The families of 10 Indians lodged in Nigerian Jail handed over a memorandum to the Nigerian High Commission in Delhi yesterday, seeking their immediate release. They are languishing in jail even they were granted bail by a Nigeria Court on February 5 last year. The officials at the High Commission received their memorandum but did not assure them of anything. Gaurav Bhardwaj, brother of Hoshiarpur boy Gagan, who is among the detainees, was part of the delegation that gave the memorandum.

Net house farming catches fancy of Hoshiarpur villagers

Hoshiarpur, January 12
Net house farming has emerged as an effective tool for diversification in Punjab, as it ensures enhanced harvest and profits while cutting down on input costs.

As for farmers in the district, the net house farming has been adopted in a big way, considering that the district has the highest number of such farms in the state. Of the 900 net houses in Punjab, 177 are in Hoshiarpur. And the number is expected to increase.

Net house farms, set up on 1 acre and covered with a fibre net, have a controlled environment that is conducive for the production of seasonal vegetables such as coriander, spinach, and cauliflower, round the year. Besides, seedless cucumber and capsicum are grown.

The Punjab Farmers Commission (PFC) gives Rs 50,000 subsidy to set up a net house farm. The subsidy is given for net houses of up to 4 kanals.

Progressive farmer Jatinder Singh Bajwa said the net house farming was the most beneficial and effective for diversification. “Higher harvest and profits from net house farming have turned away farmers from the wheat-paddy cycle,” he said, adding that the drip irrigation system may be installed in the net houses as it not only saved water, but also increased the production of vegetables.

Premium-quality produce from the net houses fetches higher price in the market. Coriander, spinach, and cauliflower are sold in the range of Rs 120 to Rs 150 per kg.

District Horticulture Officer Naresh Kumar said, “The net houses are a boon for diversification. They require the least amount of chemical fertilisers, no plant medicines and pesticides and less water for irrigation, thus cutting down the input costs.”

“Farmers opting for the net house farming are imparted training by the Horticulture Department and they are sent to other states to have advanced training to promote net house farming,” he added.

CM doubles prize money for next livestock meet

Punjab Chief Minister Parkash Singh Badal today announced to double the prize money for seventh National Livestock Championship to Rs 2.5 crore.

“Punjab will be the first state in the country to announce a policy to extend insurance for the livestock sector. We will soon frame a policy in this regard for the benefit of cattle rearers,” Badal said during the valedictory function of sixth National Livestock Championship at Guru Gobind Singh Stadium here today. He praised farmers for bringing their cattle in the championship.

Stressing on the need to venture into allied sectors in agriculture, Badal said mere dependence on agriculture was not profitable, rather the farmers should adopt allied farming in terms of dairy and piggery to enhance their income.

He exhorted the farmers to participate in the Progressive Punjab Agriculture Summit to be held at Chappar Chiri from near Mohali from February 16 to 19.

During the day, special horse, camel dance, daring acts of nihangs enthralled the visitors.

The Chief Minister told officials of the Animal Husbandry Department to take care of ‘nihangs’ and give them some prizes.

The government today declared a holiday in all its offices, boards and corporations, besides schools and other educational institutions, on the account of Maghi Mela in the district on January 14.

State govt may be diverting rural job scheme funds, says Tewari

Union Information and Broadcasting Minister Manish Tewari today said the SAD-BJP Government had been delaying wages to workers employed under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). He feared that the cash-starved state government might be diverting the funds for scheme for running day-to-day affairs.

Tewari said Union Rural Development Minister Jairam Ramesh had written to the Chief Minister Parkash Singh Badal drawing his attention towards this lapse.

“It appears that the state government is diverting funds as otherwise there is no reason as to why wages should be delayed by months together when these must be paid within 15 days,” the minister said.

The Punjab Government had not disbursed 55 per cent of the wages, amounting to over Rs 55 crore. Payments totalling Rs 10 crore had been delayed by more than two months, he said.

Abohar: Though Union Ministry of Rural Development this fiscal released Rs 40 crore towards the State Employment Guarantee Fund for implementing MGNREGA, there has been a delay in disbursing wages.

In a letter, dated January 8, to Chief Minister Parkash Singh Badal, Rural Development Minister Jairam Ramesh described the delay as "grave violation of the basic entitlements of these workers as MGNREGA stipulates that wage payments be made within 15 days."

The letter read: “As of now, wages amounting to Rs 55.6 crore (55 per cent of the total wage payments) have been delayed by over 15 days. Out of this, payments of Rs 10.5 crore have been delayed by more than 60 days”.

Advising the state government to disburse all payments to beneficiaries immediately, the minister said that compensation, as applicable, also needed to be paid. In another letter faxed to the CM on December 30, 2013, he had regretted that the state rating on MGNREGA payments was poor.

He had also expressed concern over the state's “poor response” on the implementation of the Integrated Watershed Management Programme (IWMP). —OC

He is trying to undermine Congress election prospects, they allege

Senior Congress leaders from the Doaba region have demanded that former Chief Minister Capt Amarinder Singh be expelled for “anti-party” activities.

Amarinder Singh has opposed the PPCC demand for a CBI probe into the alleged Rs 6,000 crore drug racket in Punjab.

A section of Congress leaders, led by PPCC secretaries Anil Dutta, Varinder Sharma, Seth Satpal Mal and Amrit Khosla and former secretary Satnam Bitta, claimed that Amarinder Singh was afraid he may be convicted in the Ludhiana Improvement Trust and Amritsar land scams. And, hence, had “covertly joined hands with the Badals to save himself”.

“The prosecution has already diluted criminal charges against Amarinder in the two cases against him. Amarinder now wants to undermine the prospects of his own party ahead of Lok Sabha elections in his bid to get a clean chit in the two cases. In view of his anti-party activities, we demand that he be expelled from the Congress, failing which the party’s loyal workers like us will have no option but launch as stir to press for his expulsion,” warned Dutta.

The leaders reiterated that they would continue to agitate till Revenue Minister Bikram Majithia was sacked from the Cabinet and a CBI probe ordered into his alleged links with drug peddlers.

They alleged that Amarinder Singh was trying to bully the Congress to get his way.

“Like his ancestors, who betrayed the Punjabis by aligning with Ahmed Shah Abdali and then the British, Amarinder Singh betrayed the Congress and the nation in the wake of Operation Bluestar, leaving his friend and mentor Rajiv Gandhi in the lurch. After 13 years in various Akali formations, he was rehabilitated by the Congress high command that appointed him president of Punjab unit. He went on to become CM from 2002-07.

“But under his leadership, the Congress lost two assembly elections and the 2009 Lok Sabha elections. By saying no to a CBI probe on a genuine issue like drug trade, which has ruined the youth of Punjab, Amarinder Singh is now siding with the Akalis,” the Congress leaders alleged.

They said Amarinder Singh had earlier threatened the Congress with publishing a book on Punjab militancy ahead of the 2012 assembly elections in an apparent attempt to sabotage the party prospects by showing it in a bad light.

“But when appointed chairman of the Congress campaign committee, he forgot to bring out the book.” They said Amarinder Singh had launched a vilification campaign against PPCC chief Partap Bajwa, dubbing his deceased father a “smuggler” in his letter to AICC chief Sonia Gandhi.

“It is the same Amarinder Singh who had submitted a memorandum on Khalistan to Boutros Boutros Ghali, then UN Secretary General, when he visited India in 1992,” the leaders said.

“At a time when an enthused Congress has put the Badals on the back foot on the issue of drug trafficking, Amarinder Singh’s opposition to a CBI probe has exposed his nexus with the Badals,” alleged Dutta.

The People's Party of Punjab (PPP) suffered a jolt today with its 151 activists, led by party’s senior executive member, joining the Aam Aadmi Party (AAP) at a function here. They said PPP chief Manpreet Badal had let them down by remaining tight-lipped over the "wrongdoings" of the SAD-BJP Government.

Sulakhan Singh alias Jaggi, state president of the Akhil Bharatiya Kashatriya Mahasabha, also claimed to have joined AAP with his 250 supporters.

Vijay Kumar, president of the Vatavaran Bachao Joint Committee, criticised the PPP leadership for not raising its voice against the Punjab Government’s move to set up a thermal power plant in Hazipur. He too joined AAP along with his supporters.

Harjit Bains, AAP state convener, secretary SK Handa, Col Baldev Singh, district in charge, and Naveen Jerath welcomed the new members and asked them to launch a door-to-door drive for educating the people on their fight against corruption.

Hoshiarpur: At the Aam Aadmi Party's (AAP) meeting at Dausya on Sunday, more than 100 people joined the party. A four-member committee was formed to look after the party affairs in Dasuya. Former BJP activist Kailash Chander Bassi and Ripudaman Singh was among those to join the party. The latter's father Upjit Singh Teetu has been PPCC secretary.

Cong men join SAD

Ropar: More than 36 Congress leaders, including Block Samiti members and sarpanches, switched over to the Shiromani Akali Dal (SAD) here on Sunday.

With a day left for the Maghi Mela, the Congress camp is still unclear whether former Chief Minister Capt Amarinder Singh would participate in the party’s political conference.

The party, struggling to put up a united face, had stolen the limelight last year by playing a controversial CD featuring Revenue Minister Bikram Majithia despite efforts by the state government to stop them.

This year, the party has so far not finalised any such agenda for its January 14 rally even as some leaders might stage a play showcasing Akali leaders’ “link” with drugs smugglers. The former CM, who has opposed many statements by PPCC president Partap Singh Bajwa, is yet to give his nod for the rally.

Top party sources said a senior leader was scheduled to meet the former Chief Minister for confirming his participation in the rally. “He is yet to give his consent. I am hopeful of meeting him tonight or tomorrow,” said the leader. Interestingly, a poster war had broken between supporters of Bajwa and Capt much early. Posters put up initially featured photos of Capt Amarinder Singh only. But in the last few days, new hoardings were put up which featured photos of the PPCC president without the former CM seen anywhere.

The sources said though Majithia would be in the line of fire, the party would also concentrate on the “failure” of the SAD-BJP government in fulfilling its promises made to the masses. Party MLA Rana Gurmeet Sodhi, who is in charge of the rally, said the speakers led by Shakeel Ahmed, AICC in charge of Punjab Affairs, and Haryana Chief Minister Bhupinder Singh Hooda would take on the SAD-BJP government over their “unfulfilled” poll promises.

No Union Minister’s name figures on the list of speakers so far. Last year, former Railway Minister Pawan Bansal got much space in the media when he announced new trains and laying of new tracks while addressing the rally.

Members of the Master Cadre Union, Punjab (MCUP), who have been issued show-cause notices stripping them of their promotion, submitted a memorandum of demands to Punjab Chief Minister’s Principal Secretary Sukhwinder Singh here today.

Singh assured them of convening a meeting with Chief Minister Parkash Singh Badal between January 19 and 22.

More than 400 newly promoted government school lecturers were stripped of their promotion after a “procedural lapse” was detected in the promotion list. They have been reverted to the master cadre. They are demanding a stay on the reversion.

The MCUP, led by Gurpreet Singh Riar, yesterday organised a state-level car rally from Khatkar Kalan, native village of Shaheed Bhagat Singh in Nawanshahr district, to the Chief Minister’s house.

Govt accepts demands of travel agents

The Punjab Government has accepted various representations made by travel agents to prevent human trafficking in the state.

A government spokesman said after a series of discussions, Sukhbir Singh Badal, Deputy Chief Minister, accepted all the suggestions made by travel agents.

Sukhbir has asked the Principal Secretary (Home) to move an appropriate memorandum to the Cabinet to amend the Prevention of Human Smuggling Act (PHSA). The associations feared that being licensees under the PHSA, it put them at a disadvantage when they applied to various embassies and universities.

Moreover, a license on their premises under the Act made their work and conduct questionable. They suggested that the name of the Act be changed to the Travel Industries Regulation Act, which the government has agreed.

The agents also wanted amendments in Section 10 of the, Act which provides for power to search, seizure of conveyance, place and arrest of persons.

A Punsup district manager has been placed under suspension in a case relating to pilferage of paddy worth over Rs 6.27 crore from a rice mill owned by an Akali leader, also an SGPC member.

PS Shergill, Managing Director, Punsup, said Sandeep Bansal was placed under suspension for dereliction of duty as he failed to recover 27,000 quintals of paddy misappropriated in October 2011. Punsup had stored 1.11 lakh paddy bags in the rice mill for shelling. Of this, the miller failed to deliver 27,000 quintals. On September 9 last year, the manager had lodged a complaint with the Faridkot police, seeking registration of a criminal case against the SGPC member and her son.

In the last four months, the police and the Punsup official failed to take any action.

While the senior Punsup authorities blamed the manager, the latter said he had sent many reminders to the police but to no avail. The police maintained the economic offence wing was conducting an independent inquiry. Caught between the police and the higher authorities, Bansal even filed a case against the Akali leader in a local court. But even this measure failed to build any pressure on the accused.

Varinderpal Singh, SSP, Faridkot, said the economic offence wing of the police was probing the allegations against the miller.

Accused of bungling, retd officer cries foul

A retired IAS officer who has been accused of embezzling crores during martyr Bhagat Singh’s centenary birth anniversary celebrations in 2008 has demanded a CBI inquiry into the case pending against him.

Addressing mediapersons here today, Swaran Singh accused Chief Minister Parkash Singh Badal of adopting double-standards in two related cases. He alleged the state government conducted a Vigilance inquiry in the function held at Khatkar Kalan (Nawanshahar) whereas a similar event held in Amritsar (under Majithia’s supervision) was not probed.

Swaran, who recently joined the Aam Aadmi Party, accused the Chief Minister of shielding Majithia. He said he was allegedly framed in the case to save senior the then Cultural Affairs Minister Hira Singh Gabria. He said he was the only one to be targeted even as the entire government machinery was involved in the function.

An RTI activist had brought to light that the government spent Rs 2.76 crore on a three-day birth anniversary function in Amritsar in 2007 whereas a similar function that lasted merely four hours a year later incurred Rs 3.05 crore. “Badal and Gabria had demanded this huge amount from the Centre for the function, which virtually turned into a political rally. Even the invited artistes were not allowed to perform. A CBI inquiry should be conducted to unravel the truth,” he demanded.

PPCB seals 26 polluting industries

The Punjab Pollution Control Board (PPCB) has ordered the closure of 51 electroplating, pickling and phosphating units in Ludhiana for discharging untreated waste into sewerage lines.

PPCB chairman Ravinder Singh said the action came following inspections on January 9-10. “In all, 156 industries were checked and 99 were found violating the norms. Of these, 51 habitual violators were penalised on the spot. The power authorities have been told to snap connections of 25 units and the rest 26 were sealed by the PPCB staff,” he said. — TNS

As the Saturday evening descended on Bhaini Sahib, the seat of the Namdhari sect, strains of classical music wafted through the cold January air. The audience, seated deferentially on the floor, had assembled for the second Satguru Jagjit Singh Sangeet Sammelan that had brought noted percussionist Ustad Zakir Hussain to Bhaini Sahib after more than 14 years.

The evening had, as a warm-up, Hidayat Hussain Khan's sitar recital plumbing the depths of ‘birhah’ (separation), ‘prem’ (love) and ‘vairagya’ (renunciation). Unlike the high-strung music that blares past the audience, Hussain’s sitar recital accompanied by Harpreet Singh Namdhari on ‘tabla’ had a soothing note to it.

As the evening progressed, the audience’s eagerness to listen to Punjab Gharana tabla maestro Ustad Zakir Hussain was palpable. The audience watched with rapt attention as Hussain’s profile was read out: “A child prodigy whose stage programmes started at the age of 12 in 1963… a tabla maestro who learnt initial music from his illustrious father Ustad Alla Rakha…a winner of a long list of awards, including the Padma Shri in 1988, Padma Bhushan in 2002 and Grammy Award in 2009…a phenomenon in the field of percussion who has collaborated and performed with international artistes.”

The Saturday evening at Bhaini Sahib turned into a musical repast for the soul as Ustad Zakir Hussain, accompanied by Ajay Joglekar on harmonium, started with ‘Upajj’ and went on to play ‘kaayadas’ from the Punjab Gharana. “There’s an apocryphal tale about the journey of ‘bandish’ from Punjab to Benaras (Varanasi) through Delhi and Lucknow as part of a gift to a son-in-law. It accounts for the similarity in the ‘bandish’ of Punjab and Benaras Gharanas,” said the maestro.

As the evening drew to a close, Zakir Hussain’s tabla produced the sounds of ‘damru’ and conch.

11,000 cops to keep guard

The state police will deploy more than 11,000 policemen in the town on the Maghi Mela.

Since protesting linesmen had disrupted the SAD-BJP’s political conference last year, the police authorities do not want to take chances this time.

A senior police officer said 10 SSPs and commandants, 20 SPs, 40 DSPs, 80 inspectors, 473 sub inspectors and assistant sub inspectors, 4,925 head constables and constables would be deployed.

Besides, a strong women contingent would also be deployed. At least 30 police parties on horses would make rounds of the town. Some policemen in civvies will be deployed to keep an eye over unscrupulous elements.

Four Closed Circuit Television Cameras (CCTV) vans, 100 metal detector doors, 10 recovery vans and 10 anti-sabotage teams too have been arranged for the security. Last year, nearly 6,000 policemen were deployed in the town.

Surjit Singh, Senior Superintendent of Police, Muktsar, said: “The Maghi Mela is the biggest religious and political annual event of the state. We cannot take any risk, thus we are deploying as much policemen as possible”.

Agitating ETT teachers have announced to hold a conference on the Maghi Mela. The Aam Aadmi Party (AAP) will also put up a stall at the mela, where it will enroll new members. They have been asking the government to bring their jobs under the Education Department. 

Special train

*n In view of the two-day Maghi Mela in Muktsar, the Northern Railways has decided to run a special train for January 13 and 14 from Fazilka to Bathinda via Mukstar.

* Official sources said the special train would leave for Bathinda at 7 am and reach there at 10 am for two days.

* On return journey, the train would leave at 3.30 pm and reach Fazilka at 7.25 pm.

* The special train would help thousands to devotees to pay obeisance at the historic gurdwara in Muktsar

Prisoners’ kin approach Nigerian High Commission

Hoshiarpur, January 12
The families of 10 Indians lodged in Nigerian Jail handed over a memorandum to the Nigerian High Commission in Delhi yesterday, seeking their immediate release. They are languishing in jail even they were granted bail by a Nigeria Court on February 5 last year. The officials at the High Commission received their memorandum but did not assure them of anything. Gaurav Bhardwaj, brother of Hoshiarpur boy Gagan, who is among the detainees, was part of the delegation that gave the memorandum.

Bhardwaj said they gathered at Jantar Mantar in Delhi before preparing the memorandum and handing it over to the high commission.

“We have sought the intervention of the Nigerian Government and asked them to provide legal assistance to the detainees,” he said. The family members of the detainees expressed shock at the manner in which the Centre has handled the issue. The 10-member crew was jailed on December 25, 2012. A Nigerian High Court judge had granted them bail on the condition that the Indian Consulate give a written assurance that they had entered Nigeria legally.

Aam aadmi barges in

The other day Congress leaders came face-to-face with the ubiquitous aam aadmi at a meeting of senior Congress leaders at the Punjab Congress Bhavan in the city.

As the leaders huddled together to discuss the party’s thorny affairs, a Congress worker tried to barge in on them. Though the alert security guards stopped him in his tracks, they couldn’t muzzle him. “Let me in, I am a common man, who is to cast his vote in your favour,” he cried out. Perhaps, it is high time for the leaders to see the writing on the wall and respect the common man.

Sukhbir aam aadmi?

Deputy Chief Minister Sukhbir Badal is no exception when it comes to recognising the importance of being an aam aadmi in the current scenario. To a query on the Aam Aadmi Party (AAP), he said, “I too am an aam aadmi, I wear simple clothes, eat plain dal-roti. Apart from being a teetotaller, I even stay away from aerated soft drinks.” While every politician wants to be likened to the common man, it remains to be seen how parties mould their policies and lifestyle post-AAP.

Bajwa snaps at adviser

Humility is certainly not one of the redeeming virtues of the high and mighty.

Rather, most people turn haughty once they have attained a higher position in the pecking order. Case in point being PPCC president Partap Singh Bajwa, who threw quite a fit when his media advisor tried to prompt him while answering an uncomfortable question on the formation of the disciplinary committee.

The latter had advised Bajwa that the matter would be decided by the party high command. Stung and conscious that he should not appear as being tutored, Bajwa turned to his advisor and in full media glare screamed: “Main koi gunga behra nahin han! Mere kol apna dimaag hai (I am not speech and hearing impaired. I have a mind of my own).

While the poor guy jumped back with a sheepish look, Bajwa simply parroted a Congressism: “Let the High Command decide!”

Cong’s preemptive action

Political parties often take preemptive action and expel disgruntled workers who are likely to jump ship. The Faridkot District Congress Committee in one such move, axed three of its senior leaders - Ginderjit Singh, Sukhmandar Singh and Jagir Singh - before they could join the Akali Dal.

The decision was taken by their newly appointed DCC chief Joginder Singh, who is also the Jaitu MLA.

The expelled leaders were known to be followers of former education minister and senior Congress leader Avtar Singh Brar, who had deserted the Congress. Brar has been made PEPSU roadways chairman by the Akalis.

Officers reduced to caterers

With over 100 Punjab Civil Services (PCS) officials having been deployed at public functions such as World Kabaddi Cup, Progressive Punjab Summit and the NRI Sammelan, they have begun to feel like glorified errand boys.

A senior officer sharply remarked, “Instead of the Punjab Civil Services, the Deputy CM should re-designate us as the Punjab Catering Services.”

Another official said such functions were earlier conducted under the supervision of one or two tehsildars but now the entire cadre was deployed at such functions.

An officer was shell-shocked to find out that the kabaddi player they had gone to receive was a butcher in his country. “Our staff members keep a straight face while counting the number of plates at the functions,” he lamented.

Dogs to ex-DGP’s rescue

Former Director General of Police (DGP) found solace in organising the dog show at Moga as he feels sidelined in the SAD. An avid dog lover, Gill organises the show every year, but this time around he used this opportunity to keep his visibility high among the voters.

Having lost to local MLA Joginder Pal Jain in the previous poll, he now has to see Barjinder Singh Brar, his bete noire Tota Singh’s son, being appointed as the chairman of Punjab Health Systems Corporation. To rub salt into his wounds, Jain was reappointed as the warehousing corporation chairperson by the party. Perhaps, Gill is coming to terms with adage: There’s many a slip between the cup and the lip.

Rivals turn friends

It seems that politics is the art of the impossible in modern times. One can witness this from the bonhomie between former rivals and now partymen - local MLA Joginderpal Jain and former minister Tota Singh. The buzz in political circles in Moga is that both have buried the hatchet.

Tota Singh played a key role in formulating a policy for regularisation of illegal colonies. This would undoubtedly help Jain get relief in a pending trial at a local court for raising an illegal colony.

On the other hand, a case involving Tota Singh’s son Barjinder Singh at the CBI court has recently been stayed by the Supreme Court.

Now, both the families hope to work together in dealing with these cases.

CM has NRIs in splits

Chief Minister Parkash Singh Badal’s sharp wit once again had the NRIs in splits at the NRI Sammelan this year.

On the second day of the sammelan, he wittily remarked, “The government has constituted an NRI Commission, NRI Police Stations and Fast Track Courts, now the only thing left to do was build an NRI Jail!”

US Sikh commerce chamber opens centre in Chandigarh

Chandigarh, January 12
The American-Punjabi community opened the India centre of Sikh American Chamber of Commerce (SACC) in the city today.

Sukhwinder Singh Kaila, founder president of SACC (New Jersey, US), presented the charter to the newly elected president of centre, Manipal Dhariwal.

Kaila, a successful IT entrepreneur in New Jersey, said “strength of a community was judged by the strength of its business community”. Hence, the SACC was formed in 2011 by Sikh-American businessmen and professionals to create a strong voice in the US as well as address various ethnic challenges that the community faced, he said.

SACC will be extending a helping hand to new generation of entrepreneurs as well as support the existing ones with newer trading opportunities. The India centre would organise regular interactive sessions with experts and business leaders, exchange information on trade opportunities, build a financial corpus to assist with seed/angel funding of startups and mentor young entrepreneurs.

Dhariwal said though the chamber represented a cross-section of Punjabi and Sikh American businesses and professionals, SACC was engaged in promoting entrepreneurship through networking and exchange programmes for young professionals, startups and students.

Ruby Dhaliwal, Mayor from City of San Joaquin, California, said tremendous potential existed for collaboration in agriculture and agro-processing field, which both the countries could explore much more actively through the Chamber.

High Court mulls strategy to clear backlog of cases

In another four months, civil and criminal litigation pending before the courts below with stay ordered by the Punjab and Haryana High Court may trudge towards an early resolution. For, the High Court has come out with a “first to be filed, first to be decided” strategy where dedicated Benches will put on the fast track all such cases.

Already, Chief Justice Sanjay Kishan Kaul has dedicated seven Benches in the High Court to exclusively deal with cases where the proceedings before the trial court virtually came to a standstill long back with stay ordered by the High Court.

The development is significant as the High Court is not only looking at the problem of pendency before it, but also beyond it; and is making attempts to bring down the number of cases awaiting judgments before the subordinate courts.

A sizeable number of the cases before the subordinate courts in Punjab and Haryana have, in fact, been pending for more than a decade. The problem with some of these matters is that many of the litigants are no more there to pursue their grievances. When some of these cases are suddenly listed, the counsels are often at a loss in the absence of complete records or instructions.

Available information suggests until recently, 11.51 lakh cases were pending in the district courts of Punjab, Haryana and Chandigarh. But, the disposal was more than the institution of cases. No less than 16.31 lakh cases were disposed of in district courts of Punjab, Haryana and Chandigarh while 15.80 lakh new cases were filed.

Chief Justice Kaul says the entire exercise is directed at bringing down the pendency of cases before the subordinate courts. Three Benches on the civil side and four Benches on the criminal side will deal with lower court cases with stay ordered by the High Court.

Ex- MLA's son shoots wife, himself

Patiala, January 12
Balwinder Pal Singh (35), son of former MLA Gurdev Singh Sidhu, allegedly shot his wife Gurmeet Kaur (34) before shooting himself this morning at his residence at Majithia Enclave.

Gurdev Singh told the police that the couple had a fight last night. "Annoyed, Balwinder took my .12 bore gun and shot his wife before shooting himself," the former MLA said. A case has been registered. — TNS

18-year-old gang-raped

Muktsar, January 12
An 18-year-old Dalit girl has accused five youths of gang-raping her for two days after forcibly taking her in their car.

In her complaint to the Malout police, the victim alleged that Harjeet and Gurpreet of Kolianwali village abducted her on January 9 and took her to a deserted location. 

She alleged the duo were joined by three more persons. The accused dropped the victim near her house last evening.

A medical examination was conducted on the girl but the report is awaited. The police have registered a case.
