Jalandhar, January 22 Also, some equipment has been confirmed to have fallen “dead” in the absence of repair work due to their non-accountability in any department. Following this, the Medical Superintendent ordered an inquiry into the case today and also directed the heads of various departments to make a fresh and updated inventory of all the equipment installed in their respective departments till date. Confirming this to Jalandhar Tribune, the Medical Superintendent, Dr Jagjeet Singh Cheema, revealed that the hospital inventories had not been updated for the past so many years. “We were not able to locate many equipment worth crores of rupees in the past few months. Most of the machines do not have any mention in the department in which they have been installed presently. There seems to be a huge chaos in the hospital inventory system for long. That is why a team has been constituted to investigate the matter along with making fresh inventory lists of all equipment installed in the hospital,” said Dr Cheema. However, sources at the hospital also revealed that equipment worth crores of rupees was lying “dead” in various departments of the hospital which could not be traced or accounted for in the absence of an updated inventory system. A prosthetic lab machine, worth Rs 2-3 crore which is used for making fixed teeth, dental crowns and bridges, is lying unused from the first day of its installation for the past 20 years due to some fault in it. However, a controversy related to this also includes the installation of an old faulty machine instead of the new one in connivance with a few of the officials of the Health Department. Also, a microscope is lying unattended in the eye department for the past few months. “We were not able to repair many equipment due to their non-accountability in any of the departments. We can see them lying openly, but could not relate them to their department concerned. Making a detailed inventory of all the hospital equipment from beginning is an uphill task, but will take care of many issues pertaining to the repair and maintenance work of these expensive equipment which could help poor people to get timely treatment at a very low cost,” said a member of the investigative team. Minister’s visit today A day before the visit of Punjab Health Minister SK Jiyani to the Civil Hospital in Jalandhar, the hospital administration is said to have misplaced the inventory records of medical equipment worth crores installed in various departments. The animal was bound in the very net that it was picked up in, an act which could have proved fatal for it. When asked why the animal wasn’t let free in the forest area, as the protocol demanded, officials said they lacked vehicles. While sambars are known to be scared of human presence, the animal, which also had injuries on its body, was kept bound in a net in the pick-up vehicle in the garage of the range office compound here today. When asked why it wasn’t at least being left in a room or an enclosure (or the very garage where the vehicle had been kept), officials said they lacked infrastructure (rooms or enclosures) to keep the animal in. Caught at 11 am, the animal, which had strayed into the Suranussi area of Jalandhar, was neither fed nor given any treatment during the entire day even as some staff members and NGOs cried foul over the callous behaviour of the officials concerned. While an NGO even offered to keep it in its own bigger vehicle - where the animal would at least be fed and made to stand - the forest officials, they alleged, refused to budge. Kept inside the dark, shuttered garage, the animal was seen to be bleeding on its nose, (one of its antlers also broke today, officials said) and it had some scratch wounds on its back. Chander Bhushan, who heads the local unit of the People for Animals and has served as the chief wildlife warden, said, “We have had deer and sambars left to our care often. The treatment which is being meted out to the animal can prove fatal for it. Any instances in which sambars are left tied this way for more than a couple of hours have resulted in fatalities. We even offered the department to hand over the animal to us so that we could keep it in our vehicle and feed it something. Despite the offer, it wasn’t done. The right thing to do was to free the animal into its natural habitat within a few hours of it being caught.” An animal (deer) rescued by the forest department is taken to the deer sanctuary at Rahimpur Takhni (11 km from Hoshiarpur). Sources in the department said until 8 pm, officials were deliberating on where to drop the animal since the sanctuary at Rampur Takhni closes in the evening. Range officials, however, when contacted late in the evening, said, “Our men set out at about 5 pm itself to Rampur Takhni to drop the animal.” District Forest Officer (DFO) Surjit Singh Gill, when contacted, said, “The incident hasn’t come to my notice as yet. If there has been carelessness towards the animal, we will take due notice.” Notably, another sambar rescued from Adampur (in the afternoon) was freed into the Rahimpur Takhni deer sanctuary within hours of it being caught as per the protocol. Infrastructure lacking The range office in Jalandhar where the sambar was kept does not have any wildlife expert with specialised training in handling, treatment or conservation of wild animals. There are only two vehicles which are being shared by officers across the district, even though in the winter season so far 15 to 20 sambars have strayed into the district and have been rescued so far. There are no cages, enclosures, special rooms or equipment available to the officials to handle wild animals, especially given the traffic of wild animals walking into the area. |

Jalandhar, January 22 Although the motive of the assailants is yet a mystery for the police, it is probing all angles to solve the case. Raksha Nayyar was hacked to death at her residence by some unidentified persons. DCP Rahul S said the involvement of some known person behind the murder could not be ruled out, but the police investigation was open and every angle was being explored to take the case towards its logical end. The victim's daughter Devi, residing in Bangalore, had arrived home today, but she had not blamed any of their relatives or known person for the murder. The DCP said the victim's son Anil Nayyar would arrive in Jalandhar today. If he raises suspicion against any known person, the police will accordingly question the suspect, the DCP said. He, however, said that whosoever had murdered the woman had ransacked the whole house to create the impression that the murder was orchestrated for the purpose of loot. However, the woman's earrings and gold rings were intact. The DCP said that if those behind the crime had come to loot the house, they would have taken off the gold ornaments the woman was wearing. The DCP said there could be the possibility that the accused might be looking for some other important documents of his interest. Samaritans arrange for stay of neglected Ram Lubhaya at Pingla Ghar
Jalandhar, January 22 Found languishing outside the “Raen Basera” near the local railway station by The Tribune, Ram Lubhaya was taken to Apahaj Ashram on January 21 by do-gooder Rajkumar Chaudhary, an engineer based in the city. After having spent a night there, he was taken by Dr Rajkumar (who had also visited him near the city railway station), the doctor at the local Pingla Ghar after the authorities of the Pingla Ghar sought and approved the shifting of the old man (who had been serving as a foreman at a tyre factory when turn of events in his life caused him to be confined to roadside). Wrapped in a cosy blanket and free of the dirt and grime he was forced to sit in for the past four months, a visibly happy Ram Lubhaya thanked the home administration for the clean bed and the food which had been denied to him. Rajkumar Chaudhary, a Jalandhar-based Sub-divisional Officer with the electricity board, said, “I visited him on January 21 and he had tears in his eyes. He had also been visited by many other people on the same day, as he told me. At first, he was sceptical and was refusing to move from the place. But Bahadur Singh, a man who runs a shop opposite the Raen Basera and who had been feeding him as well, convinced him that he would be taken to a safer, better place.” The Chaudhary and Singh duo took him to Apahaj Ashram after the authorities’ approval and also played witness for him. “Satisfied after reaching the ashram, he told me that he had some money which he wanted to be brought to him so that he could spend the rest of his life there. When we told him that we would inform his son, he categorically said he did not want his son to know anything about him,” Chaudhary said. He also added that if need be, a lawyer would be roped in to push his compensation case. Dr Rajkumar of the Pingla Ghar also visited him at the station and offered to shift him there. So Ram Lubhaya was moved to the Pingla Ghar this morning after having spent barely a night there. “His X-ray will be conducted after which his treatment will begin. Currently, we believe a decreased blood count and a fracture in the hip joint are the major issues he needs treatment for. We hope that after the surgery and about three months of rest, he shall even be able to walk,” said Dr Rajkumar. Meanwhile, with much of the missing sparkle back in his eyes, Ram Lubhaya said, “I feel so good. I hadn’t taken a bath for the past one month. I felt dirty and cold. Now, I feel warm and full. Once I get healed, I will go back to pursuing my job. I was earning Rs 13,000 to 14,000 a month. I would also like my company to compensate me.? ‘Won't go back to son’ Lubhaya suffered a fractured hip joint after a fall at his factory. Initially, staying at home, he moved out to the road after lack of care from his family. He has a son and a daughter, both married. Lubhaya also extended sincere thanks to many other people who visited him, gave some monetary assistance and offered help to him while he was at the railway station. |

Jalandhar, January 22 Bant Singh, Station House Officer, GRP, said the police was informed by the security staff of the train that some unattended polythene was lying near the toilet for the past several hours and nobody was claiming the possession of the same. Acting on information, the police took the polythene in their possession and on checking, 7 kg of ganja was recovered, the SHO said. After the recovery, the police thoroughly checked every bogey of the train. The police also questioned several passengers of the bogey from where the polythene was recovered, but nobody came forward to reveal anything vital to the police. The police suspected that drugs were being taken to Amritsar and the caretaker of the same might be sitting in some other bogey to escape the eyes of security staff. The SHO said after the recovery, the police would conduct surprise checks of the same train randomly to check smugglers. |
Tableaux of depts to be displayed from next year: DC
Jalandhar, January 22 While talking to Jalandhar Tribune he said besides, providing a colour and exquisiteness to the parade, the display of tableaux also give a chance to various departments to showcase its annual work in front of the general public. The display of tableaus has been stopped in the district-level Republic Day parade after the renovation of Guru Gobind Singh Stadium two years ago. "Tableaux form a very important part of the Republic Day parade. People associate with them since their childhood. We have to stop their display after the renovation as we were finding it difficult to make them enter inside the stadium through small gates and sharp turnings of the track. However, we are trying to revive the age-long tradition from next year," said Varun Roojam, Deputy Commissioner, Jalandhar. However, with the government facing lot of cash crunch presently, the revival of the age-old tradition seems to be a distant reality. Meanwhile, preparations for the 65th Republic Day are on in the city with the district administration pulling up all the departments to cooperate in putting up a majestic show for the public coming to witness the colourful republic day parade amidst perplexing weather. Sarwan Singh Phillaur, Minister for Jail, Tourism and Cultural Affairs, will unfurl the national flag at 9:58 am at Guru Gobind Singh Stadium on Sunday. Preparations for the momentous day are in full swing as more than 1,200 children from various schools could be seen practicing in the ground everyday to put up a dazzling show in front of the spectators coming to witness the colourful parade. However, the rehearsal was cancelled on Wednesday due to bad weather. "Around 1,500 students from various schools and colleges are rehearsing for the Republic Day parade. They are very confused presently as they have put in lot of effort in preparing a magnanimous show for the RD celebration. If the event gets cancelled due to bad weather, they will be demoralised. Presently, all are praying for a nice sunny weather on the D-Day," said a senior official from the Youth and Cultural Affairs Department. Around 17 different committees have been constituted to look into various aspects of the republic day celebration. Many meritorious officers will be awarded for their outstanding contribution to public service, social service, art, culture and sports. Security has been beefed up to prevent any untoward incident in the city. All major military, para-military and other important installations in the city have geared up their security levels recently. The republic day fervour could also be seen in the markets with lot of shops offering up to 65 per cent discount on the 65th Republic Day. |
PTU non-teaching staff to hold protest today
Kapurthala, January 22 The federation took the decision after the PTU Vice-Chancellor allegedly ignored a communication, in which the office-bearers of the federation had sought time from him for a meeting, to sort out the problems of the union. In a letter to the PTU Vice-Chancellor, the federation president and secretary, Darshan Singh and Pawandeep Singh, respectively, said that they had sought time for a meeting but the VC ignored their request. They have informed the Vice-Chancellor that they would hold a demonstration along with the PTU Non –Teaching Employees Union members on January 23. The PTU Non–Teaching Employees Union had been protesting against the university authorities for not promoting them even after 13 to 14 years of services. The association has been demanding cancellation of advertisements of PIT/PIM and PTU regarding new appointments, promotion to C and D Category staff, a check on the misuse of delegated financial powers of PTU officers, termination of services of Adhoc / fixed officers, including the ATPO, consultants and counselor of university, check on the payments made to trusts/societies and others. |
Computers stolen from govt school
Jalandhar, January 22 A police source said miscreants after breaking the lock, managed to enter the computer room and took away two computers along with accessories. The police have registered a case against the unidentified persons and the investigation is under way. According to sources, this was the fourth burglary in the same school. Earlier also, thieves had stolen computer, LCD, mid-day meal utensils and LPG cylinders from the school. The school staff has also demanded that night security guard should be deployed. |
Forum asks mobile company, service centre to pay price of handset
Jalandhar, January 22 In his complaint against the Micromax, a mobile company, and Shree Communications, Phone Zone, an authorised service centre, Ankush had stated that he had bought a Micromax mobile on May 8 last year for Rs14, 500 from a shop, Chadha Mobile House Pvt Ltd. Afterwards Ankush experienced some faults with the handset. When he approached the mobile house they did not listen to the problem and advised him to get the services from Micromax authorised service. At the Shree Communications, an authorized service, he was advised to deposit the mobile set with battery. The mobile set was returned after 10 days of deposit date to the complainant. The complainant noticed that the original battery of his mobile set was changed with an old one and the problem in the mobile set remained the same. On July 27 2013, Ankush again approached the service centre. On July 31 2013, the service centre again asked Ankush to deposit the mobile set for necessary repair and told him that they have received the parts for necessary repairs but in fact after the deposit of mobile set with them, they did not issue any receipt. |
Work on 3G aquarium-cum-food court yet to take off
Jalandhar, January 22 The project could not get started owing to departmental clearances. A question mark had arisen over the fact that the 0.95 acre site was a part of the Nehru Garden for which clearances were required by the environment ministry. The hurdle was got removed after much difficulty as the authorities later clarified that it was coming up on an MC workshop site. The MC, which has been giving Change of Land Use (CLU) approvals to builders, itself got mired in another controversy as there were issues that the site required the sanction and payment for the same. The authorities have now mooted a proposal that such a clearance only meant fudging with account and log books and the matter still hangs fire. The project was started with much fanfare on August 23, 2012 with the foundation stone laying by then Local Bodies Minister Bhagat Chunni Lal and then Mayor Rakesh Rathour. Lim, Philippine owner of the Manila Oceanics, too had come to sign the contract. As per the plans, the 10,000 cubic metre 3-G aquarium was to have four large fish, 150 exotic species from international waters and 50 species from Indian waters. There also would be double basement parking facility, 4D gaming zone, food court, aqua-theme based high end dining restaurant, feeding-cum-demonstration training hall for school children, interactive zone and touch pools where children would be able to touch and feel small fish. The BOT project was to come up at a cost of Rs 30 crore to be spent by the company with no investment other than land by the MC. As per the contract, the developer was given operational rights for a period of 47 years including construction duration. The MC was to get Rs 11 lakh per annum escalated at 10 per cent year on year bringing in revenue of Rs 96 crore in the due period of time. Kulwinder Singh, SE (B&R), MC, said that he hoped that the technical drawings would be cleared by the Local Bodies department in another few days and would be with MC in another few days. |
Five held under Prevention of Cow Slaughter Act
Jalandhar January 22 Accused have been identified as Shamim, Gurmeet Singh and Sandeep Singh of Muzaffarpur in UP, Jinder and Mangat Ram of Chak Muglani village. The police officials said they had received a complaint from the representatives of the Hindu Jagriti Manch that truck full of cows was being taken to UP for slaughter. Acting on the complaint, the police laid a naka near Chak Muglani village in Nakodar and after intercepting the truck, signaled it to stop for inspection. During the search operation, they cows bundled in the truck. The rescued cattle were meanwhile sent to the nearby 'gaushala'. A case under the Prevention of Cow Slaughter Act has been registered. |
