PWD flays civic bodies for lack of cooperation
New Delhi, July 24
Passing the buck on the civic agencies, the Delhi Public Works Department (PWD) today said that most roads in the city coming under the three municipal corporations are in dilapidated condition. The department claimed that the roads being looked after by it, around 800 km in length, are all well maintained.

Board to take up traders’ issues
It will have members from the govt and industry chambers

Delhi Chief Minister Sheila Dikshit today constituted a Board, having members from both the government and industry chambers, to remove bottlenecks for better industrial growth.

The Delhi Trade Board, comprising 27 representatives of various trade and industry bodies and ten members from government departments, will examine various difficulties being faced by traders and entrepreneurs and recommend solutions. Commissioner of Trade and Taxes Prashant Goyal will function as member-secretary of the Board.

"The Board has been set up to provide an effective mechanism to maintain continual dialogue between traders and the government. It will apprise the government about problems being faced by the traders and offer solutions," said Dikshit, who also holds the Finance portfolio.

She said the Board will also focus on measures to improve tax collection and suggest specific measures to help the government plug leakage in revenue collection.

"It will also examine problems being faced by the trading community due to certain provisions in the Delhi Master Plan. The Board will delve into various issues relating to municipal bodies that have affected the traders and entrepreneurs," she said.

The Chief Minister said government has also constituted a number of sub-committees pertaining to different sectors which will suggest specific measures for specific trades.

"This would go a long way in dealing with specific issues related to specific sectors and trades," she said.

DU poll: Congress tells workers to get into gear

The Delhi University Students' Union (DUSU) election has become the main agenda for the Delhi Congress as it expressed hope that the party's student wing, National Students Union India, will come as winner in the poll.

President of the Delhi Pradesh Congress Committee (DPCC) Jai Prakash Aggarwal, MP from northeast Delhi and party workers will contact the students in their respective areas and they will be informed about the policies and programmes of the students' body.

Aggrawal said every month, in the meetings of the district and block Congress committees, the DUSU elections will be made the main agenda. He appealed to the workers of the Youth Congress, Mahila Congress and Seva Dal to keep in touch with the NSUI candidates in their areas and work for their victory.

He said that in the coming DUSU election, the NSUI candidates will emerge victorious defeating BJP's student candidates by huge margins.

Aggarwal said this while addressing the present and former leaders of the NSUI in a meeting at the DPCC office, attended by around 300 NSUI leaders.

The meeting included detailed discussions on the coming DUSU elections.

Union minister Oscar Fernandes also appealed to the party workers to work for the success of the NSUI candidates in the coming DUSU election by keeping in touch with the students and ensuring their victory.

FYUP: Students open a fresh chapter

While textbooks of some of the six foundation courses to be taught during the first semester of the Delhi University's new Four Year Undergraduate Programme (FYUP) are still to reach the markets, the varsity today offered a grand welcome to the first batch of students.

But laptops that the administration had promised to give to the first year students are still to reach the university with only a few being delivered to the visually challenged students as confirmed by the registrar Prof Alka Sharma.

On the availability of the study material of the foundation courses, each with sections of essential reading and suggested reading, Dean South Campus Prof Umesh Rai said, "Colleges have been asked to buy textbooks from recurring grants. They have to ensure that reading material for teachers are kept in libraries and if desired available for students. As far as learning material is concerned, it is with the publishers. For English, Hindi and Business Studies, the books are nearly ready while others are likely to be there in market in a week."

Both the campuses were thronged by new faces since morning. Barring a few colleges, which held their first classes today, most had organised orientation sessions followed by refreshments and freshers, decked up in their best attires, surely loved all the attention they received.

For students of four colleges of South Campus Lady Shri Ram College (LSR), Desh Bandhu College, Ramanujan and Acharya Narendra Dev College, it was an added joy and excitement as the DU Vice-Chancellor paid a surprise visit. And students of Mathematics of Narendra Dev College had an opportunity to have lessons on 'number system' as he walked into one of the classrooms while the teacher was holding a session during the day.

At LSR, both the faculty and the staff were caught unawares as the VC along with a team of academic officials entered the main auditorium while the general introductory session was on.

While parents could be seen waiting outside the gate, students stood browsing through the notice boards next to the visitors' room to check the current semester's timetable.

There were many students who were trying to locate their names in the hostel list of students. One Nishi Upadhyay from UP's Jhansi looked disappointed as she had not made to the hostel list.

"I have scored 82 per cent and got through Hindi in the first list but have to stay in a rented place nearby as I could not make it to the hostel," said Nishi.

Similarly, Taniksha Singh of Jaipur, a new entrant to Political Science, was not that lucky to get a hostel seat on the college campus even as she made it to the college at 96 per cent in the first cut-off list.

CAG orders audit of flood control steps

Taking note of massive flooding of roads during rainy season leading to long traffic jams, the Comptroller and Auditor General (CAG) Shashi Kant Sharma has ordered audit of flood control measures and drainage system in the city.

"This decision has been taken by the CAG in the wake of reports of serious traffic jams and flooding of residential areas and the airport, causing miseries to the general public during recent rains in Delhi," said a senior CAG official.

The audit report will cover various schemes being implemented by the Delhi Government for flood control and effective drainage.

The audit will seek information on internal control framework in the government to deal with the situation arising out of flooding and waterlogging.

The audit will also cover the survey conducted by the government to identify vulnerable areas and corrective action taken thereon. It will also cover response mechanism existing in the government to meet the unforeseen situation arising out of flood and waterlogging.

The audit is expected to examine the steps taken for the coordination within various departments such as municipal corporations, flood control department, New Delhi Municipal Council, Public Works Department, Delhi Jal Board.

It will report on the system of considering the metrological department's warnings and the city's preparedness.

The standard operating procedures adopted by the government and system of informing and alerting the public will also remain the focus.

PWD flays civic bodies for lack of cooperation

Passing the buck on the civic agencies, the Delhi Public Works Department (PWD) today said that most roads in the city coming under the three municipal corporations are in dilapidated condition.

The department claimed that the roads being looked after by it, around 800 km in length, are all well maintained.

PWD Minister Raj Kumar Chauhan blamed the three corporations for not cooperating in keeping the city clean.

Out of the total road length of 33,198 km, the PWD has control over 1,252 km, which includes 802 kms of roads transferred from the corporations last year.

"Their reluctance in allowing dumping of silt taken out by the PWD in their landfill sites may result in an epidemic, causing loss of lives of people living in JJ clusters and rehabilitation colonies.

“The corporations have been making claim that their dumping sites are only for their works. It means they are avoiding the basic responsibility of keeping Delhi clean," said Chauhan.

He said that despite refusal by one of the corporations, the PWD completed dumping of total 5,47,198 metric tonnes of silt taken out from the drains.

For removal of the silt, an amount of Rs 1,683 lakh was paid to contractors whereas an amount of Rs 3 crore was paid to the corporations for using their landfill sites. The PWD deployed 72 maintenance vans and 590 pumps for completing the entire desilting works.

Gender Resource Centres tie up with open school

Over 130 Gender Resource Centres (GRCs) under Mission Convergence, a social welfare programme of the Delhi Government, has joined hands with National Institute of Open Schooling (NIOS) in providing basic literacy skills to the women from the deprived section of society.

Chief Minister Sheila Dikshit while distributing certificates of basic literacy skills to around 20 neo or "navshakshar" women complimented the role of Mission Convergence on taking up the education component as one of the key activities for empowerment of women and children from the vulnerable sections.

The component includes adult literacy, remedial and non-formal education classes. Every year, over 12,000 learners benefit from the educational services across Delhi. The centres have been providing opportunities to girls and women above 15 years of age to gain basic skills, however, there had been no provisions for formal assessment and certification of these learners. A large number of neo-literates are from minorities.

Taking vow to continue their education from GRC Learning Centres, neo-literate women narrated their problems being faced by them when they were fully illiterate. They were not able to read bus numbers and had to request others to operate their bank accounts and fill in their applications. Even their children used to make fun of them for being illiterate.

Wannabe actors cheated

Three men have been arrested for allegedly cheating dance troupes by calling them to hotels on the pretext of giving them roles in an upcoming film, then stealing their laptops and mobile phones after taking them outside for a performance test.

The arrested have been identified by the police as Madan Sharma, alias Manish (28), a resident of Dabri; Dinesh Arora (27), a resident of Faridabad; and Naushad (22), a resident of Dabri.

"The gang is involved in more than 12 incidents of cheating and theft of laptops and mobile phones of dancers, who were called to a hotel for an interview and performance test for a role in a movie. The gangsters posed as film producers. They would ask the dancers to keep their belongings in a hotel room and were then taken outside for the test. The other co-accused (who stayed back in the hotel) would flee with the dancers' belongings,” said a senior police officer.
