New Delhi, January 2
In the wake of the brutal gangrape and death of a minor girl in Kolkata, activists from women organisations, trade unions and students' bodies protested against the Mamata Banerjee-led West Bengal Government for the manner in which the case is being handled there.

The 16-year-old victim who was gangraped twice in October last year, succumbed to her burns this New Years Eve after being set on fire by her alleged assailants. Activists attacked the West Bengal Government accusing it of indifference towards the victim and her family.

General secretary of the All India Democratic Women's Association Jagmati Sangwan, said, "The TMC government whose head is a woman has made a mockery of a crime to such an extent that it speaks volumes about how they seek to politicise each issue to brush aside all opposition to their rule."

AIDWA's Brinda Karat said that their protest was not only against the violence, but also the attitude of the TMC government towards women. Protestors demanded a speedy trial in the case along with steps to check violence against women and went on to warn that they would observe January 3 as 'Akrosh Diwas' across the country.

Accusing the policemen of being hand in glove with the criminals, they sought action against the cops concerned and demanded protection and support for the victim's family. They said tomorrow they are going to send an open letter signed by many eminent people pushing for their demands to Bengal Chief Minister Mamata Banerjee through the Resident Commissioner, Delhi.

Bengal's renowned singer Parvathy Baul expressed solidarity to the cause while stressing the need for Zero Tolerance to Violence against women.

There was visible happiness among the activists of the Aam Aadmi Party sitting in visitors' gallery just after the government won the vote of confidence in the 70-member Delhi Assembly House. The activists shouted "Kejriwal zindabad". The party supporters rushed outside the gallery to congratulate their leaders who had taken oath of office and secrecy on December 28 and on the sixth day it won the vote of confidence with the support of the Congress, JDU and one independent MLA.

Just after the vote of confidence was over, Leader of Opposition, Dr Harsh Vardhan , Congress MLAs, Arvinder Singh Lovely, Haroon Yusuf, Asif Mohammad Khan, Hasan Ahmed, Jai Kishan Devender Yadav, BJP MLA Sahib Singh Chauhan and others congratulated the Chief Minister on winning the vote of confidence. Ministers and MLAs of AAP who were not wearing their party caps today congratulated their leader.

Delivering his maiden speech, Chief Minister Kejriwal assured the House that the government would take strict action against the MLAs across the party and officials if any one of them was found accused of corruption.

Defining the meaning of Aam Aadmi, the Chief Minister said that those who believe in honesty were included in the list of 'aam aadmi" and others are "khas aadmi".

Giving reply to the debate on the vote of confidence, Kejriwal reiterated his earlier claim that he had not come for the government formation. He came to serve the citizens of Delhi. The Aam Aadmi Party contested the election when it was challenged by the politicians. "We are small people. We have no status. We have never thought of forming a party to contest election. But we have come on the field when we were challenged by the politicians," Kejriwal said.

He reminded the opposition benches that a common man had limited requirements like food, cloth, house, power, water, education for children, hospitals, security and good judicial system. But after 65 years of independence, the government failed to provide these basic needs to the common man. That is why they came to the field to contest the election. The current political system of the country is destroyed. Wealth of the country has gone to politicians. Besides, education, hospital, electric system, water distribution system and roads are in a mess, he said.

Kejriwal said that winning seats in election was a tough fight. But God was with the AAP and with the grace of God, the AAP has won the fight winning 28 out 70 assembly seats. The common man has dared to throw away the corrupt political system.

According to the police, the SI, identified as Ravi Rathi, who is posted with East Delhi's Pandav Nagar Police Station, has gone missing after the matter was reported.

Rathi and the victim are 2010 batch police personnel and met each other during their training and befriended. A police official said Rahti is already married but he concealed this fact from the victim and proposed her for marriage.

NGOs hail porta-cabin decision, say more needed for the homeless

New Delhi, January 2
Lauding the Delhi Government's decision to provide better shelters for the homeless, NGOs say it is a step in the right direction, but much more needs to be done like helping them becoming self-reliant, providing proper sanitation and opening alcohol and drug de-addiction centres.

NGOs in the city are welcoming the Delhi Government's recent initiative to replace all night shelters being run from plastic tents with porta cabins and increasing their numbers.

However, they say that the problem of shelter is not just during winters, but a yearlong affair.

Paramjeet Kaur, executive director of NGO Aashray Adhikar Abhiyan, says, "We welcome Chief Minister Arvind Kejriwal's decision, but there should be consolidated programmes which, apart from providing basic facilities like food and roof, also give them livelihood opportunities to make them independent." In the paucity of shelter homes, scores of the homeless spend their nights out on footpaths, under flyovers, road pavements, outside hospitals and even in urinals.

The Delhi Government's Human Development Report 2010 states that there are 56,000 homeless people, but as per NGOs, the figure is estimated to be over one lakh.

Kaur says most homeless persons are from neighbouring states like Uttar Pradesh, Bihar and Jharkhand, looking for work.

"These migrated people mostly are considered a burden on infrastructure and utilities and seen as encroachers, so there is a need to change the mindset. These people should be offered poor-friendly environment and spaces for their holistic development," she says.

Being destitute hits women, children and the elderly most as they are often the most exploited ones, Kaur says, citing a survey by her NGO. — PTI
