A health worker sprays insecticide in a low-lying area in Jalandhar on Monday. Teams of the Health Department today took stock of the situation in low-lying residential areas where slush and mud has got accumulated due to the heavy rain. Equipped with tablets of chlorine, the teams visited residential areas in Maqsudan, Kalasanghia, Bhagat Singh Colony and other Basti areas and interacted with the affected people.

PTU counselling schedule likely to get delayed by 10 days

Kalia slams UPA cabinet reshuffle

The BJP national executive member and former Punjab minister Manoranjan Kalia has termed the cabinet reshuffle of the UPA-II government as an eleventh hour attempt to refurbish the image of the UPA. In a statement issued here today, Kalia said the Union government had broken all its own records of scams and corruption during the last four years. He said: “The people of India are vigilant enough. They will not be hoodwinked by their attempts to smoke screen the reality.”

MC gets tepid response to auction of shops at BR Ambedkar Complex

From a total of 63 shops, the MC managed to sell only six shops, generating a revenue of Rs 1.67 crore. Earlier, the MC had conducted the auction of these shops on May 18 but had to cancel it in the fact in mind that there were not even three minimum mandatory bidders for one property.

Giving details of the auction process, MC Executive Engineer (B&R) Gurcharan Singh said the shops that had been sold included shop number 6, 14, 15, 16, 17 and 23. The floor area of these properties put for sale ranges between 60 square feet to 1000 square feet and the reserve price of the shops was from Rs 5 lakh to Rs 80 lakh, said Gurcharan. The MC pocketed only Rs 1.67 crore from the auction today, he added.

About the reason for a poor response to the auction, Gurcharan said there were not many buyers due to the recession in realty sector.

“Considering the market scenario, we are satisfied with the sale of six shops. Now, when these shops will open, there is every possibility of more bidders turning up in the next auction for the rest of 57 shops,” he said.

Notably, the MC had decided to sell the shops in order to overcome the financial crunch which it has been facing for some time.

Those present during the auction were Finance Manager of Punjab Municipal Infrastructure Development Company (PMIDC) Kailash Bhanot, MC Joint Commissioner and chairperson of Auction Committee Anupam Kler, Additional Commissioner Kulwinder Singh, Municipal councillors Parminder Kaur Pannu, Jagdish Raja, Balbir Singh Dhillon and Arjan Singh.

Power outage gives patients a tough time at Civil Hospital

An erratic power supply today disrupted the functioning of operation theatres (OTs) at the Civil Hospital here, giving a tough time to both patients and doctors.

Though power supply to OTs was restored after some time with switching on a dedicated generator set, several patients and their attendants suffered as there was no power in the maternity ward since morning.

The worst affected were the newborns and the elderly who shifted restlessly in the absence of electricity.

A resident of Mothan village in Sultanpur Lodhi, Balwainder Singh, who was attending upon his daughter-in-law in the maternity ward, lamented that he had to trudge for a long distance to get potable water as the cooler and fans were not working since 8.30 am. The power failure also delayed the delivery of his daughter-in-law who gave birth to twin babies.

Sarabjit Singh, another attendant, complained that the hospital management had failed to make alternative arrangements for providing power to the patients who were critical. The sweltering heat could worsen the condition of the wounds of patients who had undergone surgery, he said.Dr Bhagmal Singh, Medical Superintendent (MS), said even there was a power cut at OTs, a dedicated power generator was pressed into service.

The Medical Superintendent, however, claimed that no major difficulty was faced by patients or their attendants at the hospital.

With the work on three upcoming sewage treatment plants (STPs) still going on and the expansion work at the Pholriwal sewage treatment plant progressing at a sluggish pace, the discharge of untreated sewage from the city continues unabated into the Kala Sanghian drain.

Expressing dismay over this, renowned environmentalist and Punjab Pollution Control Board (PPCB) member Balbir Singh Seechewal said there was a need for the Jalandhar Municipal Corporation (JMC) to ensure that the under-construction STPs are made operational at the earliest.

At present, two STPs having a discharge capacity of 100 million litres daily (MLD) and 25 MLD are located at Pholriwal. Three more STPs are being set up by the Punjab Water Supply and Sewage Board (PWSSB). A 50-MLD capacity STP is coming opposite the Leather Complex, whereas two STPs with a capacity of 25 MLD and 10 MLD are being set up at Hoshiarpur Road and near Jalandhar Cantonment respectively. The capacity of Pholriwal plant is also being enhanced by 25 million litres daily (MLD).

Seechewal said since the present sewage treatment plant (STP) was not sufficient to treat all the sewage of the city, the untreated waste is being discharged into the Kala Sanghian drain leading to pollution.

"The civic body should make arrangements to segregate the silt from untreated waste at different points, so that less polluted water is discharged in the drain," the environmentalist said.

Kapurtha Deputy Commissioner (DC) DS Mangat said the Kapurthala sewage treatment plant (STP) was now working properly and the treated water was being released in the Kali Bein. Earlier, the sewage treatment plant was not operational but after Mangat took over as the DC a couple of months back, he initiated the process to make the STP operational. Also, the volunteers of the Seechewal's Ek Onkar Trust are taking out water hyacinth from the Kali Bein.

“The work to remove water hyacinth from the Kali Bein is in full swing," said Seechewal.

Jalandhar Municipal Commissioner Vinay Bublani was not available for his comments as he was busy in some meeting.

Resham Lal, Executive Engineer, PWSSB said, “The work on the 50 million litres daily (MLD) and 25 MLD sewage treatment plant opposite the Leather Complex and Hoshiarpur road respectively is 50 per cent complete while the expansion work on the Pholriwal STP is 33 per cent complete."

On phone, woman run over by train

A 30-year-old woman got crushed under a moving train at the Guru Nanakpura railway crossing this evening. The deceased has been identified as Neelam, a resident of Ekta Nagar. She was reportedly walking down the tracks after having finished her office work. She worked as a receptionist at an office near the bus stand. The onlookers said she probably failed to notice the Paschim Express as she was busy talking on her mobile phone.

The victim was married for seven years in Uttrakhand but had come to stay with her sister whose husband is posted at the BSF headquarters here. The Government Railway Police (GRP) has initiated inquest proceedings under Section 174 of the Criminal Procedure Code (CrPC) in this connection.

Teams of the Health Department today took stock of the situation in low-lying residential areas where slush and mud has got accumulated due to the heavy rain.

Equipped with tablets of chlorine, the teams visited residential areas in Maqsudan, Kalasanghia, Bhagat Singh Colony and other Basti areas and interacted with the affected people.

Besides distributing chlorine tablets among the city residents, the health officials asked them to use boiled water and take other preventive measures to ward-off water-borne diseases.

Civil Surgeon Dr RL Bassan said he had directed senior officials to visit the affected areas and educate the residents by distributing pamphlets, chlorine tablets and spraying insecticides.

The teams will also visit other affected residential areas and slum colonies and distribute medicines in an effort to prevent the outbreak of any disease, Dr Bassan added.

The Civil Surgeon said he would write to the Municipal Corporation to launch a drive to spray insectivore and pesticides on the stagnant rain water in the low-lying areas and to distribute chlorine and other medicines to the public.

Heavy rush of people seeking driving licences

The District Transport Office (DTO) has been witnessing an increasing rush of applicants seeking driving licences for the past one year.

The office, on an average, receives nearly 200 applications for new licences, almost as many for renewal and nearly 70 for getting duplicate copies issued owing to their original driving licences missing.

In the financial year 2012-13, the office has got made 43,953 new licences. Besides, there have been 36,061 cases for renewal of licences and 14,328 applications for getting duplicate licences made. In addition, the office also got 1,373 applications for addition of vehicle categories in the existing licences.

Since the work has been given on contract to private firm Smart Chip, the staff says they get nearly 500 applications everyday and at times it becomes extremely difficult for them to manage the rush during the peak hours despite three counters and token numbers issued for the purpose.

The District Transport Office (DTO), which registered 70,000 vehicles last year, has so far registered nearly 28,000 vehicles. Of these, as many as 21,124 vehicles include two-wheelers while the remaining nearly 7000 are cars. The staff says the number of applicants for registration of vehicles has gone down in the past one month, perhaps owing to the reason that people are off on vacations or spending money on raising new crop for the kharif season.

The office had fetched the state exchequer nearly Rs 95 crore in the last financial year. The figure was almost Rs 25 crore more than the collection of Rs 69.38 crore in 2011-12. The amount included Rs 6.73 crore on account of collection from license fee and registration of vehicles. This component of total collection had seen a jump of Rs 1.5 crore.

Protest over shifting of dispensary

Up in arms against the Health Department’s move to shift a Red Cross-run dispensary from Central Town, scores of area residents, including women and children, held a protest outside the dispensary here today. Raising slogans against the Health Department, the protesters alleged that the dispensary was being shifted to extend benefit to a politically connected lobby of “land grabbers”.

The irate residents today assembled outside the dispensary where a team of the Health Department had arrived to shift goods and machinery from the dispensary thus forcing them to flee from the spot.

The protesters said the dispensary was being run from 1965 at the present location. They said it should not be shifted from its rented premises as it provided health care facilities to the locals. The dispensary had been catering to residents of Central Town and adjoining areas of Chahar Bagh, Krishan Nagar, Mohalla Gobindgarh and Old Jawahar Nagar for the past over 48 years. Its shifting would leave the area residents in a lurch.

“Moreover, the dispensary is providing health care to poor pregnant women and their children,” said Ashok Sareen, a resident of the area.

The protesters alleged certain senior officials of the Health Department were hand-in-glove with the land-grabbers and were shifting the dispensaries rapidly. The residents threatened to protest against the civil surgeon and lock his office if the dispensary was shifted.

Civil surgeon Dr RL Bassan said the dispensary was running from a rented accommodation for a long time and now the owner wanted the premises to be vacated. “The residents were given 10-day time for providing alternate space for the dispensary but to no avail. Presently the dispensary will be shifted temporarily till we get suitable site,” said Bassan.

Three in fray for Dental Council elections

Three dental doctors from Punjab are in fray for the post of a member of Dental Council of India (DCI) the election for which will be held in the first week of July.

Two candidates Dr Jai Dev Singh and Dr Vikash Jindal are from Ludhiana and third Dr Inderjit Singh is from Jalandhar. The three are trying their luck in the election which are held after every five years.

Nearly 8,000 dental doctors registered with the Punjab Dental Council will cast their votes to decide the future of one candidate of the DCI. The DCI has already sent ballot-paper to the voter dentists by post and sought them back by July 6 at the office of the Dental Council of Punjab. The results would be declared by July 7 and the winner will represent the Punjab Dental Council in the DCI.

Two-day computing workshop concludes

More than 45 faculty members and 25 experts put forth their ideas on the vital topics of biomedical signal processing, physical signal processing, cloud computing and wireless communication in a two-week long workshop organised on “ICT for computing and signal processing” which concluded at the NIT campus here today.

The programme was jointly organised by the CT Institute of Engineering and Technology and NIT, Jalandhar. Faculty from the leading institutes of the country IIT, NIT, PEC Chandigarh, Thapar University, SLIET and other renowned institutions and universities of Punjab and its neighbouring states participated in the workshop.

On the concluding day, while talking about the emerging trends in the concerned area, Dr Ajay Sharma said: “Computers control virtually any aspect of our lives. Computer systems are found embedded in for example mobile phones, internet, data storage, game consoles, manufacturing systems, home appliances, transport and naturally desktop and mobile computers.”

Dr Manoj Kumar, group director, CT Group of Institutions, said: “Signal processing is one of the strategic top fields of research. We have amongst us many active research groups actively involved in combining signal processing of audio and biological signals, hardware and software systems related with them. Such programmes will go a long way in harnessing the skills of the participants.”

Charanjit Singh Channi, chairman, CT Group of Institutions, said the sharing of knowledge through this joint faculty development programme would prove advantageous for all the participants as they would optimize while teaching in the classes.

Mangat directed the staff to ensure that the embankments along all drains and canals be strengthened and water did not move further toward residential areas. The villagers said the breach had occurred as some farmers had tried to cross over to the other side of the drain on a tractor.

Tarlochan blames SAD-BJP combine for fiscal mess

Congress party's zonal in charge for Doaba and Banga MLA Tarlochan Singh Soondh today came down heavily on the SAD-BJP government for the deteriorating fiscal health of Punjab. Addressing the media persons here, Tarlochan said during the 15 months rule of the SAD-BJP alliance, the economy of the state had suffered and it was passing through one of the worst ever financial crisis. He said wrong policies of the Akali-BJP combine and the high cost of sand and gravel had affected the labour class.

Tarlochan said: “The sand mafia is active in the state at the behest of the present regime. For the common man, arranging sand and gravel at an affordable price has become a thing of past. This has adversely affected the construction activity in the state, which has subsequently left the labourers job less.” He said 80 out of 100 labourers daily went back to their homes for the want of work. “It is really unfortunate that the poor labourers, who earn their bread and butter by working on daily basis are struggling to get work,” he added.

Releasing a sample of the ration card for sand and gravel with a photograph of Punjab Chief Minister Parkash Singh Badal, the Congress leader said: “Taking into account the present state of affairs, it will be better for the SAD-BJP government to start providing sand and gravel on the ration card.” He said the Congress was committed to expose the misdeeds of the Akali-BJP government. The people of Punjab would wipe-out the SAD-BJP combine in the parliamentary polls scheduled for next year,
he added.

Complaints aplenty under Info-Tech Act

From making unsavoury remarks on mobile phone, clicking obscene pictures to illegal transactions made via internet banking and hacking of emails, numerous complaints are being received under the Information Technology Act at various police stations here.

Last month, one Dinesh Sharma of Model House lodged a complaint under Section 420 of the IPC and 66 of the IT Act saying that someone had hacked his email ID and cheated him.

A shopkeeper Rajan Sahi of Greater Kailash Colony in February had lodged a complaint against some residents of Sant Nagar at Division Number 1 police station saying that they bought SIM cards from him on the basis of fake proofs.

Manish Arora, a resident of Urban Estate, said someone withdrew Rs 45,000 from his bank account using debit card.

Even some politicians have filed similar complaints. During Vidhan Sabha polls last year, a complaint was lodged against a resident of Master Tara Singh Nagar at New Baradari police station saying that the accused had been sending messages to people against BJP leader Manoranjan Kalia.

Women complainants are more in number than men. A Ludhiana resident said the owner of an airhostess training company clicked her nude pictures and uploaded the same on the web.

A resident of Samrai Colony complained that a Gurdaspur-based man developed illicit relations with his wife, clicked her nude pictures and uploaded them on the Internet when he (the complainant) was abroad.

Additional Deputy Commissioner of Police (ADCP- Headquarters) Navjot Singh Mahal said such cases were often given to a team of IT experts. He said that at times some private ethical hackers and IT professionals were also deployed to crack such cases.

PTU counselling schedule likely to get delayed by 10 days

The delay on the part of the Central Board of Secondary Education (CBSE) in declaring the ranking of the BTech aspirants will probably lead to postponing of the counselling schedule of the Punjab Technical University by 10 days.

After a recent order of the Supreme Court to all engineering colleges on ensuring that the entire admission process gets over by August 15, the university had planned to start registering and choice filling from July 1.

Since the CBSE had planned declaration of the JEE ranks on July 8, the PTU had been pinning hope on the board authorities regarding announcement of the same. So far the CBSE has not hinted on any early announcement of the result, owing to which the PTU has been forced to re-think on postponing and squeezing of the counselling schedule.

“In case the result is out on July 8, the counselling cannot begin before July 10,” said a senior PTU functionary. “If that be the case, we will have to devise ways and means to ensure that the two rounds of counselling get over by August 1 with colleges getting two weeks to fill the remaining vacant seats at their own end,” he added.

PTU Vice-Chancellor Rajneesh Arora said in case the result came late, delaying of schedule clearly would be the only option left with the varsity.

The order of the court reads: “All seats should be filled positively by August 15 after which there shall be no admission, whatever be the reason or ground.” The orders pertain to a civil appeal No. 9048 of 2012 filed by a Mumbai-based engineering college against All India Council for Technical Education (AICTE). The orders have been posted on the official website of the council.
