrastructure at Government Medical College (GMC) Hospital and Shri Maharaja Gulab Singh (SMGS) Hospital, which cater to thousands of patients every month.

Addressing a gathering after inaugurating the drug de-addiction centre at Psychiatry Diseases Hospital, the minister said all the departments in the hospitals, including GMC, will be linked to a dedicated computer network to ensure better coordination.

"During the first phase of the project, the admission of patients to different wards will be made online. They will be connected to the drug store and other laboratories of the hospital online. With this, the clinicians will be able to have direct online access to bio-chemical labs and availability of drugs in the hospital," Taj said.

The minister said with the making of admissions online at the hospital, patients would come to know about the availability of doctors and medicines in the hospital instantly and the status of their treatment would also be available to them.

Taj said the addition of Super-Speciality Hospital at Jammu to the treatment chart for the local patients would go a long way in delivering better services to people who would not have to go outside the state for treatment.

Principal, GMC, Jammu, Prof Shashi Gupta and other senior faculty members were present on the occasion.

Court dismisses revision petition in Wamiq Farooq killing case

In a setback to the J&K police, a Sessions Court here today dismissed the revision petition of two accused policemen in the killing of teenager Wamiq Farooq.

Earlier, the Chief Judicial Magistrate (CJM) had issued non-bailable warrants against the accused police personnel.

The court while upholding the process and the warrants issued by the CJM, directed the duo to appear before the CJM on March 3.

Wamiq, a Class VII student, was killed by a teargas shell allegedly fired by the police on January 31, 2010, near Gani Memorial Stadium in old Srinagar city. Following his death, over 100 civilians were killed in security forces firing.

“From the perusal of the record, it is clear that there was sufficient material before the CJM (Srinagar) to frame an opinion about the involvement of the petitioners (accused policemen) with the commission of the offence,” Second Additional District and Sessions Judge Parvez Ahmad Kachroo said in the judgement announced here today.

On August 22, 2013, the CJM, Srinagar, had directed the Inspector General of Police (IGP), Kashmir zone, to execute the warrants against the accused policemen — ASI Abdul Khaliq and Special Police Officer Mohammad Akram, for procuring their attendance in the court.

However, before the police could have executed the warrants, the accused policemen filed a revision petition before the Sessions Court challenging the decision of the CJM.

The Sessions Court stayed the orders of the CJM on September 4, 2013.

While dismissing the revision petition today, the Sessions Court observed that the report filed by the Inquiry Magistrate into the matter establishes the fact that the petitioners have used fire arms without any provocation and without there being any need or occasion for them to use the fire arms.

The court said: “It has been stated by all witnesses examined by the Inquiry Magistrate that on the particular day there was no rioting and people of the area were busy in their day to day activities.”

“Since the report of inquiry filed by the magistrate and also filed by the SIT prima facie makes out that a tear smoke shell was recklessly fired by them, there was sufficient material before the CJM to proceed ahead in the matter and issue the process and take cognisance in the matter,” the Sessions Court observed.

“As such, the orders passed by the CJM cannot be removed or set aside. In the circumstances, the case is not the one which needs any interference by this court under section 435, CrPC. The revision thus called by the petitioners is dismissed,” the court observed while directing the accused, against whom non-bailable warrants stand already issued, to appear before the CJM, Srinagar, on March 3.

Ganpat bridge issue rocks Upper House

The issue of Ganpat bridge of Doda rocked the Legislative Council today when Minister for Public Works Department Abdul Majeed Wani had to face the ire of Members of Legislative Council (MLCs) of its own coalition government.

The issue was raised by Khalid Najeeb Suharwardy, National Conference (NC) MLC from Doda.

Suharwardy asked Wani whether the work would resume on the Ganpat bridge, which was stalled in 2006.

The minister cited technical problems and said DK Basu’s consultancy had been hired and the work would resume soon.

Wani came under attack from another NC MLC Devender Singh Rana over the present situation of the bridge. Rana was joined by Congress MLC from Bhaderwah Naresh Kumar Gupta, who demanded constitution of a House committee to probe the delay in completion of the bridge.

In 2006, the then J&K Chief Minister Ghulam Nabi Azad had announced construction of the bridge over the Chenab to connect the district headquarters with the rest of the state. The work was started, but had to be stopped after construction of pillars, as it was technically not feasible. Since then the work has not been resumed.

“The idea of constructing the bridge was to connect Doda town with the rest of the state as the existing road at that time was submerged in water of the Baghliar hydroelectric project. Now, the work has been resumed after DK Basu suggested some measures,” Wani told the upper House.

However, the verbal dual between the members and the minister continued and members demanded constitution of a House committee to probe the issue.

The minister rejected it by saying that a committee headed by Chief Secretary Iqbal Khanday was looking into the matter and would submit its report soon.

BJP, JSM walk out over ‘plight’ of border migrants

The BJP and the Jammu State Morcha (JSM) today walked out over the alleged failure of the government to provide residential plots to border migrants at safer places. The MLAs accused the government of adopting discriminatory attitude.

During Question Hour, JSM legislator Ashwani Kumar Sharma raised the issue of problems being faced by the people living along the International Border between India and Pakistan in the Bishnah Assembly Segment and said the government had made a commitment with them to allot residential plots measuring five marlas at a safer place in wake of firing incidents on the borders.

Referring to the government reply in response to his question about firing incidents by the Pakistan army and rangers on international borders, the JSM legislator said there was no mention of residential plots for border migrants and the government was not serious towards their plight.

BJP legislators also joined the JSM legislator and supported his demand for residential plots for border migrants. They demanded that justice needed to be given to border migrants. Unsatisfied with the government’s response, the legislators of both parties staged a walkout from the House in protest.

Slain ultras belonged to Lashkar, says Army

The Army on Tuesday said the seven militants killed in an encounter in Kupwara district on Monday were foreigners, and that they had infiltrated from across the border last year.

General Officer Commanding (GOC), Kilo Force, Maj Gen Satinder Kumar Saini said initial indicators were the militants belonged to the Lashkar-e-Toiba (LeT).

“The documents recovered from them indicate that the militants belonged to the Lashkar,” the GOC said while talking to mediapersons in Kupwara. “However, their exact identity will be ascertained by the police,” he said.

Maj General Saini said more militants were hiding in the Dardpora forests. “The search operation is on and we suspect that more militants are hiding in the area,” he said.

Sources said there were intercepts that two of the militants belonged to the Jaish-e- Mohammad (JeM).

“From the intercepts, there is possibility that two among them (militants) may be of the JeM cadre. But their identity will be clear in the coming days,” the source said.

The Army said the militant group was active in the area since last year.

The GOC, Kilo Force, who was flanked by Deputy Inspector General, north Kashmir, JP Singh, said the militants were killed in an operation carried out by the Army and the police.

“I compliment the Deputy Inspector General, north Kashmir, and his policemen for maintaining synergy with the Army in making the encounter a success. This success is due to the excellent Intelligence inputs and cooperation between 18 Rashtriya Rifles and the Special Operations Group of the police,” said the GOC.

In a written reply to a question of Leader of Opposition Mehbooba Mufti, Omar said: “As on February 3 this year, 14,284 passports and 5,244 LoC permit verifications are pending disposal for various reasons such as non-receipt of reports from field formations, incomplete residential address, re-verifications of adverse cases and applicants staying out of the state.”

During 2013, out of 64,586 cases received for verification of passports, 446 cases have not been recommended, Omar said. Out of 1,400 cases of the LoC permits of Indian applicants received during 2013, 77 cases have not been recommended,

LoC trade via Uri fails to resume

Srinagar, February 25
The cross-LoC trade on the Srinagar-Muzaffarabad axis could not be restored today due to the non-availability of trucks from the Pakistan side for the crossover.

Pakistan-occupied Kashmir (PoK) officials today reportedly informed their counterparts in Uri that while they were ready to resume the trade, there was non-availability of trucks.

“The trade will resume. But if the detained Pakistani driver is not released till March 21, the trade will be suspended,” a PoK official who attended the meeting at Zero Point on the Kaman post yesterday told his Indian counterparts.

After the standoff that erupted on January 17, the trade was resumed on the Chakan da Bagh-Rawalakot axis in the Jammu region. Indian and Pakistani officials and the traders from both sides yesterday decided to resume the trade, but it remained suspended. The traders here are hopeful that PoK officials will be able to arrange trucks for the crossover so that the trade is resumed. — TNS

Contractors stage protest, threaten to stop work

The Contractors Coordination Committee (CCC) today held a protest for immediate release of their payments for completed developmental works in the state.

The CCC members gathered at Press Enclave and staged a demonstration against the government for its alleged failure to release their payments for the developmental works completed over the past two years.

General Secretary of the committee Tariq Ahmad Baba said the Valley-based contractors were a worried lot as the government had failed to make available money for construction works.

“Even though the Chief Minister on February 4 had assured that funds would be made available, no headway has been made in this regard so far,” he added.

The protesters warned that in case the funds were not made available till the end of the current financial year (March 31, 2014), the contractors would stop construction works in both Jammu and Kashmir regions. They also threatened to intensify protests in case their demands were not looked into.

The CCC members also tried to take out a procession towards city centre Lal Chowk. However, their bid was foiled as several protesters were taken into preventive custody.

Over 80% women suffer from thyroid in Kashmir valley: Study

In conflict-ridden Kashmir, 81.8 per cent of women suffer from sub-clinical hypothyroidism (SCH), commonly known as thyroid, a study has revealed.

Experts say secondary hypothyroidism is common among Valley residents, which is rare in other parts of the world.

The department of biochemistry, Government Medical College, Srinagar, in its study has revealed that the percentage of women suffering from thyroid in Kashmir is high as compared to men.

“The percentage of SCH among the study sample patients was 21.56, which is much higher as compared to other parts of the world. The percentage of women suffering from SCH was more (81.8%) as compared to males (18.2%),” the research said.

A research conducted by four doctors in the Valley based on 2,550 samples, comprising 44.6% males and 56.4% females. The sample size comprised 2,550 patients, who were referred to different departments of biochemistry associated with Shri Maharaja Hari Singh (SMHS) hospital.

The highest percentage of SCH was found especially in the females in the age group of 20 to 65 years.

In the Valley, thyroid disorders are among the most common endocrine diseases. Apart from iodine intake, studies have reported psychiatric problems such as panic disorder, anxiety and depression disorders a reason behind it.

Noted endocrinologist says the most common thyroid among the women in secondary hypothyroidism, which is mostly found post-delivery.

“This kind of thyroid is only found in Kashmir due to home delivery, which causes excessive bleeding, and lack of trained doctors in maternity hospitals. It will take another 50 years to get rid of this problem in Kashmir,” said head of the endocrinology department, Sheri Kashmir Institute of Medical Sciences (SKIMS), Dr Bashir Ahmad Laway.

He said according to various research works, it has been found that 30 per cent of the women in the Valley develop this problem after cesarean delivery due to lack of infrastructure in hospitals and proper training of doctors.

One of the doctors said that conflict in Kashmir could indirectly be the reason of this disease getting more common among women in the Valley.

Doctors suggest that community-level awareness programmes should be organised, wherein people of Kashmir are motivated to take salt in iodised form and diet rich in iodine to ensure proper thyroid gland functioning.

PDP opposes rehabilitation of Dhobighat fire victims in public park

The opposition Peoples Democratic Party (PDP) has demanded rehabilitation of Dhobighat fire victims at any other alternative site rather than Kundanpaeth Public Park, as identified by the government.

Terming the government decision to rehabilitate the Dhobighat fire victims in Kundanpaeth Public Park as “cheap political move”, the PDP in a statement here said the fire victims could have easily been rehabilitated at some alternative location around Taibal instead of devouring people of an important facility.

Over 14 houses were damaged in an inferno in the Dhobighat locality of Hazratbal, Srinagar, in January.

“The park, located at the right side of the STP plant on the North Foreshore road, is used for various purposes and the government decision to rehabilitate the fire victims there will mean locals will have to face huge problems,” PDP leader Asiya Naqash said in a statement.

She said besides being used for recreational purposes by children, the park was also used for marriages and funeral prayers by locals.

“We are not against the rehabilitation of fire victims, but it should have been done at a different location not in a park,” she added.

Nayeem seeks Hurriyat leader’s release

The National Front headed by Nayeem Khan has condemned the arrest of Hurriyat leader and Muslim League chairman Mushtaq-ul-Islam and demanded his immediate release.

In a statement issued here, Khan termed the detention of Mushtaq-ul-Islam by the police at Sopore in north Kashmir as “illogical”.

He said Mushtaq-ul-Islam had gone to Warepora village in Sopore along with other leaders on last Friday and after addressing people the people there, he was arrested for “nothing”.

“The police and the administration should accept the fact that a people’s movement is going on in Kashmir. Reaching out to people is our democratic right as their representatives. No law on earth can stop us from doing so,” Khan said.

“The police and the administrative officials should think about their acts and decide whether they are doing any good to their own society by such acts or they are declaring a war against their own people,” Khan said in the statement, while demanding immediate release of Mushtaq-ul-Islam.

Khan also criticised the continuous restriction imposed by the administration in Pulwama district, alleging that such steps were always aimed at frightening the masses so that they could give up their genuine political demand.

An inter-school seminar was organised by the District Police Headquarters, Samba, on three topics - "National integration", "Child labour" and "Population control".

Ashok Kumar Attri, DIG, Home Guards and Civil Defence, was the chief guest, while Dr Hemla Aggarwal, Principal, GCW, Parade, was the chairperson of the inaugural session.

Others who were present on the occasion included Aamir Ali, secretary, J&K Social Welfare Board, Prof Vishav Raksha, NSS coordinator, University of Jammu, Jugal Kishore, chief warden, Tajinder Kour, Deputy Controller of Civil Defence, Jammu, Shabir Ahmed Shabir, Prof PP Singh, coordinator, and Shivali Gupta.

Speakers made students aware of what to do in case of earthquakes, floods, man-made disasters, fire and emergency and first aid for snakebite.

A group of NSS volunteers and civil defence personnel conducted a mock drill on disaster management on the premises of the college, which was watched by nearly 1,000 students of the college and nearby institutions.

Road accidents claimed 53 lives in January in Jammu: DIG

On an average two persons are killed, while 16 persons receive injuries in accidents involving different vehicles on the roads in Jammu province everyday.

This was stated by DIG, Jammu-Samba-Kathua Range, Shakeel Ahmed Beig during the Road Safety Week organised by the traffic police in RS Pura under the Civic Action Programme with an aim to promote road safety sense among people to reduce accidents.

"The road accident data indicates loss of 53 lives and injuries to 470 persons in January in Jammu province and an average loss of two lives and injuries to 16 persons per day,” Beig said.

He said road users must remember that road safety is everyone’s responsibility as the fatal road accidents are generally caused due to over-speeding, overloading, use of mobile phone while driving, drunken driving, poor condition of motor vehicles and rash and negligent driving.

The DIG said, "Children have been involved in the awareness camp, especially to inculcate a sense of road safety in them, as they are the future generation of the nation and can become disciplined defencive drivers in the years to come."

Beig cautioned the participants that the accidental death rate was alarming and more than militancy related death rate. He said the motive behind these programmes was to save precious lives for which every citizen should have a proper road sense and must follow the traffic rules in letter and spirit.

GGM college gets ‘A’ grade from NAAC

Government Gandhi Memorial (GGM) Science College, Jammu, erstwhile Prince of Wales College, has bagged the "A" grade on the re-accreditation by the National Assessment and Accreditation Council (NAAC), Bangalore.

This is yet another feather into the cap of the heritage college that stands tallest in the history of Jammu division colleges and as also the nodal college. Peer team of the NAAC took ground assessment of the college in November last year.

The team comprised Dr P Parkash, Vice Chancellor, Dr BR Ambedkar Open University, Hyderabad, Prof Shrawan K Sharma, Head, Department of English, Director, Centre for Canadian Studies, Gurukul Kangri University, Haridwar, and Dr Kavita Rege, Principal, Sathaye College, Mumbai.

The college had been given the "B++" grade on assessment and accreditation by the NAAC in 2004.

With the upgrade in its rank to "A" level, the college has become eligible for being declared a "College with potential for excellence" by the University Grants Commission.

Soldier commits suicide in Poonch

Jammu, February 25
A soldier today committed suicide by allegedly shooting himself with his service rifle on a forward post along the Line of Control (LoC) in the Poonch sector.

Jammu-based Defence spokesperson Lt Col Manish Mehta said 23-year-old sepoy Parna Murmu, deployed with his battalion in the Poonch sector, died at 9 am. He was from Madhepura, Bihar.

“Initial investigations have revealed that he committed suicide by shooting himself with his service rifle. An inquiry has been marked into the incident,” the spokesperson added. — TNS

The Cabinet also approved one year extension in the service of Dr Rafiq Ahmad Pampori as Principal, Government Medical College, Srinagar, beyond his date of retirement on superannuation.

It further accorded sanction to the creation of 314 posts of various categories for implementation of ICDS in the mission mode in the state.

The Cabinet also approved transfer of state land measuring 240 kanals and nine marlas in Nardi village of Akhnoor tehsil in Jammu district on lease basis to the Navodaya Vidalaya Samiti, Union Ministry of HRD, for establishment of Navodaya Vidyalaya.

The state Cabinet has authorised the use of red beacon lights on the vehicles of Chief Minister Omar Abdullah, Governor NN Vohra and leader of the Opposition, besides various other officials.

The Cabinet approved authorisation for the use of red light with flasher on the top front of the vehicle of the Governor, Chief Minister, Former Governors, Deputy Chief Minister, Chief Justice, Chairman Legislative Council, Speaker Legislative Assembly, Cabinet Ministers, Former Chief Ministers, Leader of the Opposition in the Legislative Council and Legislative Assembly and Judges of High Court, while on duty anywhere in the state, an official spokesman said here yesterday.

It also authorised use of red light without flasher on the vehicle of the Deputy Chairman, Legislative Council; Deputy Speaker, Legislative Assembly; Minister of State, Chief Secretary, Advocate General, Deputy Minister, Chairman, Public Service Commission, and the Director General of Police J&K while on duty anywhere in the state, the spokesman added.

The Cabinet further authorised use of blue beacon on the vehicle of the emergency services like ambulances and vaccine carrier vehicles, Fire & Emergency Services vehicles and disaster management vehicles.

Meanwhile, the civic bodies’ carrier vehicles, including fumigation vans, have been authorised to use white light without flasher.

The vehicles on law and order duty, checking squads of the Motor Vehicle Department and the Traffic Police, besides PCR vehicles and VIP escort vehicles can use multi coloured light/bar, the spokesman said.

50 Congress leaders, activists join BJP in Rajouri

More than 50 Congress leaders and activists from Manyal Gali in the Thanamandi area of Rajouri joined the BJP yesterday.

BJP state vice-president Vibodh Gupta said the Muslim workers vowed to work and ensure BJP’s victory in the forthcoming Lok Sabha and Assembly elections.

“We have been betrayed by the Congress for over half a century. We have joined the BJP with a hope for a better future. We all will work towards the victory of the party in the coming Lok Sabha and Assembly polls,” said a Muslim activist who joined the BJP.

Welcoming the workers into the party fold, Gupta said the Muslim community had full faith in the policy of the BJP as they had benefited during the BJP’s tenure at the Centre.

Addressing a gathering, he said, “The six years NDA rule has seen development in every field. It included friendly relations with Pakistan resulting in running of the cross-border buses and trains for the divided families.”

The BJP leader attacked the Union and the state governments and MP Madan Lal Sharma for their false promises of four-laning the the Jammu-Poonch highway, Jammu-Poonch rail project, infrastructure improvement, medical college and providing basic amenities. — OC

Pampori gets 1-yr extension as medical college principal

The state Cabinet on Monday granted one-year extension to Dr Rafiq Pampori as principal, Government Medical College, Srinagar.

Official sources said the state government had no choice but to appoint Dr Pampori as the principal, GMC, again since nobody in the faculty filled the eligibility criteria for the post.

Pampori was due to retire this year and served as the principal, GMC, Srinagar, for nearly two years.

According to the sources, there is not a single faculty member in 22 departments of the medical college of the cadre of professor, who is eligible (five years of experience according to Medical Council of India guidelines) to become the principal of the medical college.

The state government will have to wait till next year for Dr Qaiser, who is at present Head of Department, Pediatrics, GMC, Srinagar, to acquire five years experience as professor for the post.

The state government was earlier considering to appoint Dr Javed Chowdary, ex-medical superintendent, GB Pant Hospital, who is presently attached with the government, as being the only eligible candidate for assuming the charge of the principal, GMC, but since Dr Chowdary’s track record as MS, GB Pant Hospital, was not good, the state government dropped the idea.

He also met the Chief of Staff Northern Command, Lt Gen HJS Sachdev, and discussed important legal issues with him.

The officer was earlier received by the officiating Deputy Judge Advocate General at the Norther Command Headquarters, the spokesman said.

Maj General Parshad met all the officers of the Judge Advocate General Department, Northern Command, and urged them to strive for excellence.

Plea to solve problems of pensioners

The All J&K Central Paramilitary Force (CPMF) Welfare Association has said the Central Government has failed to solve the problems being faced by Central paramilitary forces' pensioners.

Addressing mediapersons, general secretary of the association, Darshan Kumar said the Central Government declared "one rank, one pension" for the pensioners of the Ministry of Defence, but no decision was taken to solve the problems being faced by Central paramilitary forces' pensioners.

Darshan Kumar said every year a good number of men retired from the Central paramilitary forces, but there was no provision for providing ex-servicemen status to them.

He claimed that all widow pensions even at the initial stage were Rs 3,500 per month only. With this pension a widow could not provide good schooling and fulfil other needs of her children.

He demanded revision of pre-retiree pension, "one rank-one pension", ex-serviceman status and enhancement of medical allowance from Rs 300 to Rs 1,000 per month for pensioners.
