Chandigarh, September 23
In another case, the sports department and the panel of doctors from Government Multi-Specialty Hospital, Sector 16, has declared one from their own players, who is attached to the state-run Chandigarh Football Academy (CFA) for two years, ‘overage’. Notably, Shaukat Ali was enrolled in the academy after proper age verification in 2010-11. At that time doctors from the same medical institution had declared him underage (15 years) to make him eligible for enrolling under the CFA. But today, suddenly after two years, he was declared overage (above 17 years), removing his name from the paritipation list of the ongoing championship. “Shaukat Ali of the Chandigarh Football Academy has been declared overage by the panel of doctors. The reports were handed over to the concerned department and he will not participate in the ongoing championship,” said IP Nagi, director of the technical team. The step has again raised questions over the functioning of the UT Sports Department along with the role of doctors. The player was examined in 2010-11 after which he was selected in the academy. But now the same player has been declared overage. “This is a sheer case of negligence on the part of authorities. There is confusion over the exact criteria to select players and fielding them in tournaments,” said Ayunshuk Rawat, a senior player. Loopholes galore A day after Chandigarh Tribune reported about Kamalpreet, the former player of CFA who was declared overage in year 2009 and later underage in 2013, the sports department waking up from slumbers asked the Indian National Academy, a venture of All-India Football Federation (AIFF), to not field the player in the tournament. In a decision made, in the absence of Jury of Appeal and on the basis of a report published in ‘Chandigarh Tribune’, the authorities of the UT Sports department have asked the Indian National Academy to accept the decision at 10 am. The authorities have taken the step considering the medical reports declared during the 2009-10. Interestingly, to whom the department has declared over age, Kamalpreet is believed to be regular member of Indian team for AFC cup and also holds a stamp of approval from the AIFF. Back in 2009-10, Kamal Preet was shunted out from the CFA after being declared to be of 15 years but in 2013, after four years, he cleared the medical examination to become eligible for playing in the tournament but today the officials again declared him overage. “The player is playing under the tag of the AFC (Asian Football Confederation). And at the AFC, a country faces heavy fine if found fielding overage players. No doctor in the world can predict the age of a player by certain tests at the age of 11 or 12 years. Kamal was shunted out a few years ago. He again came here and cleared the teeth molar test. Now, after the matter was reported, he was made to sit on the bench. What is all happening in the tournament is all base on Babu (clerical) approach,” said an official. Unanswered questions * If Kamaldeep has been declared overage on the basis of 2009-10 medical reports, then why have the reports of 2010-11 neglected Shukat Ali’s case? * On what basis are the UT Sports Department and the panel of doctors challenging the AIFF’s authentication? * If a player is overage, then how come he represents a country or a state in international and national level tournaments? * What will be the action taken against the authorities, panel of doctors and officials who enrolled the overage players in the government run academy. * Who is answerable for the damage to the image of tournament? * Why don’t the authorities entertain local players, when they come to enroll the new disciples for the academy? |
Match commissioner supervises two venues simultaneously!
Chandigarh, September 23
Now here is the catch, taking a first incidence, as per the rules, a match commissioner or a match inspector or a referee inspector (if appointed), should remain on field during the 90 minutes of a play. But what exactly is happening in the ongoing all-India level tournament is far behind imagination. Learning no lessons, only one match commissioner and an inspector has been appointed to cover the entire tournament. And making it more tangled, these head-officials are marking their presence, in two different venues, at the same time. If taken today’s incidence, two matches started around 11 am at the Football Stadium, Sector 17, and at Sector 42 (simultaneously) and the man responsible to supervise the entire match, reaches at the Sector 42 venue at 11.45 am. Soon after roaming for a while the commissioner shifted his base to sector 17 and reaches there at 12.18 pm to supervise another match. If that is not enough, the match at sector 42 was conducted in absence of the match inspector or referee inspector as the person was busy in the Sector 17 stadium. Notably, it is clearly mentioned in the brochure of the tournament (Article 15-1), “Protest, if any shall be lodged in writing with the match commissioner, within two hours after the end of the match.” But it is not mentioned that what if the official is not present at the venue. Moreover, only eight referees have been appointed in the tourney. As per fixtures, four to five matches will be played everyday at two venues and four referees are required to supervise one match, which will make a tiring schedule for these officials. |
