Tobacco sale near schools unabated
Srinagar, August 19 However, with little or no enforcement of the Act, school areas are yet to made smoke-free. Under the Act, the sale of tobacco products to children below 18 years
of age is also prohibited, which, too, is violated across the state. The Act, which came into force in the state on December 3, 2009, had also envisaged putting up of hoardings and billboards for spreading awareness about the ill-effects of smoking. Since then, barring a few cases of penalisation, there has been no serious effort by the authorities in enforcing the law in letter and spirit. The sale of tobacco products outside schools is far away from being regulated and daily incidents of young schoolchildren puffing cigarettes is hardly taken notice of by the authorities. Civil activists say deputing a team of the J&K Police for implementation of COTPA will help a lot in checking the menace. Though the state authorities has penalised people for smoking in public, the enforcement of these
rules in many public spaces such as government offices is yet to be witnessed. "We cannot just blame shopkeepers outside schools violation of this Act. Some government and police officials can be seen violating various Sections of the Act," said Hawa Khan, a social activist. Health experts say the implementation of COTPA is a necessity specially when there is no visible decline in the number of smokers in the city. "Many patients whom I see are addicted to tobacco products. Their number is swelling. I think we need a strict implementation of COTPA in the state since it has a direct link with the wellbeing of people," Dr Ashfaq , said a Srinagar-based chest

Clashes continue in Shopian for third day
Anantnag, August 19 They are also demanding immediate release of over 10 youth detained by the police on charges of
stone-throwing. Reports from Shopian town said all commercial establishments, schools, colleges and other places of work remained closed throughout the day and little traffic was seen plying on roads. Violent clashes were reported from many parts of the town, even as police and CRPF personnel
had been deployed at many places. Reports said the protesting youths resorted to stone-throwing and the police used tear smoke shells to disperse them. The clashes started on Friday when the town, like other parts of the Valley, was observing a shutdown demanding disbanding of Village Defence Committees (VDC) in the Chenab valley region. "The police were chasing some protesting youths and after failing to get hold of them, they barged into residential houses, thrashing inmates and vandalising property," said a resident. Following such incidents, announcements were made from mosque loudspeakers urging people to come out and protest against the police "highhandedness". More clashes followed as many people took to
the streets to protest, reports said. The charges were vehemently denied by the police. "Some local boys have FIRs registered against them and they are trying to create chaos to evade arrest," said a
police official. A senior police official from the area maintained that things remained under control in the
area today. "Except some stray incidents of violence, things were under control," said the police official. |

Jammu varsity VC calls on Guv
Srinagar, August 19 Among other issues, the development and functioning of off-site campuses was discussed. The Governor stressed the need of ensuring the highest standards of teaching and research in all centres within and outside the university campus, the statement read. The Vice-Chancellor also briefed the Governor about the status of various arrangements being made for the Indian Science Congress, which is scheduled be held at the university from February 3 to 7.

Union Minister assures support to Kashmir varsity
Srinagar, August 19 While interacting with the deans of various faculties, heads of the departments and senior faculty members of the university, Anwar said he would take up the matter of the construction of the residential complex at the university with the relevant quarters in the Union Ministry. “However, the other organisations concerned and forums working in higher education also have a role to play to help the university in its endeavour of reaching out to
the students in far-flung areas of the state by supporting the establishment and strengthening its
satellite campuses,” the minister said. The Union Minister said the expansion projects of the university required support from all stakeholders so as to make sure that this institution of higher learning succeeded in achieving its targets in the region. |

Test run of Makhdoom Sahib ropeway project conducted
Srinagar, August 19 Tourism and Culture Commissioner/Secretary Atul Duloo, Jammu and Kashmir Cable Car Corporation Managing Director Tufail Matoo and other senior officers of the Waqaf Board, Forests, Roads and Buildings and allied departments were present on the occasion. Speaking on the occasion, the minister said the project would go a long way in promoting tourism in the old city besides providing an alternative mode of transportation to pilgrims of the shrine of Hazrat Sultan-ul-Arifeen Sheikh Hamza Makhdoom Sahib. The minister directed the officers concerned to expedite work on the craft centre being set up there so that the area could come up as a major tourist attraction in the old city. He said these projects would improve the local economy and provide job opportunities to people in the area. An official said the project was commissioned in July 2010 and was being executed by Jammu and Kashmir Cable Car Corporation at an estimated cost of Rs 6 crore. He said the technical feasibility was conducted by M/S RITES. The ropeway has eight cabins, which can ferry 260 passengers per hour. The minister later inspected the pace of work on the shopping complex for shopkeepers whose shops were acquired to widen the Syed Mirakh Shah Road project at Rainawari. He directed the officials concerned to ensure that it is completed within the shortest possible time. |

Expedite projects in Gurez: PHE Minister
Srinagar, August 19 He inspected the construction work of a 50-metre steel trussed bridge being built at a cost of Rs 3.47 crore, an official spokesman said. Gurezi was informed that Rs 60 lakh had been spent on the project so far and the abutment on the right side along the approach road had been completed while construction on the left side was in progress. He visited the sub-district hospital, Dawar, and inspected its general ward, OPD unit and the dental section. He reviewed various facilities available for patients. Interacting with the hospital management, the minister directed them to ensure proper healthcare and sufficient availability of medicines. While inspecting the minor operation theatre, the minister announced that a mobile van, costing Rs 40 lakh and equipped with modern medical facilities, would be provided to the hospital. He directed officials to expedite work on a 30-bed indoor patients departments (IPD) building. At Churwan village, Gurezi directed agencies executing various developmental works to complete the projects within the stipulated timeframe. |

rugby championship
Srinagar, August 19 The tournament is being organised by the J&K Rugby Association (JKRA) and will be played from August 23 to 25, said Mohammad Iqbal, organising secretary of the event. The JKRA is organising the event in association with the Indian Rugby Football Union and under the supervision of the J&K State Sports Council. Governor NN Vohra would be the chief guest at the inaugural function of the event being held at the Bakshi Stadium, Iqbal added. Prior to the championship, orientation course is exclusively being held for local physical education teachers on Wednesday. The course will be conducted under the supervision of Nasser Hussain, captain of Indian rugby team, at the Bakshi Stadium along with the Indian rugby team head physio Aijaz Ashai. Later on Thursday, an international rugby course for senior national players and half-day workshop on 'First aid and injuries in rugby’ will be held under the supervision of Hussain and Ashai. The closing ceremony of the championship will be held on August 25 at the Bakshi stadium. |

Srinagar, August 19 The selected pilgrims of Bandipora district have been asked to participate in the said training programme. Meanwhile, according to the Assistant Commissioner Revenue, Pulwama, all Haj pilgrims of Pulwama district who have been selected for Haj-2013 by the State Haj Committee are informed that the second phase of the orientation training programme of Pulwama and Pampore tehsils shall be held on August 21, at Jamia Masjid Mir Sahab, Washbugh Pulwama opposite to the State Bank of India from 9.30 am to 4 pm, while for the selected Haj pilgrims from Awantipora and Tral tehsils shall be held on August 22 at Jamia Masjid Sharief Awantipora from 9.30 am to 4 pm. |

474 families get skill development training
Srinagar, August 19 Highlighting the significance of the programmes of the JKB RSETI, the District Development Commissioner, Kupwara informed that as many as 16 entrepreneurs-cum-skill development programmes in various activities were conducted. As many as 474 families were imparted skill development training to enable them to earn their livelihood, thus supplementing income of their families. Out of 474 candidates (trainees), the District Rural Development Association (DRDA), Kupwara, has sponsored 303 candidates whereas 171 candidates were identified and sponsored by the JK Bank and at present, 55 female candidates were undergoing training in knitting for 15 days and dress designing for 21 days belonging to far-flung areas of the district. The District Development Commissioner, Kupwara, impressed upon the stakeholders to provide a requisite help to the trainees and work with more zeal and dedication so that the needy could be helped. He assured all types of assistance from the district administration to provide residential training centre at Kupwara for which the land had been identified. |

24 students on tour to Delhi, Jammu
Srinagar, August 19 The national integration tour comprising 24 children of Gujjars and Bakkerwals and four teachers of far-flung border areas of Gurez left on August 16 and will be back on August 29, a Defence spokesman said. The tour was flagged off by Commander Gurez Brigade and SDM Gurez Gulam Mohaid Din was also present during the ceremony. Children were encouraged to keenly spread the message of peace all over the country and observe the growth and developments made in different spheres of the country, the spokesman said.

Interactive session to address grievances of entrepreneurs
Srinagar, August 19 Around 20 entrepreneurs from across the Valley attended the session to seek solution to the problems they were facing in running their business units, a JKEDI statement said. “The issues that were discussed threadbare included speedy disbursal of loan at branch level, enhancement in total project cost, including working capital, credit guarantee fund trust for micro and small enterprises (CGTMSE) cover, increase in moratorium period and breather to recover from losses incurred due to recent ranikhet disease (RKD) outbreak (poultry sector) etc,” the statement added. Those who attended the session included J&K Bank president Nayeem Ullah, vice-president AK Pandita, assistant vice-president Manzoor Ahmed and executive Rohit Kumar. JKEDI director MI Parray and chief operating officer Zamir Ahmed Qadri were also present on the occasion. The director, in his remarks, reiterated his commitment towards entrepreneurship development in the state and stressed that the institute was always ready to help them and solve their business problems of any kind. “Our doors are always open for you. Don’t hesitate to come to us anytime with your problems,” he said. The JKEDI is a state government-run organisation fostering entrepreneurship at the grassroots level in the state. |
