Cong presents united front to take credit for admn units’creation

The faction-ridden Congress today presented a united face to take credit for the creation of new administrative units in Jammu and Kashmir.

As soon as the state Cabinet approved the recommendations of the Cabinet Sub-Committee (CSC) to create 659 new administrative units in the state, Jammu and Kashmir Pradesh Congress Committee (JKPCC) chief Saifuddin Soz hurriedly convened a press conference in which leaders of both the factions of the party were present.

Soz praised the Congress members in the CSC, particularly Deputy Chief Minister Tara Chand who was the chairman of the panel, for accommodating wishes and aspirations all the regions and sub-regions of the state.

Tara Chand belongs to the group which owes its allegiance to Union Health Minister Ghulam Nabi Azad.

“We are satisfied with the work of the CSC, especially the Congress members,” Soz said, adding that the panel was constituted because the important job of creating new administrative units could not have been left to the choice of officers only.

“Involvement of peoples’ representatives was must to accomplish this job,” the senior Congress leader said.

He said the Congress high command was taken into confidence while taking a decision on creating new administrative units.

“We were demanding that new administrative units should be created in rational manner so as to ensure equity and justice with all regions,” Soz maintained and added that the entire exercise was “fruitful”.

When asked about the financial implications, Soz said: “Recommendations have been forwarded to the Finance Department for further considerations.”

The JKPCC chief, meanwhile, tried to downplay the earlier bickering between the Congress and coalition partner National Conference over the issue.

“The issue has been solved amicably, so there is no need to go to the past,” he said.

Deputy Chief Minister said the CSC report would very soon be put in the public domain.

Face-off between Cong minister and NC members

Congress Minister Sham Lal Sharma reportedly clashed with his National Conference colleagues while providing final touch to the CSC report this afternoon.

Highly placed sources said Sharma was not satisfied with the decision to ignore some areas from getting the administrative units and threatened to sign a dissent note over the report.

“The Minister demanded more administrative units for the Jammu region, but his suggestions were opposed by some of the CSC members. Sharma insisted that a rational system should be involved in sanctioning new units. As his argument was countered by some members, he threatened to sign a dissent note. He was pacified only after his suggestions were incorporated in the report,” a source said.

Shrine Board launches group registration facility for pilgrims

Keeping in view the difficulties faced by the yatris, who wish to travel in a group to the cave shrine of Amarnath, the Shri Amarnathji Shrine Board (SASB) has introduced “group registration facility” for such intending pilgrims.

The initiative has been taken following the instructions of Jammu and Kashmir Governor and chairman, SASB, NN Vohra.

“The pilgrims who intend to undertake the yatra in a group of five or more members and are unable to obtain the yatra permits for the same day and route can send their application forms and compulsory health certificates by registered post to the Chief Executive Officer, Shri Amarnathji Shrine Board, Chaitanya Ashram, Talab Tillo, Jammu, to secure group registration,” Chief Executive Officer, SASB, Navin K Choudhary said here today.

He added that the group registration will commence from March 1 and conclude on May 30.

Choudhary advised group leaders to send the application forms, original copies of compulsory health certificates, four passport size photographs of each applicant and the prescribed yatra registration fee to the above mentioned address.

“The CEO’s office, after registering all members of the group, will send back yatra permits by registered post to the group leader,” he said.

The official said details with regard to the group registration scheme have also been uploaded on the Board’s website — www.shriamarnathjishrine.com.

He said the initiative has been taken following the requests from intending pilgrims for yatra permits being issued to groups comprising extended family or neighbours.

Choudhary said such groups were not always able to travel together as the members were unable to get yatra permits for the same day and same route.

“Such difficulties arose because the registration quota allotted to the nearest bank branch might be inadequate for accommodating the demand of a sizable group to be registered for a given day and route. Consequently, in many such cases, the members of such groups have been compelled to obtain registration for different dates.

“However, they arrive together at the base camps of Baltal and Pahalgam and then face difficulties as some members of the group are stopped from undertaking yatra on a date which is different from that prescribed on their yatra permit,” he said.

“To facilitate all members of such large groups to obtain registration for a particular date and route, a new scheme for group registration has been launched,” Choudhary added.

Application procedure

  • Pilgrims who intend to undertake yatra in a group of five or more members can send their application forms by registered post to the Chief Executive Officer, Shri Amarnathji Shrine Board, Chaitanya Ashram, Talab Tillo, Jammu, to secure group registration
  • Group leaders are advised to send complete application forms, original copies of compulsory health certificates, four passport size photographs of each applicant and the prescribed yatra registration fee to the above mentioned address for group registration
  • The group registration will commence from March 1 and conclude on May 30
  • Details with regard to the group registration scheme have also been uploaded on the Board’s website --- www.shriamarnathjishrine.com

Restrictions in Pulwama after militant’s killing
Clashes in Dangerpora, Malikpora areas; SHO critically injured

Pulwama, February 1
Restrictions were imposed in south Kashmir’s Pulwama town and adjoining areas today after the killing of a Lashkar-e-Toiba militant in a gun battle in Kangan village yesterday evening.

There were reports of clashes between the police and protesters in the Dangerpora and Malikpora areas of Pulwama town today.

The clashes intensified in the afternoon. Many policemen, including Station House Officer, Pulwama, Subzar Ahmad, were injured.

However, there were no reports of any civilian being injured in the clashes. Senior Superintendent of Police, Pulwama, Tejinder Singh confirmed that the Pulwama SHO was critically injured after being hit by a stone in the face.

Meanwhile, the slain militant has been identified as Ajaz Ahmad Bhat, a resident of Charsoo in Awantipora. He was active from the last one year, sources said.

The operation was carried out by the police, Army and the CRPF.

Deputy Inspector General (DIG), south Kashmir, Vijay Kumar said a search operation was launched in Kangan village yesterday after they received information about the presence of militants in the area.

“While conducting searches, militants opened fire from the house of Mohammad Akbar Dar, which was retaliated. In the ensuing encounter the militant was killed,” the DIG told mediapersons in Pulwama.

“The second militant might have fled when the encounter started or broken the cordon during the night,” he said.

Kumar said two children, trapped inside the house where the militants were holed up, were rescued by the police.

“We stopped firing until we brought the children out of the house,” said the police officer.

He said the house where the militants were hiding was partially damaged.

“We have seen from the last few years that armed forces are being attacked after any encounter, so to prevent any untoward incident we imposed restrictions,” the south Kashmir DIG said.

Yoga guru Baba Ramdev today alleged that the Congress was involved in 1984 anti-Sikh riots in New Delhi after the assassination of former Prime Minister Indira Gandhi.

He said Congress vice-president Rahul Gandhi’s admission that some Congress leaders were involved in the killing of Sikhs is truth.

“Rahul Gandhi is a innocent man when it comes to politics. He has admitted whatever is the truth as party leaders were directly involved in the killing of Sikhs,” Ramdev alleged.

The yoga guru was in the winter capital to attend a meeting of the Bharat Swabhiman Trust, Jammu unit, to impart yoga awareness.

Ramdev said India was passing through a crucial phase in its history as a new political awakening had emerged. “Whole India wants the BJP prime ministerial candidate Narendra Modi to become the Prime Minister. We have started a campaign to generate support for him,” he said.

“We are going to launch a nationwide Maha Shivar on March 23 to target 10 crore people. Apart from strengthening the roots of the Indian culture, our aim is to generate support for Modi across the country, including Jammu and Kashmir,” Ramdev said.

He lashed out at the Aam Aadmi Party (AAP) for losing its direction and indulging in cheap politics to target people in so-called anti-corruption campaign. "AAP is doing doublespeak and they are just targeting people without any proof. They should have come up with proofs before announcing the list of corrupt candidates,” he said.

Commodore Sodhi presents book on Sikh shrines to Guv

Commodore Dalbir Singh Sodhi, Nao Sena Medal recipient, presented a copy of his book "Historical Sikh Shrines of Jammu and Kashmir" to Governor NN Vohra at Raj Bhawan in Jammu today.

Commodore Sodhi's book provides an account of the visits of Sikh Gurus - Guru Nanak Dev, Guru Hargobind Sahib and Guru Hari Rai to Jammu and Kashmir.

Appreciating the impressive research work done by the author, the Governor observed that the book would serve as a useful source of information and also promote brotherhood and amity among people of all communities.

Commodore Sodhi stated that the main objective of his work was not only to place historical Sikh shrines of Jammu and Kashmir on the tourist map of the state, but to inspire people in India and abroad to visit the holy shrines described in the book.

The Governor was also informed about the life and work of Banda Singh Bahadur, who was from Rajouri district.

The Governor wished Commodore Sodhi success in all his future endeavour.

Protests in Kulgam, villagers demand tehsil status

People today held protests in many parts of Kulgam district in south Kashmir, demanding upgrade of their respective areas.

Reports said massive protests were held in the Frisal and Yaripora areas of the district, with the adjoining villages demanding tehsil status. Protests also erupted in other small villages across the district today.

Sources said people in Frisal and Yaripora villages resorted to sloganeering and blocked roads, causing inconvenience to commuters

“I had to reach Anantnag for some important work but it seemed that all roads leading to Anantnag were blocked by the protesters,” said a commuter.

Many places in Anantnag and Pulwama districts as well have been protesting for upgrade of their respective areas, since the CSC visited the districts.

After a lot of political uncertainty, the proposal to create administrative units was finally given a nod after a marathon meeting between the coalition partners, Congress and National Conference, in Jammu today.

A decision to create 659 administrative units was taken at the meeting, with the Jammu region getting the lion’s share.

2010 unrest: 4th death anniversary of teenaged student observed 

Srinagar, February 1
The fourth death anniversary of teenaged student Wamiq Farooq, one of the first civilian victims of 2010 unrest, was observed in Srinagar here today.

People from different walks of life, including Hurriyat leaders, expressed their solidarity with the bereaved parents and also paid tributes to the student.

Wamiq, a Class VII student, was killed by a teargas shell allegedly fired by the police on January 31, 2010, near Gani Memorial Stadium in old Srinagar city. In the unrest, which followed Wamiq's killing, over 100 civilians were killed in the police and security forces firing in 2010.

Wamiq’s parents today held special prayers at the graveyard at the Eidgah locality in the city, in which among others Hurriyat leaders Javaid Ahmad Mir, Hakeem Abdul Rashid and Noor Mohammad Kalwal participated. — TNS

PDP stages protest, demands resumption of cross-LoC trade

The activists from the youth wing of the Peoples Democratic Party (PDP) today staged a protest here and demanded the resumption of the cross-LoC trade between the two parts of Kashmir.

The protest started from the PDP headquarters and activists marched through the main city in support of their demands.

The protesters wanted to march towards Lal Chowk, but were stooped at the Regal crossing. They later dispersed peacefully. — TNS

10 pc raise in DA of govt employees

Jammu, February 1
The Cabinet, which met here today under the chairmanship of Chief Minister Omar Abdullah, sanctioned 10 per cent Dearness Allowance of the state government employees, raising it from 80 per cent to 90 per cent with effect from July 1, 2013.

The DA arrears with effect from July 2013 to February 2014 will be paid to the employees through the General Provident Fund route and the enhancement in the DA will form the part of the monthly salary from March 2014.

The arrears, on account of the enhanced rate of the DA from July 2013 to December 2013, will be paid in cash to the state government pensioners or family pensioners this month and will from a part of the monthly pension thereafter. The employees share at the rate of 10 per cent would be deducted at source and credited to their respective Permanent Retirement Account Number along with the matching share by the employer.

The Cabinet also approved revision in passenger fare and directed the State Transport Authority to fix the maximum chargeable fare in respect of various categories of vehicles over and above the existing fares and accordingly issue a detailed notification specifying the revised route-wise fare with immediate effect.

Skiing institute felicitates students

As many as 70 students from across the country were today felicitated for successfully undergoing the ski course conducted by the Indian Institute of Skiing and Mountaineering (IISM), Gulmarg.

During the 3rd ski course, students were taught basic, intermediate and advanced techniques of snow skiing.

Deputy Commissioner, Baramulla, Ghulam Ahmad Khwaja distributed certificates to the students.

A majority of the students who were given the certificate of success were from Delhi Public School, Srinagar.

JS Dhillon, Principal, IISM, said: “We aim to train local youth in different adventure activities so as to develop new skills in them and generate huge employment for them in the tourism sector.”
