4 lakh pensioners demand govt's attention to their demands

State govt forms policy for welfare of orphans

The Haryana Government has framed a policy, “Jyotigramaya”, for the welfare and development of orphaned children in the state. While stating this here recently, an official spokesman said the policy would mitigate the gap between them and state benefits.

All set to implement Food Security Ordinance in Haryana
Ministers, CPSs' participation depends on Sonia's programme

The Haryana Government has made all arrangements to launch Food Security Ordinance on tomorrow by holding public functions in all the 21 districts of Haryana simultaneously on that day.

Ministers and Chief Parliamentary Secretaries in the government will preside over functions in their respective districts where they have been presiding over meetings of District Grievances and Public Relations Committees on monthly basis.

However, a senior functionary of the district administration at Fatehabad said the Deputy Commissioners would preside over these functions in case Sonia Gandhi chose to fix her visit to Rajya Sabha MP Birender Singh’s rally at Jind on that day and the ministers and the CPSs have to cancel their visits to the districts due to it.

A source in the state intelligence wing of the police told The Tribune requesting anonymity that though there was no official word of Sonia Gandhi’s visit to Jind so far, the official machinery was keeping itself in readiness so that it was not caught unawares in case she chose to attend the rally.

Haryana Agriculture Minister Paramvir Singh will launch the Food Security Ordinance in Sirsa while Chief Parliamentary Secretary Vinod Bhayana will be chief guest at a function to inaugurate the scheme at Fatehabad.

Addressing mediapersons at Fatehabad, Deputy Commissioner Dr Saket Kumar said as many as 1.22 lakh families would get the benefit of the scheme in the district from August 20.

Of these, 92,000 families are from rural areas and 30,000 are from urban areas of Fatehabad. In Sirsa, Deputy Commissioner J Ganesan said that nearly 1.90 lakh households would get the benefit of the scheme.

Describing the contours of the scheme, as it is being implemented by Haryana from August 20, Rajbir Singh, District Food and Supplies Controller, Fatehabad, said that all families covered under the Antodaya Ann Yojna (AAY), would get 35-kilogram wheat per family per month at a price of Rs 2 per kg.

The priority households from below poverty line (BPL) and above poverty line (APL) families of Haryana would get 5 kg wheat per member of the household per month at a rate of Rs 2 per kg.

“There is no demand of rice or bajra in Haryana and hence we will be supplying only wheat under the scheme,” the DFSC said.

He said though the government had announced the supply of dal to the beneficiaries for Rs 20 per kilogram, its distribution is not being started from August 20 due to some unavoidable reasons.

Over 3,000 progressive farmers from all over nation will call on Gujarat Chief Minister Narendra Modi at Vibrant Gujrat Global Agriculture Fair to be held in Gandhi Nagar (Gujarat) from September 9 to 11 in order to facilitate the realisation of latent potential of agriculture in India.

Om Prakash Dhankhar, national president of the Bhartiya Janata Party Kishan Morcha, stated this while addressing a news conference here recently. The global fair will be organised on the lines of Israeli farming trade fairs and five farmers from each district of every state in the nation will attend the fair to know the latest technology being used in farming besides acquainting themselves with latest developments in the agriculture sector, he added.

“The farmers have been invited through their state governments for the grand occasion. The BJP Kishan Morcha will ensure participation of farmers of those states on its own, where the state government will not show interest in pursuing the matter,” said Dhankhar, adding that as many as 105 farmers across Haryana will attend the fair.

As many as 21 among the farmers would be felicitated by the Gujrat government during the fair for their remarkable performance in the agriculture field. Over 3,000 farmers would likely to gather at the fair while their stay, travel, food and other expenses pertaining to the fair would be borne by the Gujarat Government, he added.

“At the fair, Chief Minister Narendra Modi will, on September 9, interact with the progressive farmers on the issue of ‘Agriculture Development and Welfare of Farmers in India’ whereas the farmers will be able to ask questions to Modi on the issue as well,” said Dhankhar, adding that the fair would be instrumental in motivating the farmers to adopt the latest technology for yielding desired results.

Dhankar said the participants would also visit Amul Diary and Sardar Sarovar Projects to enhance their skills. BJP leaders Ravi Bhan Rathi, Krishan Jakhoda, Vikram Kadyan and Ashok Sondhi were also present at the conference.

Steep fall in guar powder's prices worries manufacturers

Guar powder manufacturers of Haryana are worried at the steep fall in the prices of guar seed and guar powder after the government re-launched its forward trade on National Commodity and Derivatives Exchange (NCDEX).

The Haryana Guar Powder Association has written to the Forward Trade Commission, a regulatory body under the Union Ministry of Consumer Affairs, Food and Public Distribution, highlighting how loopholes in the system allowed speculators to manipulate prices by overselling without the actual onus of having to deliver goods.

This, the association maintains, has been proving detrimental to the interests of farmers, traders as well as those preparing guar power for its export.

India produces 85 per cent of the world’s guar, a commodity which has suddenly come in great demand in the past some years due to its role in oil and energy projects.

Guar is predominantly produced in Sirsa, Fatehabad, Hisar and some other semi-arid areas of Haryana and some parts of Rajasthan and in the present scenario, the crop has the potential of lifting the area’s economy, if handled properly.

“Some bear cartel is active in this commodity and has created a panic-like situation in international markets. The prices of guar gum have gone down from Rs 300000 per MT to Rs 150000 per MT and futures are being traded at Rs 120000 per MT,” alleged Pankaj Khemka, state secretary of the Haryana Guar Powder Association.

Guar gum manufacturers allege that the phenomenon has created a panic-like situation in the minds of foreign buyers as they feel the prices of the commodity will be much lesser when the consignment booked from India today reached them after almost 60 days.

Many buyers, Khemka said, have suspended their purchases looking the substantial discount offered in futures affecting the industry very badly.

Ghaggar proves boon for Sirsa, Fatehabad farmers

Considered as the scourge for farmers on its basin during floods, Ghaggar, a seasonal river that originates from Himachal Pradesh and goes to Pakistan after passing through Punjab, Haryana and Rajasthan, has been proving a boon for farmers in Sirsa and Fatehabad this monsoon.

With lesser water the Ghaggar due to moderate rains in its catchment area in Shivaliks, farmers, whose agriculture fields are situated near the river, are getting quality irrigation water without having to pay any revenue for the same.

Hundreds of farmers in Ratia, Kamana, Kanwalgarh, Nathwan, Teliwara, Babanpur, Boda, Baliyala, Kalotha, Khairpur, Alika, Mirana, Ratangarh, Khai, Mohamadki and other villages of Fatehabad have been pumping out water from the Ghaggar for their irrigation needs.

Farmers at Musahibwala, Panihari, Farwai, Nagoki, Budhabhana, Mallewala, Saharani, Nejadela Kalan, Nejadela Khurd, Jhopra, Meerpur, Kharekan, Ahmedpur, Bansudhar, Kelnia, Jhorar Nali, Dhanur, Nanakpura and Teetukhera villages in Sirsa have been drawing water for irrigation from the river.

Besides, over 50 villages falling on the downstream of Ottu Weir in Sirsa get water from the main river passing through their area or the Southern Ghaggar Canal and Northern Ghaggar Canal emanating from Ottu and running on the south as north of the main river, respectively.

Sheranwali Minor, another canal coming out of the Ghaggar at Ottu, also provides irrigation water to over 12 Sirsa villages.

“Ghaggar will provide us water till middle of September and will help us in irrigating our cotton and paddy crops without paying for it,” said Basawa Ram, a farmer from Ratia.

He said: “If the river continues to provide water to us without posing any threat of floods to our fields, farmers of this area will surely have a rich harvest this year.”

Gurjeet Singh Mann, a progressive farmer from Kirpal Patti, said its water was important for them as they were getting it free.

“Its water is helping in replenishing the fertility of soil,” he said.

The river has been causing extensive damage to farmers whenever it is in spate due to heavy rains in its catchment areas. The last time Ghaggar had wrecked havoc was in 2010 when standing crops on over 1.50 lakh acres in Sirsa and Fatehabad had been damaged due to floods.

4 lakh pensioners demand govt's attention to their demands

About four lakh pensioners in Haryana are "fed up" with the "obstinate" attitude of the Haryana Government for not paying heed to their demands.
Alleging this, the state president of the Haryana Pensioners Welfare Society (HPWS), Kasturi Lal Sharma, said that their pending demands should be accepted and implemented well before the declaration of the ensuing elections. Sharma said otherwise the HPWS would be compelled to form a federation of all-India pensioners to fight for their rights jointly.

The HPWS and its family members would not hesitate to support an opposition party or a combination of parties during the ensuing parliamentary and state Assembly elections.

He said according to the Central Government letter No. 38/37/08-P&W(a) dated January 28, 2013, pension of employees who had retired before January 1, 2006, may be re-fixed after giving them grade pay which had been already decided by the CAT during December 2012 and approved by the Punjab and Haryana High Court.

Haryana is No.1 state in India according to the statements of the Chief Minister and the financial position of the state is sound in comparison to many other states that has given its pensioners additional pension @ 5 per cent, 10 per cent, 15 per cent and 25 per cent on attaining the age of 65, 70,75 and 80 years respectively on the Punjab pattern. Haryana pensioners, the state being erstwhile, are demanding the same.

Cashless medical policy has been granted by the government to its employees but not to its pensioners. It may be granted immediately.

Since old age is itself a disease, therefore the fixed medical allowance granted by the government to its pensioners is insufficient and it may be increased from @ Rs 1,500 per month up to the age of 70 years and Rs 2,000 per month above 70 years.

The benefit of the Sixth Pay Commission may be extended to the pensioners of boards, corporations, universities, government aided, private schools and colleges staff wef January 1, 2006, according to the Haryana Government notification dated April 17, 2009. This benefit has not been given to those employees who have retired after completing 28 years of service between January 1, 2006, to April 16, 2009, may be given to those who have retired after completing 28 years of service after April 17, 2009.

Like other allowances such as medical allowance, dearness allowance, LTC, house rent allowance may also be given to the pensioners at par with working employees, Sharma added.

KU professor wins fellowship in US

The Assistant Professor in Bio-Chemistry, University College, Kurukshetra University, Dr Ashwani Mittal, has won the prestigious Post-Doctoral Fellowship under the Indo-US 21st century knowledge initiative programme.

“Dr Mittal will work in the advance areas of Molecular Biology and Skeletal Muscle Cell at the Stem Cell Institute at University of Minnesota, Minneapolic, USA, for a period of six months. The programme is administered by University Grants Commission, New Delhi, and United States-India Educational Foundation (USIEF), New Delhi,” said Professor Public Relations Director Brajesh Sawhney, recently.

Kurukshetra University Vice-Chancellor Lt Gen (retd) Dr DDS Sandhu, congratulated Dr Mittal for winning the prestigious fellowship. “Dr Mittal’s research work at the Stem Cell Institute, Minnesota University, will certainly benefit the students and the research scholars in the university when he comes back. We at Kurukshetra University always promote the faculty to do research in advanced areas of studies," said Dr Sandhu.

Pratibha Yadav (20) of Bahhod village of Mahenderagarh district has recently topped in M.Sc (Economics) in the Economics Royal College of London, UK. She has been awarded a scholarship of Rs 1.25 crore meritoriously by the British Royal University of London to pursue of her M.Phil and Ph. D in Economics during the period 2013-2016.

Furnishing details of her educational career in India, her maternal grand father Daya Ram Yadav, a retired railway controller said she acquired her primary education in Rewari.

She passed her class XII examination from Delhi after which she graduated from Solan University in Himachal Pradesh with distinction.

Thereafter, she joined the British Royal College in London for her post graduate studies. Felicitating her achievement her father Subhash Yadav, who is a brigadier in the Indian Army, mother Urmila Yadav, grand father Harpal Singh Yadav, maternal grand father Daya Ram Yadav and maternal grand mother Mishri Devi, feel proud of her success.

Indo-Israel project prompts farmers to grow fruits on their land

With the setting up of a Centre of Excellence for Tropical Fruits at Mangeana in the district, more farmers are getting attracted to horticulture in Sirsa.
Chief Minister Bhupinder Singh Hooda had inaugurated this centre at Mangeana on May 21 in the presence of Israel Ambassador Alon Ushpiz.

Since then, many new farmers have come up with proposals to set up orchards on their arid and semi-arid lands, mostly in Dabwali, Baragura and Rania block of Sirsa.

Orchards, mostly of citrus fruits, have been set up on over 8,000 hectares in Sirsa.

“Since April this year, the department has sanctioned 70 applications for setting up community water tanks under the National Horticulture Mission, while seven more applications are being processed. The farmers will get nearly Rs 4 crore as subsidy on these tanks,” said Surjeet Machra, district horticulture officer, Sirsa.

Sirsa MP Ashok Tanwar, who has been taking keen interest in the project, said the farmers of the state and adjoining areas of Rajasthan and Punjab had also started planting lemon, olives, pomegranate, date palm and guava after the project.

Deputy Commissioner J Ganesan said the Indo-Israel project started on June 11, 2009, and so far Rs 9.70 crore had been spent on it.

He said the project had been set up over an area of 31 hectares, which would be completed by 2015. He said about 50 to 60 farmers had been visiting the centre everyday to get themselves acquainted with new information on planting fruit trees.

Farmers who were unable to visit the centre were provided information through phones.

With a view to promoting fruit production, a green house had also been set up at the centre, he added.

Murthi Devi, sarpanch of Gadhi Pati, is the main organiser of the meeting. She said the meeting was being organised to create public awareness in favour of the panchayati raj institutions and to stress on the empowerment of women through them.

The meeting would be presided by the spokesperson of Haryana Congress, Kazan Singh, and would be attended by public representatives, including legislators from Palwal, Faridabad, Gurgaon, Rewari, Mahendergarh and Mewat districts.

She said Gadhi Pati has been chosen for the proposed meeting because of its strategic location. It is the last village of Haryana bordering with Bharatpur district of Rajasthan. Palwal city borders with Mathura in Uttar Pradesh.

"The visit of the Cabinet Minister would have a palpable impact in the three states," she added.

Khazan Singh, who was in the village to mobilise support for the meeting, said Rajiv Gandhi government revolutionised the country by giving powers to the panchyati raj institutions. Hence, the former premier’s birth anniversary has been chosen for the meeting as a mark of respect to him, he added.

Workshop on treatment of contagious diseases

A workshop on 'Watch on Polio and Eczema' was organised recently at the BPS Women Medical College, Khanpur Kalan, to acquaint the medical faculty and paramedical staff about the recent research and treatment of contagious diseases.

Dr Kuldeep Singh of the World Health Organisation inaugurated the workshop. He said the country was on the verge of polio elimination as no new case of polio infection had been reported in the country during the past two years.

"It is a great achievement of the doctors and the paramedical teams," he said. He cautioned that there should not be any kind of relaxation in the efforts till the final target of making the country polio free was achieved.

Dr Aviral Sharma, child specialist, said there were treatment facilities available at the college and Civil Hospital in Sonepat, for all those below 15 years and infected by polio and eczema.

The Health Department had also changed the eczema vaccination system with only two-time vaccination. First, at the age of nine-months' and second, between the age of 16 and 24 months', he added.

Dr RC Siwach, Director of the Women Medical College, said Dr Manoj Rawal had been designated as the Nodal Officer in the Women Medical College for providing treatment to polio and eczema infected patients.

He appealed to the people to avail the facilities being provided free of cost in the college.

Dr MS Punia, Medical superintendent, Dr AK Pande, Dr PS Batra and the nursing staff of the college were also present on the occasion.

The Rewari district police has recovered a 18-year-old girl of Jhal village in the Kosli sub-division of the district, who was kidnapped from the village on August 15, from a hotel in Behror town of Alwar district (Rajasthan) on Saturday.

Medical examination of the girl at the local civil hospital confirmed sexual assault and Section 376 was added to the FIR that was earlier registered on charges of murder, abduction, criminal trespass and rioting against Govind and his 18 odd accomplices on a complaint filed by Karan Singh, husband of the slain Narayani Devi and father of the abducted girl, on August 15.

The girl was sent to Nari Niketan at Karnal when her family refused to keep her with them. She was staying with Govind, who kidnapped her, at the Behror hotel.

The police apprehended the main accused Govind as well as seven of his accomplices - Shyam, Navin and Amit, residents of the Charkhi Dadri area of Bhiwani district, and Kuldeep, Sandeep, Davender and Sher Singh, residents of various villages of Rewari district.

The police also recovered the three vehicles which Govind and his associates had used during the girl’s kidnapping and her mother Narayani’s gruesome murder at Jhal village on August 15.

The information regarding the recovery of the girl arrest of the eight youths was given to mediapersons by SP Pankaj Nain at a press conference in Rewari on Saturday.

He said Govind, son of the slain Narayani Devi’s sister, staying at Rattanthal village, near Jhal, had an affair with the girl.

After the girl’s abduction and murder of her mother, villagers had blocked the vehicular traffic on the Kosli-Kanina road while placing the deceased’s body on the road on August 15.

Later, the frenzied mob also damaged the official vehicles of Kosli SDM, Kosli Tehsildar and the district police chief.

The blockade, which lasted for over seven hours, was lifted only after senior officials assured them that the guilty would be apprehended expeditiously and action against the slack police officials would also be initiated.

Consequently, Kosli SHO Ram Swaroop and the Nahar police post in charge Jai Bhagwan were replaced by Bijender Singh and Ajit Singh, respectively.

Some villagers were also booked on charges of rioting, obstruction and causing damage.

Ambala takes steps to tackle flood-like situation
Danger looms large in riverside areas of district

Notwithstanding predictions for a normal monsoon this year, the Ambala district administration is gearing up to meet any eventuality as the fear of flood fury looms large in many riverside areas of the district.

Looking at heavy damages caused by the swollen rivers in the district in 2010, the administration has took stock of the situation at a natural calamity preparatory meeting, chaired by acting Deputy Commissioner (DC) KM Pandurang recently, who later also visited the riverside areas to assess the ground realities.

Later, speaking to mediapersons, the DC said the administration had identified several vulnerable points on the embankments of the Ghaggar and the Tangr rivers, which passes through the district.

He said the administration was all prepared to deal with any eventuality arising from floods during the rainy season. Detailed plans had been chalked out to initiate flood-protection measures that are required to be carried out immediately.

The DC said focus was on clearing local drains so that extra rainwater could be flush out immediately.

Pandurang said the de-silting and de-weeding of all drains in the district was being undertaken to ensure there was no eventuality due to incessant rains that created flood-like situation in some parts of the district.

He added that the topography of the district was such that rainwater quickly flows out. But to ensure the smooth flow of the water, it was must to initiate several measures.

Certificates distributed among 1,800 rural families

Public Works and Industries Minister Randeep Singh Surjewala distributed the certificates of financial assistance to 1,800 rural families of Kaithal block for the construction of concrete houses under the Priyadarshani Awas Yojna recently.

He informed that an amount of Rs 4.50 crore had been transferred to the accounts of 1,800 women beneficiaries of Kaithal block as the first instalment.

Surjewala said Haryana had become the first state in the country to launch the scheme to benefit the poor families of backward classes, scheduled castes and others of the rural areas. The Punjab National Bank would provide Rs 1 lakh loan on low interest to these families which would be refunded in 30 years in easy instalments.

DC NK Solanki, SP Kuldeep Singh Yadav, ADC Dinesh Yadav, Dilbag Mor, Zila Prishad chairman Nazar Singh Deora, Chairperson of Block Samiti Bimla Devi, DRO Rajbir Dhiman, DDPO Rajesh Khoth, Panchayati Raj XEn Rakesh Goyal, BDPO Shankar Goyal and Roshan Lal Padla were present on the occasion.

Supply 20-hr power to ensure waste treatment, govt told

The agency running the solid-waste treatment plant at Bandhwari village in the district has maintained that it could achieve the processing capacity of 600 MT by August 15 and 1,000 MT by December this year, provided it got uninterrupted power supply of 20 hours per day. As of now, the processing capacity of the plant has been reduced to approximately one-fourth of its optimum level.

This was stated by representatives of the agency, AKC developers, at a meeting held under Principal Secretary of Urban Local Bodies, Haryana, P Raghvendra Rao, here recently. Officials concerned of Gurgaon as well as Faridabad Municipal Corporations attended the meeting.

Rao observed that in view of the expansion and growth of population in both these cities, these need to have independent solid waste management plants as well. Citing the example of Pune city which has at least 20 solid waste management plants, he advocated a similar model at least for Gurgaon.

Commissioner of Municipal Corporation Gurgaon (MCG) PC Meena apprised Rao that three solid-waste management plants were needed in Gurgaon, for which sites were being identified. These plants would be located near IMT Manesar, Daultabad and Sohna.

Rao also reviewed the developmental activities, especially the progress on the announcements made by the Chief Minister. The meeting was apprised that a detailed project report of all-round development of 10 villages falling in the MCG area had been approved and work on it was likely to be completed by March-April next.

As part of these projects, a bus stand will be constructed in Badshahpur.

The MCG is also planning to construct underpasses at three locations in Gurgaon city to ease traffic congestion and provide relief to commuters. These proposed locations are Signature Tower, Rajiv Chowk and IFFCO Chowk.

A foot overbridge (FOB) has been sanctioned at Dundahera, after which FOBs will be constructed in front of the Maruti plant (on Old Delhi Road) and at Mahavir Chowk near local Bus Stand.

A demand for having a 101-meter high hydraulic platform, the highest available in the world, also came up for consideration while a discussion on fire-fighting arrangements in the city was going on.

Private crane operators make fast buck

Damaged roads have created problems for heavy vehicles here. The department concerned has not made any arrangement to repair the roads, leaving these full of potholes. On the one side, it has become a problem for heavy-vehicle drivers on the other side it has become a source of income for private crane owners.

With the incidents of trucks and other heavy vehicles getting stuck in the potholed roads, some of the private operators have deployed cranes at the sensitive spots to pull out the broken down vehicles and charge heavily.

"We were on our way to Pathankot in Punja when my truck got stuck in a big crater on the bypass from Ikkas village as the road had big craters. However with help of a private crane, the truck was pulled out, but due to break down, the movement has been stalled for a couple of days," said Rajwinder, a cleaner on a truck coming from Gujarat.

He said several trucks and trailers have got stuck at this path, but in case of problem, there was hardly an official help. Rajesh Kumar, a local resident revealed that some crane operators have posted their crane on this patch as the help of a crane was most sought after in case a vehicle gets stuck.

Regarding charges, he said it depends on bargaining but was more than the normal rates as the drivers and vehicles who were from other states had no option than to pay what was demanded.

Devender Singh, another resident of the Patiala Chowk locality, said dozens of vehicles get stuck or break down on this patch which was around eight km long. He said the passage was provided for the movement of trucks coming from South and West and moving toward North which includes Punjab, Himachal Pradesh, Jammu and Kashmir, as the Jind- Hansi Road which was earlier used for such a movement was closed down several months ago due to construction of a Railway Over Bridge (ROB) near the local Milk Plant.

The passage connect the traffic coming from Hisar, Hansi, Bhiwani, Rohtak, Narnaul and Rajasthan to Narwana road which leads to Narwana, Tohana, Kaithal and Punjab.

The road has not only become a muddy passage but remains submerged when it rains. Commuting through this passage has become risky.

Minister opens 33KV substation

Excise, Taxation and Public Health Minister, Kiran Choudhry, urged the people to get the pillar boxes installed outside their houses to get round the clock power supply.
Choudhry inaugurated a 33KV substation constructed at a cost of Rs 2.50 crore recently. While addressing the villagers, she said the state government had intended to provide round the clock power supply in villages also.

"It is necessary to install the power distribution system, having meters, outside the house in pillar boxes. The system is safe and trouble free as bare conductor is replaced with the insulated cables and additional transformers will also be set up as per requirement."

The minister said the Government was giving power supply for much more hours than the scheduled hours.

The villagers, are getting supply for about 18 hours a day for domestic use against the schedule of 14 hours a day and for agricultural use, the supply is being given for about 12 hours a day against the schedule of 8 hours a day.

Choudhry said the government has a plan of Rs 280 crore to strengthen power transmission and distribution system in Bhiwani district.

Under this plan, the government would set up 10 to 11 substations and augment capacity of 10 existing substations.

Choudhry said with the commissioning of 33 KV substation Pinjokhra, about 1,500 consumers of Pinjokhra, Garanpura Kalan, Garanpura Khurd and Dadam villages would get direct benefit of improved voltage and regular power supply.

State to provide RS 50 crore for each project to Centre

Stating that the domestic airports at Hisar and Karnal districts would be completed within three years of commencement of work, Rohtak Member of Parliement (MP) Deepender Singh Hooda said here recently that the state government was going to provide Rs 50 crore for each project to the Union Civil Aviation Ministry.

Addressing a press conference, the MP said investments in the state would increase and the pace of development would get accelerated with the setting up of these airports.

“Gurgaon and a large portion of southern Haryana has benefitted due to its proximity to the Delhi airport. The airports in Karnal and Hisar would benefit a large part of the state adjoining these places and would also boost the investment opportunities in a big way,” he said.

Deepender said earlier the state was not included on the list of 50 proposed new airports in the country.

“I met Prime Minister Manmohan Singh and raised the demands for an airport at Narnaul and a cargo airport between Hansi and Meham along with these two approved civil airports,” he said, while expressing gratitude towards United Province Alliance chairperson Sonia Gandhi, Prime Minister Manmohan Singh and Civil Aviation Minister Ajit Singh for the approval of the airports.

The MP said the Hisar airport would be set up over an area of 490 acres whereas the Karnal airport would be set up over 499 acres.

"These airports would be equipped with modern facilities like isolation bay, modular passenger, ATC and cargo terminals. It will be a first in the state which would facilitate taking off and landing off of double engine planes namely ATR-72 and Q-400," Deepender Singh Hooda said.

For these 2000-m-long and 45-m-broad runways would be set up. Along with these runways, runway safety areas would be set up to avoid any mishaps while taking off and landing off planes.

The Member of Parliement added that the state has made commendable development in terms of infrastructure.

Referring to the Hansi-Meham-Rohtak railway line and the four laning of the Hisar-Rohtak National Highway, Deepender Singh Hooda said these projects, costing about Rs 1,500 crore, would benefit a large part of the state, including Hisar.

Violators in Rohtak to be penalised from Oct 2

The district administration has decided to impose fine or penalty on the violation of smoking ban at public places from October 2. Though smoking has already been prohibited at public places, this is perhaps first time that the authorities have decided to strictly implement the Act.

"The latest decision comes in the wake of achieving 90 per cent success in making the district ‘smoking free’ by October 2," claimed a spokesperson of the local administration. He said the authorities have directed the heads of departments to display boards and notices at all the spots regarding 'non-smoking areas' and the warning of imposition of fine against the violators.

Any person found to be violating the ban will be fined and in case of non-payment, he or she will be produced in the court for legal action. The display boards regarding the prohibition of smoking will be put at the entrance gates, waiting halls, elevators and corridors of all government and semi-government offices besides spots like the bus stands, railway stations, ATMs, banks, hospitals, parks, malls and shopping areas.

Rohtak is among five districts in the state where a drive has been launched to implement the provisions of the Cigarettes and other Tobacco Products Act (COTPA) by October 2 next. "The implementation, which is at a primary stage appears to be too difficult as any awareness campaign was still to be carried out thoroughly as any order or Act could not be implemented properly till the residents were made aware of it and the implications of violation spelt out," claimed Virender Phogat, a local resident.

He said the region was among those areas where smoking was not a taboo especially in rural areas and any drive to curb this habit required herculean measures. He said smoking was still prevalent at a majority of public places and even the buses of the State Transport Department were no exception.

Echoing similar views, Randeep, a lecturer, said checking smoking at public places was a tough job and it must be preceded by a thorough awareness drive. He said any campaign must focus on and involve students and youth as they were most attracted or affected by such a habit. As part of the provision to penalise the offenders, officials concerned could impose a penalty of Rs 200 per violation per person. However, according to the Health Department, a district-level committee has been set up to carry out an awareness drive in this regard. Any person who failed to pay the penalty could be tried by the court under the law, he added.

Fatehabad resident vows to install CCTV cameras at key points

At a time when the police has been suggesting all bankers, petrol pump owners, businessmen and residents to install close-circuit television (CCTV) cameras in their establishments, a Good Samaritan, Satyavan Chauhan, has vowed to install these equipment at key points of his town from his own pocket.

Hailing from Bhuna, a small town of Fatehabad district, Satyavan Chauhan has set up CCTV cameras facing Chandigarh road and Fatehabad road of the town as well as road leading to the main market of Bhuna.

Fatehabad SP Shiv Charan inaugurated the CCTV cameras at Bhuna recently.

Shamsher Singh Dahiya, DSP (Headquarters), was also present. The SP said the CCTV cameras would help the police in curbing crimes in Bhuna.

He said if more people like Chauhan came forward everywhere, the job of the police could become easier.

Shiv Charan said the police had initiated steps to bring down crime rate in the district and special emphasis was being put on checking crimes against women.

Dahiya said the cameras installed at Bhuna were of very good quality with night vision of the highest quality.

He also lauded Chaudhan's efforts in the direction of making his town free from crimes.

Chauhan said he also planned to install CCTV cameras near girls school and girls college, so that activities of the eve-teasers could be checked.

Hooda pays tributes to Bhagat Phool Singh, Subhashini Devi

Chief Minister Bhupinder Singh Hooda said recently that the state government had tried its best to provide the best possible academic and medical education to girls, mostly from rural areas, by opening women university and women medical college at Khanpur Kalan village in the name of Bhagat Phool Singh.

He was addressing a programme organised on the occasion of 71st Balidan Diwas of Bhagat Phool Singh and 99th Birth Anniversary of Subhashini Devi on the university premises. Hooda commended the efforts being made by the university for fulfilling the dreams of Bhagat Phool Singh and Subhashini Devi.

Paying rich tributes, Hooda said under the influence of Arya Samaj, Bhagat Phool Singh left his job of patwari and devoted himself to the education of girls and established a Gurukul with only three girls at Khanpur Kalan village in 1936. After his death, his daughter, Subhashini Devi, Padma Shri awardee, carried on with his mission and established a number of educational institutions, he added.

Hooda said after coming into power, his government made Kanya Gurukul of Khanpur a women university where about 7,000 girls were studying today from KG to Phd-level courses. He appreciated the hard work done by the Vice-Chancellor and the teachers in ensuring the progress of the university.

Hooda said a women medical college had also been opened, which is the first government medical college after Independence. He also exhorted the university to help the girl students in preparing for the competitions examinations.

Haryana Education Minister Geeta Bhukkal, the university's Vice-Chancellor, Dr Pankaj Mittal, and MLA Jagbir Singh Malik also spoke on the occasion.

Earlier, Chief Minister Hooda paid floral tributes at the statues of Bhagat Phool Singh and Subhashini Devi.

He inaugurated the Subhashini Devi Administrative Block constructed at a cost of Rs 6 crore and laid the foundation stone of Ch Ranbir Singh Library to be constructed at an estimated cost of Rs 13 crore. He also released a documentary about the progress of the university from Gurukul to BPSMV and the report prepared by the university on food security.

On this occasion, CPS Jaiveer Valmiki, MLA Srikrishan Hooda, Political Adviser to Chief Minister Prof Virender, Krishna Gahlot, former minister Prasanni Devi, Pro-VC Dr Balbir Kaur, the Director of BPS Women Medical College, Dr RC Siwatch, the Deputy Commissioner, Dr Chandershekhar, and SP Arun Nehra were also present.

State govt forms policy for welfare of orphans

The Haryana Government has framed a policy, “Jyotigramaya”, for the welfare and development of orphaned children in the state.
While stating this here recently, an official spokesman said the policy would mitigate the gap between them and state benefits.

The policy aims to extend recognition and due facilities for orphans for their welfare and development, he added.

He said the scheme would cater to two groups - persons up to the age of 18 years and those from 18 to 21 years of age - who were drawing income at or below the minimum daily wages prescribed by the state.

He said such persons would be given an Orphan Certificate by the Revenue Authority or the local panchayats concerned in rural areas and urban local bodies in towns and cities.

He said the children possessing these certificates would be given various facilities. The Education Department would grant fee waiver and waiver of all other charges in government and government-aided schools and colleges to them. They would also get waiver of tuition fee and other charges for at least one course in any of the state Industrial Training Institute.

He said they would also be included in the below poverty line category and would be entitled to get all facilities therein provided by the Food and Supplies Department. The Election Department would facilitate issuance of Voter-I cards to those possessing a valid certificate.
