Duo kidnaps, kills 13-year-old boy after losing IPL bet
Mumbai, May 15
The Mumbai police has arrested an MBA graduate metal trader and his friend for killing a 13-year-old boy after kidnapping him for ransom. Additional Commissioner of Police Krishna Prakash told reporters here that Himanshu Ranka, 25, who was arrested following the kidnapping and murder of his 13-year-old cousin Aditya Ranka, has confessed to the crime.

As of now, Congress to go it alone in Bihar

The election to two of the Rajya Sabha seats from Assam will be held on May 30 next. The PM’s current Rajya Sabha term expires on June 14.

Sanjay Dutt to surrender before TADA court today
Mumbai, May 15
Sanjay Dutt Actor Sanjay Dutt will surrender before the special court set up under the Terrorism and Disruptive Activities Act on Thursday. He will have to surrender before 4 pm tomorrow. Earlier today, Dutt withdrew an application made before the TADA court seeking to surrender directly at the Yerwada central jail in Pune. According to sources here, Sanjay Dutt, on his surrender before the TADA court, will immediately be taken into custody at the Arthur Road Jail. The TADA court is located on the jail premises.

New twist to Navy ‘sex scandal’
New Delhi, May 15
The alleged sex scandal in which a woman has alleged that her Navy-officer husband was forcing her to get 'sexually involved' with his colleagues, has taken a new twist. The officer has reportedly presented documents to claim that the complaint of his wife was an 'after thought' following pending mutual-consent divorce proceedings between the couple.

NCTC back on agenda at June 5 CMs’ conference

A year after chief ministers protested against the formation of the National Counter Terrorism Centre (NCTC), the anti-terrorism body, the agenda will be back on the table. A revised NCTC draft will be discussed at the conference of the chief ministers on June 5.

Union Home Minister Sushil Kumar Shinde today confirmed: “The draft of the proposal (of the NCTC) with changes would be placed before the chief ministers for discussion at a conference here on June 5.” The conference will deal with internal security matters and the NCTC will be on agenda.

Shinde said: “Since we have removed the operational powers from the purview of the Intelligence Bureau, there should not be any more apprehension from anyone”. Most of the non-Congress chief ministers had opposed the original proposal of the NCTC saying it would infringe upon the states’ power and hurt the federal structure of the country. The original memorandum of February 3, 2012, had been held in abeyance following the protest.

Last month, on April 17, Shinde while making a statement in the Lok Sabha said it was time to “quickly put the NCTC in place” while adding that the focus of the ministry was on human intelligence gathering. The states had objected to the use of Section 43(A) of the Unlawful Activities Prevention Act (UAPA). This says: A person (suspect) may be arrested by any officer of the designated authority. As per the February 3 office memorandum issued by the Union Home Ministry, the operations wing of the NCTC, placed under the IB, was the ‘designated authority’. This gave pan-India powers of arrest to the NCTC.

The MHA has agreed to the demand of the states’ and agreed to remove the operations wing from the IB and make it report directly to the Ministry of Home Affairs. Secondly, the power to arrest under Section 43-A will not be used independently by the NCTC. The apex body will function in unison with the state police and no arrests would be made without notifying the nearest police station. On its own, the NCTC will detain, not arrest, someone in extremely urgent cases and inform the local police immediately.

On the eve of the NCTC draft discussion, Shinde is headed to the US on May 18 where he will visit the FBI and other anti-terror agencies of the US. Shinde may take up the issue with the US to allow access to 26/11 terror accused Tahawwur Hussain Rana during his visit.

Proposed changes

BJP vows to defend Kataria; calls GoM on CBI eyewash

The Bharatiya Janata Party today announced it will wage both political and legal battles against the “false implication” of its leader from Rajasthan, Gulab Chand Kataria, in the Sohrabuddin fake encounter case. The party further raised suspicion on the professional integrity of the CBI.

Accusing the Congress-led UPA of foisting the case with a “prejudiced mind” and implicating Kataria, party chief Rajnath Singh said the BJP would stand up in support of a person who is the leader of the Opposition in the Rajasthan Assembly.

On the formation of a Group of Ministers (GoM) by the Centre to draft a law to make CBI independent with greater autonomy, the BJP said the move was an “eyewash”. The issue, he said, was discussed and reported by a Parliament standing committee, appended by the Cabinet and debated during the consideration of the Lokpal Bill.

Flanked by Leader of the Opposition in Rajya Sabha Arun Jaitley and former Rajasthan Chief Minister Vasundhara Raje, the BJP chief said the case was part of a “well-planned conspiracy” to defame prominent members of his party, citing a previous attempt against former Gujarat Home Minister Amit Shah, who eventually got bail from the Supreme Court in the case.

While explaining the legal lacuna in the case, Jaitley said: “The CBI chargesheet against Kataria is without any basis. He is known for his propriety and credibility. There is not a shred of truthful evidence against him. The case is being pursued by the CBI with the intention of implicating senior BJP leaders at the behest of the Congress.”

He said the CBI’s supplementary chargesheet in the Sohrabuddin case against Kataria was the third such instance of the investigating agency trying to “implicate” a BJP leader, and said its shoddy investigation had already been highlighted.

Will resign if arrested: Kataria

Senior BJP leader Gulab Chand Kataria said on Wednesday he would resign from the Rajasthan Assembly if arrested in the case. "A political game has been played to implicate me in this case. The real face of CBI and the Union government will be revealed after the investigations," said Kataria. Terming the matter as a "political conspiracy" against him, Kataria said that he will not come back to the Legislative Assembly till he is proved innocent.

Duo kidnaps, kills 13-year-old boy after losing IPL bet

Mumbai, May 15
The Mumbai police has arrested an MBA graduate metal trader and his friend for killing a 13-year-old boy after kidnapping him for ransom. Additional Commissioner of Police Krishna Prakash told reporters here that Himanshu Ranka, 25, who was arrested following the kidnapping and murder of his 13-year-old cousin Aditya Ranka, has confessed to the crime.

Ranka, who holds an MBA degree and is a small-time trader in the Mumbai metal markets, and his friend Brijesh Sanghvi, 28, hatched a plan to kidnap Aditya after the two lost more than Rs 10 lakh after betting in the IPL cricket matches.

“While one had lost Rs 7 lakh, the other had lost Rs 3 lakh. They then decided to kidnap Aditya for ransom to repay their debts," ACP Prakash said.

According to the police, Aditya was kidnapped from his home at Girgaum in Central Mumbai on Monday morning. Ranka got Brijesh to call the victim's mother and send the boy down on an errand. The duo then pulled the boy into the Brijesh's car and drove off with him to Panvel on the outskirts of Mumbai, the police said.

The duo then called the boy's father, Jitendra, and demanded that he pay a ransom of Rs 30 lakh. However, Jitendra, who 
is a broker with a diamond firm dismissed the call as a prank.

However, he later alerted his relatives on finding Aditya missing. Ranka was among the relatives who pretended to search for Aditya. The police said he even accompanied the boy's father to the police station to file a complaint.

Subsequently, Himanshu and Brijesh panicked and decided to kill the boy. They took the boy to a desolate spot off the Mumbai-Pune Expressway and slashed his wrists before strangling him. The duo then doused the boy's body in kerosene and set it on fire.

Later, the two came to Mumbai and offered to help in the search for Aditya.

However, the murder soon came to light when Aditya's relatives found the dead boy's slippers in Brijesh's car, ACP Prakash said. Policemen who searched the vehicle also found what appeared like blood stains.

On questioning, both Himanshu and Sanghvi cracked up and confessed to the crime, Prakash said.

As of now, Congress to go it alone in Bihar

In an attempt to pitch itself safely on the political wicket ahead of Lok Sabha polls 2014, the Congress today said it would go it alone in Bihar though its leaders privately admitted that a section within the party favoured a Congress-JDU alliance over a Congress-RJD alliance.

“We are equidistant from both the JDU and the RJD as of today. We want to go it alone in Bihar. We have to find our own way,” party spokesperson Shakeel Ahmad said on a day RJD chief Lalu Yadav sang paeans for the Congress led UPA Government at his much touted Parivartan rally in Bihar today. Interestingly, state CM Nitish Kumar was in New Delhi today.

Asked if Lalu’s ode to the Congress was any indication of the possibility of a poll alliance between the two parties tomorrow, Ahmed clarified that the ruling party “had no plans to align with anyone as of now.”

The Congress justified its argument of equidistance from the JDU and the RJD in Bihar saying it had fielded its candidate against both the parties for the forthcoming Lok Sabha bypoll to the Maharajganj constituency.

Privately, however, senior Congress leaders said poll alliance matter was still under discussion of a committee headed by Defence Minister AK Antony. The leaders also admitted that the issue of political marriage for the purpose of LS polls in Bihar was not settled as there were divisions of opinion in the party on the subject.

“There are party leaders who feel an alliance with the JDU would augur well for the Congress in Bihar; a section feels an alliance with the RJD is better considering Nitish is unlikely to quit the NDA. There is another not very vocal section of the leadership which is for going it alone. The debate is on,” said a senior Congress leader.

That being the case, the Congress is keeping its options open to Nitish Kumar who was recently being seen to be cozying up to the ruling party at the Centre. The UPA Government for its part has been making every possible attempt to woo Nitish. The Cabinet recently cleared Rs 12,000 crore economic package for Bihar, honouring Nitish’s demand. Now yesterday, the Finance Minister announced the setting up of a panel to revisit the criteria for grant of special category status to states. That has been a long standing demand of Nitish.

At present, geographical factors determine the grant of this status but the JDU has maintained that a state’s distance from the development indices at the national level should be considered a primary determinant.

For the Congress, an alliance with the JDU hinges on the assumption that Nitish will leave the BJP. “That seems an unlikely possibility but not an impossible one, given the issue of Gujarat CM Narendra Modi’s anti Muslim image. We are still weighing the options,” a Congress leader pointed out.

PM files papers for 5th RS term

Prime Minister Manmohan Singh today filed his nomination papers for his fifth Rajya Sabha term from Assam amid protests by Guwahati-based media persons who were not allowed to cover the event by the authority.

The election to two of the Rajya Sabha seats from Assam will be held on May 30 next. The PM’s current Rajya Sabha term expires on June 14. Given the solid strength of the ruling Congress party in 126-member Assam Assembly, the Prime Minister is all set to become Rajya Sabha member from Assam for the fifth consecutive term. The Congress has 79 MLAs while it ally Bodoland People’s Front (BPF) has 10 MLAs.

The PM submitted his papers before Assam Legislative Assembly Secretary GP Das in the Assembly premises. Prior to filing his nomination, he presided over a meeting of the Congress Legislature Party in the Assembly complex.

Sanjay Dutt to surrender before TADA court today

Actor Sanjay Dutt will surrender before the special court set up under the Terrorism and Disruptive Activities Act on Thursday. He will have to surrender before 4 pm tomorrow. Earlier today, Dutt withdrew an application made before the TADA court seeking to surrender directly at the Yerwada central jail in Pune.

According to sources here, Sanjay Dutt, on his surrender before the TADA court, will immediately be taken into custody at the Arthur Road Jail. The TADA court is located on the jail premises.

Subsequently, Sanjay Dutt will be transferred to the Thane, Nashik or Yerwada jails to serve out his three-and-a-half-year sentence. Though officials here said Dutt was most likely to be lodged at the Yerwada Jail, officially he could be shifted anywhere in the state.

There was much melodrama outside the actor’s residence on his last day of freedom before he moves out to serve his jail term.

Scores of his fans gathered outside his house with many of them openly weeping for their hero. Congress party workers supporting his sister Member of Parliament Priya Dutt are holding pujas and prayer sessions to ensure that the actor has an easy term in prison.

Meanwhile, activists of a little-known organisation called Hindu Rashtriya Sena (HRS) held protests outside Dutt's house demanding that he be hanged. They also heckled actor Ajay Devgan and prevented him from visiting Dutt. The police later dispersed the group and detained its founder Dhananjay Desai.

The makers of “Policegiri” and “Unglee”, both of which star the actor and are being readied for release shortly, are also making most of the situation with big advertisements featuring the actor. According to the trade buzz, “Policegiri” will be released in July.

Meanwhile, the police said the authorities at the Arthur Road Jail received an anonymous letter threatening the actor's life. The police said further investigations were on in the matter.

New twist to Navy ‘sex scandal’

The alleged sex scandal in which a woman has alleged that her Navy-officer husband was forcing her to get 'sexually involved' with his colleagues, has taken a new twist. The officer has reportedly presented documents to claim that the complaint of his wife was an 'after thought' following pending mutual-consent divorce proceedings between the couple.

The Naval-officer, a Lieut Commander (equal to an Army major), has submitted to the Navy authorities a set of documents to claim that he and his wife had filed a mutual-consent divorce petition in a Ghaziabad court on April 18 and she complained to the Naval authorities on April 26.

The officer, posted in Karwar has informed the Navy that mutual settlement had been worked to Rs 22.5 lakh and he has already deposited a bank draft of Rs 8 lakh in the court. The remaining sum of Rs 14.5 lakh was to be paid at the time of the divorce plea was to get finalised.

The divorce plea which has pictures of the couple says that the couple, who had got married on February 10, 2012, had decided to part ways on account of incompatibility.

In a complaint sent to the Defence Minister, she has demanded departmental disciplinary action against him.

CBI grills Raja Bhaiyya in triple murder case

Ending weeks of speculation, former Uttar Pradesh minister Raghuraj Pratap Singh, alias Raja Bhaiyya, today appeared before the make-shift CBI office in Kunda for questioning in the triple murder case.

The 44-year Raja of Kunda along with his close associates had been named for criminal conspiracy in the murder of CO Kunda, Ziaul Haq in the FIR filed on March 4 by Haq’s widow. Besides DSP Haq, Balipur gram pradhan Nanhe Yadav and his brother Suresh had been killed on March 2.

While Raja Bhaiyya and his cousin were being interrogated in separate rooms the others were made to wait. A notice had been served on the former minister on April 5, 2013 to appear before the CBI court for questioning. In her FIR, Haq’s widow Parveen Azad had accused Raja Bhaiyya of criminal conspiracy. — TNS
