Chandigarh, December 8 These elections have serious implications for Haryana as both neighbouring states of Rajasthan and Delhi have shattered the hopes of the Congress to come back to power. The dominance of the BJP in these two states directly reflects the mood of the people. Encouraged by the response in Delhi, the Aam Aadmi Party (AAP), whose leader Arvind Kejriwal has roots in Haryana, would obviously like to expand base in his home state. Delhi has seen over 12 candidates from haryana emerging victorious. Though the INLD which contested two seats (Najafgarh and Narela) in Delhi has not been as lucky as the BJP alliance partner in Punjab -- the SAD -- which has won three seats, the results indicate that Haryana is now open to new alliances where many political forces see an opportunity after the clear anti-Congress sentiment in the state. The SAD could be openly seen in the day to come as the bridge between the BJP and the INLD, causing a setback to the HJC-BJP alliance. The overall performance of the BJP has strengthened its bargaining power vis-a vis the HJC that had so far agreed to give eight out of 10 parliamentary seats to the BJP and sharing the Assembly seats on a 50:50 basis for next year's elections. Political analysts see a greater role for the AAP in Haryana. DR Chaudhary, a social activist and general Secretary, Haryana Insaaf Society, sees a political vacuum in the state on account of the anti-Congress sentiment with top INLD leaders in jail and a change in the balance of equation between the HJC and the BJP. “Hailing from Haryana, Kejriwal will not miss this opportunity to explore expansion of his party in the state. Haryana being a state where political opportunism thrives, player like AAP and SAD are bound to fill in the void as none of the existing parties can meet the aspirations of the people”. Things do not augur well for the Congress considering the fact that the Chief Minister and several other Haryana Congress leaders campaigned extensively in Rajasthan and Delhi. If the Congress considered these leaders important to campaign in these two states that has considerable Haryanavi influence in adjoining areas, the same is true for Haryana where the mood in adjoining Delhi and Rajasthan will impact political outcome in the Jat land. Ranbir Singh, a former Dean, Social Science, Kurukshetra University, says: “These are clear alarm bells for the Congress. It is indicated that the anti-Congressism will become more dominant in the state than the conventional Jat - non-Jat divide, thereby changing the entire equation in Haryana politics”. Ranbir Singh says the BJP is bound to get strengthened in rural areas of Haryana as the anti-Congress wave is not going to remain confined to urban pockets. Though these are only indications as the real picture will emerge near the Lok Sabha poll, coming months will see hectic political activity in the state with the pro-Modi element in Haryana becoming stronger and the AAP exploring its potential in Haryana. There are several factors that should put the Congress to notice. If the Congress is decimated due to its misdeeds in the states that went to the polls recently, there is a huge possibility that issues like the Khemka factor and the Vadra-DLF deal, CDs on Haryana ministers seeking money for CLU permissions, charges of unequal development etc could become big issues in the next General Election. |

Sirsa, December 8 The MP said the Congress would try to find out why it did not do well despite the good work at the Centre and in Delhi and Rajasthan. He said it was clear that there was no Narendra Modi factor in these elections and the Congress would bounce back in the general election. “People know that the BJP won in Rajasthan and Madhya Pradesh in 2003, but the UPA formed the government at the Centre after the general election were held in 2004,” he said. Tanwar sought to downplay the success of the Aam Aadmi Party in Delhi and said Arvind Kejriwal’s party had won the elections by flaring up passions. “When they are in the Assembly, people will see how they conduct themselves,” he said. |
Govt employees hold mammoth rally in Jhajjar
Jhajjar, December 8 The protesters also submitted a memorandum to Education Minister Geeta Bhukkal, wherein they threatened the government of launching another statewide agitation if their demands were not addressed. The minister has assured them that Chief Minister Bhupinder Hooda would be apprised of their demands. Earlier in the morning, Roadways, Education, Power Corporation, PWD and Public Health Department employees, besides ASHA and midday meal workers, gathered at the Shri Ram Park and discussed about the prevailing situation. While addressing the gathering, employees’ leader Virender Dhankhar alleged that the government was biased towards the employees. He said their patience was running out and the government should either clear its stand over their demands or prepares itself to face the anguish of the employees. “A large number of employees will gherao Parliament on December 12 to raise their voice against the government. We will also organise a state-level mammoth rally in Rohtak on December 22 to decide the further course of action if the state government does not give a serious thought to our demands,” said Dhankhar. The employees shouted slogans against the government and took out a protest march across the city. The march culminated at Bhukkal’s residence, where they submitted a charter of demands to the minister. |
Milk testing facility to be available at govt labs
Sirsa, December 8 Deputy Commissioner J Ganesan said these would be installed under the Backward Regions Grand Fund, a Central scheme for backward districts of the country. He said about Rs 3 lakh would be spent on the purchase of milk analysers and milk adulteration kits and the instruments would be available in all seven blocks. The cost of a milk analyser was Rs 40,000 and the cost of a milk adulteration kit ranged between Rs 2,500 and Rs 3,000. Both instruments would be purchased through the office of the Animal Husbandry Department. He said milk analysers would be purchased through a private company and milk adulteration kits from the National Dairy Development Board. Ganesan said milk analysers would not only help in ascertaining the quantity of fat and protein in milk, but also detect adulteration of water. He said milk adulteration kits would help in detecting the adulteration of urea and other soluble substances. The testing could be carried out by veterinary doctors and veterinary livestock development assistants working in government veterinary hospitals in blocks. The process of milk testing was simple and anybody could check it himself after a little training, he added. He said a polyclinic had been started at the district headquarters under the Backward Regions Grand Fund, which was equipped with the latest laboratory facilities. Besides instruments of milk testing, blood test, urine test and dung test of cattle could be conducted. X-ray and ultrasound facilities were also available at the polyclinic, he added. |

Long-term purchase pacts likely to push power cost
Ambala/Yamunanagar, Dec 8 While Haryana has already added to the capacity of its own thermal power stations in the recent past, it also signed long-term purchase agreements with private players. These include Mundra Thermal Plant of Adanis in Gujarat, from where the state is getting 1,424 MW, and the China Light and Power at Jhajjar, which is supplying 1,320 MW to power distribution companies in the state. Sources say this has led to shutting of several thermal units at state-owned thermal power plants across the state for the last 10 months. The first four units of 110 MW capacity each at Panipat Thermal Power Plant, unit number 2 of 300-MW capacity Yamunanagar Thermal Power Plant, the 600-MW unit number 2 at Khedar and the 137-MW unit number 1 at Faridabad were forced to shut down. This shutting down of thermal units is causing losses to Haryana Power Generation Corporation Limited (HPGCL), which is incurring fixed charges for keeping the units out of operations as per rules and regulations. Those in the know of things say the additional charges being incurred by the HPGCL will start getting added to the costs of power and the burden will be passed on to consumers. Padamjit Singh, Chairman of the All India Power Engineers Federation, said due to poor power planning, state consumers would be shelling out more for using power. He said power utilities were being run in a bureaucratic manner as these were being headed by non-engineers, who failed to realise that that under-utilisation of own resources would translate into losses for power utilities even if round-the-clock power supply to state consumers was being maintained. Meanwhile, in a recent development, Haryana Discoms had already tod the HPGCL to scrap the first four units of the Panipat Thermal Power Plant, stating that these had become financially unviable. The Haryana Power Purchase Centre, in its letter dated October 24, intimated the HPGCL authorities that as the rates of power supplied from units 1 to 4 of the Panipat station were not viable, the HPGCL might consider scrapping these. |
Gurgaon builders can pay EDC in instalments
Chandigarh, December 8 A decision to this effect was taken at a recent meeting of senior officials and builders under the chairmanship of Chief Minister Bhupinder Singh Hooda. The EDC relief policy of April 12, 2012, is applicable to the whole of Haryana except Gurgaon. Under the policy, additional bank guarantee for 25% amount of gross overdue EDC is taken from the builder by the government. In return, an undertaking is taken from the licencee to clear overdue EDC in instalments over two years. Sources said the decision would go a long way in spicing up the recession-hit realty sector in the National Capital Region (NCR), specially the Gurgaon-Manesar Urban Complex. “Since Gurgaon in the NCR is the major centre where construction industry is bursting at seams, the new decision will see an upswing in the real estate sector,” a senior official asserted. The government came up with the EDC relief policy, amended on August 24, 2013, for the benefit of builders facing a resource crunch in the wake of recession in the realty sector. At the time of the implementation of the policy, the Gurgaon-Manesar Urban Complex was not brought under its ambit, which Gurgaon builders had been resenting. |

Sirsa/Fatehabad, December 8 The aids were provided by the Red Cross society of the two districts and the Artificial Limbs Manufacturing Corporation of India. Speaking at a function organised at Manohar Memorial College, Fatehabad, Tanwar expressed his gratitude towards Union Social Justice and Empowerment Minister Kumari Selja for providing the funds for the implementation of the scheme. Chief Parliamentary Secretary Prahlad Singh Gillakhera said Chief Minister Bhupinder Singh Hooda had increased the pension of the differently abled persons to Rs 1,000 per month, which was the highest in the country. Speaking at a function organised at the Helen Keller Institute for visually differently abled persons, Tanwar said a sum of Rs 50 lakh had been spent on providing aids the 648 differently abled person. |
Free bus travel for girl students
Chandigarh, December 8 Stating this yesterday, Transport Minister Aftab Ahmed said passes would be issued to all girl students of the state studying in various schools, colleges and institutes which were recognised by the state government or were affiliated to any university or board in the state. He said educational centres, coaching centres, study centres, distance learning centres and franchise centres of HARTRON and other centres affiliated to universities of other states not recognised by the Haryana Government would not be covered under this policy. |

Panchayats to get grants on basis of performance
Kurukshetra, December 8 This was stated by Deputy Commissioner Nikhil Gajraaj while reviewing the development works of 74 panchayats of Shahabad block in the district, at Panchayat Bhawan, here yesterday. Gajraaj said after due consideration and assessment of MGNREGA scheme, it seemed the officials were not serious enough in this scheme, but they should ensure the achievement of targets in each village. He directed the officials concerned to deposit the utilisation certificates after the completion of works in the panchayats within 15 days. The DC said as far as the works conducted under the 13th Finance Commission were concerned, the utilisation certificates were still awaited. |

Farmers protest against land acquisition
Sonepat, December 8 They held that a panchayat at the village had resolved that they would not allow the HSIIDC to take possession of the land. The government has fixed the acquirement remuneration at around Rs 60 lakh per acre. The BKU (A) has also extended its support to the farmers. State president Shamsher Singh Dahiya said it was the most fertile land and acquisition would render the farmers jobless . The farmers pointed out that the area was meant for residential purpose and construction of the effluent treatment plant was against the policy norms of the government. The directorate of the Country and Town Planning has also been urged to intervene and cancel the installation of the treatment plant.— OC |

Manch threatens stir over wheat seed scam
Sirsa, December 8 "We suspect that the police are conniving with the accused as they have not been arrested. The police did not show us the godown before sealing it despite requests. They allowed the private trader involved to erase vital evidence," said manch president Prahlad Singh Bharukhera. Rajinder Meena, Additional Superintendent of Police, refuted Bharukhera's allegations. He said efforts were being made to arrest the accused. "We raided a few hideouts at Sirsa and Hisar. The accused are evading arrest and making efforts to get anticipatory bail," he said. The HSDC justified the extension in service given to now dismissed Manager Om Pal Singh Panwar. "Panwar retired on November 29 and was given an extension on contract only for a month after prior approval of the Chairman in view of the peak sale season of wheat seed," said BS Duggal, Managing Director of the HSDC. Providing a copy of the appreciation letter issued to Panwar on February 7 by then Managing Director Ashok Khemka, Duggal said besides Panwar, salesmen at sales counters in Ellenabad, Abubshahr, Dabwali and Sirsa were given cash awards of Rs 5,000 each for meeting 131.06%, 110.41%, 102.38% and 97.57%, respectively, of their allocated targets during 2012-13. He said the HSDC was a commercial organisation and its survival depended on production and sale of rabi seed, particularly wheat seed. Duggal added that about 2.6 lakh quintal of certified seed of various wheat varieties was available for sale to farmers, of which more than 87,000 quintals was carryover rabi stock which could not be liquidated last year. |

2 years on, petrol pump allottee awaits NOC
Naraingarh (Ambala), December 8 After going through the documents put on record by the applicant and the allotting petroleum company, Senior Engineer (SE), PWD, had on two occasions wrote to the Executive Engineer (XEN) concerned to issue the NOC. However, the XEN has been delaying the issuance of the NOC on one pretext or the other. While all other departments issued the NOC, the PWD rejected the file on the ground that it did not meet the conditions. The department stated that the petrol pump was located at a distance of less than 300 metres from the intersection of the main road. However, Shashi contended that her petrol pump was located on an Other District Road (ODR), while such a condition was applicable only for the highways. As the applicant failed to convince the department, officials of the Bharat Petroleum took up the matter with the Deputy Commissioner (DC) after conducting a survey of the pump’s location which was 11-km from any highway. The DC then wrote to the SE, who asked the XEN, Naraingarh, to issue the NOC as case was meeting the guidelines laid down by the Union government. The department then issued an incomplete NOC, which was rejected by the district administration. Shashi said the XEN refused to issue a complete NOC and instead asked them to construct a service lane outside the pump. The SE again directed the XEN to follow the ministry guidelines and decide the case at the earliest. Shashi said information procured under the RTI Act revealed that the PWD had issued NOCs to four other petrol pump allottees between January 2011 and June 2013. She said even as the SE wrote to the XEN in February this year, the department had so far not issued the NOC. She said even as the pump was located on an ODR, the XEN had been forcing them to construct a service lane outside their pump, while this condition was applicable only if the pump was located on a highway. RK Tindwal, XEN, said the NOC had not been issued as the applicant did not fulfill the conditions. |

State to get Rs 1,275 cr CST compensation
Chandigarh, December 8 Choudhry, who was addressing a press conference here yesterday, said Union Finance Minister P Chidambaram had assured that a budget provision for the said amount of compensation had been made. She said she had strongly taken up the issue of compensation with the higher authorities. As a result of this, the Centre would now compensate the state to settle its pending claims upto 2010. This would further boost the revenue collections, she said. Choudhry said real estate developers had also been brought in the ambit of tax and revenue collection of over Rs 200 crore is expected from them. Apart of this, the Government is also trying to bring e-commerce as in case of Ebay, OLX and others registered in Haryana under the ambit of tax. They were also liable to pay tax to the government for their commercial activities, she said. The minister said despite a slowdown in the economy, the department had collected tax revenue of Rs 12,524 crore upto October 2013 during the current financial year, which is 10.09 per cent higher than the corresponding period of last year. She said the Finance Department had given 21 per cent higher target this year as against the actual collection of Rs.19,813 crore during 2012-13. “We are ensuring better monitoring, transparency and consistently plugging the loopholes to achieve desired results,” she said. On the abolition of Form VAT D-3, popularly known as ST 38, she said it was also a step forward to further liberalise trade and commerce in the state and it would definitely provide relief to the traders. “Haryana is among few states that have taken a big step forward to give relief to the traders as well as common man. After the abolition of form 38, the department would have to become more proactive to achieve the targets,” she said. She said the government had fixed a target of Rs 4,000 crore for excise collection as against the actual achievement of Rs 3,247 crore during last year. The minister said the web-based online grievance redressal system and the toll-free telephone service were doing well and the errant officials were being taken to task. In the public health sector, the government, having provided all villages with at least one source of drinking water, was focusing attention on further improvement of drinking water facilities in the critical and water parched areas in the state. She said funds received from the Centre for improvement in drinking water facilities had been utilised to the maximum by the department. The Centre has appreciated state government’s efforts in this direction and had provided Rs125 crore from the Central funds. It is expected that this year also the Centre would provide similar grants to the department. |

2,500 common service centres on anvil
Gurgaon, December 8 Addressing officers of Gurgaon, Rewari, Mewat, Mahendergarh, Faridabad and Palwal district falling in the Gurgaon division, the Haryana Additional Secretary, Electronics, Information Technology, Yudhvir Singh Malik, said 500 centres would be instituted by March 14. As 65 per cent of the state population resides in villages, 1,600 of the proposed centres would be established in the rural areas. Each would cover 10,000 persons, he said. Malik asked the district authorities concerned to identify the sites where the centres could be set up. Fully computerised and having access to the electronic data already available with government departments and agencies, the centres will provide services like marriage certificates, birth certificates and deposition of property tax under a common roof. Digital signatures of the authorities concerned will be among the salient features of the centres.— TNS |
Three die as auto, truck collide
Yamunanagar, December 8 The deceased have been identified as Roshan Lal, an auto driver, and Ram Badan and his wife, Bindu, of Kalyan Nagar, Jagadhri. The police said Roshan Lal had left from the Jagadhri bus stand for Yamunanagar with passengers in his auto in the afternoon. His auto collided with a truck coming from the other direction. The auto reportedly over turned and all the passengers came under it. The police have booked a truck driver, who managed to flee from the spot with his truck. |
Four cases of crime against women reported in Faridabad
Faridabad, December 8 In the first incident, that took place in August, the victim (19) a resident of Saran village, has lodged a complaint that she was abducted and raped by a youth, identified as Rohit. She was taken to an unidentified place in UP on the pretext of marriage and the accused established physical relation with her in a forced manner for several days. She revealed that while she was rescued by her family members, the accused and his kin assaulted and threatened her family. The police have booked Rohit and some unidentified persons under various sections of the IPC. The second incident of rape has been reported from Kot village in the district. The complainant (22) has claimed that three youths, identified as Sundar, Harbir alias Titu and Sunil alias Mariyal, entered her house on December 5 around midnight and asked her to accompany them. When she refused, they overpowered her and took her to a secluded spot, where Sunder raped her with the help of Sunil and Harbir. She claimed that while Harbir and Sunil were sons of the brother-in-law of the victim, Sunder was also known to the victim’s family. She added that the three accused beat up her husband and threatened them with dire consequences. The police have registered cases under various sections of the IPC against the accused. In another case, the police registered a case under Section 354 of the IPC against a youth, identified as Jahul, a resident of Bijapur village, for assaulting a 14-year-old girl with an intent to outrage her modesty, on December 6. The fourth incident was reported at the Sarai Khawaja police station here, in which the complainant, a resident of Palla, has alleged that a youth, identified as Vir Singh, had abducted his 14-year-old girl on December 4 on the pretext of marrying her. Rewari: The Rampura police in the district have registered a rape case against Rajender, driver with the office of the Social Welfare Department here. A 30-year-old woman of Adarsh Nagar lodged a complaint yesterday that Rajender had been sexually assaulting her for the last two-and-a-half years on the pretext of marrying her. She stated that recently when she insisted on marriage, he dilly dallied the matter, which forced her to complain to the district police chief. The police said a case was registered on the SP's order. But neither could the woman be medically examined as her house was locked, nor was the accused arrested as the office was closed on account of a holiday. |

Kaithal, December 8 A local woman has alleged that in March, she and her mother-in-law went to Medu to perform some rituals. He called his cousin Hemant for assistance and took the victims to Mehdipur in Rajasthan. On the way, he gave them 'laddoos' laced with intoxicants. When the women fell unconscious, they were raped. In June, they raped the victim's sister-in-law by mixing intoxicants in water. The 'tantriks' repeated the act many times, filmed it and blackmailed them. On December 4, one of the women did not consume the intoxicant-laced water during rituals and raised an alarm when the accused tried to rape her. The 'tantriks' fled the spot. —OC |

Sonepat, December 8 The arrested youths were identified as Sonu of Fatehpur village and Arvind and Ayush of local colonies. The police seized a cash amount of Rs 1,000, which they had taken from the drivers, and a Santro car from their possession. A case under relevent Sections of the IPC has been registered against the three youths and investigations have been started. |
Farmer dies in road accident
Fatehabad, December 8 The police have registered a case against the vehicle driver, who is yet to be identified. Sandeep of Sangha village of Punjab informed the police that he, along with his two friends, Kanwaljit and Narinder, were riding a motorcycle last night when a vehicle hit them. Kanwaljit died on the spot while he and Narinder were injured. A case has been registered in this regard. |
