State athletes end medal drought at national senior level

The J&K athletics team has won a medal at the all-India level in the senior category for the first time. It bagged a bronze in the 4x400m relay at the just-concluded 53rd National Senior Athletic Championship in Chennai. Sub-Inspector Sharat Chander Singh, who had accompanied the team as coach-cum-manager, now hopes that after this performance, the authorities would provide better infrastructure to the athletes.

National Mazdoor Conference (NMC) president Subash Shastri has urged the Prime Minister to appoint a chairman and other members of the Seventh Pay Commission. While addressing a day-long workers’ convention at Brahamin Sabha on Sunday, Shastri pointed out that except the Sixth Pay Commission, all earlier Pay Commissions were constituted in the third year of every decade.

Long power cuts force residents to block road

Miran Sahib residents block RS Pura Satwari road, in Jammu on Tuesday. Residents of Miran Sahab and adjoining areas today blocked Jammu-RS Pura highway for more than two hours to protest against power cuts in the area. Hundreds of protesters blamed government officials of ignoring the region during the summer months while they themselves enjoy the cool climate of Kashmir Valley as a result of the durbar move.

ICDS staff may go on indefinite strike from tomorrow
Srinagar, June 11
Employees of the Integrated Child Development Services (ICDS) scheme, who are without salary from the past six months, will take a decision to start an indefinite strike from Thursday. “We have been trying to meet officials of the Social Welfare Department to apprise them about the difficulties that thousands of families of the ICDS employees are facing due to the non-payment of salary from the past six months, but to no avail,” said Zareena Shafi, president, Supervisor and Child Development Project Officer Association.

Baramulla-1 clinch KPL trophy
Baramulla, June 11
The Kashmir Premier League (KPL), organised by 46 Rashtriya Rifles (RR) Battalion under the aegis of 19 Artillery brigade, concluded here today. The final match of the tournament between Baramula-1 and Baramula-2 at Showkat Ali Stadium drew hundreds of sports lovers from different parts of Baramulla. Baramulla-2 won the toss and made 114 runs in stipulated quota of 20 overs. Baramulla-1 scored 115 runs in 19.4 overs for the loss of seven wickets and won the match by three wickets at Showkat Ali stadium.

Showers bring respite from scorching heat

Sudden rain and thundershowers in the evening lashed the city and brought the much-needed respite to Jammuities from prevailing scorching heat. The mercury in the winter capital was hovering over the 40 degree celsius-mark for over a fortnight and the past few days were very humid.

CM reviews progress of ongoing projects

All the outgoing and incoming STD calls have remained affected in the entire Ramban district since yesterday afternoon. Thousands of BSNL landline subscribers in the Ramban, Banihal, Ramsoo and Gool blocks had to suffer due to this. BSNL sources said the snag was due to the damage to one of the modules in the main telephone exchange of Ramban district at Batote since yesterday afternoon. The University of Jammu (JU) admitted that over 32,000 pass-outs, including graduate and postgraduate students from 2006 to 2011 batches, were yet to get their degrees. The total number of candidates who had not been issued graduation degrees from session 2006-07 onwards was 26,564, while the total strength of postgraduate candidates awaiting degrees was 2,256 for session 2010 and 3,300 for 2011.

This information was provided by the Public Information Officer (PIO), University of Jammu, in response to an application filed under the Right to Information (RTI) Act by a Jammu-based activist, Raman Sharma.

The university calendar states that “the degree certificates to the candidates passing the degree and post degree examinations in various faculties signed by the controller of examinations and the Vice-Chancellor shall be awarded at the university or college convocation in accordance with the provisions of the Statutes relating to the convocation”.

“As convocation is not held every year, hence the university after one year, after the declaration of result, issues graduation and postgraduation degrees of regular as well as candidates of distance mode to their respective colleges, departments or institutions,” the PIO said.

He said over 1,100 students from Government College for Women, Parade, who passed out in 2009, had not been issued degrees. “The total number of students from the college who have not been issued degrees for the session 2007-08 are 519 and 2008-09 are 422,” he said.

Raman Sharma said it was unfortunate that the university, which owns an ISO status, could be so careless and tardy in its action that it had not issued degrees to 32,000 candidates for the last five to six years.

He said when the matter of pending degrees was brought to the notice of the Vice-Chancellor’s Secretariat, the senior officials there immediately issued orders to the department concerned to clear the backlog without any further delay.

“The institutions are awarding online degrees to students, but in our state the people at the helm of affairs are still lagging behind,” Sharma said, adding that he had also apprised Governor NN Vohra, who is also the Chancellor of the university, about the issues and had sought direction from him in this regard.

Now, get hassle-free service at passport office

To provide hassle-free services to the people, the Passport Seva Kendra (PSK) here has changed its entire system. Under the new system, people get due attention from the staff. Big lines, ruckus and cries everywhere are things of the past. Now, only those people visit the PSK who get prior appointments online.

This has even helped the staff who attend and guide people in a proper way without any confusion.

People have to seek appointment online via the website www.passportindia.gov.in and then, have to take printout of the form filled and visit the PSK on the date given online.

The cooperation of the staff has reached optimum level. When a person reaches PSK Jammu with the application form and requisite documents, the office staff guides him through different stages.

This has become possible due to the efforts of passport officer Rajinder Gupta, who overhauled the system and gave a new lease of life to the passport office - a place people earlier used to avoid visiting.

But after the new system was put in place, important persons like the Chief Justice of J&K High Court, J&K Chief Secretary and many big personalities have visited the PSK and applied for passport like a common man.

“At PSK Jammu, everybody is treated equally. We try to ensure hassle-free service and due respect is given to every person applying for a passport,” said Rajinder Gupta.

Earlier, agents used to sit outside the passport office and took money from the people to fill the form. But now, all this is a thing of the past and no mediators are needed between the people and staff.

“Now, no mediator can make a fool of the people in the name of providing quick appointments. Appointments are sought online and the date and time are allotted during the submission of form on our website,” Gupta added.

Applying for passport has become just a six-step matter starting from the submission of form online and reaching PSK Jammu on the date and time; generation of coupon number from counter 1 after providing all requisite documents; clicking of picture on the next counter where fee has to be submitted and fingerprints given; verification of documents and form on B1 or B2 counters; checking of form on C1 counter; and then submission of form on the counter near the exit gate before leaving the office.

Senior citizens are given preference and PSK staff accompanies them to every counter till the exit gate.

PSK Jammu is introducing with more changes to make the system attractive and is just a click way from visa providers all over the world.

“We are planning to bring in L-stream passports under which the particulars of a person will be stored in image form on the passport. It will not be visible to the passport holder but will just be a click away from visa-issuing countries,” Gupta said.

Another welcome change that will be introduced soon is the online submission of fee. It can be done through credit or debit cards at the time of online submission of application. Those who don’t have these cards could get a challan from the post office and have to write its number on the application form.

Apart from issuing passports, PSK Jammu is also issuing Line of Control (LoC) permits to people travelling to Pakistan-occupied Kashmir via Poonch.

State athletes end medal drought at national senior level
Bag bronze in 4x400m relay race at Chennai meet

The J&K athletics team has won a medal at the all-India level in the senior category for the first time. It bagged a bronze in the 4x400m relay at the just-concluded 53rd National Senior Athletic Championship in Chennai. Sub-Inspector Sharat Chander Singh, who had accompanied the team as coach-cum-manager, now hopes that after this performance, the authorities would provide better infrastructure to the athletes.

A nine-member team, including Amrish Sharma, Vipan Kumar, Chandan Singh, Sunil Lal, Dilip Kumar, Riyaz Ahmad, Imtiyaz Ahmad, Ravi Singh and Gurpreet Singh, participated in the championship. Six athletes were from J&K Police.

The four sportspersons who formed the medal-winning team were Amrish Sharma, Vipan Kumar, Dilip Kumar and Imtiyaz Ahmad. Out of these four, three belonged to the state police.

Sharat, who is also the J&K Police athletics coach, expressed satisfaction over the performance of the team.

He said that the athletes could perform better in the future if they get access to all the necessary infrastructural facilities to hone their skills further.

“Keeping in mind the infrastructure we have in the state, our athletes have done a commendable job,” said an elated Sharat.

“Though the team has bagged medals at the North Zone-level in various categories, this is for the first time that our athletes have won a medal at the all-India level in the senior category,” he claimed.

“Before the championship, a 15-day coaching camp was held at MA Stadium under my supervision. Even though the athletes prepared for the event with the limited infrastructure available, I was pretty confident that they would do well,” said a beaming coach.

“There is no dearth of talented athletes in the state. The only thing they need is that the authorities concerned should provide them with every possible facility so that they can compete at higher levels and bring more laurels to the state as well as their respective departments,” Sharat Chander Singh said.

Meanwhile, Kerala bagged 11 gold, 4 silver and 7 bronze to win its seventh consecutive National Senior Athletic Championship.

Modern post offices at Banihal, Ramban dedicated to people

“I wish even the people of remote villages in the state get their mail within two days,” he said.

“After modernising the post offices of Jammu and Srinagar cities, the post offices of district and tehsil headquarters are being modernised now,” he said.

“In the next three years, the government will be spending Rs 4,900 crore in making all the 1,55,554 post offices in the country as post office savings banks through computerisation and infrastructural development besides setting up ATMs in most of the district headquarters by the next year as its pre-requisite,” he added.

He said since April this year, e-post had almost replaced the telegraph service and a full page text could be e-posted to any part of the country by evening or the next day only for Rs 10.

He said within the next fortnight the Western Union service would be made available here. He sanctioned Rs 2 lakh for the beautification of lawn, premises and other developments at the Batote Post Office.

He was accompanied by Jagdeep Gupta, Director, Postal Services, J&K, SA Parray, assistant chief accounts officer, J&K, and VK Chowdhary, Superintendent of Post Offices, Udhampur, Prof SS Bhalwal, Principal, Degree College, Ramban, and Dr RK Kesar, CEO, Patnitop Development Authority.

NMC for appointing members of 7th Pay Commission

National Mazdoor Conference (NMC) president Subash Shastri has urged the Prime Minister to appoint a chairman and other members of the Seventh Pay Commission. While addressing a day-long workers’ convention at Brahamin Sabha on Sunday, Shastri pointed out that except the Sixth Pay Commission, all earlier Pay Commissions were constituted in the third year of every decade.

He said the Pay Commission was in a larger interest of government employees.

Shastri recalled that it was under the leadership of Prime Minister Manmohan Singh that the last pay panel was set up in 2005. He requested that the decision of constituting a Pay Commission should be taken on priority.

He said the setting up of new Pay Commission was in larger interest of government employees as well as for employees of the Central Government.

“50 per cent of DA should be forthwith merged into the basic pay and pension,” he said, adding that “20 per cent of interim relief should be sanctioned as early as possible in the favour of Central/state Government employees and pensioners.”

NMC president also insisted on the time-bound implementation of policy for regularisation of daily wagers who had completed seven years of service in March 2012, monthly emoluments of daily wagers should be raised to Rs 10,000 per month, enhancing medical allowance from Rs 300 to Rs 1,000, release of salary of motivators, their immediate regularisation and removal of all pay anomalies in SRO 93.

PDP told to explain role in 2008 Amarnath land row issue

The National Conference (NC) today asked the PDP to explain its role in the 2008 Amarnath land row conspiracy. Addressing a delegate session of the party at Banihal today, National Conference provincial president Devender Singh Rana said the people wanted to know the truth, as the unfortunate incidents in the wake of the Amarnath land row agitation cast a dark shadow on the communal fabric of the pluralistic state.

“The PDP should explain its role in the circumstances leading to the Amarnath land row agitation rather than indulging in frivolous and baseless rhetoric after six days of silence in a bid to evade the core issue raised by me,” he said.

“They need to explain what transpired during the PDP-BJP meetings in New Delhi, facilitated by the Jammu-based BJP leader,” Rana said. He alleged that the Amarnath land agitation was a conspiracy hatched by the PDP and the BJP to divide the state and dislodge the Ghulam Nabi Azad government in a failed bid to capture power.

He said a PDP MLC in Poonch had been following the footsteps of his chief, Mehbooba Mufti, by showering praises on Gujarat Chief Minister Narendra Modi.

“The MLC is going around and promising to the people that if the PDP comes to power, it will convert Jammu and Kashmir to Modi’s Gujarat,” Rana said.

“J&K is not Gujarat and communalism will not be allowed to spread its tentacles in the state,” he added.

The function began with a prayer followed by the inauguration of summer camp by head girl Divya Manhas.

A magic show by Gurpreet Singh enthralled the audience.

The highlight of the programme was the slide show prepared by the students giving detailed information about the contribution of the guest visitors, Col (Retd) Ajay Malhotra; career counsellor Parwinder Singh Sethi, photojournalist Anand Sharma, divisonal fire officer SC Verma, yoga instructor Deepak, Dr SA Rathar and DySP Atul Sharma.

A visual show titled “Glimpses of Summer Camp” focusing on all day-to-day activities in the field of pottery, science, English Language development, art and craft, maths games, cooking, yoga, sports and computers also provided wholesome infotainment to the audience.

Speedball player of the school Sakshi Thapa was also present on the occasion. Chairman of the school Hira Lal Abrol, chairperson Savita Abrol, director Gaurav Abrol along with his wife Akriti were also present. The chairman appreciated the students and the teachers for the fine show and assured that the management of all possible help.

JKP XI script emphatic win in T20 tourney

The J&K Police (JKP) XI got the better of Star Cricket Club (SCC) by six wickets to advance into the next round of the ongoing ‘Salute and Tribute to the Players Veteran T20 Cricket Tournament’ being played at the Parade Ground here today.

Earlier, batting first, Star Cricket Club could manage a meagre total of 100 runs in the stipulated 20 overs losing eight wickets in the process. Harry was the top scorer with 20 runs that came off 30 balls, including one boundary. Skipper Kamal Sharma and IP Singh contributed 14 and 13 runs, respectively with two hits to the fence each.

For JKP XI, Sunil was the pick of the bowlers with three wickets while RK Bhat and Rajesh Gill claimed two wickets each. Iqbal chipped in with one wicket. JKP XI, in reply, rode on a brilliant opening partnership of 50 runs between Rajesh Gill and Shamsher Singh that helped the team to overhaul the required target in 11.5 overs by losing just four wickets.

Gill top scored with an unbeaten 40 runs off 39 balls studded with five boundaries while Shamsher contributed quick fire 34 runs off just 17 balls with the help of fours and a six. Pawan took two wickets for Star while Kamal Sharma and Shukal shared a wicket apiece.

Rajesh Gill of JKP XI was adjudged man of the match. The match was officiated by Sadiq Hussain Malik and Vijay Dogra as umpires while Ajay Sharma was the scorer. Dr Karan Nayyar is the official physiotherapist while Harsh Nayyar is the organising secretary of the tournament. — TNS

Long power cuts force residents to block road

Residents of Miran Sahab and adjoining areas today blocked Jammu-RS Pura highway for more than two hours to protest against power cuts in the area. Hundreds of protesters blamed government officials of ignoring the region during the summer months while they themselves enjoy the cool climate of Kashmir Valley as a result of the durbar move.

Local residents alleged that they had been facing long unscheduled power cuts for many weeks now, but the concerned department was not taking their demands seriously.

The protesters said that long power cuts during late hours were giving sleepless nights to the residents. They urged Chief Minister Omar Abdullah to mitigate their problems.

They warned to intensify their protest in case the government failed to solve the problem and alleged discrimination against the Jammu region.

Later, some officers of the Power Development Department and the police pacified the protesters at Satwari and assured them that their demands would be met soon.

Residential localities like Paloura, Gandhi Nagar, Shastri Nagar, Channi, Parade, Kachi Chawni, Janipur, Roop Nagar and Bari-Brahman are worst-affected by long power cuts.

“Fluctuation in voltage is another major concern. Many of our electronic gadgets are not working properly. People having ACs are not using those,” said Suman, a lecturer.

With sweltering conditions in Jammu and no respite in sight from power cuts, tough times lie ahead for residents.

“We have decided to meet at Lal Chowk on Thursday and will then take a decision on the strike,” she added.

Thousands of employees of the ICDS scheme in the state are without salary from the past six months and the state government claims that the salary of these employees comes from the Union Government and it was a delay on their part.

Shafi, however, said the state government was only blaming the Centre for the non-payment of salary.

“The government is not interested to mitigate our problems. The salary files have to be submitted to the Central Government, but state officials have delayed the whole process,” she said.

A total of eight teams took part in the tournament which included three teams from Baramulla, two from Uri and one each from Rampur, Naugam and Lachhipura. In all, 17 matches were played in the tournament, which was based on a league match format from May 5 to June 11.

A closing ceremony was organised after the match. Chief guest General Officer Commanding, Dagger division, assured the locals that the Army would always support them in all their future endeavours.

However, the day began on with hot and humid conditions followed by frequent power cuts which had compounded miseries of a common man.

Several areas of the city went without power for sometime in the evening. But much to the joy of citizens, the heavens opened up towards evening.

The citizens along with small children were seen dancing in the showers.

Further, the rain also brought down the temperature to 33 degree celsius.

The sudden rain, which brought down the temperature, also caught many off-guard as many people were struck at bus stops and other places to cover themselves from showers.

Senior Cong leader visits quake-affected areas

Jammu, June 11
Senior Congress leader Gulchain Singh Charak, who is in charge and general secretary of the party in Punjab, Bihar and Chandigarh, visited the quake-affected areas of Doda district. He held meeting with R&B Minister Abdul Majeed Wani, GM Saroori, MLA, Inderwal, MS Niaz, MLA, Bhaderwah, and other Congress leaders, sarpanches and panches.

He visited the affected areas of the district including Doda, Thathri, Kahra, and took stock of the damage.

Addressing the gathering at Thathri, Kahra and Doda, Charak assured the people that he would submit the detailed report to the Congress president and would request her for directing the authorities concerned to take necessary steps for providing relief to the affected people.

He urged the state government to assess the damage caused by earthquake shocks after May 15 and also to ensure that proper arrangements were made for the safety and security of people.

CM reviews progress of ongoing projects

Srinagar, June 11
Chief Minister Omar Abdullah today chaired a meeting to review “big-ticket” projects currently under implementation in the state. During the meeting, Omar said the progress of work on hospitals, bridges, flyovers, water supply projects and drainage and sewerage schemes besides Asia Development Bank funded schemes needed regular monitoring so that their completion was ensured as per schedule.

In power-point presentations made by various secretaries, the Chief Minister was briefed about the status of various projects including the LD Hospital additional block, Maternity Hospital, Bemina, construction of two sarais at SKIMS Soura, Tourist City Centre and renovation of Tagore Hall and Tehzeeb Mahal among others.

Demanding regularisation of services, PDD daily wagers hold protest

Demanding regularisation of services, daily wagers of the Power Development Department (PDD) staged a protest in Reasi today. The protesters under the banner of the All J&K Daily Wagers Association raised slogans against the state government for not fulfilling their demands.

The leaders of the PDD daily wagers urged the protesters to halt work by observing a complete tool-down strike to pressurise the state government and the department concerned to fulfil their demands. The protesters alleged that the government was indifferent towards their demands and this was demoralising the daily wagers.
