80-yr-old woman done to death
Jalandhar, January 21 The deceased has been identified as Raksha Nayyar (80). She was living alone as her son has been residing in the USA for long. The woman was found lying in a pool of blood in the morning when her servant entered her room. Senior police officials reached the spot to investigate the matter. Deputy Commissioner of Police (DCP) Rahul S, who along with fingerprint experts reached the spot for investigation, said as per the preliminary inquiries conducted by the police, it seemed that the crime was not committed with the motive of loot or burglary. The woman was wearing earrings and other gold ornaments, which were found intact, the DCP added. Even the woman’s house was not at all ransacked by the killers, which was suggesting that at this preliminary stage, the crime was committed not with the motive of loot, the DCP said. However, the police is keeping its options open. The incident came to light when the victim’s servant Seema (living in a makeshift tent house along with her husband) went to offer tea to Raksha and found her lying on a cot in a pool of blood. She suddenly raised an alarm and informed the nearby residents. Sources said the police had rounded up Suresh, husband of Seema, for questioning. The DCP said the woman seemed to have been hacked to death with a hockey stick and her face and head bore grievous injuries. The police had also recovered a hockey, bearing blood marks, lying near the body. He claimed that the police had recovered some clues from the spot which might take police investigation to some logical end. He, however, refused to divulge the details of the same. Past untraced murders
The city police, which is already on its toes to solve several past murders, has got another challenge from Tuesday’s murder. Apart from the murder of aged woman Raksha Nayyar, the police has failed to gather even a single clue in several past murders. ADCP (Crime) Harpreet Singh Mander said police investigation was on to solve the past murder incidents. December 23, 2011: Parveen Kumar, a 34-year-old sharebroker, was murdered outside his office near BMC Chowk. He was talking on the phone and was heading towards his car when some unknown assailants hit his head with some sharp-edged weapon. Despite forming an SIT in the case, the police is still groping in the dark to solve the case. February 25, 2013: Usha Khanna, a 70-year-old woman of the Kishanpura area, was allegedly murdered by certain unidentified robbers. The accused also decamped with 250 gm of gold and Rs 2.5 lakh from the house. Here, too, the police has found nothing but carried on with the investigation. Similar is the status of investigation in the Sunita Mahant murder case, in which the police has failed to get any clue so far. January 18, 2014: Former terrorist Mahinder Singh Tittu and his paramour Sushil Joshi were found gunned down at their residence in Azad Nagar. Although the preliminary investigation suggested that Tittu, after killing Sushil, had committed suicide, the police has yet not given its final verdict in the investigation. |
With no Cabinet decision, issue of travel agents’ licence unresolved
Jalandhar, January 21 Of an estimated 15,000 travel agents and air-ticketing company owners across the state, only 135 have got themselves registered so far. The travel agents have been demanding seven amendments in the Act, including a change in its nomenclature, which the government was to propose before the Cabinet to get the same notified, but not much discussion could reportedly be held on the matter. As a result, the matter has been put off to the next Cabinet meeting likely at the end of this month. Even as the next three-time extended deadline for the paying of up fee falls on January 31, the travel agents who have been seeking a prior approval regarding amendments, are likely to get another extension this time. The agents, who had been urged to make instantaneous payment by Principal Secretary Home Affairs DS Bains during his visit to Jalandhar on January 17, had said that they would make payments only after January 20, the day of Cabinet meeting. Bains today said that the matter would be taken up in depth at the next Cabinet meeting on January 27. “A few issues were discussed especially regarding their demand that the complaints against the erring travel agents should first come to the Deputy Commissioner instead of the police. This is also to be re-examined, as the DGP’s opinion is being sought on the matter so that there is no issue on police powers. The ministers, however, understood the demand regarding the change of the name of the Act as they too felt that it was a bit offending for travel agents,” the Principal Secretary said. He clearly spelt out that he was not going to insist the agents on making payments till the time the Cabinet cleared the issue. The officer drastically drifted from his previous stance on making quick payments for taking licences. He had even given the ADCs a schedule for holding camps on the last five days of this month for the registration of travel companies under the Act. Munish Sekhri, executive member, Association of Consultants for Overseas Studies, said he, too, was trying to seek clarity from the government on the next line of action. “We too have been told that the matter is yet to be discussed properly and could be done only in the next Cabinet meeting,” he said. The six demands of the agents include change of the name of the Act to Punjab Travel Industry Regulation Act, removing the minimum penalty clause of three years imprisonment against an agent, authorising Deputy Commissioner as the first contact point for complaints against them, allowing reports to be six monthly rather than weekly or monthly, allowing them to report only names and passport details of customers without the mention of the payment details (which would only be sought in the event of a complaint by a customer), ticketing agents to give only airline name and number of tickets sold and allowing licence fee to come in installments. The proposed staggered payment plan is that the agents who have been working for five years or more have been asked to pay up Rs 1 lakh as fee which can be deposited in five years by paying Rs 20,000 each year. The ticketing agents and travel firms which came up only in the past five years, too, have been asked to pay Rs 25,000 in five-year plan with the first down payment of Rs 10,000. |
MPLAD projects: MP slams admn for slow pace of works
Jalandhar, January 21 He also blamed the Public Works Department (PWD) for delaying various development projects by repeatedly giving wrong estimates. He reprimanded the MC to provide the utililisation certificate (UC) of Rs 89 lakh sanctioned from the MPLAD fund a few months ago. “The biggest problem is the freezing of various development works due to wrong estimates given by the PWD repeatedly. Initially, they get the project sanctioned with an estimate. They again came after a few months with a revised estimated quoting escalation as the reason. There are some projects that still haven’t taken off even after sanctioning money more than five times,” said Kaypee. According to Manoj Arora, a member of the committee, initially a budget of Rs 2 lakh was sought to construct a judo hall inside Government Senior Secondary School on the Laadowaali road. Later, Axion revised the estimate to Rs 5 lakh. Even after the money was released from the MPLAD funds a few years ago, not even the foundation stone has been laid by the administration so far, said Arora. Members of the Vigilance Committee had pulled up the civic body for causing delay in various projects due to its lackadaisical attitude. The committee has termed the MC to be the slowest of all the departments, as it has still not got the utilisation certificate (UC) to the tune of Rs 85 lakh. The members accused the administration of delaying the work under political pressure from various MLAs who are running short of funds due to the cash crunch faced by the government. The administration was also pulled up by the VMC for delay in various projects under the MNREGA, Accelator and Rural Water Supply Programme, National Social Assistance, mid-day meal and various other schemes. Further, proposal to the tune of Rs 4.5 crore has also been asked by the VMC to be tabled in the next meeting. |
Nehru Garden renovation to be completed in next two months
Jalandhar, January 21 Civil works for the installation of musical fountains have been completed. A circular slab has been constructed around the girth of an old banyan tree. Two canopies have been constructed for visitors to sit and enjoy underneath. The contractor is yet to install a huge designer gate proposed at the main entrance. The landscaping and plantation in the park is still to be taken up. A review meeting for the project was even held by the Deputy Commissioner yesterday at his office. The cost of renovating the park was initially put at just Rs 1.26 crore during the tenure of Joint Commissioner MC Rahul Bhandari in May 2008. The project was a bit delayed, as the detailed project report with elaborate designing touched the Rs 3.17-crore mark, for which the sanctions took a lot of time. The first deadline given to the previous contractor was October 2010. The contractor, however, was blacklisted, as the pace of the work remained extremely slow. When the project was reallotted to another contractor, the cost jumped to Rs 3.29 crore. The DPR was again revised jacking up the amount further by Rs 55 lakh in August 2012, following the revision of the PWD scheduled rates. The park will have three designer gates and musical fountains. Stylish rocks and stones of a special quality will be used to enhance its beauty. As per the plans, the park will have a planned growth with grass-covered mounds all around the edges; a curving pathway along the boundary and across the central portion; canopies and huts on the hillocks with benches and a fountain near the centre. The park will also include a round green maze which will be made with a pathway comprising small bushes, leaving it to the entrant to find the way to the exit. The maps for the design of the park have been put up at various offices in the MC building. SE (B&R) MC Kulwinder Singh said going by the pace of the project, he hoped it would be ready in the next two months. |

Jalandhar, January 21 Senior Superintendent of Police (SSP) Jaspreet Singh Sidhu, during the launch of the website, said the police took the initiative to facilitate the public and extend the convenience of filing complaints online. Superintendent of Police (Detective) Rajinder Singh was also present during the launch. The SSP claimed that the police had uploaded FIR records of all police stations of the rural police from 2012 and anybody after putting the FIR number, could get access to the copies of the FIR. Apart from this, the website also has information regarding missing persons, unidentified bodies, stolen vehicles, complaints of women police stations, Economic Offence Wing, cases of Human Trafficking Wing and about all women helpline. The website also carries information related to hospitals, schools, colleges, cinema halls, ATM,s banks, gurdwaras, temples, churches, government offices, railway station and bus stand. It also has information regarding all the services fall under Right to Service Act. The SSP said the website also provided useful information regarding the Punjab Police helpline, women helpline, children helpline, traffic helpline and the police control room, adding that all aforesaid helpline numbers were toll-free and one can access these as per his/her requirement. The SSP stated that if any layman wanted to give any suggestion to improve the website, he could put up his/her suggestion in a suggestion box created on the website. Police sources said the initiative of launching the website was lying in a limbo due to the shortage of funds. |
MC all set to hold House meeting
Jalandhar, January 21 As many as 131 roads are to be laid in various colonies which include Ravi Dass Nagar, Guru Amar Dass Nagar, Mathura Nagar, Partap Nagar, Sant Nagar, Dhan Mohalla, Ekta Nagar, Ladhewali, Boota Pind and GTB Nagar. The various works in the list include laying of mixed seal work from Football Chowk to HMV Chowk at an estimated cost of Rs 77.45 lakh, at Adarsh Nagar for Rs 23.82 lakh, fixing inter-locking tiles at Neelamahal locality for Rs 17.41 lakh, at Gujja Peer Road for Rs 18.62 lakh and patch works in different areas for Rs 50.02 lakh. An amount of Rs 40.7 lakh has been set aside for painting and finishing of MC footpaths. Other works include widening of road from Bhagat Singh Chowk to Milap Chowk for Rs 21.86 lakh, installation of tubewells at Krishna Nagar in ward 43, in Basti Bawa Khel falling in the same ward and repair of park in Mohalla Kishanpura. Revision of trade licences
After several years, the MC has plans to revise trade licences being issued in as many as 95 categories. The licence fee in a bakery with one to five workers is being raised from Rs 150 to Rs 300. The bakery owner with six or more workers, however, will have to shell out eight times more the amount with the fee being revised from Rs 500 to Rs 4,000. A spice grinding machine owner (with less than five workers) will have to pay a licence fee of Rs 300 instead of the Rs 150 being paid earlier while the amount for bigger unit stands at Rs 500. A drycleaner with more than five employees will have to pay Rs 1,000 instead of Rs 500, those with five or less employees will have to pay Rs 300 instead of Rs 200. The LPG dealers will have to pay 10 times more— from Rs 500 to Rs 5,000. Hoteliers too on radar
The annual licence fee has also been revised for various other categories. earlier, a licence fee of Rs 500 was being taken from all hotels. The owner of a hotel with 10 rooms will now have to pay Rs 5,000, those with 11 to 20 rooms will have to pay Rs 10,000 and those with 20 or more hotels will have to shell out 30 times more with the fee being fixed at Rs 15,000. Jalandhar, January 21 The moment the tavern employee Ram Bahadur opened the door, the miscreants pounced on him and tied him with a rope. Bahadur told the police that their accomplices also reached the spot and broke open the wine shop shutter with an iron rod. They fled with several boxes of liquor. Meanwhile, after two hours, Bahadur was able to set himself free from the ropes and called the wine shop employee Rakesh Kumar and informed him of the burglary in the shop. Rakesh alleged that the miscreants had decamped with liquor worth over Rs 1 lakh and Rs 4,000. The Rama Mandi police have registered a case against unidentified persons in this regard. |
