Accusations mar EGS teachers’ counselling
Teachers allege that only those who met Chief Minister being given preference
Nikhila Pant Dhawan
Tribune News Service

Bathinda, February 19
Counselling procedure of the AIE/EGS teachers, which began in the city on Monday, was today marred by accusations by a section of teachers. The AIE/EGS teachers had observed a dharna in the city from February 2 to 9, were assured by the Punjab Chief Minister Parkash Singh Badal that they would be given jobs for two years.

In keeping with the promise, the documents of the teachers are being collected and counselling session is being held at Government Elementary School, Mall Road, for the AIE/EGS teachers belonging to Bathinda district.

Swarna Devi, an AIE teacher, claimed that preference had been given to those teachers who were part of the deputation which had met the CM to resolve the impasse and that three of the teachers who belonged to the Bathinda district and had been working before other teachers and now been entrusted with the task of helping out the officials from the DEO’s office during the counselling session.

“We all sat together on the dharna for eight days. All of us stayed away from our families and were under equal pressure from the state government and the district administration. The teachers who comprised the deputation which met the CM have been given jobs before us and have also been given plum locations. Although some of them have not even passed the ETT, they have been given the task of checking our files,” she alleged.

“We don’t feel like filing the forms since the agreement reached with the government is not in our favour. The deputation gave in to the pressure of the state government and agreed to a below-expectations agreement. After two years, we will be unemployed again,” said another teacher, who hadn’t submitted her file till 4.30 pm on Wednesday.

The District Education Officer (elementary education), Amarjit Kaur Kotfatta, who is in-charge of the counselling of the AIE/EGS teachers for the Bathinda district refuted the allegation and claimed that the joining letters were being given to the candidates who had submitted all the required documents.

“The teachers, who were the part of the deputation, submitted their files on the first day of the counselling session and were given the joining letters the same day. Similar process is being undertaken for all the candidates. We have received more than 400 files and all the candidates with complete documents have been given joining letters,” she said.

“We have though asked a few teachers who have already got their joining letters to check the files of other teachers to see if all the documents have been attached. We even gave them a list to crosscheck the files with. But they have nothing to do with the counselling process,” the DEO added.

“The question of plum postings does not arise since all the candidates have to be sent back to the centres for out-of-school students. We are forwarding their files to the Block Level Officers who will further process the same. These teachers can’t be given posting other than at the AIE/EGS centres for the time being. Any one claiming otherwise is creating confusion,” she added.

Bathinda, February 19
Seven-year-old Arshdeep Singh, son of a couple lodged in Central Jail, Bathinda, who was handed over to a social activist on the directions of the High Court two years ago, today left the city with his parents to live with his aunt in Madhya Pradesh.

His parents, Surinder Kaur and Avtar Singh, residents of Malkana village in Bathinda district, were arrested in a case of drug peddling and were sentenced to 12 years of imprisonment.

With no one else to look after the child, young Arsh was moved to Bathinda Central Jail where he spent 22 months before being adopted by a social activist, Radhe Shyam Bansal, on July 25, 2012, after the visit of the Punjab and Haryana High Court judge KC Puri in March 2012.

"During the inspection by the judge, Arsh was found to be the only child lodged in jail. The judge said the child could lead a normal life outside the jail if someone was willing to take over as his guardian. I was asked to do the needful and I immediately adopted the child after getting orders from the court," said Radhe Shyam.

On February 13 this year, Arsh's parents, Surinder and Avtar, got four weeks of parole. On February 14, they moved an application in the local court seeking custody of Arsh whom they wanted to leave in care of Surinder's sister in Madhya Pradesh.

Speaking to Bathinda Tribune today at Radhe Shyam's residence, who raised Arsh like his grandson since July 25 2012, the couple said they wanted the best for their child and had decided to leave him in the care of his aunt in Madhya Pradesh.

Arsh was produced before the court of senior sub-judge Vijay Kumar where the judge asked him about his well-being and whether he wanted to go with his parents. Arsh said he was studying in Class I at Dasmesh School and was well looked after. He expressed his willingness to join his parents, said Radhe Shyam, who too appeared before the court.

A playful Arsh today bid adieu to the Bansals, a family that he terms as his own, only to move on to his aunt's place in MP.

attack on DAV COLLEGE’S PROFESSOR
10 days on, perpetrators walk free

Jalandhar, February 19
Thirteen days after he was first hit by a bunch of hooligans, just because he prevented them from beating up some school students, Karanvir Singh was in for a rude shock today when he attended the college for the first day after recuperating from serious injuries which were inflicted on him.

Both the family of Karanvir and the college authorities of the city-based DAV College gave the inaction and lack of will of the police in nabbing the culprits who attacked Physical Education Professor Karanvir Singh and his friend Amanpreet on the evening of February 6.

Karanvir said of the 12 to 13 people who attacked him with sharp-edged weapons, sticks and rods, three to four attackers were students of the DAV College, the rest were outsiders.

"I saw one standing on the college gate itself today while another was roaming outside. It feels unsafe and shameful while entering the college and watching the attackers who caused me such grievous harm, walking free," he said.

His father Revathinandan said, "Today these children are roaming free, tomorrow they can attack anyone and even my own son again. The fact that they have the gall to walk around the college free speaks loads about the police inaction and the victimisation of well meaning citizens in society. Such an incident will strengthen the resolve of criminals and create a scare among teachers willing to reprimand rowdy students even if they watch them doing some wrong."

A few days ago the police had rounded up three to four boys but they were let off on a bail within days. Now, they all walk free. This, even as the college principal was told by the Deputy Commissioner of Police that theirs was a non-bailable offence.

The FIR was registered under Sections 324, 325 of the IPC on February 9, two days after the incident.

Sources said, "While the police have been telling the family that they are raiding the students' homes, their parents, when called to the college, told the authorities that no police official had raided their home."

College principal BB Sharma told The Tribune that the three college students involved in the incident have been suspended. He expressed surprise at the lax manner in which the police proceedings have been progressing.

"In a conversation with me, the Deputy Commissioner of Police said if the offence is 'grievous' (section 325 of the IPC), it is non-bailable. But the two boys arrested were let off. It was a very serious attack. The police should have booked them under a non-bailable section. I had been trying to reach the Deputy Commissioner of Police today as well but couldn't speak to him. Our demand is that police actions should be swift and all the boys should be arrested immediately," he said.

The principal said, "An enquiry committee of the college is further looking into the case. They have been instructed to submit a report on the issue."

ASI Jassa Singh, Police Station Number 1, when asked why no boy had been arrested, said, "We arrested them but they got bail. What can we do if the offence is bailable? We have been conducting raids at all the places and they will not be spared. All of them will be arrested soon."

Deputy Commissioner of Police Rahul S, when contacted, on the issue of offence being bailable, said, "I had spoken to the principal based on the medical report and haven't kept tabs on the current status f the case since I am out of station. However, I will be looking into the case and review what kind of action is being initiated against offenders."

Bathinda, February 19
Government Sports School, Ghudda, will hold annual admission trials in the city from February 24 to 26. Trials will be held in volleyball, kabaddi, hockey, athletics, weightlifting, wrestling, swimming, football, shooting and basketball. However, the selection procedure for students of the school has been altered a little this time.

Speaking to Bathinda Tribune, director of the school, Colonel (retd) Arun Chopra, said, “Unlike the past years, this year a game test will also be made part of the trials. While earlier, the annual selections were done for entry level admission to Class VI, this year onwards the admissions will be done against vacant seats in each sport category. And for this a game test will also be conducted.”

He further said the change in the pattern had been done to improve the standard of sporting talent getting admission in the school. “Earlier, the students were selected on the basis of a fitness test and an interview and they gave their preference of sport once they were admitted into the school. Discontinuing the practice, this year, we have 64 seats to fill and have declared vacant seats in each category and students will be chosen depending on the proficiency in the sport,” he added.

He also said this time, the trials would not be held only for admission to Class VI but also for Classes VII and VIII. “Students who meet the eligibility criteria in either the U-14 or U-17 categories may come and participate in the trials for admission to other classes as well. This time, additional marks will be given to students who have won at the school, block, district or state level competitions,” he said.

Meanwhile, the office of the District Education Officer (Secondary Education) today released the list of the physical education lecturers employed with the government schools in the district who have been entrusted with duties during the three-day trials.

Gurlal Singh (wrestling), Jugraj Singh and Angrez Singh (athletics), Ramesh Singh and Varinder Singh (kabaddi), Amardeep Singh, Sukhdev Singh (football), Harpreet Singh (volleyball), Sukhjinder Singh and Binder Kaur (basketball) and Mandeep Kaur (volleyball) have been entrusted with duties during the trials.

Bathinda, February 19
The District Consumer Forum has slapped a fine of Rs 7.20 lakh on MSD Senior Secondary School, Raman Mandi, for serving contaminated water to its students that led to a child falling seriously ill leading to loss of his two years of studies.

In a complaint filed with the District Consumer Disputes Redressal Forum, Sohan Singh, a resident of Laleana village, Talwandi Sabo, stated that his son Akashdeep, a student of class X, drank water from the school’s tap on July 20, 2012 and soon, after he fell ill. The school has around 600 students and 63 staff members.

He stated that the problem occurred as the students consumed water that had mixed with the oil of the submersible pump.

Akashdeep as well as the other students of the school fell ill the same day. He was taken to a private hospital in Talwandi Sabo where his condition did not improve. His legs became paralytic and he was referred to a hospital in Bathinda city on July 23 where his condition remained critical. Thereafter, he was referred to Dayanand Medical College and Hospital (DMCH), Ludhiana, where he remained admitted from July 24 to August 17 2012 and is still undergoing treatment. Sohan Singh, a small farmer from Laleana, stated that he has spent around Rs 5 lakh on Akash’s treatment.

Supporting in Sohan’s claims, parents of other students also filed affidavit before the forum mentioning that there was no proper provision of providing drinking water to the students.

During hearings, while the school authorities claimed that Akash had been ill for the past some time before the incidence took place, they could not produce any record to corroborate their claim.

The school authorities have also claimed installation of a water RO system in the school, but could not produce any invoice or record of the purchase of RO system.

Also the school failed to place on file any cogent evidences to prove source they are drawing water from for drinking purposes in the school. The forum observed that Akashdeep fell ill due to negligence of school authorities as they had been providing water that is not fit for human consumption.

Meanwhile, the counsel for MSD School, Sanjeev Kumar said the school authorities will file appeal against the decision.
