DAV teachers’ body opposes RUSA
Dehradun, January 8 At present, the teachers of the college are at loggerheads with the Principal Dr Devendra Bhasin over his alleged statement about the teachers' reluctance to comply with the mandatory rule of 30-hour work per week, according to RUSA. “We are not against working for five-hour a day and 30-hour per week, rather we work more than the stipulated time and the recent statement by the principal is unreasonable and baseless,” said Dr Devendra Tyagi, general secretary of DAV PG College Teachers’ Association. While the teachers are ready to comply with some of the provisions laid down by the RUSA, they have rejected some, which according to them are unlawful. “The new provision regar-ding the inspection of colleges by the district magistrate or any of his representatives is unlawful. According to the UGC guidelines only the Deputy Director of the Education Department can carry out an inspection of any college,” said Dr GS Chauhan, general secretary of the DAV PG College Teacher’ Association. The compulsory rule to mark the attendance twice a day has also not gone well with the teachers of the college and they are calling it unfair. According to Dr Pushpa
Khanduri, President of the DAV PG College Teachers’ Association, “There is no such rule under the UGC guidelines and it is for the first time that such a bizarre rule is being implemented in any college.” The teachers’ association is demanding the removal of all controversial clauses from the government order; else they will hold protests to press for their demands. |

Post-altercation, man kills friend with a brick
Dehradun, January 8 The body was found lying near the Niranjanpur fruit market here today. According to the police, they received information about a body lying near the fruit market after which a police team led by Narendra Thakur was sent to the spot. Meanwhile, the locals identified the deceased as Dinesh Bijnori and told the police that the victim used to work as a moneylender in the fruit market. Police was also informed that Dinesh fought with a fellow moneylender also his friend Ram Avtar, who allegedly hit Dinesh with a brick on Tuesday night. Dinesh sustained grievous injuries and fell unconscious; police believe due to lack of medical attention the victim succumbed to his injuries. According to the Sub-Inspector Narendra Thakur, the body had been sent for the post-mortem examination and the police were on the lookout for Ram Avtar. |

Tata Magic owners allege harassment
Dehradun, January 8 The protesting Tata Magic owners gheroed Additional Regional Transport Officer (ARTO) Sandeep Saini claiming that the authorities on ''daily basis'' were harassing them. Reportedly, Tata Magic owners are angry over Transport Department's crackdown on them for allegedly violating permit guidelines. The association members are saying that they are adhering to all the provisions of permit and not violating any of them. They threatened to intensify the stir if Transport Department does not stop harassing them. On the other hand, ARTO communicated to the protesting Tata Magic owners that the department was just following High Court directions. |

Pension for widows, senior citizens raised
Dehradun, January 8 According to sources, with today’s decision the monthly pension disbursed by the Department of Social Welfare would nearly double, bringing a huge relief to poor pensioners. On the other hand, the government fulfilled a long-pending demand of specialist doctors, who had been objecting to lack of promotion avenues, and decided to merge the general and specialist cadres. The Cabinet also decided to regularise the malin bastis and give their residents ownership rights according to the circle rate of November 9, 2000, which would be the cut-off date. Besides, the Cabinet also approved the service rules for the Department of Medical Education, rules and regulations for Uttarakhand Medical University. It also approved an increase of 30 per cent in the incentive for state intelligence officers, waver of entertainment tax for 18 months to cable TV owners affected by the natural disaster last year, and the structure for the State Human Rights Commission. It also gave its consent to the Governor’s address that to be delivered on January 13 when the Uttarakhand Legislative Assembly would convene. However, no decision was taken with regard to the issues of government nurses and laboratory technicians. As the Uttarakhand government has already announced the date for the next Assembly session, no regular briefing was held today. |

514 new sub-inspectors to be recruited
Dehradun, January 8 According to sources in police department, the ongoing confusion about the number of posts of sub-inspector has been cleared and according to final proposal, 514 sub-inspectors and 350 constables will be inducted into the police department very soon. The Tribune has learned that out of total 514 sub-inspector posts, 339 will be recruited through direct examination while the rest 175 posts would be filled through inter-departmental promotions. It is to be noted that any constable or head constable who has completed 3 years of service and is under 40 years of age can sit for that departmental promotion examination. The entire 350 constable posts will be filled through direct examination. It is to be noted that it will be the first biggest recruitment in the police department after new DGP BS Sidhu took over the command of the department. |

Construction of CRC's office to be completed by year-end
Dehradun, January 8 The Chief Resident Commissioner, Alok Kumar Jain, told the CM that the office is being built by the Uttarakhand Infrastructure Development Corporation. He said that the office would be completed by year-end at a cost of Rs 6 crore. The Chief Resident Commissioner said that the building would house offices of five departments. These include the tourism office, Uttarakhand Pay & Accounts office as well as Uttarakhand?s State Information Centre. Bahuguna said that the construction of the building would lead to better coordination of departments. Promotion of tourism would also become smoother. Along with this, Bahuguna inspected the Uttarakhand Niwas at Chanakyapuri. He further said that the old building of the niwas would be demolished and new offices built. Work would begin this month itself. The booking of guests would be closed from the 20th of this month and the reconstruction work would commence.

Kailash Mansarovar Yatra from June 9
Pithoragarh, January 8 Deepak Rawat, managing director of the KMVN, said, “The first batch of the yatra will reach Almora from New Delhi on June 12. It will reach the base camp at Dharchula on June 13 and the yatra will be concluded on September 9 after the last batch reaches New Delhi.” Eighteen batches will be sent to Kailash and Mansarovar for pilgrimage this year and each batch will have a total of 22 days pilgrimage. Each of the 18 batches will have not more than 60 pilgrims. “Each pilgrim will be charged Rs 32,000 for services in the Indian territory and $901 inside the Chinese territory by Chinese agencies which help in completing this yatra,” he said. Rawat said there was no change in the yatra route this year and it would pass through Kathgodam, Almora, Dania, Pithoragarh, Dharchula, Sirkha, Gala, Bundi, Gumti, Kalapani, Nabhidhang and Lipulekh Pass. The yatra could not be completed last year due to the natural disaster on the trek route and only one batch of pilgrims could reach the Chinese territory of Tibet to complete the pilgrimage. The rest of the batches had to return as the yatra had to be cancelled midway due to the calamity. DK Sharma, regional manager (tourism), KMVN, said though natural calamities in this part of raw hills could not be ruled out completely, they had taken precautions and pilgrim camps had not been set up in vulnerable areas. Sharma said they would soon send their teams to survey the route. The teams would access damage on the route due to the disaster and suggest for repairing measures. “We are waiting for a let-up in the cold wintry conditions in this part of the Himalayas to intensify preparations for this year's pilgrimage,” he said. |

Srinagar residents seek steps to check flooding by Alaknanda
Dehradun, January 8 The protest march passed through Ganesh Bazaar and Chandra Singh Garhwali Upper Bazaar and later the protesters held a meeting at Gola Park. A protester, Mathura Prasad Silodi, said the Alaknanda had changed its course a little after flash floods in June last year and had come closer to Kedar Mohalla, thus posing a threat to the locality. He added the locality residents had been demanding effective flood protection measures, including the construction of a thick wall, to save them from flooding by the Alaknanda. He accused the administration of ignoring their genuine concern. Sushma Uniyal, Gajendra Singh Negi, Sadanand Puri, Saraswati Nautiyal, Ranjan Rana and Kavita Kandari were prominent among the protesters. |

Panel formed to look into issue
Dehradun, January 8 Chief Minister Vijay Bahuguna stated this to a delegation of the State Industries Association that met him yesterday. Traders, who were led by Food and Civil Supplies Minister Pritam Singh, sought withdrawal of the new licensing policy. They said it was against both traders and the general public. The Chief Minister assured traders of protecting their interests. He said they need not worry about the new licensing system as it was only meant to check hoarding of items. A three-member committee, which had Cabinet ministers Harak Singh Rawat and Yashpal Arya apart from Pritam Singh as its members, would be submitting its report to the state government on the matter, he added. The Chief Minister also appealed to traders to cooperate with the state government in pro-public decisions. Agriculture Minister, Dr Harak Singh Rawat, Principal Secretary Food and Civil Supplies Radha Raturi, Uttarakhand State Industries Association president AK Diwan and general secretary Anil Marwah were also present on the occasion. |

Traders take on govt on new licensing policy
Mussoorie, January 8 President of the Mussoorie Traders' Association Rajat Agarwal and general secretary Javed Khan told mediapersons here today that the new policy would lead to a hike in prices of goods, inflation and re-introduction of "licence raj" to harass traders. He said under this policy, a small-time trader could not stock more than 10 quintals of goods at a particular time. “This will affect businesses in far-flung areas, where it is important to keep stocks," he said. Khan said shopkeepers in the hilly areas, who have had to keep stocks of goods for the monsoon and winters months, would be forced to limit their stocks. He alleged the state government seemed hell-bent on re-introducing “inspector raj”, which would not be tolerated at any cost. He said the traders would launch an indefinite agitation if the new system was not withdrawn immediately. Interim list of reserved seats for panchayat poll released
Dehradun, January 8 According to the list, 13 posts in the Dehradun district panchayat will be open for the general category, 13 posts will be reserved for women, while three posts each will be reserved for the OBC men and women. Similarly, three posts have been reserved for women and two posts for men belonging to the Scheduled Tribes category while three posts each have been reserved for men and women belonging to the SC category. For the six kshetra panchayats comprising Chakrata, Kalsi, Vikasnagar, Sahaspur, Raipur, and Doiwala blocks in the district
panchayat, three posts of pramukh have been dereserved in the Chakrata, Kalsi, and Raipur blocks while one post each has been reserved for women belonging to the SC, ST and OBC categories in the

State BJP may send list of LS
candidates by Feb end
Pithoragarh, January 8 “We have planned regional conferences in all five Lok Sabha constituencies of the state on February 15, 22, 23, 29 and March 1. Earlier the party will hold Assembly constituency-wise conferences from February 1 to 14. The process of choosing party candidates for the five Lok Sabha seats will begin there after,” said Bansal. He added the party had decided venues for the state-level conferences of its various organs. The conference of the BJP minority cell would be held at Roorkee; the backward class cell at Haridwar; the women cell at Dehradun; the schedule castes cell at Khatima; and the conference of the ex-servicemen cell would be held at Kotdwar. Bansal said the Congress-led state government had totally failed to link 87 villages with the rest of the state even after six months of the natural disaster, while over 140 main and subordinate roads could not be opened till date. At the same time the Chief Minister was involved in land deals at SIDCUL. “The failure of the state government on all front has brightened the chances of the BJP to win all five Lok Sabha seats this time,” he added.

Pvt estate owners demand share in green bonus
Mussoorie, January 8 The Union Planning Commission has decided to provide two per cent of the total budget allotted to state in form of green bonus for preserving forest. Welcoming the move, private foresters said the announcement to provide compensation to the state for preserving forests would go a long way in promoting the safe environmental practices resulting in increase in forest belt in the state. However, private forest estate owners from the town were of the view that they have been playing an important role in preserving the forest areas falling in their estates despite all odds and financial difficulties from past several decades. It is on the basis of which the state has received the compensatory amount under green bonus. Digvijay Agarwal, owner of the Cloud End Resort near Mussoorie wildlife sanctuary also known as Mountain Quail bird sanctuary, said he was involved in preserving wildlife in his estate, which contained around 400 acre of forest area, on his own expenses from past several decades, but had not received any compensation as yet. He said the state government should evolve a policy of sharing the green bonus with the private estate owners. It would motivate estate owners towards saving trees and shun from indulging in setting up concrete jungle in near future. “Our private 400 acre wildlife estate is home to exquisite variety of plants, birds and animals such as pheasants, bear, deer, etc and around 104 species of fauna and 44 species of flora. Therefore it is imperative to provide support to such estates so that the green cover does not decrease in near future,” said Agarwal. DFO, Dr Dheeraj Pandey, said Mussoorie had around 218 notified privately owned states, where the onus of preserving the forest was on the owner himself. If any such benefit was provided to owners, they would take more interest towards conserving forest in their own estates in near future. Several government institutions such as Survey of India, Landour Cantonment area etc also have a vast expanse of area covered under forest, but are unable to maintain the forest due to paucity of funds. If they are provided funds through the green bonus then it would help in safeguarding the environment in the long run. |

Dearth of night shelters makes poor, needy suffer
Mussoorie, January 8 “I have been living in a makeshift shabbily tented house from past 40 years along with my family. I have to face immense problems during rains and winter season as the tarpaulin used for shelter is leaking from several places,” said Chandra Kala, a rag picker. The luggage pickers too do not have any place for spending night. They are forced to sleep out on benches on Mall Road around the year. Trade union leaders have demanded that night shelters should be constructed so that needy could spend their nights with dignity. When contacted the Mussoorie Municipal Council president Manmohan Singh Mall said municipal council used to run around five night shelters in the past, which were leased or rented out to certain individuals over the years. Now rent holders instead of moving out of such shelters have converted them into double bedrooms. Some of He said the Government of India provided funds to construct night shelters, but no fund had been received by the municipal council so far. |

Mata panel members empowered with knowledge of nutrition
Dehradun, January 8Members of the Mata Committees (mother committees) constituted at the community level for the take home ration under the Integrated Child Development Scheme (ICDS) have begun to play a greater role in deciding the nutritional contents of ration items. They have been monitoring the scheme, which is being implemented in the state to improve the health of children and lactating mothers, belonging to low income and disadvantaged groups.
Time was when Mata Committees played only a token role of overseeing the infrastructural part of the scheme. A new thinking dawned about empowering the mothers. “Ignorance and apathy towards one’s own health requirements among women folk was coming in the way of achieving desired results of the scheme. So we thought of enhancing the capabilities of mothers by imparting knowledge on nutrition and health through the anganwari and Child Development Project Officers,” said Radha Raturi, Principal Secretary, Department of Women and Child Development. Along with improving the nutritional status of the targeted beneficiaries, the focus of the ICDS is also on enhancing the capability of mothers, so that they can cater to their as well as their children’s health and nutrition. “Mothers are at their assertive best, when deciding on the contents of the take home ration. Their suggestions are being accorded due importance. The main aim of the scheme is to improve the nutritional status of mother and children. So the take home ration items being distributed to beneficiaries in bags can undergo a change on the recommendation of mothers. We may even include coarse grain, which is high in protein and iron content, if the Mata Committee recommends,” said Radha Raturi, Principal Secretary, Department of Women and Child Development. Realising that Mata Committees still have a long way to go before they become models of grass root empowerment, Directorate of the ICDS is keen to further strengthen their roles as change agents. “We have to set up a system for their active monitoring and ensure that these continue to remain functional and disseminate information about their existence,” said Nidhi Mani Tripathi, Additional Secretary and Director, ICDS. |

State’s power availability 35.45 million units
Dehradun, January 8 According to Uttarakhand Power Corporation Limited’s sources, out of 35.45 million units of power available in the state, only 8.56 million units of power has been generated in the state hydropower stations and the rest comes from Central pool and other sources. However, despite gap in demand and supply, Uttarakhand Power Corporation Limited is not resorting to power cuts anywhere in the state with the sole exception of 2-hour power cut at Bhupatwala and Jwalapur areas of Haridwar. |

Experts gave them tips on cyber crime and ways to deal with such a situation.
