Rs 1,094 cr disbursed among ‘kisan credit card’ holders

Minister for Agriculture Ghulam Hassan Mir today said Rs 1,094 crore have been disbursed among 4.50 lakh Kisan Credit Card (KCC) holders of the state till December last year and added that the implementation of the scheme has encouraged farmers to introduce latest agricultural techniques, resulting in better yield.

“The easy agriculture credit facility for the state farmers on low interest rates through the KCC has helped the farming community to enhance their production, besides providing them better market linkage,” Mir said during a review meeting on the implementation of the Kisan Credit Card scheme here.

The Minister directed the authorities concerned to clear all the pending cases at the earliest so that maximum farmers could be covered under the ambitious programme, an official spokesperson stated.

He also told the officials to extend the facility to those cultivators who have no land holdings.

Mir, however, directed that KCC should be provided to such cultivators on the authorisation of respective Agriculture Extension Officer and the sarpanch of the area.

“The objective of the scheme is to provide easy credit facility to the farmers and help them widen the agriculture activities for better returns,” Mir said.

The Minister, meanwhile, told the bankers to adopt simple procedure for extending the scheme and its disbursement and directed them to give instructions to the Branch Managers that no guarantee was required from the farmers for availing the KCC, the spokesperson said.

“Every day, I receive complaints from the farmers that some branch managers ask them to furnish the guarantee. Branch managers should be strictly instructed that no guarantee was required for availing the KCC,” he said.

He also told the bankers that sericulture and beekeeping activity should also be covered under the KCC.

Varsities, research institutes must work in tandem, says Governor

Jammu, February 6
There is a need for synergy between various universities and research institutes of the state, particularly in regard to conduct research in the areas which are relevant for the sustainable development of the state.

This was stated by Governor NN Vohra in his concluding remarks at the Prof Ram Nath Chopra symposium during the 101s Indian Science Congress here today.

The Governor, who is Chancellor of the University of Jammu (JU), emphasised that more such interactions must be held so as to evolve better strategies for combating people’s problems.

He said a document based on the presentations made by the panelists should be prepared and submitted to the state government for appropriate action.

There is a need to speed up efforts towards amelioration of socio-economic condition of the people through interventions of science and technology, he said.

Earlier, JU Vice Chancellor Prof Mohan Paul Singh Ishar thanked the Governor for convening a special session on science and technology imperatives and opportunities for the sustainable development of the state.

“It is a unique opportunity which has brought together distinguished scientists to brainstorming on the issue related to the sustainable development of the state,” said Prof Ishar.

University of Kashmir Vice Chancellor Prof Talat Ahmad delivered a lecture on “Earth and solar resources as influencing factors of sustainable development of J&K”.

Delivering a lecture on “Opportunities for aroma industry in J&K: Creation of new industrial biotechnology Parks”, Dr Ram Vishwakarma, Director IIIM, Jammu, said, “The state has the opportunity to emerge as an aroma industrial unit.”

Dr Tej Partap, Vice Chancellor, Sher-E-Kashmir University of Agricultural Sciences and Technology (SKUAST), Kashmir, spoke on “Converting unsustainable to sustainable farming economy in J&K.”

Dr Ajay Koul, Director Research, SKUAST, Kashmir, highlighted status, components and various factors that are affecting silkworm rearing.

Dr Shafiq Wani, Director Research, SKUAST, Kashmir, spoke on breaking the technology barriers in major niches for economic transformation of the farmers in Jammu, Kashmir and Ladakh.

Dr RB Shrivastva, Director, DIHAR, Leh, spoke on how the basket of technologies can transform the economy of the Ladakh region.

PHE Minister reviews stalls at Science Congress

Minister for Public Health Engineering (PHE) Sham Lal Sharma on Thursday inspected stalls installed by the PHE Department at the university during the Science Congress. He also reviewed the stalls of Agriculture, Horticulture and Floriculture departments. “Water is precious and the time has come when the people should think seriously about its usage. Ahead of the first death anniversary of Parliament attack convict Afzal Guru, police here today arrested three separatist leaders belonging to the Hurriyat Conference Jammu and Kashmir (HCJK), a breakaway faction of the Miwaiz Umar Farooq-led moderate Hurriyat Conference.

Police detained senior HCJK leader and head of the Democratic Freedom Party Shabbir Shah, president of the National Front, Nayeem Khan, and Mushtaq-ul-Islam, chairman, Muslim League, from the Lal Chowk area of the city this afternoon.

Confirming the detention, a police spokesperson said the arrests were made as a preventive measure ahead of Guru’s death anniversary on February 9.

The trio was coming out of a hotel, when they were taken into custody by the police. All of leaders have been lodged at the Kothibagh police station.

The police also claimed to have detained human rights activist Mohd Ahsan Untoo.

Earlier, the breakaway faction organised a day-long seminar to mark the death anniversaries of Maqbool Bhat and Guru.

Bhat, considered to be one of the pioneering separatist leaders, was hanged at the Tihar Jail on February 11, 1984, whereas Guru, convicted in 2001 Parliament attack, was executed in the same jail on February 9 last year.

The HCJK also passed a six point resolution during the seminar, rejecting any kind of dialogue process held without the participation of Kashmir’s separatist leaders.

The resolution, which was read by Nayeem Khan at the end of the seminar, also urged the Centre to handover the mortal remains of Maqbool Bhat and Afzal Guru, both of who were buried inside the Tihar Jail, to their families.

Last year in September, Nayeem Khan and Shabbir Shah had also released a book, O Afzal Guru, a compilation of Guru’s letters written during the confinement.

Govt may impose restrictions

The government is likely to impose restrictions in various parts of Srinagar and other sensitive areas of the Valley ahead of the first death anniversary of Parliament attack convict Afzal Guru.

Separatist leaders from the Valley have already called for a three-day strike from February 9, to press for the return of the mortal remains of Afzal Guru and Jammu and Kashmir Liberation Front (JKLF) founder Mohammad Maqbool Bhat.

While Guru was executed on February 9 last year, Bhat was hanged on February 11, 1984, at Delhi’s Tihar Jail.

Police officials said a decision to impose restrictions in Srinagar’s old city has already been taken, but a final call would be made on Friday during a high-level meeting of the police and the civil administration.

However, Deputy Commissioner, Srinagar, said no such decision has been taken. “We will be meeting tomorrow to discuss the plan,” the Deputy Commissioner told The Tribune.

A senior police officer, meanwhile, said the security agencies have inputs from various parts of the Valley that protests and stone pelting incidents may be witnessed on February 9 and other two days of the strike and there might be a law and order problem.

“We surely have inputs about possible trouble and we will not be callous. We have taken all necessary steps to ensure that peace prevails,” the officer said.

“With the Parliament elections around, we do not want anything untoward to happen,” he added.

Sources said in the past few days, the police and security officials have been discussing steps being taken against the three-day shutdown call.

“Our major concern is February 9. We have a plan in place and have adequate backup to handle any situation,” a police officer said on the condition of anonymity.

The police and paramilitary forces would also be on an alert in north Kashmir’s Sopore area, the home town of Afzal Guru, he said.

The officer, however, added that a final call on whether to implement restrictions in Sopore or not will be taken in a day or two.

Court tells crime branch to file chargesheet against nine more students

The J&K High Court today directed the crime branch of the state police to speed up its investigation into the sale of Common Entrance Test (CET-2012) question papers for selection into medical colleges. It observed that the pace of investigation had slowed down, and that alertness exhibited by the probe agency had started waning. The probe conducted so far may be just the tip of the iceberg, said the high court even as it hinted that the investigations could be extended to CETs held in 2011, 2010 and 2009 and beyond.

In its directions made available today, a division bench of Justice Hasnain Massodi and Justice Ali Mohammad Magrey also directed the crime branch to submit case diaries for its perusal and asked telecom companies to furnish call details of the accused in the case.

“The pace of the case after the chargesheet was presented against 12 accused (excluding three juvenile accused) appears to have slowed down. The initial enthusiasm and alertness shown by the investigating agency, which earned it appreciation of the court, has started waning,” the high court observed in its detailed orders.

Apart from 12 MBBS students, the other accused named in the chargesheet by the probe agency includes former head of the Board of Professional Entrance Examinations (BOPEE) and prime accused Mushtaq Ahmad Peer, his close aide Farooq Ahmad Itoo and brokers Sajjad Ahmad and Haroon.

It further observed that the probe agency must not to rest on its laurels but pursue the investigation with a direction and dedication.

The court observed that the investigation agency should speed up the investigation and make a serious effort to “unveil the beneficiaries of the fraud other than the 21 candidates who are found to have wrongfully managed their admissions.”

Out of the 21 beneficiary candidates identified by the probe agency so far, 12 MBBS students have already been named as accused in the chargesheet whereas the names of nine beneficiary students were presented to the high court by the crime branch in a sealed cover this week.

“The list submitted in the sealed cover identified only nine candidates alleged to have been beneficiaries of the alleged crime. We fail to understand the reason for deleting the 10th candidate from the list of beneficiaries,” the court observed in its orders while directing the Investigation Officer of the case to present the case diaries for perusal and forwarding the names of the nine “beneficiary” candidates to BOPEE for taking action against them. The crime branch had earlier said there were 10 more candidates under the scanner. The court directed the crime branch to take steps for presenting a supplementary chargesheet against the nine beneficiary MBBS students before the Special Judge, Anti-Corruption, Kashmir.

BOPEE taken to task

  • The HC rapped the Board of Professional Entrance Examinations (BOPEE) authorities for failing to act against the MBBS candidates named as accused in the chargesheet by the crime branch.
  • The court observed: “The board authorities have proceeded at a snail’s pace and the result is delay in compliance with the court orders. In case the board officers cannot appreciate the urgency involved and steps required to be taken… the right course for officers is to step aside and allow those having commitment and the requisite skill to man the posts held at present by such officers.”
  • The BOPEE was required to act against 12 MBBS students named in the chargesheet and cancel their admissions, which it has not done to date

3,500 seats to be filled for 37 postgraduate courses

Kashmir University (KU) admission process has begun with candidates due to apply for 3,500 seats in 37 postgraduate courses. As per a KU notification, application forms from candidates will be received online till February 20.

The entrance examination will start from the first week of March and the exams are going to be held across 22 sub-centres in the state. Various degree colleges affiliated to KU, KU north, south and Kargil campus have been designated as exam sub-centres.

The admissions are also open for BTech courses in colleges affiliated to KU.

The next few days will likely see a huge number of students and queries flooding the KU academics Department as were witnessed last year when 36,000 students applied for one-tenth of seats at the university.

The limited number of seats available has been a point of concern for students as well as the KU management with even Vice Chancellor, KU, Talat Ahmad describing the limited seats availability as a problem which could cost the university dearly.

Graduation (third year) students have been directed to clear their re-evaluation or obtaining provisional marks certificates at earliest so that they too are eligible for the process.

The admission process, however, suffered serious setbacks last year due the strife in the Valley over Afzal Guru’s hanging. This time around, the KU management hopes to complete the process by March so that the new academic sessions begin by March-April and class work is not affected.

Meanwhile, the aspirants complained of huge fee for prospectus and entrance examinations with Rs 250 being charged for prospectus and Rs 250 for the entrance exams of each subject the candidate will appear in.

Although, an aspirant has the choice of applying in as many courses as he/ she wants, the KU is charging Rs 250 for every subject (course) candidate applies for. “This is unreasonable because it will limit the options of financially downtrodden students who want to apply for many courses,” Imran Ali, a PG aspirant, said.

Protests across state over govt decision on admn units

The National Conference-led coalition government seems to have opened a Pandora’s box with its decision to create new administrative units in Jammu and Kashmir as people from several parts of the state are expressing their resentment over the recommendations made by the Deputy Chief Minister headed Cabinet Sub-Committee (CSC).

Protests have erupted across several parts of the state against the “biased” recommendations” made by CSC, even as both the Congress and the NC are desperately looking to cash in on the creation of new administrative units.

Although the recommendations made by the Tara Chand-led panel for creation of 659 new administrative units have been forwarded to the Finance Department, to look into the financial implications of the decision, people in many areas of the state seem to be dissatisfied with report.

“The CSC report is a glaring example of discrimination with the backward and hilly Assembly segment of Darhal,” alleged Congress leader Mohammad Iqbal Malik. Emphasising particularly on the Buddhal area of Dhral, Malik said: “Buddhal remained a tehsil from 1968 and 1972, but the status was quashed because of political considerations. And now the area has been again ignored.”

He warned that if their demand was not met before February 10, the residents will march to the district headquarters at Rajouri.

“We would start a march towards Rajouri if our demands are not met by February 10,” he told The Tribune.

A massive protest also erupted in Jandrah area of Nagrota Assembly segment where people termed the CSC recommendations as “biased” and “discriminatory”.

“We will intensify our struggle for getting the sub-divisional status for Jandrah,” said Sunil Sharma, social activist and a student leader from Jandrah. Parts of Poonch and Kathua are also witnessing a surge against the list of new administrative units.

Keeping in view the brewing resentment among people, the BJP has jumped in the melee to reap political benefits. “Recommendations of the CSC are discriminatory and biased against the Jammu region,” said BJP state president Jugal Kishore Sharma.

“Jammu had demanded five new districts, but their demands have not been taken into consideration. Discrimination with Jammu in creation of new administrative units would be our poll plank,” Sharma said.

Protests continued across Poonch district against government decision of creating new administrative units and denying tehsil status to various areas.

Demanding tehsil status, hundreds of villagers from Chandak and its adjoining villages today held a massive protest and blocked the Poonch-Jammu highway for over 4 hours.

The protesters burnt tyres on the road and disrupted traffic for over four hours besides government and private schools and business establishments remained closed.

The protesters alleged that the government had ignored the demands of the people of the area. They said Chandak was one of the most populated areas and comprised of vast area and panchayats from Sathra to Bawli villages.

Maqsood Choudhary, a prominent political leader of the area, said, “In several meetings in connection with the creation of new administrative units, we were promised that our village will be given tehsil and block status, but unfortunately, our village did not figure in the list”.

"We have decided to hoists black flags on our houses in protest against the government decision and will not take part in the coming elections. We will not even allow any political leader to visit the village,” Choudhary, said.

The protesters criticised the local MLA for “misleading” the villagers over the issue. They alleged that the government had ignored the genuine demand of the villagers and these administrative units were crated on politically motivated decisions.

Mohd Shafiq, Assistant Commissioner, Revenue, along with Javid Naz, DSP, Poonch, rushed to the spot and assured the protesters that their demands would be conveyed to the concerned quarters. Only after the assurance of the officials, the protesters called off the protest.

Chorus for tehsil status grows

Protesters across Kashmir are continuing to hold demonstrations against the decision of the government on new administrative units. Some areas in Pulwama and Shopian districts of south Kashmir and the Lolab area in Kupwara district of north Kashmir have been demanding tehsil status.

Agitating residents from Shahoora in Pulwama district and Kaprin in Shopian district held demonstrations today demanding tehsil status for their respective areas. The residents also held protests in front of the offices of Deputy Commissioners. They also reached Srinagar and held protest demonstrations in the Lal Chowk area to highlight their demands.

In another related development, panches and sarpanches of Shadimarg in Pulwama district threatened to resign in case their area was not granted the status of tehsil within five days. In Kupwara district, residents of Wavoora village in the Lolab area continued their protest for the third consecutive day today for the grant of tehsil status.

JDA to start restoration of Bahu Fort without waiting for funds

The Jammu Development Authority (JDA) has decided to start restoration work of the collapsed wall of the Bahu Fort without waiting for the funds to be released by the Department of Culture.

The state government has not provided funds for the restoration of the 110-foot wall of the ancient Bahu Fort, which collapsed on August 18, 2013. The JDA, which has been assigned the work of the restoration of the wall as well as some more developmental work at the Bahu Fort, has decided to start the restoration without waiting for the release of the funds.

KL Khajuria, Vice-Chairman, JDA, said, "We are going to start the tender process for the restoration work and the LED illumination at the Bahu Fort in a few days."

"We already have about Rs 16 lakh given to us by the Department of Culture and the rest of the amount we will charge the department later for the early restoration of the Dogra heritage," he added.

The Archaeological Department of the state is facing a financial crunch, as it gets only Rs 70-80 lakh as an annual budget for all the monuments of the state. The department was already working on the Bahu Fort, Samba Fort, Reasi Fort and Rajouri Fort.

The JDA had submitted an estimate of Rs 134 lakh in December, 2013, to the Archaeological Department of the state for the restoration of the wall and some other works at the Bahu Fort, out of which Rs 57 lakh were for the restoration of the wall. But due to lack of funds, the department has sent the proposal to the Planning Department of the state.

Officials of the Archaeology Department said the plan was ready and they had requested the JDA to start the work and the department would pay it later, which had been accepted by the JDA and the tender process would be started soon.

The Archaeology Department of the state has also requested the Planning Department to release additional grants for the restoration of the wall.

Youth forum holds prize distribution function

The Youth Talent Search Forum (YTSF), a forum of private schools in Jammu, organised its 13th annual prize distribution function at Police Auditorium, Gulshan Ground, here.

Director, School Education (DSE), Tushar Kanti Sharma was the chief guest, while Tarsem Lal, Chief Education Officer (CEO), Jammu, was the guest of honour.

The DSE lauded the YTSF for playing a pivotal role with a visionary approach towards the all-round and balanced development of students in a very democratic manner. Earlier, the programme started with the lightning of ceremonial lamp and followed by welcome address by Kiran Raina, Principal, JK Police Public School, Miran Sahib.

Students of the school presented a colourful cultural programme that mesmerised the audience. The annual report was presented by the general secretary of the YTSF, Easther Williams, Principal of Alexander Memorial School.

Stephens International Public School, Miran Sahib, which bagged maximum prizes, was declared the leading school. Principal of the school Satvinder Saini was congratulated for her efforts and endeavour.

A vote of thanks was presented by Shashi Sharma, Principal, Bikram Memorial School, Jammu. Prabha Jain, president of the YTSF, was also present.

The YTSF, established in 2001, is a platform where young minds are provided with a comprehensive academic curriculum support by a system of instructions that encourages the thought process and reasoning, which would gear children to be logical, analytical, critical, creative, innovative and communicative.

Govt urged to regularise daily wagers’ services

The Mahasha Youth Welfare Forum (MYWF) has urged the state government to regularise all daily wagers working in various departments since March, 2005.

The forum held a meeting under the chairmanship of Charan Dass Naghalia, who also appealed to the government to fill all the posts lying vacant in different departments.

The members in the meeting asked the government to provide a pocket allowance to the unemployed youth besides demanding Rs 1,000 for matriculate, Rs 1,500 for intermediate and Rs 2,000 for graduate youth.

Other demands of the forum included the release of widow and old-age pensions, lying pending for the last few months, and immediate repair of link roads of rural areas falling in Jammu district.

Lecture on grammar held at govt college

The Department of English, Government College for Women, Gandhi Nagar, today organised an extension lecture on "Usage of grammar and an analysis of sentences".

Prof Jagdish Sharma, former Head of the Department of English, was the resource person, whereas Dr Kiran Bakshi, Principal of the college, was the chief guest.

Prof Seema Mir, convener, Language Club, highlighted the contribution of grammar for attaining perfection in the language.

Prof Sharma spoke about the analysis of sentences and their practical use in honing the writing skills.

Dr Kiran Bakshi also appreciated the knowledge provided by the resource person. The programme was attended by students and staff members of the college. A vote of thanks was presented by Dr Ashu Vashist.

BJYM nominates Ankit campus ambassador

The state unit of the Bharatiya Janata Yuva Morcha (BJYM) today nominated Ankit Sood campus ambassador in its Campus Ambassador Programme (CAP). In meeting held at the party office, BJYM state president Ravinder Raina, state in charge Yudhvir Sethi along with morcha activists felicitated Ankit Sood.

Speaking on the occasion, Ravinder Raina said, “A group of highly motivated, smart and socio-politically aware young students from universities and colleges will be selected in this programme in Jammu, Kashmir and Ladakh regions of the state to strengthen the party base and involve more and more youth in the upcoming parliamentary elections.

He added that the campus ambassadors would also give inputs and feedback that would be incorporated in the BJYM’s National Youth Policy.

State in charge of the BJYM Yudhvir Sethi, while speaking on the occasion, said the BJYM's Campus Ambassador Programme was an initiative aimed to create awareness among students on college and university campuses across the country on fundamental issues related to the political system of the country.

He said the programme would play an important role in generating awareness about the socio-political system and issues concerning India among the youth.

Sethi said by organising discussions under the programme the BJYM would bring the youth from all the three regions of the state together and provide them a common platform to voice their opinion about issues such as democracy, policy making, political leadership and socio-economic development.

Manch decries caste-based reservation

Seth highlighted the negative affects of caste-based reservation saying that it was a big blot on the fair name of secularism and Indian democracy. Devotees throng Dastgeer Sahib shrines to observe Urs

Devotees are thronging the Dastgeer Sahib shrines at the Khanyar and Sarai Bala areas these days to observe the annual Urs of the 11th century Sufi saint Shaikh Syed Abdul Qadir Jeelani.

Even though the saint, known as Dastgeer Sahib by the devotees here, whose actual shrine is located at Baghdad in Iraq, never visited the Valley in person, he is highly revered by the locals and the main Urs functions are observed for 11 days.

A caretaker of the Sarai Bala shrine said the religious functions had begun on Sunday last and the main Urs function will be held on the coming Wednesday. However, the religious functions will continue till Friday.

A large rush of devotees is expected to throng both the shrines from all across the Valley on Wednesday when the holy relics of the revered saint are displayed for the devotees. However, the maximum rush of devotees is expected to throng the Khanyar shrine in the old city. Ahead of the main Urs, the devotees have been visiting the shrines in a large number for prayers and supplications.

A renovated shrine was thrown open at Khanyar ahead of the Urs recently after it had been destroyed in a fire incident in June 2012.

General Officer Commanding (GOC) of Srinagar-based 15 Corps Lt Gen Gurmit Singh today awarded cash prize of Rs 50,000 to Army Public School (APS), Srinagar, for its overall performance in both academic and extra-curricular fields during the last four years.

CRPF organises dental camp

A dental camp was organised by the CRPF in collaboration with the J&K Dental Surgeon Welfare Forum here today. It was inaugurated by PK Singh, IGP, CRPF, Srinagar. Dentists at the camp raised awareness about oral hygiene and discussed various measures to keep teeth and gums healthy.

It was followed by a question-answer session. The camp was attended by Chhajju Ram, DIGP (ADM), Srinagar, KM Yadav, DIGP, Srinagar South, commanding officials, subordinate officials and jawans along with their families.

A dental check-up was done by a team of doctors. Free medicines were also distributed during the camp. Sandeep Datta, DIGP, GC, CRPF, Srinagar, thanked the IGP and the visiting doctors for making the camp successful.

Nowshera Day celebrations begin

A two-day Nowshera Day celebration being organised by the Nowshera Garrison under the aegis of the Ace of Spades Division, Rajouri, was inaugurated by Maj-Gen Saranjeet Singh today at Nowshera.

A large number of Army, civil administration officials, residents of the area and schoolchildren were present on the occasion.

Nowshera Day, which marks the defence of Nowshera in the 1947-48 war with Pakistan and the martyrdom of Naik Jadu Nath Singh and others, is being celebrated by the Army every year on February 7.

On the first day of the celebrations, a wreath-laying ceremony was followed by ex-servicemen rally, which was aimed to discuss and mitigate the problems being faced by the ex-servicemen.

Maj Gen Saranjeet Singh, GOC, Ace of Spades Division, gave a patient hearing to all ex-servicemen and also issued instructions to officials concerned to mitigate their problems at the earliest.

More than 400 local ex-servicemen from the adjoining areas attended the rally and the GOC appreciated their sacrifices and dedication to service.

The GOC also appreciated the efforts of the Army and civil officials for organising information about the various projects and facilities being extended by the Union and state governments for the welfare of ex-servicemen and their kin.

Kashmiri youth’s astronomy projects get NASA approval

A Kashmiri youth from a remote village of the Valley has won approval for two of his projects from NASA's Kennedy Space Centre in the United States.

“Asif Ali, who comes from a humble background from a village in Mattan area of south Kashmir district, Anantnag, is studying astronomy at the Indian Institute of Space Science and Technology (IIST), Kerala,” a defence spokesman said here.

The two projects that Ali will work on include those on estimation of asteroids and the effect of gamma ray emissions.

“NASA is supporting his project works and accepting his research idea as a major leap forward in his career,” the spokesman said.

Ali, who has done BTech from IIST and is currently doing MS in astronomy from the same college, will be headed to NASA soon to start work on his projects.

“I will be flying to NASA, US, soon to start my project work. After I return, I have some more projects in my mind that will cater to telecommunication problems faced by our state in particular and India in general,” he said.

Ali is an alumnus of Army Goodwill School at Aishmuqam in Anantnag district and has done his higher studies at Government Higher Secondary School in his native area.

His father retired as an officer from the Animal Husbandry Department and his mother is a housewife.

“I have not been to elite schools of towns and cities. I dreamt of making big in life while studying at my native place in a remote area. However, to fulfil my aspirations, I went to a good college in Kerala under the guidance of brilliant mentors. I worked hard. My core interest was always astronomy,” he said. His achievement was recently acknowledged by the Army, which felicitated him in the presence of engineering students in Anantnag, the spokesman said. — PTI

Kidnapped toddler rescued, one arrested

The police rescued a two-year-old boy who was abducted from Sub-District Hospital, Handwara, yesterday and arrested his abductor.

The police rescued Uzair Ahmed Bhat from a house in Badra Payeen village of the Langate area in Kupwara district last night.

“The boy was kidnapped by Imtiyaz Ahmad Hajam (18). After search, we rescued the boy the house where Imtiyaz was hiding in Badra Payeen village,” said a police official.

The family said the boy was fine, but police officials admitted that he was forced to beg until rescued.

“Imtiyaz forced the child to beg until we rescued him from the house. Imtiyaz told the people that his younger brother (Uzair) was suffering from a deadly disease,” said the official.

The official said Imtiyaz was not mentally challenged. He wanted to earn money after abducting the child.

Earlier, Uzair’s uncle Mushtaq Ahmed, who was attending to her sister (Uzair’s mother) at the Sub-District Hospital, Handwara, alleged that Imtiyaz Ahmad Hajam, who was also attending to his mother admitted in the same ward, kidnapped the child.

Govt retrieves land grabbed by Asaram’s ashram in Jammu

The Jammu Development Authority (JDA) has retrieved its land, encroached by the caretakers of Asaram’s ashram in Jammu a few years ago.

The land is in the Bhagwati Nagar area, near the banks of the Tawi, in Jammu. The JDA had given around 281 kanals to Asaram’s ashram on the lease basis in 2008. After getting the possession of the land, the caretakers of the ashram encroached on the land near the ashram.

“We have retrieved the land as around 7 kanals were encroached by the ashram people,” said KL Khajuria, Vice-Chairman, JDA.

Sources in the JDA said there were allegations that the ashram people might have encroached on more land on the Tawi side, which had not yet been established.

There are allegations that in 2006, the JDA had invited applications for the allotment of plots to permanent residents of Jammu and Kashmir on the lease basis in the Bhagwati Nagar area of the city for a planned colony, but the plan was not materialised.

“Later, it came to the light that the land, proposed for allotment to permanent residents of Jammu and Kashmir, was given to Asaram’s ashram on the lease basis and the proposal for the construction of a colony was cancelled,” the sources added.

When asked about it, Khajuria replied, “Due to some unavoidable circumstances, the proposal was kept on hold.”

But he couldn’t specify where was the land proposed for the construction of a colony for people.

Officially the ashram of Asaram is in possession of around 281 kanals at Bhagwati Nagar, which was given to it by the JDA on the lease basis for 99 years on a rent of merely Rs 20 per kanal per year. The land was given to construct a cow shed and an ashram, but now concrete structures have come up inside the ashram as well.

Cong, NC biased against Jammu province: BJP

Accusing the NC-Congress coalition in general and the Congress in particular of perpetrating injustice on people of the Jammu province, BJP state president Jugal Kishore Sharma has urged the people to avenge their humiliation and neglect at the hands of the Congress.

“The Congress has been causing more harm to the people of the Jammu province in its desperate bid to appease the Kashmiri ruling the elite,” he said, while talking to mediapersons at the party headquarters here recently.

He said the Congress would have to pay a heavy price by not making its alliance partner accept the suggestion of the Cabinet Sub-Committee (CSC) at the Cabinet meeting held recently.

“The CSC had suggested that five new districts be created in the Jammu province. It had also recommended two new districts in Kashmir and an additional district in Ladakh by bifurcating Leh and Kargil districts. It is disturbing that the NC-Congress Cabinet rejected this suggestion much against the wishes of the people of the Jammu province,” he said.

“It is not the first time that the Congress had ditched the people of the Jammu province,” Sharma said, adding that the Ghulam Nabi Azad-led coalition government had also done the same in 2007, when it rejected the 1983 Wazir Commission report that had recommended three new districts of Samba, Kishtwar and Reasi in the Jammu province and one new district of Bandipora in the Kashmir province and created eight districts, four each in the Jammu province and the Kashmir valley, throwing the norms for the creation of administrative units to the wind.

He said the BJP had decided to make the anti-Jammu province attitude of the Congress and the NC a major issue during the Lok Sabha and the Assembly elections.

He asked the party cadres to educate the public about the Congress’s discriminatory, divisive and separatist and militant-friendly policies, besides highlighting the evils that followed on the adoption of anti-people and anti-democratic Article 370.

CDM team calls on Guv

The team, led by Colonel S Sanjay, is doing a project on “Net assessment of security situation in Kashmir” as part of its six-week course in management practices.

Hideout busted in Doda district

Police today claimed to have busted a militant hideout here and recovered the arms and ammunitions, including a Light Machine Gun (LMG) which was reportedly snatched by terrorists during an attack on a police party in Gandho area of the district in 2001.

Special Police Officer (SPO) Kulbushan Kumar was killed in the 2001 incident, while Assistant Sub-Inspector Shiv Kumar and Gulshan Ahmed were injured, police said.

“The hideout was busted by a joint column of 26 Rashtriya Rifles and the Special Operations Group in the forest area of Suranga about 70 km from Doda,” Superintendent of Police (SP), Doda, Mohammed Sharif Chouhan said.

“One LMG, one LMG magazine, two Chinese pistols, two Chinese pistol magazines, five Under Barrel Grenade Launcher (UBGL) shells and one UBGL thrower were recovered from the hideout,” he said, adding that the LMG was looted by the militants from a police party in Gandoh in the year 2001 for which a case stands already registered at the Gandoh police station.

Chouhan said the case will be reopened for further investigation. — OC

BSF, Pak Rangers hold flag meet

The BSF and the Pakistan Rangers today held a 45-minute flag meeting at the Zero Line near the Chamliyal forward post along the 198-km international border in the Ramgarh sub-sector in Samba district.

“The aim of the meeting was to inform each other before starting the work of removing sarkanda (wild grass) in our respective territories close to the Zero Line,” said a BSF officer.

The BSF side was led by Second-in-Command of 200 Battalion Sukhjeet Singh Dhingra while 12 Chenab Rangers were led by Wing Commander Mohammed Ali.

Light snow, rain in parts of Kashmir

Several parts of the Kashmir region, including Srinagar, today received light snow and rain.

Some parts of north Kashmir, including Sopore, also received snow, while light rainfall was recorded at some parts of the south Kashmir.

The state Meteorological Department has said there will be a decrease in precipitation in the region from Saturday onwards.

The Meteorological department, however, warned the public against “isolated” heavy snow and rainfall during the next 24 hours.

Light to moderate snow and rain “will occur” at most places in the state, the state Meteorological Department.

Protests in Pulwama over youths’ arrest

Protests erupted in Pulwama today after the police arrested two youths allegedly involved in recent incidents of stone pelting in the town.

The protesters resorted to stone pelting on the police and paramilitary forces at Muran Chowk of the town forcing them to use tear smoke canisters in the evening.

The protesters were demanding requital of the youths and claimed that both of them were innocent.

Senior Superintendent of Police, Pulwama, Tejinder Singh said the two youths had been arrested in connection with the recent incidents of stone pelting in the town. "Two youths have been involved in stone pelting and have been booked by the police in two cases," he said, adding that the police would take action against those disrupting peace.
