Rain washes away claims of sports authorities
Sportspersons say money is spent lavishly on new stadiums, but existing infrastructure fails to get a boost
Tribune News Service

Jammu, August 19
Despite tall claims to improve the sports scenario in the state by providing necessary infrastructural facilities and constructing a new stadium, the authorities concerned are struggling to strengthen even the existing infrastructure.

Sources said the state government in the recent past had announced to launch an ambitious project to construct more than 4,000 sports grounds in as many panchayats and community blocks in the state under the flagship Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) scheme.

Sources added that under this Centrally-Sponsored Scheme (CCS), one sports field would be constructed in each of 3,941 panchayat blocks and 143 community blocks.

The recent incessant rains which lashed the entire state has exposed the claims of the authorities as all stadia in the Jammu city whether it is MA Stadium, Mini Stadium Parade Ground or Shastri Nagar Play Field were turned into a virtual swimming pool.

“It does not matter whether it is the J&K State Sports Council or the Department of Youth Services and Sports (DYSS), both departments have been failed to live up to the expectations of the sportspersons of the state,” said an official of the Sports Department, on the condition of anonymity.

“Ironically, the state government continued to spend lavishly on constructing new stadia/playfields without knowing the actual status of the already existing ones. If the authorities focus on strengthening the existing playfields, then there is no such urgency to establish or create extra infrastructure,” he opined.

“The ministers visit these stadiums only during the inauguration or conclusion of tournaments, but unfortunately, they are least bothered about the dilapidated condition”, a sportsperson added. “Though the Union Sports Ministry is providing special financial assistance to the state government in the shape of the PYKKA schemes to promote sports at grassroot level, but to no avail,” another source claimed.

“Instead of mobilising huge funds for creation of new infrastructure, it is imperative for the government that it would concentrate on what is available at its disposal so that the sportspersons will be benefitted,” source maintained.

Minister for Youth Services and Sports Taj Mohi-ud-Din was available for any comments, despite repeated attempts.

Meanwhile, Dilip Thusu, Secretary, J&K State Sports Council, told The Tribune that, “Strengthening of existing sports infrastructure is on priority of the department and we are doing our best to ensure it.”

“Construction of new stadia/playfields is a welcome initiative by the government, but at the same time, we are focusing on providing all necessary facilities to our sportspersons. Construction of new multi-purpose sports complex at MA Stadium, renovation of skating rink etc are some of the measures taken by the department to strengthen the existing infrastructure,” he added.

Jammu, August 19
Social networking sites and emails may have made communication very easy and quick but when it comes to sending rakhis for their brothers, postal and courier services have to be used.

But the recent unrest in the region has also cast a shadow on the festival of Rakshabandhan, which celebrates the love between brothers and sisters. With the curfew affecting courier services, many may not get to tie rachis sent by their sisters as they are yet to reach them. The post offices and courier agencies here are busy clearing the backlog as bundles of letters are lying in the godowns. These bundles contain greetings, letters and rakhis.

Suresh Mehra, a banker said, "My sister sent me rakhi from Delhi on Tuesday, but I am still waiting for it. When I contacted the post office, they told me that the there are thousands of packets, which have to be sent and I will have to wait for my turn."

A local post master said the post office had more than 5,000 packets still pending in the office. "We have limited manpower, so we cannot deliver all the packets before Rakshabandhan. This time some people may not get their rakhi on time," he said.

Courier services in the region have also been affected. A courier agency employee said 4,000 packets were pending their branch office. "It is expected that more than 25,000 packets are yet to be delivered before Rakshabandhan," he said.

“We are doing our best to deliver all packets to their destinations before the festival," he added.

Stop spreading canards, half truths about VDCs: Panthers party
Tribune News Service

Jammu, August 19
The Jammu and Kashmir National Panthers Party (JKNPP) today lambasted the separatists and other groups raising “hue and cry” over the role of the Village Defence Committees (VDCs) and seeking their disbanding.

“The VDCs have played highly commendable role in countering the insurgency operations since their constitution. They have contributed significantly in ensuring an environment of safety and security, particularly in hilly and remote areas of the state,” Harsh Dev Singh, party chairman, said in a statement here.

He said the VDCs were constituted with an objective of not only providing self-protection in the remote and militancy-prone areas, but also to fight militants till the security forces could reach to neutralise the attackers.

“The return of normalcy and peace in the state, particularly far-flung and remote areas, is primarily due to highly accredited role played by the VDCs and SPOs who are still discharging their duties at the risk of their own lives,” Singh said.

Rapping the separatists and other political groups for spreading canards and half truths about the VDCs and their functioning, the Panthers Party leader said any attempt to disband the VDCs was fraught with dangerous consequences.

The dissolution of the VDCs could fritter away the gains of past 20 years and could further result in revival of militancy activities in the state, he said, adding that the state was already experiencing cross-border terrorism and there were reports of enhanced infiltration and border tensions.

“Under such situations, it is not practically possible for the security forces to cope with the situation and to guard each and every household particularly in the remote areas. Horrifying experiences of Prankote, Reasi, Barshalla, Chapnari, Dudu Basantgarh, Dessa and other difficult areas of Doda, Udhampur and Kathua are still alive in our memories,” he said.

Singh said lambasted the government for secretively reducing the VDCs which had already started in the state. He claimed that during the past three years, more than 1,000 volunteers of VDCs had been disbanded in Udhampur, Doda, Kathua and Rajouri which was highly reprehensible.

Cautioning the state government of undermining the role of VDCs, Singh said around 28,865 volunteers of VDCs were discharging their duties in various parts of the state for security operations. He said disbanding the same, as demanded by separatist forces, could result in a total collapse of security operations, particularly at the present juncture when threats from across the border had become more pronounced.
