Education Rules Suman Bhatnagar
Ambala, April 26 The DEO said most of the private and public schools have increased their fee structure ignoring the guidelines issued by the education department. He said in the name of various funds, huge amount was being recovered from parents. Some of the schools were not following the prescribed books and admission fee was also charged from old students, he said. The DEO said the department had received complaints of irregularities in schools. He said the schools had been asked to file a reply in two days. He said the decision regarding enhancement of fee should be taken by the school-parent association. Every school should file form number 6 mentioning its fee structure which would be approved by the Director of Education. Sharma said some of the schools were not implementing Section 134A of the Right to Education (RTE) Act and the BPL card holders as well as financially backward students were not entertained by private schools. Meanwhile, the management committees of private schools said the schools were facing financial crises and if the department forced them to implement the RTE Act, they would have no option but to close their institutions. |

Less production brings 12% dip in wheat arrival
Dera Bassi, April 26 One of the farmers at a grain market said the average wheat production had gone down during this season. Officials of grain markets, Lalru and Dera Bassi, said a decrease of 11 to 13 per cent was reported in the wheat arrival compared with the corresponding period last year. They said nearly 1,85,000 quintal wheat had arrived for purchasing in the grain markets of Lalru till now where as 2,13,000 quintal was arrived last year till April 25. Officials said that 3,49,00 quintal wheat had arrived at the purchasing centres of Dera Bassi till now where as the wheat arrival was nearly 40,000 quintal last year. The officials further said government purchasing agencies as Markfed, FCI, Punjab Agro, warehouse and punsup had been smoothly purchasing the crop in different purchasing centres here. Farmers and officials at the grain markets said the wheat production had decreased 25 to 30 per cent this year in comparison to last year. It had gone down nearly 5 to 6 quintal per acre this year. |

Health vigilance meeting held
Patiala, April 26 District health officer Dr Harish Malhotra, who attended the meeting, said cholera, jaundice, gastroentrities and other water-borne diseases broke out in Patiala last year due to improper sanitation and drinking water supply. He appealed to the masses to use boiled water for drinking purpose and

SC panel issues notice to MC
Chandigarh, April 26 While talking to Chandigarh Tribune, the National Commission for Schedules Castes Vice-Chairman Dr Raj Kumar Verka said the constitutional body had issued a notice to the Municipal Corporation over the selection criteria to fill posts of safai karamcharis. “There should be some justification for holding the 800-metre race and draw of lots to select the candidates,” Verka said. The commission issued a notice on the representation submitted by the Safai Karamchari Union, Chandigarh. Dr Raj Kumar Verka was in the city today to hold a review meeting on SC/ST issues with the officials of the UT Administration. MC Commissioner Vivek Pratap Singh said the civic body would submit its reply after receiving the notice. For the 319 posts, the Municipal Corporation has already received 14,000 applications. The MC had decided to hold a draw of lots to select the candidates. An MC official said before conducting the draw of lots, an 800-metre race would be held to check the physical fitness of all the applicants. The male candidates would have to complete the race within three minutes while the time limit for the female candidates would be 3 minutes 40 seconds. Only those who would complete the race within the stipulated time would be eligible for the draw of lots. The Deputy Mayor of the MC, Satish Kainth, said the civic body should not change the old mode of selection, i.e. holding interviews. He said he had already demanded that in the recruitment of 319 safai karmachari in the MC, the local residents should be given preference over those from Punjab and Haryana. HC pulls up UT Admn for vagueness in service rules
Chandigarh, April 26 The directions by the Division Bench of Justice Surya Kant and Justice RP Nagrath came on a petition filed by Sonia Sharma against the Chandigarh Administration and other respondents. She had moved the High Court after her candidature for guest faculty lecturer post was turned down on the ground that she was ineligible, though she had earlier been appointed on the same post with the same qualification. Sharma had told the Court that the UT Education Department invited applications for the posts of guest faculty lecturer in various streams, including commerce. Her application, however, was turned down on the premise that she was ineligible. Sharma was told by the respondents that she had not studied the relevant subject (commerce) during her BEd. Taking up the matter, the Bench observed that certain peculiar facts were brought to its notice, including the fact that the petitioner on the basis of the same qualification was earlier appointed as a guest faculty lecturer in commerce by the same department in 2008-2009. Moreover, there was some vagueness in the advertisement due to inappropriate drafting. The Bench asserted, as a result, one of the clauses in the advertisement was capable of two constructions. The Bench said the model qualification approved by the National Council for Teachers Education, too, supported the petitioner's case. The Bench also took note of the fact that two posts of lecturer in commerce were lying vacant, before observing that its interim directions to accommodate her as a guest faculty lecturer in commerce stood complied with; and she had already been offered an appointment. We deem it appropriate to dispose of this writ petition. “We also direct the Chandigarh Administration to carry out necessary amendments in the service rules, so that in future no confusion regarding eligibility of candidates occurs,” the Bench held. |

Nand Kishore found guilty
Panchkula, April 26 The children identified the accused before the court. Kishore was arrested by the Panchkula police on charge of physically abusing two schoolchildren on September 6, 2012. He reportedly physically abused the children, residents of Sector 19, Abhaypur, on the pretext of giving them chocolates after their school got over. Kishore used to stand outside the school and lure the children so that he could take them home to commit the crime. Kishore was residing alone in a house in Abhaypur. Before committing the crime, he used to show adult movies to the victims. When the school principal noticed him taking the girls along with him, she informed about it to the children’s families. Later, the victims also narrated the incident to their parents. The police investigations stated that Kishore used to stand outside the school daily and take a few girl students to his home on the pretext of giving them toffees or chocolates or games. He used to threaten the children of dire consequences if they reported the incident. Reports say that a few days ago, he sought a marriage proposal form a class VIII girl. A ‘Child Abuse’ Case

These houses were rented out to them by the accused, causing financial loss to the government. Accused shows no fear of law in court
Panchkula, April 26 Gurnam Singh and Harvinder Singh, who were arrested yesterday for brandishing a gun after an altercation with a Baddi-based driver were today brought to the court amid security. The duo, after thrashing and threatening the victim, Davinder, near Majri flyover, were fleeing in their car towards Shimla, when the police intercepted them in Pinjore and arrested them. Gurnam, today, in a fit of rage manhandled a person holding a camera and hurled abuses at the public. The escort guards who were accompanying him could not stop him from showing such disregard to law and order. Meanwhile, taking a serious note of the yesterday’s incident, Deputy Commissioner of Police (DCP) Ashwin Shenvi has ordered a review of the number of escort guards who accompany the accused and prisoners to court. |

Before fleeing, robbers were misbehaving at P’kula court

As per rules, no prisoner is allowed to wear any accessories or ornaments. Despite such a violation, none of the policemen dared to check them. “We were quite astonished to see the prisoners behaving in such a way. Its surprising that the policemen accompanying them didn’t notice the way they were chatting loudly and wearing shades and chewing a gum in presence of them,” said Vinod Sharma, an advocate. Another lawyer, Raj Kumar Sharma, said: “How can such notorious robbers be allowed to behave in such a manner. It shows lapses on the part of escort guards and the police present on the court premises.” Yesterday, three accused, Kulwinder, Jaswinder Singh, alias Kauli, and Nahar Singh, all residents of Jai Singh Wala village, who were lodged in the Bathinda jail, were brought to the Panchkula court with regard to a loot case in Panchkula. After they left the court and were being taken back to Bathinda, they snatched the SLR of a policeman and opened fire, killing one and injuring two. They later fled from the spot. The three have been accused of looting over 10 petrol stations on Malout and Dabwali roads in a single night. Man dies in accident
Chandigarh, April 26 A passer-by informed the police. Thapar was rushed with a head injury to General Multi Speciality Hospital, Sector 16, where he was declared brought dead. Thapar was married and had two children. His death came as a shock to the family as his brother, too, had died a month back. The body was handed over to them after conducting the post-mortem. |

One arrested for misbehaving A woman alleged that her brother-in-law thrashed and misbehaved with her in the Sector 19 market over some family issues. The woman alleged that her brother-in-law, Rajinder Singh of Sector 47, threatened her in the Sector 19 market. The police has registered a case of causing hurt and criminal intimidation under Sections 323,506,509 of the IPC at the Sector 19 police station yesterday. The accused was arrested in this case. Two held for threatening woman A resident of Manimajra, Raman, alleged that her relative Aamir, his wife and daughter thrashed and threatened her yesterday. The police spokesperson said Raman was beaten up at her residence by her relatives after an argument took place between them. The woman got injured and was admitted to the Manimajra hospital. The police has registered a case of causing hurt and voluntarily causing hurt at the Manimajra police station and arrested Aamir and his wife in this regard. |

Driver challaned for creating ruckus
Chandigarh, April 26 The driver was creating ruckus outside the house of his fiancée. Residents of the area requested him to stop the drama but the driver, Rajesh Kumar, did not pay any heed to their pleas. Later, they called the police. Police inquiries state that the car belonged to a senior bureaucrat, who has recently been transferred from Mumbai to Chandigarh. The police challaned the driver and released the car after communicating about the incident to the bureaucrat, who ensured that vehicle was allotted to him and Rajesh was his driver. The fiancée and her mother also gave guarantee of Rajesh to the local police. A police official said the incident occurred when Rajesh came to drop his fiancée at her residence in Sector 49 but honked horns unnecessarily.
