Woman found dead in mysterious circumstances
New Delhi, November 27
A 56-year-old woman who was working for a state-run telecom firm, MTNL, was found dead under mysterious circumstances inside her residence in east Delhi's Shakarpur area on Tuesday night. The police have identified the deceased as Shanti Devi. She lived with her son, Sundar, on the ground floor of the four-storey house situated at School Block in Shakarpur. The other three floors were given on rent.

DU student shot at in Narela
New Delhi, November 27
A 19-year-old Delhi University student was shot at allegedly by unidentified assailants in outer Delhi's Narela area on Tuesday night. The victim has been identified as Ankit. He was taken to the Lok Nayak Jai Prakash (LNJP) Hospital, where he is undergoing treatment. His condition is critical. Ankit is a second year student of the Swami Shraddhanand College of Delhi University.

Progress report of BJP rule quite dismal: CM
New Delhi, November 27

The Chief Minister, Sheila Dikshit, today said that the reputation of the BJP during its rule between 1993 and 98 had been quite dismal. "Their government could not commission a single hospital, not even a single unauthorized colony was regularized, nor any rupee spent on for development works in such colonies. Their government could not commission any university either," said Dikshit.

Woman alleges rape by BSP candidate's son
New Delhi, November 27
A 35-year-old woman has alleged that the son of a Bahujan Samaj Party candidate for the Delhi Assembly elections raped her on the pretext of marriage in Mangolpuri. The accused identified as Shivbhushan (40) has been arrested. On November 22, the police had received a complaint from the woman, who claims to have a two-year-old child with the accused.

Delhi tourism prepares manual to shoot films in city
New Delhi, November 27
Visitors throng Pragati Maidan to see the India International Trade Fair-2013 in New Delhi on Wednesday. "Delhi as a Film Shooting Destination" was highlighted by the Delhi Tourism pavilion at the 33rd India International Trade Fair which concluded today at Pragati Maidan. The stall primarily highlighted the facilities available to filmmakers who intend to shoot in Delhi, as Delhi Tourism is the nodal agency for film shootings in the city.

Saif urges youngsters to cast vote
New Delhi, November 27
The Delhi Chief Electoral Office (CEO) roped in actors of the upcoming Bollywood film 'Bullet Raja', starring Saif Ali Khan and Sonakshi Sinha, to motivate young voters to exercise their franchise in the December 4 Assembly elections. "We were in touch with Saif for almost a month and he could find time only now," said Ashish Mahaorao More, deputy commissioner, north district.

Poll official recovers Rs 75 lakh from vehicle in Chhattarpur
New Delhi, November 27
An election department official today seized a vehicle carrying Rs 75.88 lakh which was intercepted by the police in the Chhattarpur constituency in the afternoon and a probe was launched by the Income Tax Department to check if the money was meant for use during the elections.

Woman found dead in mysterious circumstances

A 56-year-old woman who was working for a state-run telecom firm, MTNL, was found dead under mysterious circumstances inside her residence in east Delhi's Shakarpur area on Tuesday night. The police have identified the deceased as Shanti Devi. She lived with her son, Sundar, on the ground floor of the four-storey house situated at School Block in Shakarpur. The other three floors were given on rent.

According to the police, Sundar found Shanti lying unconscious in a pool of blood on the floor of her bedroom. He raised the alarm and the police were informed at about 11.20 pm.

Shanti was taken to a nearby hospital, where she was declared dead. Her family claims that the alleged assailants stole Rs 23 lakh. "She didn't keep her money in a bank and the Rs 23 lakh was kept in her almirah," said Sundar.

The police are yet to confirm if money was stolen from the house, because they claim that the house, including the almirah where the cash was kept, was not ransacked.

Investigators said that there was a deep slit on Shanti's throat, suggesting that she may have been attacked with a sharp weapon. The exact cause of the death will only be ascertained after the postmortem.

"The involvement of an insider is not ruled out in her death," said a police officer.

The police said that neither neighbours nor Shanti's tenants staying upstairs heard any commotion. Her son, Sundar, who works with a courier company in Delhi, was at his office when the incident occurred.

As neighbours claimed that they last saw her at about 9.30 pm on Tuesday, investigators believe that she may been killed between 9.30 pm and 11.25 pm.

Shanti is survived by her son and three daughters.

DU student shot at in Narela

A 19-year-old Delhi University student was shot at allegedly by unidentified assailants in outer Delhi's Narela area on Tuesday night. The victim has been identified as Ankit. He was taken to the Lok Nayak Jai Prakash (LNJP) Hospital, where he is undergoing treatment. His condition is critical.

Ankit is a second year student of the Swami Shraddhanand College of Delhi University. He lives in Narela with his family. His father is reportedly in the traffic department of Delhi Police.

On Tuesday night, he was roaming in Narela when he was intercepted by two persons, who were on a motorcycle.

"Before Ankit could understand the situation, the assailants opened fire at him. Ankit suffered a bullet injury and fell to the ground, writhing in pain, while the assailants drove away," said a police officer.

Ankit was rushed to Satyawadi Raja Harish Chander Hospital and then referred to LNJP after his condition deteriorated.

A case of attempt to murder under section 307 of the Indian Penal Code has been registered in regard to the incident at the Narela police station.

She said that Delhi witnessed a number of deaths due to dropsy and dengue. It also witnessed outbreak of plague. On the other side, the Congress government during its 15-year tenure took Delhi to new heights to make it a number one state in the country, she said.

In a series of public meetings addressed by her, Dikshit said that the Congress knows how to govern and accomplish the projects in a planned manner.

She was speaking at a day-long whirlwind electioneering campaign in east Delhi where she addressed nine public meetings in support of Ambrish Gautam, Harnam Singh, Dr AK Walia, Anil Chaudhary, Naseeb Singh, Dr Narendar Nath, Arvindar Singh and Dr VK Monga.

The meetings were organized in the Kalyanpuri-Kondli constituency, Trilokpuri-Trilokpuri segment, Mayur Vihar Phase I-Patparganj, Shakarpur and Vijay Chowk-Laxmi Nagar, Daksh Road-Vishwas Nagar, Dilshad Garden-Shahdara, Kanti Nagar-Gandhi Nagar and Geeta Colony.

"Delhi has become the best place to live in and the most favoured tourist destination. It can boast of modern, advanced and personalized infrastructure. It was the first state to implement the Food Security Programme and Direct Cash Transfer Scheme," she said.

Listing the achievements of her government, she said it was the first state to enact the RTI Act, the first to introduce the Ladli Scheme, emulated by the Central government and other state governments.

It is also the first state to fully computerize its education department and the first to set up a free residential school exclusively for SC/OBC/minorities/orphans.

SAD (B)-BJP alliance, Cong to cross swords in Rajouri Garden

The Rajouri Garden constituency having 45,851 Sikh votes will witness a tough fight between Shiromani Akali Dal (Badal) - BJP alliance candidate Manjinder Singh Sirsa and Congress candidate Dhanwanti Chandila who has been a three-time municipal councillor.

Sirsa, contesting the assembly election from Rajouri Garden for the first time, is raising the issues of inflation, corruption, high power tariff and inflated water bills. The Congress candidate along with her three family members has been in local politics for the last two decades. She is highlighting her achievements like building parks, roads and creating other civic amenities besides the 24-hour power supply during the last 15 years of the Congress rule.

Though both the candidates are devoting 12 to 14 hours to campaigning, Sirsa is being welcomed in the Punjabi-dominated areas while Chandila, whose husband Dayanand Chandila is a sitting MLA, is being welcomed in the non-Punjabi areas, villages and slum clusters. Sikhs openly support Sirsa while Muslims and Poorvanchalis back Chandila.

Sirsa said that he has got a good response in the area while Dhanwanti said that Rajouri Garden has been her stronghold for many years.

The constituency is divided into four wards--Vishnu Garden, Rajouri Garden, Tagore Garden and Khyala. Chandila's son Meghraj and his wife Meenakshi are municipal councillors from Vishnu Garden and Khyala wards respectively. In these two wards, Dhanwanti Chandila, the Congress candidate, seems strong. The remaining two wards--Rajouri Garden and Tagore Garden--are being represented by BJP councillors Subhash Arya, Leader of the House in North Delhi Municipal Corporation and Sunita Yadav respectively. These two wards are dominated by Punjabis and Sikhs. In the constituency, they constitute 70 per cent of voters, keeping this in mind the SAD Badal has fielded its candidate.

There are 1, 44, 736 voters in the constituency. Of them, Sikhs are 45,851, Muslims 7,728, Scheduled Caste 18,162 and others 72,995.

In the last elections in 2008, SAD Badal candidate Avtar Singh Hit had lost with a thin margin of 46 votes.

Sirsa is depending on padyatra, corner meetings and door-to-door meetings. He has not organised a single big rally so far though Chandila has organised one and the second rally is slated to be held in a couple of days.

"If Sirsa manages to organise even a single rally under the leadership of senior BJP leaders and SAD patron Parkash Singh Badal and president Sukhbir Singh Badal, he can make a dent in Congress stronghold," said a shopkeeper in the Rajouri Garden market.

I'll quit politics if graft charges proved: Kiran Walia

Prof. Kiran Walia, Minister in the Delhi Cabinet, contesting the Delhi Assembly elections from Malviya Nagar constituency, today said that she would quit politics if the corruption charges levelled against her by the BJP candidate Arti Mehra are proved.

Walia who has been a sitting member of the Delhi Legislative Assembly for the last 15 years from the same constituency, refuted all charges made by the former Delhi Mayor which include misuse of her position as a minister for financial gains.

Mehra claimed that Walia had made huge sums of money by taking hefty commissions in various Maharani Bagh properties in New Delhi.

Mehra also accused her of having taken commission of Rs 10 lakh on every ICU ambulance procured by the Delhi Government during the 2010 Commonwealth Games.

"These allegations were and are absolutely false, frivolous and baseless. It is clear that she has levelled these preposterous and unsubstantiated allegations in order to influence the electorate in Malviya Nagar," said Walia.

"I have been living in government accommodation for the last four years and do not own any property.

“These allegations are completely against the Moral Code of Conduct as well as the Election Commission rules," she said.

Walia said that a legal notice has been issued to Mehra, seeking an unconditional apology for her remarks, failing which she will sue her within 48 hours for defamation.

A complaint has also been filed with the Election Commission which is investigating the remarks made by Mehra, said Dr Walia.

Woman alleges rape by BSP candidate's son

A 35-year-old woman has alleged that the son of a Bahujan Samaj Party candidate for the Delhi Assembly elections raped her on the pretext of marriage in Mangolpuri. The accused identified as Shivbhushan (40) has been arrested. On November 22, the police had received a complaint from the woman, who claims to have a two-year-old child with the accused.

In her complaint to the police, the woman said she was working at Shivbhushan's factory in Mangolpuri. In 2010, he had allegedly offered her a soft drink laced with sedatives.

The accused allegedly raped her when she felt dizzy. He promised to marry her and they both started living together at rented accommodation in Mangolpuri.

She also allegedly gave birth to a child two years ago. When she asked him about marriage, he would allegedly postpone the date.

Later, she learnt that the accused is already married. She then approached the police on November 22 and registered a case of rape against the accused who is allegedly the son of a BSP candidate for the Delhi elections.

According to the police, the woman earlier had a child from her first husband, whom she has divorced.

She is presently staying with her two children in Mangolpuri.

Delhi tourism prepares manual to shoot films in city

"Delhi as a Film Shooting Destination" was highlighted by the Delhi Tourism pavilion at the 33rd India International Trade Fair which concluded today at Pragati Maidan. The stall primarily highlighted the facilities available to filmmakers who intend to shoot in Delhi, as Delhi Tourism is the nodal agency for film shootings in the city.

A film shooting manual prepared by Delhi Tourism, pertaining to rules and regulation of shooting films and other details, is available in the stall.

The pavilion had a real film set created with actors performing live for audiences. To give it a real touch, the live performances were repeated and the director explained the mechanism of a real film shoot, to the audience.

Enthusiasts were seen cheering the actors and some of the visitors also volunteered for solo performances. Crowds were seen thronging in to witness this unique idea of Delhi Tourism.

"At least 26 movies have been shot in Delhi in the last one year and half years. Bollywood's focus has now shifted to Delhi from Mumbai. Filmmakers have realized that Delhi has the climate and culture like no other place in the country, and that weaving their stories and projects around this maximum city will lend a unique flavour to their movie," said a senior Delhi Tourism official.

Movies like Rockstar, Vicky Donor, Mickey Virus, Raanjhanaa, Madras Café, Fukrey, Besharam, etc. have been shot in Delhi. Recently, Delhi Tourism has facilitated the shooting of Rajkumar Hirani's P.K and is currently facilitating the shooting of Akshay Kumar Production's Fugly in Delhi.

The cost for shootings in Delhi is less and Delhi's greenery, monuments, diverse culture lure producers to explore and experiment. This mechanism will surely boost tourism in Delhi. Lt. Governor Najeeb Jung also visited the pavilion.

Saif urges youngsters to cast vote

The Delhi Chief Electoral Office (CEO) roped in actors of the upcoming Bollywood film 'Bullet Raja', starring Saif Ali Khan and Sonakshi Sinha, to motivate young voters to exercise their franchise in the December 4 Assembly elections.

"We were in touch with Saif for almost a month and he could find time only now," said Ashish Mahaorao More, deputy commissioner, north district.

Saif's sister Soha is the Delhi Election Office's mascot for the assembly elections.

More said nine groups of bikers along with the riders went across north Delhi to spread the message of voting.

"One of the bikers' group comprised women only and they had come all the way from Pune," he said.

The event was organised as a part of the Systematic Voter Education and Electoral Participation (SVEEP) activities involving civil society groups and media to improve electoral participation.

"Almost 30 per cent people do not vote in elections. This should not be the case on December 4," said Saif in his brief message to the young voters.

Asked if the synergy between the election wing and the actors also intended to give publicity to their film, More said, "Our talks with Saif have been on for weeks. We were not sure if he would come at all."

"It is sheer coincidence that the event happens to be close to the release of the actor's film," he said.

Poll official recovers Rs 75 lakh from vehicle in Chhattarpur

An election department official today seized a vehicle carrying Rs 75.88 lakh which was intercepted by the police in the Chhattarpur constituency in the afternoon and a probe was launched by the Income Tax Department to check if the money was meant for use during the elections.

Two persons, Sukhpal (32) and Sandeep (27), both natives of Sohna in Haryana, told the police that they were carrying the money for a land deal, said the election official.

"A white-coloured Scorpio, which was going towards Gurgaon was signalled to stop by the police but it did not stop and ran away. We chased the vehicle and forced it to stop," said one police official.

On inquiry, Sukhpal said that he is having Rs 75 lakh in vehicle which he was carrying for a land deal, said the official. "Expenditure observer S.K. Singh and former Magistrate D.K. Sinha were informed about the incident. They reached the spot with the team and checked the vehicle and found a cartoon containing Rs 75 lakh and Rs 88,680 was found in a bag," the official added.
