Fare hike fails to ensure a safe ride home
Jammu, September 3 The traffic department had some time back given the directions to private taxi operators ferrying schoolchildren that not more than seven children should be allowed to be ferried in one van. Following objections by the van operators, the traffic department allowed them to carry up to 10 children. After this direction, these van operators enhanced the monthly charges from Rs 800 to 1,200 citing losses due to the restrictions imposed by the traffic department. These taxi operators are not only violating the norms but also stack up to 15 children in a vehicle that too at higher rates. "Few months back the then DIG Traffic, Shakeel Beigh, in a bid to 'streamline' school transport system in the winter capital, had issued an order to private light motor vehicles asking them not to ferry more than seven children in a van. The van operators raised a hue and cry and the limit was fixed at 10 children per van. Their condition to raise the monthly charges by Rs 200 to 400 a month was also accepted," said Vikram Gupta, a parent. "The charges were raised but after a few days of the DIG's drive things were back to the square one. Van operators, though kept charging enhanced tariff, started stacking 14 to 15 children," he alleged. "These van operators make the younger children sit in the dickey of the vehicle," he alleged. Interestingly, the then DIG Traffic, is now DIG Jammu-Kathua range. In Jammu major schools have their own buses which ferry students but few schools like Presentation Convent, St Peters and much more don't have their own vehicles and parents have to look for other options to drop and pick their students from schools. Thus they turned towards private taxi and autorickshaw operators who used to charge Rs 800 per month till traffic department interfered in the matter. Now, parents are being charged more and the situation inside these vehicles hasn't changed. "Due to hike in petrol prices, these taxi and autorickshaw operators increased the monthly charges by Rs 100 but our children got no relief. We are ready to pay but the number of kids in one vehicle should not be more than 10,” said Dheeraj Kumar, another parent. The parents have appealed to traffic department to look into the issue. |

Gas pipeline project reviewed
Jammu, September 3 Discussions were held to expedite the process of granting user rights and starting with the process of carrying out other related works for developing infrastructure for further distribution of cooking gas. Shantmanu said the project had greater importance as it would ensure adequate supply of gas for domestic and commercial use on cheaper rates besides creating employment opportunities for the youth in the state. He stressed on the need to sensitise people about viability of the project and also to dispel any doubts in this regard. He asked the officers concerned of the Gujarat State Petronet Limited (GSPL)-led consortium to work in tandem with the district administration concerned to expedite the acquisition process and to seek requisite permissions from the departments concerned. He also directed the District Development Commissioners to monitor the project to ensure that the bottlenecks in the project implementation were removed. |

Asaram supporters block rail track, 3 held
Jammu, September 3 Sources said around 100 supporters and followers of the accused, including women, had blocked the railway track at Balol Nallah in Bari Brahmana. They also raised slogans against the Congress-led UPA government for allegedly framing the accused godman Asaram under a conspiracy. The protestors carried placards and had a minor scuffle with the police when the latter tried to stop them from moving on the railway track. “They assembled near Balol Nallah at 7.45 am and had a minor scuffle with the police after they were stopped. The rail traffic remained disrupted for half-an-hour. The trains affected due to the disruption were Ahmedabad Express from Jammu and Jammu-bound Sealdah Express,” a police officer said. The official also claimed that some supporters and followers, who had boarded the Ahmedabad Express from Jammu, also joined the protestors raising anti-government slogans. After a brief disruption where two trains were delayed, the Railway Protection Force (RPF) swung into action and dispersed the protestors. Meanwhile, many Asaram's supporters continued their hunger strike at Bhagwati Nagar ashram here. They accused the United Progressive Alliance (UPA) government of implicating the “spiritual guru” in "false case" under a "well-planned conspiracy". They demanded the "spiritual guru" should be immediately released. Sources said that hundreds of supporters and followers of Asaram had already left for Jodhpur to hold protest against the government. |

Govt mulls water park project for city
Jammu, September 3 This was disclosed by the Minister for Tourism Ghulam Ahmed Mir while chairing a high-level meeting of officers from the Department of Tourism, members of the Mubarak Mandi Heritage Society and Dogra Heritage Development Society besides civil society members here today. The meeting was called to discuss strategies for speedy completion of the prestigious project of Mubarak Mandi Heritage Complex. He said the state government had revised the work plan for early completion of the development project of Mubarak Mandi Heritage complex. He said the government had engaged the engineering wing of the Jammu and Kashmir Tourism Departments to work with the Archeological Survey of India (ASI) for speedy completion of the restoration of the royal complex being projected as the Dogra heritage site. Mir said although the Centre had approved a hefty sum for the project but the ratio of its utilisation was very low. He expressed dissatisfaction over the slow progress on part of the ASI which even could use very less percentage of the funds. He assured the members of the civil society that the engineering wing of the Tourism Department will work with ASI to further speed up the pace on work for early completion of the heritage project. He said as the restoration work of Mubarak Mandi Heritage complex was different from other construction works, it needed dedicated and skilled workers. He said a coordination committee would be constituted comprising members of the Tourism Department and other stakeholders which would visit Rajasthan to learn about effective ways of preservation and conservation of ancient monuments of great heritage significance. Possibilities would also be explored to seek support from reputed agencies in the field. |

JU gears up to host Science Congress
Jammu, September 3 The Indian Science Congress is usually held every year in January, but keeping in view the weather conditions, the event has been scheduled from February 3 to 7 for the first time in Jammu. Reports say, the first circular for the event has been issued and the website has been launched i.e. www.isc2014.in. The registration process has begun and the arrangements for transport, lodging for the delegates are in process. Local secretary of the event Prof Naresh Padha said, “The registration process for the event is still on and 1,500 registrations are done till now with some formalities due. The website has been launched and we are arranging accommodations for the delegates in all possible places within 10 km of the city.” He said 12,000 experts from different parts of the country and abroad and around 200 VIPs, including union ministers, Chief Ministers and Governors, are going to participate in the event. “We are trying our level best to make it a successful event. With a successful event, we will enter into a new phase and have the capacity to organise more national and international events,” he said. The Prime Minister will inaugurate the event, which is an attempt to showcase the recent developments in the field of science and technology in the country and abroad. The theme of the event will be ‘Innovations in Science and Technology for Inclusive Development’. The Science Congress spread over five days will have 18 parallel sessions in total which includes inaugural ceremony, women science congress, children science congress, science exhibition and valedictory session.

DG Medical Services visits Jammu Air Force Station
Jammu, September 3 He emphasised on the concept of patient safety, latest emergency procedure which encompasses the safety of air warriors and their families. He also stressed on the importance of MEDNET and Health X, which is online monitoring of all activities of the Station Medicare Centre. At 166 Military Hospital, Air Marshal Behl was received by Brig Pawan Kapoor, Brig (Med) of White Knight Corps and Brig Man Mohan Harjai, Commandant, 166 Military Hospital. He visited the entire new hospital complex and appreciated the efforts taken by the hospital in augmenting the infrastructure and amenities available for the patients. During his round, he also interacted with medical and paramedical staff and encouraged them to continue hard work and motivated them to keep up the standard of healthcare being provided to the patients. At the end of the visit, Air Marshal Behl congratulated the Air Commodore, PE Patange and Brig Man Mohan Harjai for the upkeep and cleanliness of the Air Force Station, Jammu, and the 166 Military Hospital. |

VC calls for evolving strategy to address concerns of farmers
Jammu, September 3 Expressing concern over growing number of suicides by farmers especially since 1997, Prof Dhanagare called for evolving development strategy for restructuring development administration, policies and balance in trade between industry and agriculture sectors. Delivering a keynote address on the theme, Prof Dhanagare said a genuine decentralisation and reinforcement of cooperatives could be a viable solution to the problem. Identifying the roots of suicides, he said India was rapidly transforming into a primarily urban, industrial society with industry as its main source of income, the government and society had begun to be unconcerned about the condition of the countryside. Prof Dhanagare said the government’s shifts from “pro-agriculture to pro-industry” policy, the state’s oscillation in policies about sport prices of agricultural produce, import-export, alleged step-motherly treatment to areas of rain-fed agricultural compared to sugarcane and horticulture and massive corruption were some of the changes in the political economy that seen to be igniting this tendency of self killing. In his presidential address JU Vice- Chancellor Prof. Mohan Paul Singh Ishar called for evolving a viable strategy for addressing the concerns of the farmers and creating awareness for their economic emancipation so that they don’t feel the sense of deprivation. He said economics and agriculture scientist would have an important role in finding out solutions to farmers problems which should not only save them from “clutches of money-lenders”. |

Separate funds sought for casual workers
Jammu, September 3 Addressing a meeting of NMC activists here, Shastri said the daily wagers and casual workers working in the PDD, R&B, Irrigation, Forest and PHE departments had not been getting their salaries on time. This practice should be stopped for which a separate head and budget should be allotted to the R&B and others government departments. Shastri also pleaded for a comprehensive policy for their regularisation of the workers to bring to an end to the prevailing uncertainty and unrest. He also demanded the release of wages of the daily wagers working in the Social forestry Department (Trikuta hills), and setting up of seven issuance of regularisation orders of daily wagers working in the RDD. |

2 officials suspended for not maintaining financial records
Katra, September 3 A team of officers lead by Additional Secretary Rural Development Department M Raju, CD Joginder Singh Rai and BDO Tina Mahajan yesterday inspected records of four panchayats of the Reasi block. During their scrutiny, it was found that financial records were not properly maintained by them. Based on the findings of the inspection team, Sat Pal, a multi purpose worker (MPW) of Seela village, and Shanker, a village level worker (VLW) of Dass village were suspended by the DDC. Sarpanhes were directed to ensure that all records are maintained at panchayat ghars. Later, the DDC convened a meeting to review the progress of works in all the blocks. Directions were issued to the BDOs to streamline records within 15 days following which a random re-inspection of panchayats will be conducted. It was informed by the BDOs that officials of some nodal departments remained absent from the monthly meeting regarding devolution of power. The DDC issued instructions for deduction of a one-day salary of the absentees and recommended the case to the Minister or Administrative Secretary. |

Doda to face Udhampur in U-19 cricket tournament title clash
Jammu, September 3 Earlier in the semifinals, Doda got the better of Jammu by 28 runs while Udhampur overcame the challenge of Kathua in a low-scoring affair. In the first semifinal, Doda accumulated 136 runs in the stipulated 20 overs while Jammu was bundled out for 108 runs. Earlier in a league match, Jammu beat Reasi with consummate ease while Kathua trounced Kishtwar in another match. Deputy Director Youth Services and Sports Ved Parkash was the chief guest. The matches were officiated by Parminder Manhas, Parshotam Kumar, Rakesh Kumar, Rajesh Khajuria, Raj Kumar Gupta, Raj Kumar Sharma, Shashi Sharma, Amit Sharma, Swarandeep Singh and Raman Kumar. Panel discusses strategies to combat climate change
Srinagar, September 3 An official spokesman said the committee, which had a meeting here today, held threadbare discussions on the impact of climate change on forests, water resources, agriculture, wildlife etc and the initiatives being taken by the government in this regard. “The committee discussed adaptation and mitigation strategies for awareness and understanding of the common masses,” he said, adding that the status of chinar trees across the state was also discussed. It was informed that the committee would organise a seminar on climate change on September 14 at Dak Bunglow, Anantnag, to spread awareness among the common masses about its impact. |
