Cong to meet President on Bhola charges
New Delhi, January 8 The demand was raised today by Shakeel Ahmed, AICC general secretary in charge of the party affairs in Punjab, during a party briefing on revelations by former DSP Jagdish Bhola who has pointed to the involvement of Majithia in the drug trade in Punjab. Bhola was arrested by the Punjab Police on November 11 last year. “A drug racket is flourishing in Punjab under the patronage of the ruling government. The arrested druglord has stated that three Akali ministers are involved, including Bikram Majithia, brother-in-law of Punjab Deputy CM Sukhbir Singh Badal. Not only are the youths in Punjab being addicted to drugs, but drug smuggling across the border is exposing the country to grave danger. We demand a CBI inquiry in the matter,” Ahmed said. He dared BJP leaders, including its PM candidate Narendra Modi, to speak on the issue. “Narendra Modi cancelled his December 21 rally in Moga only because he wanted to avoid questions on this burning issue. The BJP must explain why it is silent on the matter while its PM candidate keeps harping on youth aspirations,” Ahmed said. He alleged the Punjab Government was promoting drug peddling. The Congress leaders indicated that a delegation of Punjab Congress leaders and central party leaders would soon meet the President to demand a suitable inquiry into the case. “The Government of India should intervene immediately and order an inquiry,” Ahmed added. |
Police quell protest near Bikram Majithia's house in Amritsar
Amritsar, January 8 In the melee, the turban of senior Congress leader SRS Lalli Majithia came off which led to heated arguments between the police and the agitators. Lalli also sustained an injury on the nose. He was later rushed to a private hospital after his condition deteriorated. His condition is stated to be stable. Earlier, Congress workers gathered at Ranjit Avenue's B Block market and burnt an effigy of the minister. They demanded Majithia's expulsion from the Cabinet and a CBI probe into the drug racket. They raised slogans against him and the Punjab Government for "shielding" him. PPCC president Partap Singh Bajwa, in a statement issued later, condemned the police action on the protesters. He alleged that Congress workers were beaten up without any provocation. "The party will continue protests till a CBI inquiry in the drug racket is announced," he said. Jatinder Singh Aulakh, Police Commissioner, said Lalli, who was a heart patient, was taken to the hospital due to his medical condition by the police. He claimed that Congress leaders had started the scuffle. Khanna, January 8 To a query, he said a programme called "Direct Action" would be launched from Khanna and a "people’s commission" comprising former or retired judges, advocates and other prominent persons set up to fight the drug menace. “We will first gather information on key drug suppliers and then reveal their names. If the government fails to order a CBI inquiry against them, we will launch "Direct Action" from Khanna,” he warned. The former DGP alleged that the drug trade was being carried out right under the nose of the Deputy Chief Minister. He said two key issues confronting the state were drug sale and human rights violations. He alleged that top political leaders are minting money from the sale of drugs, ruining the lives of thousands of youths in the state. He appealed to all right thinking people in the state to come forward and support their “Direct Action” programme. Sarabjit’s murder trial begins in Pak
Lahore, January 8 The police have booked Amer Aftab and Mudassar for the attack. Additional Sessions Judge Syed Anjum Raza adjourned the hearing till January 16. The jail administration is a complainant in the case. Earlier, a one-member judicial commission had held a "thorough" inquiry of the incident and recorded the statements of over 50 people including Indian prisoners and jail staff. "The commission's report will also be presented before the trial court as it is a part of the investigation," a jail official said. Sarabjit was convicted for his alleged involvement in bomb attacks in Punjab province in 1990 that killed 14 people. His family, however, said he was the victim of "mistaken identity". — PTI |

Hoshiarpur, January 6 Senior Superintendent of Police (SSP) Narinder Bhargav said the action was taken after the Panchkula police that had lodged a zero first-information report (FIR) handed over the investigation to the Hoshiarpur police. The victim’s father, Buti Ram, had turned hostile during his deposition in court. In a complaint submitted before the Panchkula police on Friday, Ram alleged that he was threatened and pressurised by a woman who claimed to be the wife of Chaudhary, and accomplices of the MLA. These threats led to him telling a local court here recently that he did not know Chaudhary. He had alleged that the MLA’s wife offered him Rs 21 lakh for it. Subsequently, the Panchkula police registered the zero FIR under Sections 195-A (threatening a person to give false evidence), 323 (voluntarily causing hurt) and 506 (criminal intimidation) of the IPC. Bhargav said Ram had complained that he was threatened at his native village Bhunga, Mohali and some other place in Punjab. A Panchkula police personnel, who was deployed to guard Ram, has corroborated Ram’s submission. The police personnel informed the Bhunga police post about Ram being threatened by the accused. In his complaint, Buti alleged that Chaudhary’s wife had come to Bhunga village in Hoshiarpur district on December 22 (a day before the hearing) and asked him to state in court that he did not know the legislator. Besides the MLA’s wife, Buti has named Bhunga resident Laddoo, Laddoo’s wife Rajender and a guard deployed with an MP. The complaint stated that while going to Panchkula for the hearing on December 23, four men stopped his car forcibly in Mohali. They thrashed him and, taking him at gunpoint, asked him to turn hostile. He was then followed by those men to the court. |

Amritsar, January 8 The dispute arose over the appointment of Giani Partap Singh as additional head granthi. Meanwhile, a five-member SGPC panel reached Patna Sahib this evening. It will submit a report in two days, said SGPC chief AS Makkar. “We have formed a three-member committee comprising Gurbax Singh Saluja, Gurdial Singh and Gursharan Singh Chawla to look into the shameful incident. It will submit its report within a week,” said president of the Patna Sahib managing committee Ranjit Singh Gandhi on the phone. Akal Takht chief Giani Gurbachan Singh said strict action would be taken on the report submitted by the SGPC. Dal Khalsa has condemned the incident as “shameful.” Its spokesperson Kanwar Pal Singh said the incident had disgraced the Sikhs. |

PRTC staff strike jams Patiala
Patiala, January 8 They were protesting against the non-acceptance of their demands, including regularisation of their services and overtime payment. Bus service to Kapurthala, Budhlada, Bathinda and Barnala was the worst hit as these are the monopoly routes of the PRTC. Even as the management deployed its entire work force of regular employees, over 50 per cent of the PRTC buses remained off roads. The management claimed the revenue loss was about Rs 20 lakh considering the fact that they had saved on the diesel cost and one day’s salary of the protesting employees. But, employees union alleged that the loss was over Rs 50 lakh. Jasmer Singh, president, PRTC Workers Union (Azaad), said around 70 per cent of the buses were off the road incurring a loss of Rs 50 lakh to the PRTC on the first day of their strike. “We have announced a three-day strike. If the management does not give any satisfactory response, we might extend the protest,” he said. He said the workers were being forced to work for about 16 hours without any rest making them prone to accidents, but the management was not paying any heed to it. They were not even being paid overtime for extra duty which was illegal,” he added. There are about 3,500 PRTC employees of which 2,000 are on contract. Since December 11, they have been working only for eight hours due to which the daily revenue of the PRTC has gone down further. Bhupinder Singh Rai, Managing Director, PRTC, said they had tried to run 50 to 60 per cent of the buses by deploying the entire regular staff. All depots were by and large functional, except for the Kapurthala depot, which was forcibly closed by protesters. |

Chandigarh, January 8 With the case now under scanner of the Punjab and Haryana High Court, Ashish Kapur, Deputy Superintendent of Police, Chandigarh Police, today sought additional time from the court for finalising the investigation on how files pertaining to inquiries against 35 IAS and PCS officers had gone missing from the custody of the then Under Secretary, Personnel Department, Punjab. The case had come up for hearing before the Division Bench headed by the Chief Justice during the hearing of a public interest litigation (PIL) filed by advocate HC Arora. The state government today submitted an affidavit before the court saying that of the 35 files, five pertained to seeking information under the Right to Information Act. The affidavit stated that the remaining 30 files had been reconstructed and 14 cases had been disposed of. The officers, whose cases have been disposed of include Sumer Singh Gujjar, CS Srivastava, Himmat Singh, Ranjit Singh, RC Nayar, Vijay N Zade, Megh Raj (all IAS, serving and as well as retired), Kuljit Pal Singh, Karamjit Singh Sra, Indu Malhotra, and few others. The affidavit also stated that disciplinary proceedings had been initiated against PCS officer Parneet and the competent authority had imposed penalty on him by way of stoppage of one increment with cumulative effect while another PCS officer Kuldip Singh had been let off with a warning to be careful in future. “Proceedings against some other officers like NS Batth, Jasdeep Singh Aulakh and Inderyash Bhatti are in progress,” stated the affidavit. The case will now come up for hearing on March 14. |

Increments to selected employees irk PIMS staff
Jalandhar, January 8 Furious over increments to selective employees — including the director-cum-principal of the institute, who is said to closely associated with certain directors of the PIMS Medical and Educational Charitable Society - irate doctors did not take classes today. The striking doctors have refused not to resume work till their salaries for the past six months are paid. The striking employees took the decision despite assurances by Jalandhar Cantonment MLA Pargat Singh, who on the behalf of the Chief Minister, met them at PIMS this afternoon. Pargat said PIMS would not be given to Fortis Healthcare Limited at any cost and that the PIMS Charitable Society would run the institute with seven newly inducted members taking over as directors slowly. Apprehending an “uncertain future”, doctors said the management had not made the status of the newly inducted members of the PIMS Charitable Society transparent and they doubted if the new members could run PIMS smoothly. The MLA also held a meeting with employees of PIMS. He assured the striking employees that all their issues would resolved by February 1. “I will sit with the striking employees for two to three hours daily and take up their demands with the members of the PIMS Charitable Society to resolve their issues,” he claimed. |

Cash-strapped state not to hold citrus show this year
Abohar, January 8 The show was scheduled to be organised by the Horticulture Department on January 9 and 10. Instead, a low-key function has been planned at Chappar Chiri near Mohali. The citrus show had attracted 5,000 entries in the fruit competition last year, but most of the growers would give the Chappar Chiri function a miss. They say distance was a constraint. The department had been organising citrus shows regularly with the help of Punjab Agricultural University’s regional centre that was set up here after Independence. It undertook research by importing citrus plants and buds from Lyallpur in Pakistan’s Punjab. Buds imported from California, US, had resulted in growing kinnow, and hybrid varieties of sweet orange and citrus. Dignitaries, including the Lok Sabha Speaker, Central ministers and Chief Ministers, had been keeping date with the citrus shows in the past, but none of the Punjab ministers attended the state-level function last year. The Financial Commissioner, who was the chief guest, preferred to stay away from the event. Congress Legislative Party (CLP) leader Sunil Jakhar said that approving an action plan of the Horticulture Department under the National Horticulture Mission, the Union Agriculture Ministry had sanctioned Rs 75 crore for the state to boost the horticulture sector this financial year. Punjab has 71,000 hectares under fruit cultivation with a production of 14.2 lakh tonnes and about 40,000 hectares under citrus cultivation. Govt teachers resent move to strip them of promotion
Faridkot, January 8 The Director, Education Department (Senior Secondary) had, on January 6, issued a list of 448 lecturers posted in government senior secondary schools in the state to be reverted to the master cadre. The Circle Education Officers (CEOs) of Faridkot, Nabha and Jalandhar have been asked to ensure that the lecturers appear in the Director’s office in Mohali on January 13 and 14 to express their objections before their reversion to the master cadre. Several lecturers have moved the Punjab and Haryana High Court to seek a stay on the reversion. They are among the 1,105 government school teachers who were promoted to lecturer in May 2013 after the Departmental Promotion Committee cleared their cases. Many senior teachers, who were not promoted, had filed writ petitions in the High Court, challenging the promotions. After being prodded by HC for the deluge of writ petitions, the Education Department constituted a four-member committee to review the promotions. In the revised promotion list, many teachers with high seniority were given promotions and a decision was taken to revert 448 promoted lecturers to the master cadre. In a letter issued to all CEOs on January 6, the Director said that since the promotions were riddled with a procedural lapse, a show-cause notice was issued to 448 lecturers who were prima facie found not eligible for promotion. The 448 lectures include 48 of biology, 14 of chemistry, 28 of economics, 59 of English, 16 of geography, 8 of Hindi, 100 of history, 44 of mathematics, one of music, 7 of physics, 122 of political science and one of sociology. The revised list of promotion included 185 teachers of chemistry, 140 of economics, 40 of geography, 32 of Hindi, five of fine arts, three of Sanskrit, 119 of physics and two of sociology. |

Fazilka, January 8 Punjab Health Department employees led by Dr NK Sethi marched toward the Civil Surgeon’s office and held a dharna there. They raised slogans against the government. Patients were a harried lot as they returned without getting treatment. Chief Pharmacist Shashi Kant said the government had not been paying them salaries for the past two months, as a result of which the employees were facing financial hardship. He threatened that if their salaries were not paid immediately, they would suspend work. Civil Surgeon Dr Baldev Raj has assured the protesters that their salaries would be released soon. Nurses not paid for over six months Nawanshahr: Staff nurses in the district health department are resenting the non-payment of their salary since their recruitment in July last year. They said that more than six months after their appointment they were yet to get dues. In all, 15 nurses were recruited. New Delhi, January 8 Bikram Singh Majithia, NRI Affairs Minister, spoke about the NRI courts on the sidelines of the 12th Parvasi Bhartiya Divas. “The ensuing meeting of the Cabinet would clear this proposal. This would fulfill the 50-year-old demand of NRIs who had been seeking a fast-track court,” Majitha said. Majithia said it was imperative for Union External Affairs Ministry to strongly take up the issue of attacks on NRIs abroad with other countries. He said they must send a strong message seeking expeditious punishment of guilty in such cases. Concerned over the increasing attacks on Sikhs in other countries due to confusion on their identity, Majithia asked the External Affairs Ministry to launch a global sensitisation campaign to educate people on the identity of Sikhs. Majithia along with Tim Uppal, Minister of State for Multi-Culturism, Canada, Kanwaljit Singh Bakshi, Member Parliament, New Zealand and Stewart G Beck, Canadian High Commissioner inaugurated the exhibition stall of Punjab. He informed them that Deputy Chief Minister Sukhbir Singh Badal had recently launched an interactive website to provide exhaustive information and a complaint redressal mechanism. He said that a 24 hour helpline had also been launched, where NRIs can not only get information but also register their complaints. The complaints so registered are monitored. |

Hence, any NRI enjoying his hospitality would mean that he or she endorses his actions. He said the NRI fraternity must show solidarity with those fighting the drug menace in Punjab. Toothless NRI police wing has a long way to go
Jalandhar/Mohali, January 8 In the absence of any international alliance, the wing is not able to work in the extra-territorial jurisdiction, hence failing to bring the NRIs declared as Public Offenders (POs) into its net. Moreover, as no separate funding has been earmarked for the wing, shortage of staff and lack of infrastructure hampers the working of the 11 NRI Police Stations (NPS) in the state. An estimate states about 60 per cent of the complaints received were either fake or of civil nature, which can only be dealt by a court. Inspector Ganga Singh, Station House officer (SHO) of NRI police station, Kapurthala, said, “There is no International Subscriber Dialing (ISD) facility at any of the NRI police stations. The computers are very old and the internet connections provided at these police stations are very slow. These facilities are crucial in maintaining communication with the complainant NRIs.” Moreover, most of the NRIs have still not put their faith in the NRI Police Wing that is instituted by the state government. “The whole thing is a farce. The government has instituted the wing to identify abandoned NRI properties in the state. On the pretext of reaching a compromise, they are taking possession of such properties,” alleged Tarlok Singh, a 79-year-old NRI from Norway. He said the police in connivance with the local political party forced him to sell his encroached land for only Rs 4 lakh, which was worth over Rs 1 crore. “Since I am old, I didn’t have a choice but to accept the proposition,” he said. Similarly, a Scotland-based NRI couple, Harbhajan Singh and Inderjit Kaur were disappointed, when the Mohali NRI police station officials told them that they could only hold counselling sessions to resolve their dispute. They allege that their 1 kanal house had been under illegal occupation of the tenants. Harbhajan Singh, who is 70 years old, rued, “The officials at the wing claimed they did not have the power to evict anyone. Now, if the tenants do not agree, we have to go to court.” There are some people, who have found the wing helpful. Manjeet Kaur from Cheema Village said, “My husband, who lives in Germany, deserted me after marrying me in 2006. The police station concerned had been delaying the matter for the last six years. But, once I approached the NRI police wing, they sped up the investigation and got my husband declared as a PO within six months. A lookout notice has also been issued for him.” |

Chandigarh, January 8 The Inspector-General of Police (NRI Wing), Gurpreet Kaur Deo, said at least 20 NRIs declared POs in various cases had been convinced to return home and surrender before the authorities. More than 550 of the 2,100 cases had ended on a compromise. Deo said more and more people were coming to NRI police stations. The number of cases registered with the NRI wing had increased from 597 in 2011 to 3, 600 now, she said. Underlining that the NRI wing functioning was not routine policing, Deo said ther had helped a woman to attend her son’s funeral in the UK by getting in touch with a gurdwara pardhan there. “All police districts have been brought under the jurisdiction of 11 NRI police stations. The project is being run on an ad hoc basis. We will be improving infrastructure and train the staff at these police stations,” said Deo. She said the Punjab Government was planning to earmark separate funds to improve the functioning of the NRI police wing. “The IGs have been given special powers to order an inquiry into cases concerning NRIs,” she added. |

Hoshiarpur, January 8 The Punjab chapter of the NGO has filed a petition seeking directions to the authorities concerned to provide legal aid to the detainees and ensure that they got humane treatment while in jail. The petition is based on a news report, “Indians lodged in Nigeria jail being harassed” published in The Tribune on January 3. The association seeks directions to the Indian embassy in Nigeria to contact the detainees and apprise their families of their well being and ensure the payment of their long due wages. KS Nagra, state co-convener of CHITRA, said: “From the news report, it is evident that India nationals have been falsely implicated in a theft case and subjected to torture and inhumane treatment in gross violation of the international humanitarian law.” “We will fight for justice to these detainees. We have urged the commission to take necessary steps in this regard,” he added. |
