Sewer cleaners to have upgraded status
The Cabinet also okays strengthening of family courts; gives a nod to draft lifts Bill
Tribune News Service

New Delhi, August 5
The Delhi Cabinet today decided to upgrade the status of workers engaged in desilting and cleaning of sewer lines and strengthen the family courts in Delhi.
It also approved the draft of the Delhi Lifts and Escalators Bill, 2013. The new Bill would replace the Bombay Lifts Act, 1939 as extended to NCT of Delhi. The decisions were taken at a meeting chaired by Chief Minister Sheila Dikshit.

Dikshit said that the Cabinet has decided to upgrade the status of workers engaged in desilting and cleaning of sewer lines, under the Minimum Wages Act, 1948 on the request of the Delhi Commission for Safai Karamchari. The worker engaged in manually cleaning of sewer lines would now be termed semi-skilled workers instead of unskilled workers. They would be getting the minimum wages of Rs 8,528 per month in place of the present Rs 7,722 per month.

“Similarly, the workers engaged in mechanical cleaning of sewer lines would be called skilled workers instead of unskilled workers. They would get Rs 9,386 per month in place of Rs 7,722 per month,” said Dikshit.

The Cabinet also approved the strengthening of family courts in Delhi by upgrading the existing posts of judges to principal judges.

At present, one post of principal judge (family court) and ten posts of judges have been functional. In order to make available one post of principal judge in each family court, the Cabinet has decided to upgrade the existing ten posts of judges to principal judges.

Nine family courts are functional in Delhi at present. The first family court in Delhi was set up at Dwarka District Court Complex on May 15, 2009. The aim was conciliation between the estranged family members and not confrontation and to take away family and marital disputes from the overcrowded traditional courts of Delhi.

“It was felt necessary to deploy one principal judge each in 11 family courts for the distribution of the business of the court among the various judges,” Dikshit said.

She further stated that with the installation of large number of lifts, escalators and walkways, there is a need for better periodical inspection, testing and certification of lifts and escalators.

The Cabinet approved the draft of the Delhi Lifts and Escalators Bill, 2013 which would be sent to the Union government prior to its presentation in the Assembly of Delhi, the Chief Minister added.

DUTA protests point system for promotion
Tribune News Service

New Delhi, August 5
The Delhi University Teachers’ Association (DUTA) today held a protest at Jantar Mantar against the Ministry of Human Resource Development’s latest step on introduction of the point system for appointment and promotion of teachers.

Terming it “arbitrary and anti-academic”, they said the point system, which seeks to mechanically quantify teachers’ contribution to the academic and corporate affairs of their respective institution, is based on an arbitrary academic performance indicator (API) system.

And this appraisal system in its present form, they say, is designed to deny promotions and career advancement to most teachers. It will also encourage an unhealthy ‘rat-race’ for the accumulation of points, leading to undermining of the teaching learning process in the colleges and the university departments.

Besides, DUTA president Prof Amar Deo Sharma said, “The DUTA also expressed its opposition to the MHRD’s intent in granting autonomy to the reputed institutions of higher learning, namely colleges like St. Stephen’s, Shri Ram College of Commerce, Lady Shri Ram College for Women and Netaji Subhash Institute of Technology. We resolve to fight any attempt to dismember and fragment the university and transfer its prestigious institutions to corporate interest.”

Man, mother held for human trafficking; 14 minor girls rescued
Tribune News Service

New Delhi, August 5
A 30-year-old man, his mother and a placement agency owner have been arrested for allegedly running a human trafficking racket in Delhi and the National Capital Region.

They allegedly enticed minor girls in West Bengal to work as domestic helps, police said on Monday.

Additional Commissioner of Police (Crime Branch) Ravindra Yadav said 14 minor girls have been rescued in an operation spanning over four months. The accused have been identified as Raju who hails from West Bengal’s Kolahazra village, his mother Jahanara Bibi and owner of LG Placement Services in Chirag Delhi, Laxman.

Action was taken on a complaint received through Lajpat Nagar Child Welfare Committee. A case was registered under Juvenile Justice Act at the Crime Branch police station, according to Yadav.

An investigation by Inspector Suraj Bhan Gautam of the Crime Branch under close supervision of Arun Kumar, Assistant Commissioner of Police, Anti-Human Trafficking Unit, led to the arrests of Jahanara and Laxman. The police learnt that Raju was the main trafficker. He allegedly played a key role in abetting, trafficking and placing minors in Delhi and NCR with the help of Laxman.

“Raju received advance money from employers and later collected their (girls’) salary, but never paid their parents,” Yadav said.

The police were tipped off that Raju was present at his native place in West Bengal. The team reached Kolahazra village, but villagers refused to disclose Raju’s hideout.

The team found Raju when a search was being conducted in the area. “He started running on seeing the police party, but was cornered after a 500-mt chase. He was overpowered after a minor scuffle,” Yadav added.

At the instance of Raju, a girl was rescued from a house at Shastri Nagar in Delhi on July 21. In all, 14 minor girls have been rescued and escorted back to their homes in West Bengal.

The anti-human trafficking team of the Crime Branch, during their visit to West Bengal, advised the locals not to fall into the trap of human trafficking gangs.
