Finance panel for Rs 680.32 cr to panchayats, civic bodies

The Fourth State Finance Commission, Haryana, has recommended financial devolution of Rs 680.32 crore for the year 2013-14, including Rs. 442.21 crore for panchayati raj institutions and Rs 238.11 crore for urban local bodies. This devolution is over and above the funds already being transferred to these bodies through state excise, stamp duty, surcharge on VAT, grants of the 13th Finance Commission and other budgetary transfers.

4 killed in mishaps

Om Prakash of HUDA Sector 5 here was killed when his motorcycle was hit by a truck near Masana village under Pipli thana last evening. In another case, Sanjay of Chhota Bans village in Yamunanagar district was killed while his wife, Komal, was injured when they were hit by a vehicle near Tyora village under Shahabad thana last evening.

Civic poll: BJP to fight on its symbol

In a development that may have serious repercussions on the BJP-HJC alliance in Haryana, the BJP today decided to fight the forthcoming elections to the seven municipal corporations (MCs) on its symbol.

The BJP decision , which was taken at the party’s core committee meeting at New Delhi attended, among others, by party in charge Harshvardhan and party president Ram Bilas Sharma seems to have been taken keeping in mind workers’ sentiments as the party had always fought the civic body poll on its election symbol.

In fact, a week ago (April 18) the BJP-HJC coordination committee had decided in principle not to contest elections to the seven municipal corporations of Panchkula, Ambala, Yamunanagar, Panipat, Karnal, Rohtak and Hisar on party symbols apparently bowing to the wishes of HJC chief Kuldeep Bishnoi.

However, the BJP-HJC alliance’s decision vertically split the party with leader of the BJP legislative party Anil Vij terming it as “against the decision of the state working committee”.

Though the electoral alliance between the BJP and HJC extended to the Lok Sabha and the Vidhan Sabha alone, fighting the MC elections by the two parties separately would send a wrong signal ahead of next year’s parliamentary and state assembly elections.

BJP leaders maintained that a committee under the chairmanship of BJP MLA Krishan Pal Gujjar had been formed to chalk out a strategy for the civic body poll with the alliance partner HJC.

However, the BJP’s decision to fight the MC elections on its symbol disregarding Bishnoi’s concerns is seen as a clear signal to its alliance partner that the HJC could not dictate its policies.

The BJP, which is considered to have a sizable urban presence, usually fares well in the corporation elections. It could also put the party in a better bargaining position with the HJC vis-ŕ-vis the choice of assembly seats though both parties had decided to contest 45 seats each.

Girl’s brothers kill Class XII boy

In an apparent case of honour killing, a Class XII student, was beaten to death by three brothers at Kikral 
village of Bhiwani last night.

The victim Ajit had allegedly gone to the house of the accused to meet a girl, where he was caught by her brothers — Budh Ram, Gopi Ram and Ram Niwas — who thrashed him badly.

The victim was rushed to the General Hospital in Siwani, where he succumbed to injuries.

The police has booked 
the three accused, who have absconded after the incident.

Ajit’s family lives in a dhani in the fields while he lived with his grandparents in Siwani.

Ajit’s family members, however, alleged that the accused had taken the victim from his home on some pretext and beat him up mercilessly.

The family members alleged that they 
were nursing a grouse against Ajit for unknown reasons.

Congress workers feel ignored

Frayed tempers were witnessed at a Congress meeting addressed by Haryana Pradesh Comngress Committee (HPCC) president Phul Chand Mullana as workers almost came to blows and rushed towards the dais. The workers were sore over being 'ignored' by the party and said even the bureaucracy was not giving any weightage to them in spite of the fact that the party was in power in the state for past eight years.

Trouble started brewing as former Haryana Youth Congress vice-president Pankaj Punia alleged that dedicated workers were being ignored by the party and bureaucrats and no work was done without greasing the palms of officials. When he went on to say that there was no say of the workers who had worked selflessly for the party and even the elected representatives were indifferent to them, district Congress president Surender Narwal asked him to stop.

This infuriated another worker, Raghuvir Singh, who said Punia should be allowed to give vent to his feelings as he was expressing the sentiments of workers and heated exchanges ensued. There were scuffles and workers almost came to blows, but the situation was saved from taking an ugly turn by the intervention of senior leaders.

Mullana said the workers should give their grievances and complaints in writing and necessary action would be taken. He committees would be set up at the booth level to strengthen the party and the workers would be given due respect and recognition. He said the workers were backbone of the party and assured them that they would not be ignored.

Dinner diplomacy in Delhi has ruffled many a feather in Haryana. Is the Haryana Janhit Congress (HJC) president Kuldeep Bishnoi cosying up to the Congress ahead of the elections in the state? Though publicly committed to an alliance with the Bharatiya Janata Party (BJP) for both the parliamentary as well as the state Vidhan Sabha polls, the presence of Bishnoi and his MLA wife Renuka at a dinner hosted by All-India Congress Committee general secretary Chaudhary Birender Singh last night has baffled many.

Chaudhary Birender Singh hosted a dinner for the who’s who in the Congress at his newly allotted house on Lodhi Road in Delhi. Among those who attended were the chief ministers of Haryana, Himachal Pradesh, Uttrakhand and Delhi and Congress stalwarts like Jinardan Dewadi, CP Joshi and Ahmed Patel.

It is a well-known fact that Bishnois are close to Chaudhary Birender Singh and sources close to him said that Kuldeep and his wife Renuka had been called to the dinner in their personal capacity. But it has set off a speculation over the political motives for the same.

Barring four Haryana MPs, all others attended the dinner. While Kurukshetra MP Naveen Jindal was absent, his mother and MLA from Hisar Savitry Jindal was present. Several top politicians even jokingly questioned each other if the HJC would merge with the Congress. Bishnoi, it is learnt, scotched all rumours at the dinner itself by saying, “We are here because we could not say no to Chaudhary sahib”.

Both the BJP and HJC have reiterated that they would go to the next elections due in 2014 together as an alliance contesting 45 seats each in the Vidhan Sabha that has 90 seats. For the parliamentary polls, the HJC will contest two seats and give the remaining eight out of the total 10 seats to the BJP.

It was expected that the presence of Bishnois would be taken up at the BJP’s core committee meeting in Delhi today. But the BJP leadership chose to ignore the issue and concentrated on the forthcoming municipal elections that would be seen as a run-up to the General Election next year.

Taking strong exception to the remarks made by Chief Minister Bhupinder Singh Hooda targeting him, rebel Congress leader and sitting Gurgaon MP Rao Inderjit Singh has asked the latter to expose him right away if there was any substance in his allegations.

“I have heard the personal aspersions cast on me by the Chief Minister at a rally in Meerpur (Rewari) on April 25. Before that, on April 23, I was called a “desh-drohi” by one of his supporters from Jhajjar during a meeting of party workers and office-bearers,” the MP said in a statement issued here today.

Rao Inderjit said his opposition to the Chief Minister was issue-based and started in 2006 when he was a minister in the Union Cabinet.

“His (Chief Minister’s) stooping to innuendo and personal attacks only reflect his frustration and inability to convince the public about his stance on the issues which I have been raising for the past few years,” he maintained. He asserted that he came from a family of freedom fighters and to be called a “desh-drohi” was a personal insult to him, his family, and all those who took part in the freedom struggle.

3rd unit of Jharli power project starts

Union Minister of State for Power Jyotiraditya Scindia announced that two more power units of 660 MW each would be set up at Indira Gandhi Super Thermal Power Plant in Jharli village here to produce 1,320 MW more power so that Haryana could transform itself into to a power-surplus state.

Scindia was addressing a gathering after dedicating Unit-III of the Indira Gandhi Super Thermal Power Project to the nation in Jharli today. He said with the setting up of the two units, the total capacity of the power plant would be 2,820 MW. The first unit of this 1,500-MW plant had become operational in March 2011 and second in April 2012.

“The government has launched the Rajiv Gandhi Gram Vidyutikaran Yojna under which about 2.5 lakh people of 17 districts of Haryana will benefit. Schemes costing about Rs 10,000 crore have already been implemented in Haryana by the union power ministry,” said Scindia. He said a Rs 840-crore scheme had been approved to ensure uninterrupted power supply in 36 towns of Haryana.

“At the time of Independence, the power generation capacity of the nation was only 1,500 MW. With a number of power projects set up over the years, the power generation capacity has gone up to 2.28 lakh MW and the contribution of the NTPC in it is 41,000 MW,” said the minister.

Haryana Chief Minister Bhupinder Singh Hooda said in 2005, the state had only one power plant at Panipat. The state government had set up four new power plants, raising the power generation capacity from 1,587 MW to 5,800 MW, he added.

“The power generation capacity of the state has increased from 4,033 MW to 9,839 MW. A nuclear plant of 2,800 MW is being established at Gorakhpur village in Fatehabad district, which will have 1,400-MW capacity. The government has also entered into an agreement with the Bhutan Government for a 1,500-2,000-MW hydropower,” said the CM.

Delhi Energy Minister Haroon Yusuf said both Delhi and Haryana were progressing at a fast pace, resulting in increased urbanisation and more demand for electricity.

Scindia, along with Haryana Chief Minister Bhupinder Singh Hooda, inaugurated the 2630 MVA 765/400/220 KV substation of Power Grid Corporation of India Limited in Dhana Nasran 
village of Bhiwani district today.

Addressing people in a function organised on this occasion, Scindia lauded Haryana’s efforts for setting up of four new power projects in the state.

He said a Rs 840-crore scheme had been approved to ensure uninterrupted power supply in 36 towns of Haryana.

Scindia as well as Bhiwani MP Shruti Choudhry and minister Kiran Choudhry remembered his father Madhavrao Scindia’s relations with former chief minister Bansi Lal.

Kiran Choudhry said the power projects would bring prosperity to the area. Minister Sat Pal Sangwan and local MLA Ghasham Dass Saraf were present on this occasion.

Lone survivor of suicide pact family flees hospital, caught

The missing Dalit rape victim’s father, the lone survivor of the family of five who consumed poison under a suicide pact, disappeared from Rohtak’s PGIMS in the early hours this morning, leaving the police in a tizzy.

The police managed to trace him almost eight hours later near a canal in Rohtak area and brought him back to the PGIMS.

The 40-year-old father of the missing rape victim, who had accused the Hisar police of driving his family to end their life by pressuring and intimidating them, went missing from his bed in the PGIMS at Rohtak in the wee hours today, according to police sources.

Policemen deployed for him in the PGIMS found him missing from the bed, said the sources. The rape victim’s father, it is said, got up from his bed at 4.30 am and walked away. His disappearance has left the police panicky, as he had said that he did not want to live.

His eldest daughter, a minor girl, was allegedly kidnapped and raped by a villager, Rohtash, from May 12 to 15, 2012.

The police had arrested Rohtash, who is now facing trial in a Hisar court.

The victim, however, disappeared on July 6, 2012 and a missing report is lodged with the police in this connection.

On April 22, the missing rape victim’s father, mother, a sister and two brothers consumed celphos poison under a suicide pact.

The victim’s father had accused the police of pressuring and intimidating him for finding the rape victim, whom the police wanted to produce before a court on April 30 in connection with the rape case.

The police heaved a sigh of relief when he was found. No action has so far been initiated against anyone in connection with today’s episode.

Orphan’s rapist uncle nabbed

Sonepat: After five days of efforts, the police claims to have arrested Suraj, alias Bachan, an accused in the rape of his 10-year-old orphaned niece (daughter of his wife’s sister) from his hideout in West Bengal.

The police said he was brought to Sonepat today and medically examined in the civil hospital. During interrogation, the accused confessed to have raped the minor and gave the location of the house here in a colony where he committed the crime.

Sunita, a Child Welfare Line activist from Panipat, had lodged a complaint in the Mahila police station that the girl was being forced to work as domestic servant in some houses and was also being raped by her “mausa” Suraj, alias Bachan, residing in a rented accommodation in the colony.

The accused and his wife Anita had escaped from the house. Police teams were sent to nab him from his suspected hideouts in Delhi, Bihar and West Bengal.

Rapist brother arrested

Rohtak: The police has arrested local resident Parvin for raping his sister last week. The victim is a NRI and had come from Italy last month to meet her kin. The arrest was made today after the rape was confirmed in the report submitted by the Forensic Science Laboratory (FSL), Karnal.

The victim aged about 32 years had lodged a complaint with the police on April 20 last that she was sexually assaulted by her brother on April 19 last. It is alleged that she was 'raped' after she was administered a substance that made her unconscious.

She told the police that her brother had given a drink laced with sedatives and raped her at knife point. On the compliant of victim, whose husband lives at Brassia town of Italy, the police booked her brother.

However, the accused and other family members claimed that the complaint was a result of the dispute between over some property.

DSP Virender Singh said: "Based on the FSL report, the accused has been arrested but police is probing the case from other angles, including property dispute". The accused will be produced in the court tomorrow.

Judicial custody for rape accused

FARIDABAD: A man accused of raping a woman executive of a private firm on Wednesday was today sent in 14-day judicial custody by a local court.

While accompanying the victim to Palwal on her office car, Hemant had taken her to a house in Sector 45 and raped her. He had offered the victim’s firm to facilitate the purchase of a plot in Palwal and accompanied her to show the plot.

On the way to Palwal, the accused persuaded her to take along his friend as the latter was also associated with the plot.

District police chief Rakesh Kumar Arya said the sentenced persons had been identified as Sanjay Kumar, Shyam Lal, Sheesh Pal, Om Prakash and Ram Singh- all residents of Bhagwanpur.

Following old rivalry, the culprits beat Gaurav with lathis and iron rods, injuring him seriously. He was admitted to a hospital at Babain village from where he was taken to the LNJP Hospital, Kurukshetra, and finally to the PGI, Chandigarh, where he succumbed to his injuries on August 1, 2011.

Finance panel for Rs 680.32 cr to panchayats, civic bodies

This was stated by LSM. Salins, Chairman of the commission, while presenting the interim report of the commission for the period up to 2013-14 to the Governor at Haryana Raj Bhavan here today.

Salins explained that resource base of local bodies was very poor as compared to their vast responsibilities.

Woman traced, restored to parents

A woman who had gone missing from here has been traced in Ambala.

District police chief Rakesh Kumar Arya said Harjinder Singh of Shayam Colony, Thanesar, lodged a complaint with the police on April 11, alleging that his wife had gone missing from a beauty parlour in HUDA Sector 17. The police later recovered the missing woman from Ambala. She was restored to her parents, as per court orders.

Vigilance finds 4 guilty of graft

The State Vigilance Bureau has recommended departmental action against three gazetted officers and one non-gazetted officer as they have been found guilty in its investigations.

A spokesman of the bureau said here today that five officials were also caught accepting illegal gratification ranging from Rs 2,000 to Rs. 30,000 recently. Criminal cases had been registered against them under the Prevention of Corruption Act.

A team of state vigilance bureau (SVB) today arrested two personnel of the Home Guard red-handed for taking bribe for the issuance of certificate of gun handling to a person.

Arun Dass, a resident of Baghichi Mohalla in Fatehabad, had lodged a complaint with the SVB that Devi Dayal and Shankar Lal, both Home Guard personnel, were demanding Rs 5,000 as bribe for issuing him the certificate for handling of guns, though he had already undertaken the requisite training.

He alleged that he had already paid Rs 3,000 to the accused and now they were demanding Rs 2,000 more.

HC slams state for dragging feet on BPL card scam

Admonishing the State of Haryana for dragging its feet on the BPL card scam allegedly involving government functionaries, the Punjab and Haryana High Court has indicated a probe by the Central Bureau of Investigation.

Justice Rajesh Bindal minced no words to say: “This court is, prima facie, of the view that the entire matter needs to be referred to the CBI to find out the involvement of the beneficiaries and officers/officials in the entire process.”

Describing it as “a big scandal”, Justice Bindal added that apparently the state was finding it difficult to take action. Justice Bindal added the state was being given a last opportunity to file the Chief Secretary’s comprehensive affidavit, before the matter was referred to the CBI.

The affidavit would specify the time required for concluding action against guilty functionaries. It would also spell out the total amount of funds misutilised and required to be recovered from fraudulent beneficiaries and guilty officers. “The ways and means adopted to recover the amount till date may be mentioned; and where no action has been taken, the reasons be specified,” Justice Bindal directed.

In a scathing 10-page order, Justice Bindal expressed dissatisfaction at the speed action was being taken against those fraudulently procuring BPL cards or officials party to the process.

Justice Bindal asserted: “As per the figures available for the BPL cards in the urban area issued up to 2009, about one-third were found to be ineligible. Even in the rural area, 83,062 card-holders were found to be ineligible.

“Though total figure of the cards issued has not been provided, the percentage, in any case, would be similar to the urban area. The total amount involved in the process, which has been siphoned off with the objectives well known to the authorities out of the taxpayers' money, has not been pointed out,” he said.

SC stays demotion of Forest Conservator

The Supreme Court today stalled the demotion of Haryana’s Principal Chief Conservator of Forests Krishan Lal Manhas by staying a Punjab and Haryana High Court order.

A Bench comprising Justices HL Gokhale and Ranjan Gogoi also issued notice to the Centre and the state government seeking their response to the Manhas’ plea against the move.

Appearing for Manhas, an Indian Forest Service (IFS) with 37 years of service, senior counsel Mahabir Singh and advocate Nikhil Jain contended that there was no punishment against their client and as such the order of the Central Administrative Tribunal (CAT) for cancelling his two promotions was illegal.

Further, any major punishment could operate only prospectively and could not vitiate the promotion made prior to the major punishment, they contended.

Manhas had been found guilty of some omissions and commissions during 1997-2004.

However, Manhas’ counsel contended that an order passed at the instance of the Chief Minister on June 8, 2008, had exonerated him, recommending only a “simple warning” to him.

Despite this, the CAT passed an order on March 21, 2011 cancelling the last two promotions of Manhas, they said. The affected officer approached the Punjab and Haryana High Court challenging the CAT order but the HC dismissed it, forcing him to come to the SC.
